Mark Becker, Ph.D.
President
Georgia State University
Since beginning his tenure as Georgia State University’s seventh
president in 2009, President Mark P. Becker has led Georgia State
through a dynamic period of growth and advancement and put it on
a trajectory to reshape itself and its region. Under his leadership, the
university has pursued a 10-year strategic plan through which Georgia
State has emerged as one of the nation’s leading higher education
institutions.
Georgia State’s consolidation in 2016 with Georgia Perimeter College,
a two-year institution with five campuses in metro Atlanta, raised
its student population to more than 50,000 and made it the largest
university in Georgia and one of the largest in the nation.
One of the most diverse universities in the U.S., Georgia State is a
national model for student success, setting records for its graduation
rates and the number of students it graduates, and leading the country
in eliminating disparities in student achievement based on race,
ethnicity and income. Under Dr. Becker’s leadership, Georgia State has
built a burgeoning research enterprise, growing sponsored research
at more than twice the national rate. Through the rapid development
of its campus and its engagement with civic and business leaders, the
university has been recognized as a major catalyst for the revitalization
of downtown Atlanta and the economic vitality of its region.
Global engagement is another important component of Dr. Becker’s
vision for the modern research university. He has positioned Georgia
State faculty and students to thrive in an increasingly complex and
global landscape, and has worked with faculty leaders and international
partners to enhance Georgia State’s global profile. He is particularly
committed to developing strong partnerships with universities
in rapidly growing economies. The university is strengthening
relationships with counterparts in Brazil, China, South Africa, South
Korea and Turkey.

Michael Eriksen, Sc.D.
Dean and Regents’ Professor, School of Public Health at
Georgia State University
Michael Eriksen is Regents’ Professor and founding Dean of the School
of Public Health at Georgia State University. He is also director of
Georgia State University’s Tobacco Center of Regulatory Science
(TCORS). Dean Eriksen received both a Master and a Doctor of
Science in Public Health from Johns Hopkins University’s School of
Hygiene and Public Health. He has taught graduate-level classes in
the social and behavioral sciences, urban health, tobacco control, and
global health. Prior to his current positions, Dean Eriksen served as
a senior advisor to the World Health Organization in Geneva and
was the longest-serving director of the Centers for Disease Control
and Prevention’s Office on Smoking and Health (1992-2000). Dean
Eriksen has published extensively on tobacco prevention and control
and is the lead author of The Tobacco Atlas.
Sally Wallace, Ph.D.
Interim Dean and Professor,
Andrew Young School of Policy Studies at
Georgia State University
Sally Wallace is serving as interim dean of the Andrew Young School
of Policy Studies for the 2017/18 academic year. She has been on the
faculty of the school’s Department Economics since 1991, including five
years as department chair. She was the associate dean for research
and strategic initiatives from 2015 to 2017 and has directed the
Fiscal Research Center since 2011. For the 2009/10 academic year,
she served as provost and vice president of academic affairs for the
International University of Grand Bassam in Cote d’Ivoire. Prior to her
academic career, she was a financial economist with the Office of Tax
Analysis at the United States Treasury Department. Wallace serves on
the editorial boards of International Tax and Public Finance and State
Tax Notes. She earned her undergraduate degree at William Smith
College and earned her Ph.D. in economics at Syracuse University. Her
research interests include income taxation, sales taxation, tax burden
analysis and distributional effects of taxation.

