The Director’s Speech

Bismillah-ir Rahman-Ir Rahim PEJABAT PENDIDIKAN DAERAH
Assalamu’alaikum warahmatullahi wa barakatuh KOTA KINABALU

Our Esteemed District Education Officer of Kota Kinabalu, Mr Suhaimi Bin Haji Matshah.
Our honoured Advisor of the program, Mr Kassim Bin Wiro .
The head of The Learning Sector, Kota Kinabalu District Education Office, Mdm Doreen Peter Laison.
To our beloved Executive Committee Members, all the head teachers, and all the participants.

First and foremost, I would like to extend my highest gratitude to hadrat Allah SWT because of His bounty and
graciousness in allowing me to speak with you, ladies and gentlemen, in this Program entitled ‘Program OK9
Empowering Preschool English Language Teachers and Learning 2022’, which is organized by The Learning
Sector, the District Education Office of Kota Kinabalu.

I also would like to thank all the organisers profusely who were willing to invite me to this first ever and meaningful
event. I am very appreciative of the District Education Office of Kota Kinabalu. Despite our country’s continuing fight
against the Covid-19, it is not an excuse for not holding a program which can help to increase the excellence in English
learning in the district. Such kinds of efforts need to be commended and valued.

PEJABAT PENDIDIKAN DAERAH In conjunction with the title of this program, I would like to touch on the 6 aspirations for every student in the Malaysia
KOTA KINABALU Education Blueprint 2013-2025 and one of the aspirations is ‘Bilingual Proficiency’ in which every student will be proficient in
Bahasa Malaysia as the national language and in the English language as the second language and the international
language of communication. It is pertinent that the English proficiency level of every student derives from the good mastery
of the English language of their teachers; and it is even more crucial that the foundation of every young child begins at
preschools.

To all the preschool teachers, you are the transformers who spark up the students’ interest to learn English in their young
age; you are the gardeners planting the seeds of loving the English language among the young children, you are the pillars
in holding up all the preschool students’ foundation in learning the English language. Your role is of paramount importance!

It is high time for the program today to be run to create awareness among the preschool teachers to continue to learn
English unceasingly with a humble spirit. A Cooperative learning team needs to exist among preschool teachers in the ‘9
Oases of Excellence’ or OK9 so that the mastery of the English language will be enhanced and it will soon help to increase
the English proficiency of preschools’ pupils as a whole.

Ladies and gentlemen,

I would like to enlighten you on the objectives of the first ever program of OK9 PsTTL. It aims to coach or lead teachers to PEJABAT PENDIDIKAN DAERAH
master the English language; to prepare and produce teaching aids for English teaching and learning; as well as to improvise KOTA KINABALU
preschool teachers’ methods and approach in teaching English. The desk officer for preschools will be always there to assist
teachers to come up with appropriate interventions for increasing the pupils’ mastery level so that they are well prepared to
enter primary schools in future.

Here I would like to talk about the “The United Nations Educational, Scientific and Cultural Organization” or UNESCO’s
emphasis on early childcare and education. It believes that preschool education is truly inclusive and it is much more than
just preparation for primary school. It can be the foundation for emotional wellbeing and learning throughout
life. Ladies and gentlemen, you are the most important mentors for the young children to build up their foundation for
lifelong learning in the English language. You are great!

Before I end my speech, I hope that this program will run smoothly, achieve its objectives and bring a positive impact to all
the preschool children in the long run.

With the words “Bismillahhirrahmanirrahim” I am glad to officially launch the program entitled, ‘OK9 EMPOWERING
PRESCHOOL ENGLISH LANGUAGE TEACHERS AND LEARNING 2022 (PsTTL)’.

Yang Berhormat Puan Tah Nia binti Haji Jaman, The Director of the Sabah State Education Department, Yang Berusaha
Tuan Kassim bin Wiro, our honoured Program Advisor, executive head members, distinguished guests, ladies and
gentlemen. A very good morning to all of you. Welcome to THE OK9 EMPOWERING PRESCHOOL ENGLISH LANGUAGE
TEACHERS AND LEARNING PROGRAM. As the Assistant Head Officer of the Learning Sector in the Kota Kinabalu District
Education Office, I’m honoured to be standing here, to welcome all of you to this event. I know some of you have
travelled far and wide just to be here with us.

We are here today to launch and make known the glorious efforts of our district education officers and pre-school
teachers right here in Kota Kinabalu who have, for several months now, been working towards this very special program
to increase the use of the English Language in pre-school teaching and learning practices. Following closely to the
Ministry of Education’s curriculum plan, this programme is designed to help teachers with their every day teaching tasks
and communication with pre-schoolers.

PEJABAT PENDIDIKAN DAERAH Allow me to congratulate the officers at the Learning Sector of the Kota Kinabalu District Education Office for their dedication
KOTA KINABALU and hard work in desiring and designing the specifications of a programme that is not only creative in design but forward
thinking as well. These officers of ours are truly praiseworthy and outstanding. What began as an intervention plan has now
been developed into a district programme. I would like to graciously acknowledge Madam Sarijah D.S.P. Hj Mohd Dun, the
Desk Officer of the Pre-School unit, for pioneering this programme. Ladies and gentlemen, I believe that for most of us, an
event such as this is a first of its kind.

Pre-Schools under the OK9 zones in Kota Kinabalu have been divided into 5 groups. Each group consists of 7-9 schools. An
officer is assigned to these groups to not only mentor and facilitate but also to motivate teachers to engage and use the
English Language. Each group will also produce best practices that will be shared with other teachers as well. I’m sure we
will all be looking forward to seeing the outcomes of this programme and the pre-schoolers handiwork.

Distinguished guests, ladies and gentlemen, I wish to also highlight the acronym of this programme as it is quite unique,
although spelt as PsTTL, it is pronounced as ‘Settle’ with a silent ‘P’. Here, the officers are devoted to ensuring that this
programme not only settles issues in the English language teaching and learning practices, but also that they will get the job
done, settled! This to me indicates the positive characters and attitudes found in our officers and teachers towards whatever
tasks at hand.

Ladies and gentlemen, I also stand before you today to welcome our guest of honour Yang Berhormat Madam Tah Nia binti
Haji Jaman, the director of the Sabah state education department. Yang berhormat Madam Tah Nia is no stranger to most of
us as she has been with us for some time now especially here in Kota Kinabalu. For your knowledge ladies and gentlemen,
this project began under the mentoring and guidance of Yang Berhormat Madam Tah Nia binti Haji Jaman. Yang Berhormat
Madam Tah Nia must be happy and proud to see how far her officers have come.
