ความเปนมา 2

สํานักงานสงเสริมวิสาหกิจขนาดกลางและขนาดยอม (สสว.) ซ่ึงเปนหนวยงานหลักท่ีมี
บทบาท หนา ท่ี และภารกจิ ในการใหก ารชว ยเหลอื สง เสรมิ และสนบั สนนุ ผปู ระกอบการ SME ของประเทศ
ไดจ ดั กจิ กรรม การประกวดรางวลั เพอ่ื ผูป ระกอบการ SME โดยใชช่อื วา รางวลั สดุ ยอด SME แหง ชาติ
หรือ SME National Award ข้ึน โดยไดดําเนินการมาแลว 11 คร้ัง เริ่มครั้งแรกในป 2549
โดยไดรับความรวมมือจากสถาบันเพิ่มผลผลิตแหงชาติ ดวยการนําแนวทางของเกณฑ
พิจารณาตัดสินธุรกิจท่ีเขารวมประกวด เพื่อมอบรางวัลใหกับกลุมธุรกิจ SME ท่ีมี
ประสิทธิภาพและความสามารถในการบริหารจัดการอยางมีมาตรฐาน ซึ่งการจัดประกวด
ดังกลาวมีความคาดหวังวาจะเปนเวทีในการคัดเลือกผูประกอบการ SME ในภาคธุรกิจตางๆ
ที่มีศักยภาพ หรือมาบริหารจัดการอยางมีประสิทธิภาพเขาสูการประกวด เพ่ือสงเสริม

เกิดการปรับปรุงพัฒนาธุรกิจใหมีมาตรฐานมากขึ้นสูระดับสากล ซึ่งการจัดประกวดท่ีผานมา
ประสบความสาํ เรจ็ เปน อยา งดี มธี รุ กจิ SME จาํ นวนมากใหค วามสนใจทจี่ ะเขา รว มกจิ กรรมการประกวด
ดงั น้ัน สสว. จึงไดจ ดั ใหม กี ารประกวดรางวลั SME National Award อยา งตอเนือ่ ง และเมื่อป 2560
เพ่ือเสรมิ สรางมาตรฐานใหก ับผูป ระกอบการ SME ของไทย

ในป 2563 สสว. ไดแ บงการประกวดออกเปน 2 รางวัล ไดแก รางวัลสดุ ยอด SME แหง ชาติ
สําหรับผูป ระกอบการ SME ที่ดําเนนิ ธุรกิจต้ังแต 3 ปขนึ้ ไป โดยมกี ลมุ SME ท่เี ปนเปา หมายรวมทัง้ สน้ิ
3 ภาคอตุ สาหกรรมหลกั 21 กลมุ ธรุ กจิ ยอ ย และรางวัล SME Start up สาํ หรบั ผูป ระกอบการ SME
ที่ดําเนินธุรกิจไมเกิน 3 ป โดยไมจํากัดกลุมเปาหมาย สําหรับเกณฑการพิจารณาตัดสินน้ัน
จะอางอิงแนวทางเศรษฐกิจพอเพียงภาคอุตสาหกรรม (มอก. 9999)และเกณฑการตัดสิน
รางวัลคุณภาพแหงชาติ (Thailand Quality Award-TQA) มาปรับใช เพื่อใหการพิจารณาตางๆ
มีความเหมาะสม และตรงกับวัตถปุ ระสงคของโครงการ

เนื่องดวยในปนี้ ครบรอบ 12 ป ของการประกวดรางวัลสุดยอด SME แหงชาติ
จงึ มีการมอบรางวลั พิเศษสาํ หรับผูท่ีไดร ับรางวลั สุดยอด SME แหง ชาติ 3 ปซ อ น และการมอบรางวลั
SME New Normal สําหรับผูประกอบการที่สามารถปรับธุรกิจตอสถานการณ COVID-19
ไดอยางเปนเลิศอกี ดวย

วตั ถปุ ระสงค

1. เพ่ือสรรหา SME ท่ีมีความสามารถในการดําเนินกิจการอยางมีประสิทธิภาพตามมาตรฐาน
ที่มคี วามโปรง ใส และมีธรรมาภบิ าล

2. เพ่ือสรางตนแบบใหเปนแบบอยางสําหรับผูประกอบการ SME รายอ่ืนๆใหมีการปรับปรุง

Background

Office of Small and Medium Enterprises Promotion (OSMEP)’s role and mission
is to providing assistances, promotions and supports to SME enterpreneurs
of the country. OSMEP has organized SME National Award Contest for rewarding to
SMEs which have business excellence management. In addition, this activityenhance
the SME enterpreneurs to improve and develop their business to meet the
international standard level.

extremely successful; substantial number of SME business participated in the
Contest. Therefore, OSMEP carried on the SME National Award Contest continuously.

In 2020, OSMEP organized 2 types of contests which are firstly,
“SME National Award” for business which operated more than 3 years and its target
business groups consist of 3 main industrial sectors in 21 business sectors. Secondly,
“SME Start up Award”for business which operated less than 3 years without any
limitations of target business groups. Guidance on Sufficient Economy for Industries
(TISI 9999) and Thailand Quality Award (TQA) were applied as the criteria for use in
making appropriate considerations and decisions which are corresponding to purpose
of the project.

On the occasion of the 12th Anniversary SME National Award Contest, special
awards have been presented for entrepreneurs who have received SME National
Award Winners for 3 Consecutive Years and the SME New Normal Award for
entrepreneurswho have outstanding efforts to COVID-19 business resilience.

Objetcives

1. To select SME which have business excellence management according to the
award criteria, transparency and good corporate governance.

2. To create Role Model of SMEs which continually improve their business
operations and managements

3. To inspire and strengthen SME enterpreneurs to improve performance & enhance
their competiveness in both national and international level.

จะพิจารณาใหก บั SME ท่ไี ดร บั การพิจารณาผานเกณฑ ต้งั แต 700 – 799 คะแนน ไมจํากัดจาํ นวน

รางวลั มาตรฐาน SME

จะพิจารณาใหก บั SME ทไ่ี ดรับการพิจารณาผานเกณฑ ต้ังแต 600 – 699 คะแนน ไมจาํ กดั จาํ นวน

โดยผูผานเกณฑพิจารณามอบรางวัลตองไดรับคะแนนไมนอยกวารอยละ 50 ในแตละหมวด
และในแตละหมวดจะประกอบไปดวยประเด็นพิจารณา 5 - 8 ขอ เพื่อใชสัมภาษณ ตรวจสอบ

Criteria for rewarding “SME National Award”

SME National Award Winner

Giving to the SMEs who pass the Criteria Score from 800 points
and over, without limitation of the award recipients.

SME Outstanding Award

Giving to the SMEs who pass the Criteria Score from 700 points
to 799 points, without limitation of the award recipients.

SME Standard Award

Giving to the SMEs who pass the Criteria Score from 600 points
to 699 points, without limitation of the award recipients.

In order to pass the consideration basis, the SMEs must pass the score not less than
fifty percent (50%) of each categories.