Georgia State University
Wolfgang Schlör joined Georgia State University as Associate Provost
for International Initiatives in 2017. Previously, he served as the
Associate Provost for the Diether H. Haenicke Institute for Global
Education at Western Michigan University (WMU) in Kalamazoo,
Michigan. He also served as Interim Associate Provost for International
Affairs and Interim Director of International Programs and Studies
(IPS) as well as Associate Director of IPS at the University of Illinois
at Urbana-Champaign, and held similar positions at the University of
Pittsburgh.
Dr. Schlör has held research and postdoctoral appointments at the
Center for Science and International Affairs at the John F. Kennedy
School of Government, Harvard University; the International Institute
for Strategic Studies in London; and the Matthew B. Ridgway Center
for International Security Studies at the University of Pittsburgh. Dr.
Schlör holds Ph.D. (Dr.Phil.) and M.A. (Dipl.Pol.) degrees in Political
Science from the Freie Universität Berlin.
Zipangani Vokhiwa, Ph.D.
President
Fulbright Association, Georgia Chapter
Zipangani Vokhiwa, an Associate Professor of Science at Mercer
University’s Penfield College, is the current president of the Fulbright
Association, Georgia Chapter. Dr. Vokhiwa served as principal
investigator for a Fulbright Hays Group Projects Abroad (GPA) grant
award to Mercer by the U.S. Department of Education in 2012. He led
a team from Atlanta to Malawi in 2013 to collect data for a research
project titled “The Interaction of Environment and Culture in Malawi.”
Dr. Vokhiwa earned his Ph.D. in ecology from Colorado State, Fort
Collins in 1994. He teaches biology and environmental science to non-
science majors at Mercer University.

Need for Leadership in the Quest for Health Equity
David Satcher, M.D., Ph.D.
Founding Director and Senior Advisor, Satcher Health
Leadership Institute, Morehouse School of Medicine,
and former U.S. Surgeon General
David Satcher, M.D., Ph.D. is a physician-scientist and public health
administrator with an extensive track record of leadership, research,
and community engagement.
Dr. Satcher served as the 16th Surgeon General of the United States
(1998-2002) and the 10th Assistant Secretary for Health in the
Department of Health and Human Services (1998-2001). He also
served as Director of the Centers for Disease Control and Prevention
(CDC) and Administrator of the Agency for Toxic Substances and
Disease Registry (ATSDR).
Dr. Satcher has also held top leadership positions at the Charles R.
Drew University for Medicine and Science, Meharry Medical College,
and the Morehouse School of Medicine. He has received over 50
honorary degrees and has received numerous awards from diverse
organizations and agencies. Currently, Dr. Satcher is the Founding
Director and Senior Advisor for the Satcher Health Leadership
Institute at the Morehouse School of Medicine, Atlanta, Georgia.
He is a Phi Beta Kappa graduate of Morehouse College and holds M.D.
and Ph.D. degrees from Case Western Reserve University.

Christine Stauber, Ph.D.

For two decades, Christine Stauber has worked on international issues
and has been the recipient of multiple international awards including
a faculty Fulbright award to Brazil. The overall theme of her research
is the examination of environmental exposures in resource-limited
settings. The majority of this work has focused on the pivotal role of
exposure to microbiologically contaminated drinking water and the
associated health impact on children. Dr. Stauber has also initiated a
line of research focused on environmental exposures, urban health and
disparities that was supported by an NIH grant.
Richard Rothenberg, M.D., MPH
Associate Dean and Regents’ Professor
School of Public Health at Georgia State University
Richard Rothenberg received his M.D. from Harvard Medical School
and an MPH from Harvard School of Public Health. He previously
worked at Emory University as Professor of Medicine (1993-2007)
and prior to that had spent 25 years at the Centers for Disease
Control and Prevention (CDC). Dr. Rothenberg teaches epidemiologic
methods, prevention methods, STD/HIV epidemiology, grant and
scientific writing, and an Honors undergraduate course in the scientific
method. Dr. Rothenberg is also serving as Session Leader for the 2017
Fulbright Global Health Innovations Seminar.

Leandris Liburd, Ph.D., MPH, M.A.
Associate Director for Minority Health and Health Equity,
Office of Minority Health and Health Equity,
Centers for Disease Control and Prevention (CDC)
Leandris Liburd oversees the work of CDC’s Office of Women’s Health,
Diversity and Inclusion Management, and Minority Health and Health
Equity, and serves as the agency’s principal advisor on health equity
issues with the Department of Health and Human Services, other federal
agencies, national organizations, academic institutions, and the public.
Dr. Liburd has spent her career focused on community health promotion,
chronic disease prevention, community engagement, eliminating health
disparities, and addressing the social determinants of health. She has
published extensively on these issues. Dr. Liburd holds a B.A. from the
University of Michigan at Ann Arbor, an MPH in health education from
the University of North Carolina at Chapel Hill, and a M.A. in cultural
anthropology and a Ph.D. in medical anthropology from Emory University.

