and Laredo, TX. as the “Most important Logistical and Customs Platform of Latin
America”.
This “binational” edition, done for the first time between two countries, has the firm goal to keep encouraging
the Competitiveness and Modernity of Nuevo Laredo through information, statistics and knowledge aimed to

for the socioeconomic and geographic analysis of the most important Region of America.

The Government of the City of Laredo, Texas through the Institute for Competitiveness
and Foreign Trade of Nuevo Laredo (ICCE) in collaboration with Laredo Economic
Development Corporation, Laredo Chamber of Commerce and Texas A&M International
University, proudly participates in this, Bi-National Socioeconomic Handbook 2018,
“Laredos Region”.
The sister cities of Nuevo Laredo, Tamaulipas and Laredo, Texas are the most important Logistics and Customs
region of America. Laredo, Texas is the most important land port in the United States, due to this the global
competitiveness demands us to continue working with federal, state and municipal agencies in Mexico and the
United States, propelling the port infrastructure in benefit of the International Trade.

In “Los Dos Laredos” we are committed with the modernity, competitiveness, innovation, efficiency, diversity of
industry and the infrastructure development that encourages the development of these two sister cities.
We are the only land port in the United States where the customs officials of both nations are working side by side
in the daily international crossing of cargo and goods in trains, airports and bridges.

I congratulate our business partners, federal agencies, customs brokers, carriers and local business organizations
in both Nuevo Laredo and Laredo, Texas, for making Los Dos Laredos a living laboratory on the bi-national trade
process more effectively and efficiently.

This Binational Socioeconomic Handbook 2018 “Laredos’ Region,” incorporates
demographic, social and ecomonic aspects of the City of Nuevo Laredo, Tamaulipas and
the sister City of Laredo, TX. with the purpose of illustrate the potential and greatness of
the most important Region of America.

The document includes the most recent information and statistics available, produced and validated by the
departments and institutions of the public and private sectors seeking homogeneity, interest, knowledge and easy
comprehension of the available data that show the virtues, strengths and importance of “Los Dos Laredos” in the
national and international context.

This reference tool for businessmen, investors, entrepreneurs, academics, researchers, students and society in
general, without a doubt, allow us to have a bigger vision to plan, make wisest decisions and actions that contribute
to increase our Competitiveness rate.
The cooperation and coordination with several institutions, which in a co-responsible and regular manner provide
the statistics that they generate to this Institute for Competitiveness and Foreign Trade, made possible the
elaboration of this reference tool; therefore, the ICCE acknowledges the public and private institutions, especially to
the Government of Laredo, TX. and the agencies of the neighbor city, as well as general users for their suggestions

During the last years the academic, political and economic fields have taken great interest in the study and
development of the issue of Competitiveness, now considered as one of the most solid strategies to meet the
challenges and demands that the globalization imposes on the market in every sector, particularly in International
Trade.
In this important transformation that Nuevo Laredo is living, where the socioeconomic indicators have had a historic
recovery, as well as in the transparency and management of public finances among other actions, have encourage
trust and investment. Our governments are in a crucial moment. The shared challenges in terms of safety, economic
development and our borders are just a few examples of the reasons why our cooperation and communication
must prevail and be more solid with time.

The North American Foreign Trade Agreement, better known as NAFTA, in 1994 started a new age in the industrial
development of Mexico, United States and Canada, by positioning them as the bigger commercial block of the
world. Due to this agreement, the economy of the three countries during the last twenty four years have achieve
to improve their productivity and competitiveness in a global level. Even though the result of this merging has
been a commercial advantage for the three countries, the same has unravelled in Laredo, Texas and Nuevo
Laredo, Tamaulipas, an explosion in development and a new field of opportunities. Therefore, the Chamber of

History of “Laredos Region”

economic strength, competitiveness and shared vision.

Los Dos Laredos once and again have showed how
collaboration generates results. This has been demonstrated
from the design and development of technological based
custom procedures and software, which provided security
and certainty to international trade operations, to the
joint construction of bridges and customs installations
that are an example of efficiency, safety and success for The Arrival of Railroad, 1881

At the Laredo Region there is a clear knowledge that it is
important to prepare for the future, so both communities
can work together to overcome challenges and to achieve
shared goals. That is why in 2008 the “Plan de Gran Vision
para la Reigon Laredo 2040” (Laredo Region Long-Term
Vision Plan 2040) was developed. Later on, in 2016 it was
updated for the City of Nuevo Laredo, while on the U.S.
side the City of Laredo, Texas developed and approved it
“Laredo Comprehensive Plan” in 2017.

Both Plans were developed with the participation of

According to the indicators of the Mexican Institute for Competitiveness (IMCO), Nuevo Laredo, Tamaulipas, is heading
to the consolidation in Public Finance as a transparent municipality, that fulfills with the government accountability
and that has the best practices in matter of income and expenditures, therefore it increases its confidence and
credibility in a national and international level.

In the following graphic we can observe the progress since the year 2009 until 2017. This are the official IMCO results,
which was analyzed by the ICCE of Nuevo Laredo to monitor the percentage of the current fulfilment, according to
the evaluation criteria catalogue.

in the fulfilment of the evaluated criteria, reaching to 69%.
• Nowadays and with the analysis performed by IMCO it has an 84% of fulfilment.
• In conclusion, during the period of this administration it has increased 25 percentage points.
