Acknowledgement
We had to enlist the assistance and guidance of a few well-respected
individuals in order to complete our task, and we owe them our appreciation. We are
quite pleased with the results of this job. We did want to express our thanks to Dr.

Abstract
This assignment actually focusing on the EKSA or we called it as Ekosistem
Kondusif Sektor Awam. This assignment also needs us to relate the EKSA guidelines
with the one mosque that nearest with our home. Our group choose Masjid Mukim
Kadok to be in our assignment. This assignment also required students to come out
the important of the EKSA to the public sector like mosque. This is because it is very
important to the public sector to have a valid guideline to make sure all the environment
in that sector in a good condition. As a Muslim people, the mosque is the most
important place, so that by using an EKSA’s guideline to make sure the conductive
ecosystem around that mosque. In this assignment, we come out with variety of
measures by Masjid Mukim Kadok to guarantee that the mosque atmosphere complies
with EKSA criteria. All the EKSA criteria is the best guideline to the public sector to
make sure it is a conductive ecosystem.

1.0 Introduction to EKSA
1.1 Definition of EKSA
The definition of EKSA is Ekosistem Kondusif Sektor Awam or Public Sector
Conductive Ecosystem. Public Sector Conductive Ecosystem (EKSA) as a guideline
to the public and private sector to make sure the enhancement of the organization’s
performance and the competitive among that agencies. This guideline also was
practiced by the government sector and private sector in term to create a conductive
environment at the work place and to maintain the image corporate in that sector. This
method produces a structured and realistic working environment while also reducing
inefficiencies in terms of time and space. Due to the creativity and innovation factor
enforced, the implementation of EKSA on a continuous basis is a shift in service
delivery technique to one that is more customer-friendly.
EKSA has established a new assessment and auditing methodology that
incorporates Generic Criteria and Special Criteria, as well as taking into account the
diversity of government agency locations depending on the services offered. One-size-
fits-all techniques had previously been determined to be insufficient to fulfil the
demands of the numerous government departments at the time.

1.2 Objectives of EKSA
EKSA is a rebranding of the 5S Practices, which have been in use in the public
sector since 2010. Improved 5S Practices form the backbone of the EKSA
deployment. EKSA is not meant to replace the 5S ideas, rather, it is meant to enhance
it by assisting in the establishment of a more pleasant working environment. The 5S
ideas more focusing on corporate image, creativity and innovation, green practice, a
suitable atmosphere, and agency diversity. All these five elements of focus that EKSA
come out to improve the public and private sector in Malaysia. EKSA's goals include
creating a safe work place to the public and private sector, to create a clean, tidy, and
cheerful work environment, assisting in the improvement of self-discipline, creativity,
and teamwork among public and private sector employees, assisting in the
improvement of customer satisfaction with services provided, and promoting a "Go
Green" culture.

2.0 Overview of the mosque
2.1 Background of the mosque

Masjid Mukim Kadok is the name of the mosque that we choose with the
address Daerah Kadok, 16450 Kota Bharu, Kelantan and the mosque was located in
the village area which is on the side road of Kota Bharu to Machang and if from Kota
Bharu city it was 15 km to reach the mosque
Besides that, this mosque can accommodate about 500 congregations who
come to perform congregational prayers at a time and the mosque is also have the
main prayer room for congregational prayers and additional prayer space to
accommodate the capacity of congregations at a time.
Lastly, this mosque also provides many facilities such as a store that is used as
a place to store mosque items such as tables, chairs, cooking utensils and many
others. In addition, the mosque also provides toilets and ablution places for men and
women to facilitate them and the travellers who come to rest. Other than that, this
mosque also provides motorcycle and car parking to make it easier for the
congregations to park their vehicles and the safety of their vehicles is more assured
by parking in the place provided.