Mary Helen O’Connor, Ph.D.

Mary Helen O’Connor is a Senior Faculty Associate for Perimeter
College in the Office of International Initiatives, where she is
responsible for managing the international initiatives portfolio for
Perimeter College campuses. In 2016, Dr. O’Connor and Dr. Heval
Kelli co-founded a student mentoring organization supporting refugee
and immigrant students pursuing college admission and graduation.
Since 2010, she has served as an Assistant Professor with Perimeter
College’s Department of English. She holds a Ph.D. in Rhetoric and
Composition from Georgia State University. Dr. O’Connor’s teaching
and scholarship explores the global migration crisis, refugee education,
identity, and agency.

Heval Kelli, M.D.
Katz Foundation Preventive Cardiology Fellow,
Emory University School of Medicine
Heval Kelli is a Syrian Kurdish-born physician. He moved to the
United States two weeks after September 11 and enrolled at Georgia
State University. He graduated Summa Cum Laude and was later
accepted to Morehouse School of Medicine, where he graduated
Cum Laude. He is currently named the prestigious Katz Foundation
Fellow in Preventive Cardiology at Emory University. He co-founded
and operated several non-profit organizations focused on medical
education and healthcare outreach.
In 2016, Dr. Kelli co-founded with Dr. Mary Helen O’Connor, a student
mentoring organization supporting refugee and immigrant students
pursuing college admission and graduation. He was recently named
an inaugural recipient of the distinguished Georgia State University
Alumni Association’s 40 Under 40 program, which recognizes and
honors the most influential and innovative graduates who embody the
values of Georgia State.
Arshed Quyyumi, M.D.
Professor of Medicine, Division of Cardiology
Emory University School of Medicine
Arshed Quyyumi is a Professor of Medicine in the Division of
Cardiology at Emory University School of Medicine and Co-Director
at the Emory Clinical Cardiovascular Research Institute. He is Board
certified in Internal Medicine and Cardiology. After his medical training
in London, he completed his fellowship at Harvard University and at
the National Institutes of Health (NIH), where he worked for several
years before arriving at Emory. Over the last 30 years, his research
has focused on clinical and translational cardiovascular science in topics
including vascular biology, stem cells and progenitor cells, biomarkers,
health disparities, and cardiovascular genomics and metabolomics.
He has published over 400 manuscripts, book chapters and reviews
in peer-reviewed journals. He is also involved with several non-profit
healthcare initiatives that are dedicated to improving knowledge and
delivering care to those in need worldwide.

Sustainable Development Goals: Aspirations and Challenges
Jeffrey P. Koplan, M.D., MPH
Vice President for Global Health
Emory University
Jeffrey Koplan established and served as the Director of the Emory Global
Health Institute from 2006-2013. A former Director (1998-2002) and
26-year veteran of the U.S. Centers for Disease Control and Prevention
(CDC), Dr. Koplan began his public health career in the early 1970s as
a member of the CDC’s Epidemic Intelligence Service. He has played
a key role in a variety of domestic and global public health issues, from
infectious diseases such as smallpox, SARS, and HIV/AIDS, environmental
issues such as the Bhopal chemical disaster, to the health tolls of tobacco,
obesity, and chronic diseases. His work has included extensive international
assignments in Bangladesh, India, Trinidad and Tobago, as well as US-China
bilateral projects, World Bank missions, and World Health Organization
consultations. From 1993 to 1998, he was President of the Prudential Center for Health Care Research. Dr. Koplan is a Master
of the American College of Physicians, and a member of the National Academy of Medicine (NAM), where he chaired the
Committee for Prevention of Childhood Obesity from 2003-2009. Dr. Koplan is a co-founder and former President of the
International Association of National Public Health Institutes (IANPHI).

