1. PURPOSE
The purpose of this document is to outline the standard procedure that should be followed by
all Business Units within The LD Group to apply credit accumulation and credit transfer for
learners who qualify according to the SAQA CAT Model.

2. SCOPE
The procedure covers the process from applying to transferring of credits for a learner who
qualifies for CAT.

3. DEFINITIONS AND ABBREVIATIONS
3.1 Definitions

CAT Refers to an arrangement whereby the diverse features of both credit
accumulation and credit transfer are combined to facilitate lifelong learning
and access to the workplace.
Credits previously obtained may be recognised as meeting the requirements
for a different qualification, and, subject to identified limits, the credits
achieved towards one qualification may be recognised as meeting part of the
requirements for another qualification.

Credit Refers to the volume of learning required for a qualification, or part
qualification, quantified as the number of notional study hours required for
achieving the outcomes specified for the qualification.
Ten (10) notional hours equates to one credit.

Credit Refers to the totalling of credits towards the completion of a qualification.
accumulation Credit accumulation refers to credits achieved over time within one
curriculum, and one institution, including any credit-bearing short courses
derived from such a qualification.
It may also refer to credits achieved against a common curriculum.

Credit transfer Refers to the vertical and horizontal relocation of credits towards a
qualification or part qualification.
Credit transfer means horizontal and vertical transfer.

4. PROCEDURE FOR CAT

4.1 CAT Approaches

CAT is applied before training starts during Induction, inclusive of the verification and
transfer, as this will determine the training schedule per learner.
The two approaches that will be followed in line with the SAQA CAT Model are as follows:

CAT Approach 1
CAT will be applied for all learners who have passed Grade 12 with 2 South African
Languages and Mathematics/Mathematics Literacy. These learners will be fully exempted
from being trained and assessed on Fundamental Unit Standards.

CAT Approach 2

For learners who have completed Grade 9, 10 and 11, CAT will be applied only if the learner
has evidence of previously completing a SETA NQF qualification with the same
Fundamental Unit Standards as the qualification they are currently being registered for.

4.2 Credit Verification

1. The learners eligible for CAT must produce the following documents during
Induction:

 Certified Grade 12 Certificate issued by the DBE or relevant Institution with the
following subjects:

 Mathematics or Mathematics Literacy – a minimum pass as per the
Department of Basic Education requirements is applicable

 First/Second Language – a minimum pass as per the Department of Basic
Education requirements is applicable.

 Certified ID Document

 CAT Application and Assessment Form (L&D-ETQA-FRM-001) – Application
portion completed

2. The Grade 12 Certificate must be verified by the Constituent Assessor to ensure all
the minimum pass requirements are met and if CAT will be granted.

3. The Constituent Assessor for the Qualification must complete the CAT Application
and Assessment Form (L&D-ETQA-FRM-001) – Assessment portion completed.

4. The Constituent Assessor must provide feedback to the learner on the outcome of
the CAT Application.

4.3 Credit Transfer

1. The following documents must be placed in the PoE:

 Certified Grade 12 Certificate

 Certified ID Document

 CAT Application and Assessment for Credit Accumulation Transfer (L&D-
ETQA-FRM-001)

2. Learners will be credited with Literacy and Numeracy credits based on the
submitted evidence in line with the SAQA CAT Model.

3. Credit transfer will exempt a learner from attending the training for Fundamental
Unit Standards and as a result will shorten the duration of training for such a
learner.

4. The Training Schedule for a learner with less training days will be adjusted
accordingly by the Project Manager. The learner will be issued with the amended
Training Schedule.

5. The learners that were granted the credit transfer will be registered onto the
specific SETA system and they will be loaded as achieved on the system, provided
they have achieved at least 2 Modules of the specific Qualification.

6. If the application does not meet the required criteria as prescribed by the SAQA
CAT Model, the applicant will have the right to lodge an appeal.

7. Should the outcome of the appeal be negative the learner will not be granted the
credit transfer.

8. The learner PoE will be verified by the respective SETA and based on the SETA’s
verification outcome the credits will be awarded as part of the qualification
achievements upon completion of the Qualification.

5. PROCESS FLOW
5.1 Credit Verification