2.2 Management structure

In each management has its own function to control the condition of the
mosque. First, the chairman is responsible for taking care to maintain the order of the
mosque, presiding over all meetings and also having the authority to sign any letters
and other documents on behalf of the Committee. Secretary is responsible for calling
meetings of the committee with the approval of the Chairman and carry out all
decisions made by the meeting, provide meeting minutes and annual reports and
others. The treasurer is responsible for receiving and keeping the money entrusted to
him into the bank agreed by the committee and keeping the financial accounts properly
and accurately. Lastly, committee members are responsible for looking after the
welfare of the congregation, ensuring the mosque area is always clean and others
responsible.

2.3 Services & Activities
In the Masjid Mukim Kadok, there are various religious and community activities
are held at the mosque to revive this mosque as a centre for the progress of the Islamic
ummah and can further strengthen the friendship among the locals when doing
activities that are beneficial together. Besides that, there is also a service of managing
the remains of the villagers who died at the mosque. For example, its management is
bathing the corpse, burying the corpse, praying the corpse and also bringing the
corpse to the grave
Among the activities that held at this mosque
is a “Majlis Kesyukuran” which aims to thank the
success of one of the children of the residents
of the village of Kadok who won the national
level al Quran recitation competition. This
ceremony was able to increase the spirit of him
and other young people to continue to be brave
and enthusiastic in doing things.
On the other hand, “Gotong- royong” where to
clean the mosque area will be held once a month with
the village youths and villagers. Example of activities
are washing toilets, painting walls, remodelling

flower pots, clean the drain and others. This activity
can keep the mosque clean and help renovate the
mosque to look more beautiful. This activity can also
strengthen the friendship between them when doing
activities together.
Besides that, the mosque and youths also
held activities to clean the grave area by pulling the
grass at the edge of the grave and a long lawn
machine. With this, the grave of kampung Kadok
looks cleaner and well -kept and it is easy for the
villagers to visit the grave.
Next, the activity is ‘Kuliah subuh dan maghrib”
which is the mosque will invite some of the
leading Ustaz in Malaysia to give talks. Among the
famous Ustaz are Ustaz Zul Ramli M. Razali,
Ustaz Elyas Ismail and also Dr Mohd Farid Ravi
b. Abdullah. This talk activity can increase people
knowledge and can encourage the community to
come to the mosque to enliven the atmosphere in the mosque.

The mosque also conducts study activities for
Hajj and Umrah courses. Before a person performs
Hajj or Umrah it is necessary to take a course and
seek some knowledge. Therefore, this mosque has
invited Ustaz from Tabung Haji company to give
talks and teachings to congregation who will perform
hajj or umrah. This makes it easier for congregation
from the village taking the course and do not need
to look for courses held elsewhere.
Next, on every “Raya Aidil Adha” there will be a
“Majlis Korban” where some cows will be
slaughtered and the meat will be divided. Then,
the meat will be distributed to the less fortunate
villagers. With this, they can taste the meat as if
they wanted to buy meat prices are quite expensive.
Lastly, the mosque also holds “Kem Smart Solat”.
Children aged 7 years and above can engage in
this activity. Among the teachings held are how
to pray properly, teaching the recitation of the Quran

and Iqra, how to take ablution for and many others. In addition, the kadok mosque next
to the primary school allows the school to use this mosque to conduct activities related
to religion. This can encourage children and teenagers to be closer to the activities
held by the mosque.
In conclusion, there are many more activities held such as Eid al -Fitr and
tarawih prayers. “Bubur Asyura" activity is also done every year on the 10th of
Muharram every year and these activities are done to enhance the history of the
Prophet Muhammad s.a.w. The program organized by the mosque is aimed at
enlivening the mosque among the community.

We decided to conduct researches and review of the Mukim Kadok Mosque in
this group task. As is known, the practise of Conducive Public Sector Ecosystem
(EKSA) in day to days management must also be emphasised in the public
organisation. The creation of EKSA is under the responsibility of the Ministry of Interior.
The Ecosystem for the Leading Public Sector (EKSA) refers to 5S practises. The new
EKSA is not intended to replace the already existing 5S Practice concept but to
improve the 5S features through the construction of a work environment that is