What Would You Like to Tell The Gates Foundation?
William Foege, M.D., MPH
Senior Fellow, Health Policy, the Carter Center
Former Director, Centers for Disease Control and Prevention
William H. Foege is an epidemiologist who worked in the successful
campaign to eradicate smallpox in the 1970s. Dr. Foege became chief
of the Smallpox Eradication Program of the Centers for Disease
Control and Prevention (CDC) and was appointed director in 1977.
He is a strong proponent of disease eradication and control and
has taken an active role in the eradication of Guinea worm disease,
polio, and measles, and the elimination of river blindness. By writing
and lecturing extensively, Dr. Foege has succeeded in broadening
public awareness of these issues and bringing them to the forefront
of domestic and international health policies. He has received many
awards, including the Presidential Medal of Freedom in 2012. Dr. Foege
holds honorary degrees from numerous institutions and was named a fellow of the London School of Hygiene & Tropical
Medicine in 1997. He has written more than 125 professional publications.

Inclusive Urban Development: Global Challenges
Jan Nijman, Ph.D., M.A.
Founding Director of the Urban Studies Institute and
Distinguished University Professor, Geosciences,
Georgia State University
A native of the Netherlands, Nijman received his M.A. degree in
geography from the University of Amsterdam, and his Ph.D. in
geography from the University of Colorado at Boulder. Before joining
Georgia State University, he spearheaded urban research and teaching
programs at the University of Amsterdam and the University of Miami.
He presently holds a secondary appointment as Professor of Urban
Studies at the University of Amsterdam.
Nijman is the author of five books and more than 100 other
publications in a wide range of international journals such as IJURR,
Annals of the AAG, Cities, Regional Studies, and Urban Geography.
His primary research interests are in urban theory, urban and regional
development, and global comparative urban studies, with regional
expertise and extensive field work experience in North America,
West Europe and South Asia.
His work has been funded by various agencies, including the National Science Foundation, Association of American
Geographers, National Geographic Society, Guggenheim Foundation, Social Sciences and Humanities Research Council of
Canada, and the Dutch National Science Foundation.
His current research projects focus on suburbanization and metropolitan transformations in the United States and Canada;
the historical origins and future prospects of Amsterdam’s 400-year old designed Canal District; and the relationship
between urbanization and development in India.
Nijman’s professional honors include a Guggenheim Fellowship, the Nystrom Award for best doctoral dissertation in
Geography in the United States, the University Teaching Award at the University of Miami, and the J.B. Jackson book award
from the Association of American Geographers. He has long been affiliated with the National Geographic Society, first as
a member of the Committee for Research & Exploration (2002-2011) and, since 2011, he has served as chair of NG’s
Global Exploration Fund in Europe.

Elizabeth Armstrong-Mensah, Ph.D., M.A.
Clinical Assistant Professor, Health Promotion & Behavior, Georgia State University
Elizabeth Armstrong-Mensah was recently a Health Scientist and ORISE Fellow with the Centers for
Disease Control and Prevention’s Center for Global Health and National Center for Environmental Health,
respectively. She has worked as the National Program Officer with the United Nations World Food
Program in Ghana where she established an HIV/AIDS project and was responsible for Girls Education and
Supplementary Feeding Projects. In Ghana, she also consulted on water and sanitation issues for the World
Bank, Danish International Development Agency (DANIDA), German Technical Cooperation (GTZ) and the
Japanese International Cooperation Agency (JICA). She has extensive experience in global health, water and
sanitation, gender issues, project management, evaluation, capacity building, and instructional material design.
Louis-Alexandre Berg, Ph.D., MPIA
Assistant Professor, Global Studies Institute and Political Science Department,
Georgia State University
Louis-Alexandre Berg’s research explores the causes and consequences of conflict, crime and political
violence in weak states, with a focus on the effects of civil war on state formation, and the impact of
international peacebuilding and state-building programs. His current book project examines efforts to
restructure police and military forces in war-torn countries, focusing on how political context shapes the
effects of foreign assistance. It is based on field work in Liberia, Sierra Leone, Bosnia and Herzegovina
and Timor Leste. He has also published research on the politics of urban violence and organized crime in
Central America, and on justice system and rule of law development in conflict-affected countries.
Dajun Dai, Ph.D., M.S.
Associate Professor, Geosciences and Urban Studies Institute, Georgia State University
Dajun Dai is an Associate Professor in the Department of Geosciences at Georgia State University.
His current research interests include urban and social issues, public health, transportation, and
computational geographic information systems, more commonly referred to as GIS. His research
addresses the built environment, access to healthcare, neighborhood effects, social difference and their
implication on planning, public health and policy.
Ann-Margaret Esnard, Ph.D., M.S.
Distinguished University Professor, Department of Public Management and Policy,
Georgia State University
Ann-Margaret Esnard’s expertise encompasses urban planning, disaster planning, vulnerability assessment,
and GIS/spatial analysis. She has been involved in a number of research initiatives, including National Science
Foundation funded projects on topics of population displacement from catastrophic disasters, school
recovery after disasters, long-term recovery, and community resilience. Esnard has served on a number of
state and national committees including the Disasters Roundtable of the National Academy of Sciences,
the National Research Council’s committee on Private-Public Sector Collaboration to Enhance Community
Disaster Resilience, and the State of Florida Post-Disaster Redevelopment Planning initiative.

