MOBILE EMERGENCY OPERATION CENTER (EOC)

CEGELEC Défense is a major provider of mobile operation centers for the
French Armed Forces and Gendarmerie.
The mobile Emergency Operations Center (EOC) is a generic tool for
coordinating on-scene operations during low-frequency and high-risk
incidents. The flexibility of a mobile EOC allows for optimal interaction
between the Incident Management Team, involved Agencies and the
Policy Group when jointly reviewing critical information. The Rapid
Expandable Shelter based EOC offers a degree of comfort and a full
communications center with software that can tie together radio
frequencies. The mobile EOC allows for planning and control from various
locations and can provide valuable insight for executive decision makers
in a stable situation with short-term recovery challenges.
Depending on requirements Rapid Expandable Shelters (Mobile
Expandable Rigid Walls Shelters - MERWS) are available from 2 up to 6
expandable cells. They can be assembled to compose larger facilities with
dedicated functional modules. The EOC has dedicated power, computer,
networks, and telephone equipment capable of operating independently of
external systems, along with dedicated microwave, satellite, wireless and
land-mobile voice, data, and radio equipment on-site. Inter Agencies
coordination command and control are organized to address specific
functions :

The MERWS are self-contained autonomous rapid expandable structures. EOC French Gendarmerie – MERWS 6C structure
They are fully prewired for the distribution of networks, power and light.
Expanded operation centers are air-conditioned and offer optimal working
conditions for long term operations. They can be redeployed and
relocated very quickly and present a complete layout flexibility thanks to
mobile partition walls. They integrate living essential commodities
(kitchenette, toilet, shower).
In storage and transportation modes the MERWS are folded into 20ft ISO
containers format. This standard offers absolute compliance with all
transportation modes (Air, Rail, Road, Maritime) including off road tactical
vehicles.
SPECIFICATIONS
MERWS comply with military standards (GAM EG13, DGA/CEV Norms,
STANAG) for the most harsh environments with extreme dependability :
o Mechanical resistance to operation conditions, EOC MERWS 6C (78m2) - road configuration
o All transportation modes (Air, Road, Rail, Maritime),
o Extreme climatic conditions.
In order to allow operations under the most severe conditions the system
is fully mechanical and manual for expansion and folding (Hydraulic and
Electrical assistance are optional)

CEGELEC Défense 3in1 Rapid Expandable (Folded Decontamination Module)
Decontamination Module is designed for mass
decontamination of Nuclear and Chemical agents CBRN Decontamination Module
exposed victims. (Expanded))
The standard folded structure (20ft air transportable
container) can be easily installed on a flatbed truck or
trailer for deployment in remote areas and harsh
environment. Full deployment is completed under 2
hour with 6 operators .
Fully air tight. The module isolates personnel from
outside contaminants. It integrates five treatment
zones with multipoint automatic showers and allows for
a continuous running of the decontamination process.
The decontamination module can be easily integrated
in CBRN MASCAL Preparedness and Emergency
Response plans.
Larger decontamination facilities for mass
casualties are available based on the connection
of 3in1 and 7in1 dedicated rapid expandable
shelters (see figure below right)

3in1 RAPID EXPANDABLE BIOLOGICAL LABORATORY

Expanded Biological Laboratory
The 3in1 Rapid Expandable Biological laboratory is a CBRN
mobile facility integrating a high safety laboratory for the
early identification of pathogenic agents, including class A of
the Centers for Disease Control and Prevention (CDC).
Maximal protection of operators and environment is
achieved through negative pressure filtration and air renewal
system, using HEPA filters.
The laboratory integrates comprehensive equipment for
rapid identification of CBRN agents (chemical, biological,
radiological) and can be used both for the characterization of
communicable and infectious diseases pathogens (e.g. V.
cholera, N. meningitidis, Ebola, Coronavirus etc.) or for the
diagnosis of agents potentially used in biological warfare.
In transportation and storage modes the Laboratory is folded
into a 20ft ISO Container format. An overall working space of
32m2 in three separate working areas is obtained after
expansion.
The unit complies with all transportation modes (Air, Road,
Sea, Rail) and is designed to be operated in harsh
environment.

COLPRO Rapid Expandable Shelter
DESCRIPTION
The CBRN Collective protection (COLPRO) rapid
expandable shelter offers superior personnel
protection in a CBRN contaminated environment.
The system offers safe shelter in a toxic free area
after individual decontamination and doffing of
individual protection equipment. The COLPRO COLPRO Rapid Expandable Shelter
rapid expandable shelter folds into 20 ft ISO
container dimensions for storage and
transportation. The COLPRO Shelter can be
transported on truck or trailer by road, by rail or
on cargo aircraft (C130, C17, A400M). The system
can be expanded by two men in 15mn on the
ground.
The COLPRO rapid expandable offers the comfort
of a 3 in 1 container, with NBC/HEPA filtration air
conditioning system.
The expanded 32 m² space is divided into three
separate areas : access, decontamination and
living (Toxic Free) areas.
The COLPRO rapid expandable shelter provides
superior barrier protection against liquid and
vapor contaminants.
