1 บทบาทภาคประชาสังคมกับการใช้เครื่องมือวิศวกรสังคมในการพัฒนาเชิงพื้นที่ในการยกระดับ ศักยภาพทุนชุมชนในโครงการ U2T เขตพื้นที่จังหวัดสุราษฎร์ธานี The Role of Civil Society and the Use of Social Engineering tools in Spatial Development in Raising the Potential of Community Capital in the U2T Project in Surat Thani Province. สุพัฒพงศ์ แย้มอิ่ม1 พสธร สุขเสน1 1 หลักสูตรสาขาวิชารัฐศาสตร์บัณฑิต 2 หลักสูตรสาขาวิชาภาษาอังกฤษเพื่ออาชีพ คณะมนุษยศาสตร์และสังคมศาสตร์ มหาวิทยาลัยราชภัฏสุราษฎร์ธานี 1 Faculty of Humanities and Social Sciences, Suratthani Rajabhat University, Thailand 1 Email: [email protected] เบอร์โทรศัพท์ 0814999833 1 Faculty of Humanities and Social Sciences, Suratthani Rajabhat University, Thailand 1 Email: [email protected] เบอร์โทรศัพท์ 0817552505 บทคัดย่อ บทความวิชาการมีจุดประสงค์เพื่อศึกษาและอธิบายให้เห็นถึงบทบาทภาคประชาสังคมกับการใช้เครื่องมือ วิศวกรสังคมในการพัฒนาเชิงพื้นที่ในการยกระดับศักยภาพทุนชุมชนในโครงการวิศวกรสังคมในเขตพื้นที่จังหวัดสุ ราษฎร์ธานี ถือว่าเป็นบทบาทที่สำคัญอย่างยิ่งในปัจจุบันที่ทางรัฐบาลให้ความสำคัญอย่างยิ่งต่อการพัฒนาเป็น หน่วยงานในการขับเคลื่อนงานพัฒนาชุมชนจากการมีส่วนร่วมของประชาชน องค์กรภาคประชาชน ที่ส่งเสริมใน การพัฒนาชุมชนเชิงพื้นที่ ในสังคมประเทศไทยในปัจจุบันวันนี้จึงเป็นหน่วยงานที่รัฐบาล และหน่วยงานท้องถิ่นให้ ความสำคัญและบทบาทในการมีส่วนร่วมในการพัฒนาร่วมกันในการพัฒนาชุมชนฐานราก กระทังในปัจจุบันหน่วยงานภาคประชาชน ยกฐานะบทบาทเป็นหน่วนงานที่มีการพัฒนาอย่างต่อเนื่อง ยิ่ง ในปัจจุบันบทบาทภาคประชาสังคม ได้มีการบูรณาการร่วมกับหน่วยงานการศึกษา ภาควิชาการ ที่เข้ามามีอิทธิพล และบทบาทในการพัฒนาร่วมกันการในยกฐานะชุมชนท้องถิ่น ในส่วนของภาควิชาการ โดยเฉพาะมหาวิทยาลัย ราชภัฏ ถือเป็นหน่วยงานวิชาการที่ให้ความสำคัญการบริการชุมชนท้องถิ่น มหาวิทยาลัยราชภัฏสุราษฎร์ธานี เป็น ต้นแบบมหาวิทยาลัยบริการชุมชน ท้องถิ่น โดยใช้เครืองมือในการพัฒนาชุมชน ที่เรียกว่า “วิศวกรสังคม” (Social Engineer) บทบาทหน้าที่ของวิศกรสังคม 1.วิเคราะห์ศักยภาพชุมชน 2.ยกระดับองค์ความรู้ในชุมชน 3.สร้าง
2 นวัตกรรมเพื่อการแก้ปัญหาชุมชน 4.สร้างความยั่งยืนในการแก้ปัญหาเชิงพื้นที่ บนฐานข้อมูลของชุมชน ทักษะ สำคัญของวิศวกรสังคม 1.ทักษะการคิดวิเคราะห์ เชิงเหตุ-ผล เห็นปัญหาเป็นสิ่งท้าทาย (นักคิด)2.ทักษะในการ สื่อสารองค์ความรู้เพื่อการแก้ปัญหา (นักสื่อสาร)3.ทักษะในการทำงานร่วมกับผู้อื่น ระดมสรรพกำลัง ทรัพยากร เพื่อการแก้ปัญหา (นักประสานงาน)4.ทักษะการสร้างนวัตกรรมเพื่อแก้ปัญหาสังคม (นักสร้างนวัตกรรม) ดังนั้น บทบาทภาคประชาสังคม กับการใช้เครื่องมือวิศวกรสังคมในการพัฒนาเชิงพื้นที่ในการยกระดับ ศักยภาพทุนชุมชนในโครงการ U2T เขตพื้นที่จังหวัดสุราษฎร์ธานี จึงเป็นทั้งผู้เรียนรู้และผู้เอื้อให้เกิดกระบวนการ จัดการเรียนรู้ของคนในท้องถิ่น เพื่อออกแบบกระบวนการ / วิธีการในการจัดการปัญหาหรือยกระดับทุนของชุมชน ไปสู่การสร้างมูลค่าเพิ่มโดยเน้นไปที่การมีส่วนร่วมของคนในชุมชนผสานกับความรู้จากภายนอกที่วิศกรสังคมจะ เชื่อมโยงลงไปสู่ท้องถิ่นเพื่อขับเคลื่อนคุณภาพชีวิตของคนในพื้นที่ Abstract The role of civil society and the use of social engineering tools in spatial development in raising the potential of community capital in the social engineer project in Surat Thani Province. Innovation creation skills to solve social problems (Innovator) Therefore, the role of civil society and the use of social engineering tools in spatial development in raising the potential of community capital in the U2T project in Surat Thani Province. Therefore, he is both a learner and a facilitator of the learning management process for local people. We sat down and talked to design processes/methods for managing problems or raising the level of community capital to create added value, focusing on the participation of people in the community combined with external knowledge at social engineers.