Fred Grant, Ph.D., MPH
Assistant Dean for Finance and Administration, School of Public Health, Georgia State University
Prior to joining Georgia State University, Fred Grant was Chief Scientist and Senior Program Manager
at Northrop Grumman Corporation’s Public Health IT Division. In those roles he provided advanced
business solutions for government and commercial clients including the Centers for Disease Control
and Prevention (CDC), the Substance Abuse and Mental Health Services Administration (SAMHSA),
and the Department of Homeland Security (DHS). Dr. Grant is also an Adjunct Associate Professor at
Emory University.
Gabriel Kuperminc, Ph.D., M.A.
Professor of Psychology, Georgia State University
Gabriel Kuperminc’s public health related research projects have focused on understanding the
effectiveness of identifying and providing brief interventions for persons at risk of substance abuse
disorders, as well as evaluating the impact of community collaboration on improving population health. A
common thread in his work is an interest in understanding how cultural factors play a role in developmental
processes and health behavior. Dr. Kuperminc has faculty affiliations with the Center for Latin American
and Latino Studies, the Center for Human Rights and Democracy, and the Center for Research on School
Safety, all at Georgia State. For years, he has led a Study Abroad Program entitled, “Human Rights in
Argentina: From Dictatorship to Democracy.”
Sarah McCool, Ph.D., MPH
Clinical Assistant Professor, Health Promotion & Behavior, Georgia State University
Sarah McCool recently worked to support a United States Agency for International Development (USAID)-
funded child protection/anti-trafficking project in Haiti. She has also completed a USAID fellowship in
Indonesia and consulted for a Fortune 500 company on methods for reducing tuberculosis incidence among
garment factory workers in South Asia. Dr. McCool was previously the Executive Director of a Haiti-based
NGO that provides primary care to the rural southwest population. She also has her own small NGO that
works to support health and education projects in developing countries worldwide. Her research interests
include collective action among global health stakeholders and maternal and child health.
Na’Taki Osborne Jelks, Ph.D., MPH
Visiting Assistant Professor of Environmental Public Health and Director of the Graduate Certificate
Program in Evaluation and Assessments Methods, Agnes Scott College
Na’Taki Osborne Jelks is an environmental health justice and community science practitioner with expertise
in the development, implementation, and evaluation of innovative, community-based environmental
protection initiatives that empower low-income and communities of color to increase knowledge, social
capital and skills to reduce exposure to environmental health hazards. She investigates the intersection
of socio-contextual and built environment determinants of health, environmental health disparities, and
community engagement as a tool to develop effective interventions that revitalize toxic, degraded spaces
into healthy places. Jelks is a 2016 Ph.D. graduate of the Georgia State University School of Public Health.

Kim Ramsey-White, Ph.D., MPH
Director of Undergraduate Public Health Programs, Health Promotion & Behavior,
Georgia State University
Kim Ramsey-White teaches courses in health disparities and research methods. Her research focuses
on education reform initiatives, health disparities and social capital. She has also worked extensively in
diversity strategic planning in higher education. Earlier in her public health career she worked as the disease
prevention/health promotion coordinator at a neighborhood health center in Mount Vernon, NY. She
has also served as the data manager and youth services coordinator for Project Healthy Grandparents at
Georgia State. Dr. Ramsey-White holds a B.S. in marketing from Hampton University, an MPH from the
University of Alabama-Birmingham and a Ph.D. in Research, Measurement and Statistics from Georgia State.
Shannon Self-Brown, Ph.D., M.A.
Professor, Health Promotion & Behavior, Georgia State University
Shannon Self-Brown is the Associate Director for Research and Development in the National SafeCare
Training and Research Center (NSTRC), where she runs several federally funded grants targeting
prevention of child maltreatment and implementation of evidence-based practices in child welfare and
public health.
Her research interests include examining risk and protective factors for youth exposed to community and
family violence, child maltreatment, and disaster, as well as the evaluation of dissemination/implementation
efforts for child maltreatment prevention programs.
Donna Smith, A.B.D.
Academic Professional & Research Associate, Health Promotion & Behavior,
Georgia State University
Donna Smith has worked in the field of HIV epidemiology since 2002. She has a particular interest in
qualitative approaches to HIV research, and has managed the qualitative components of numerous
domestic and international HIV studies. Currently, she manages the Atlanta activities of the Network
Sampling Study, which compares network structure in Atlanta and Dar es Salaam, Tanzania, to identify
those networks at highest risk for HIV transmission.
Monica Swahn, Ph.D., MPH
Distinguished University Professor, Epidemiology & Biostatistics, Georgia State University
Monica Swahn is a professor in the division of Epidemiology and Biostatistics and a core faculty in the
Partnership for Urban Health Research. Her main research areas pertain to health risk behaviors
among adolescents and young adults, primarily focusing on the structural drivers of alcohol, violence
and HIV/AIDS. She is a Fulbright Scholar for the sub-Saharan HIV program and assigned to the School
of Public Health at Makerere University to develop an alcohol research center to serve Eastern Africa.

Chidera M. Ogbonna, MPA

Inbound Advising
Ogbonna Chidera began his career at the Institute of International Education (IIE) in August 2016. While at IIE, Chidera
has worked on the Gilman International Scholarship Program and now the Fulbright Foreign Student Program and
ExxonMobil’s Iraq Training, Technology & Scholars Program (ITT&S). Prior to joining IIE, Chidera worked as a Graduate
Assistant for international and study abroad students at Columbus State University in Columbus, GA. While at the
university, he earned his Master’s in Public Administration and studied abroad in South Korea. Chidera holds a B.A. in
Health Administration from Central Michigan University. Chidera is passionate about traveling, especially to countries
he previously has not visited. This led to him setting a goal to visit a different country each year. His last adventure was a
backpacking trip across Italy last April!

Bob Phillips is an Events Project Manager for the Institute of International Education (IIE) working on Fulbright Student and
Scholar Exchange programs. Attending the University of North Carolina Wilmington, Bob studied Business Operations
with a specialty in the service industry and served as Student Body Vice President and a UNCW Board of Trustees
member. Upon graduating, Bob worked as a Youth and Family Coordinator at the Alamance County YMCA and served
on the Burlington Chamber of Commerce and was awarded Young Member of the Year in 2010. Bob then moved to the
Washington DC area to take a position as Operations Director for a senior move company. He then served as Events
Manager for Sunrise Senior Living and Event Manager for The Northern Virginia Fine Arts Council managing their private
events. Bob has been with IIE for two years managing local and domestic events for the Fulbright program and for the
U.S. Department of State. Bob has also been a Design Contractor and Volunteer Manager for large-scale events for
The White House since 2012. Bob is an active member of the Alexandria Chamber of Commerce, a deacon at The Old
Presbyterian Meeting House, and a youth mentor.