suitable. The Japanese words Seiri, Seiton, Seiso, Seiketsu and Shitsuke have
summed 5s. Sort, Set, Shine, Standardize and Sustain in the English language.
Through EKSA's practise, the Ministry of Interior's objective is to establish a
conducive and joyful work culture, constantly enhance productivity and quality of
service and increase efficiency through good work discipline. EKSA is a catalyst for
improving job quality, service and efficiency through friendly, healthy, clean, clean and
safe work environment. Based on the study, there are various suggestions that can be
submitted to the mosque management in an effort to establish EKSA practices among
mosque members and congregations.
Among the initiatives to create this EKSA practice is the first top management
constant cooperation and engagement. Superiors' support and commitment to
creating a culture with a lasting impact on other 5Ss Top management will provide
guidance and decisions for further 5Ss to be properly executed by the people of the
organisation. For example, top management put an effort to together with the mosque
congregation to carry out civic activities such as gotong royong, religious talks, self -
motivation camp, main prayer camp and so on. Therefore, with this initiative, Masjid
Mukim Kadok will be better known for the attitude of the mosque's top managers who
are efficient and friendly with the mosque congregation and the surrounding residents.
Next, create congregation group organisations. This programme indicates
that every corner of the Mosque such as shoe racks and Al-Quran racks can be put
into practise personally by residents and congregations, and all those parts of it that
need to be organised, arranged, adapted and scheduled in order to establish 5S
practises. Group members that desire to be assigned to the congregation shall be

suitable for their age and working conditions. This can also make their task of
organising the mosque quicker.
In addition, provide effective systems of communication. Create and run the
system or the corresponding way of communication. This is vital in order to give the
other members a description of the necessity, significance and benefits of the 5S. For
this purpose, for example, numerous methods may be used in using an intranet such
as portals, blogs and organisation websites, newsletter information, posters and
pamphlets and other information through the conference. Now adays, since of
pandemic Covid-19 there must no face-to-face meetings should be avoided first to
curb the spread of pandemic in local time. However, it is not just a barrier to the
mosque management to interact with the congregation to suggest a necessary
program from other members of the congregation. It can be done online by using the
google meeting application, Zoom, or so on.

3.2 Identification of zones

Masjid Mukim Kadok is located in the village area. Located along Kota Bharu
to Machang road and 15 kilometres from Kota Bharu, this mosque is also situated on
the side. There is a tower and a dome for the building of this mosque. There is a major
prayer area in this mosque with a pillar, which is used to pray at assembly. There is a
prayer area in the mosque. There is also another prayer area which may
accommodate multiple congregations simultaneously. And marble. And fashioned of
marble. The words of Allah SWT and also the holy verses of the Quran are on the
walls of this mosque. The mosque also has a rectangular form at the same time. This
mosque's structure utilises cement in its entirety. Then, A store for storing items is a
facility accessible at this mosque. This mosque also has toilets, ablution areas for
men and women. Covered parking is only available for motorbikes and cars in this
mosque. 15
There is also open parking space. 15 vehicles are allowed. This mosque can allow
500 people to perform prayer in one time.
Among the facilities available is that this mosque has a large prayer space and
can accommodate up to 500 members of the congregation at a time. the spacious
prayer space facilities can facilitate the locals to perform congregational prayers and
perform religious activities such as terawih prayers, aidilfitri sunat prayers, aidiladha
sunat prayers, activities in terms of religious talks, prayer camps, Quran recitation and
others. Next zones, toilet facilities are plentiful and necessarily sufficient for the
congregation of the mosque to use them. There are also places to perform ablutions
for men and women and also for the elderly and the disabled and this makes it easier
for them to perform ablutions. Next, there is also a special dining room and it is
commonly used during the month of Ramadan after tarawikh prayers, which is a moreh
activity. This dining room is also commonly used after community activities as a place
for mosque worshipers to have a light meal.
The mosque also provides ample parking space and is definitely adequate for
the public. In addition, there is also a car park, motorcycle and even a hearse in the
mosque area. In the mosque, there is a store room where a place to put items such

as microphones, tables, chairs, speakers and so on. It is really explained the 5s
practice where the facilities are in an organized, clean, uniform, and always
disciplined. Therefore, the space for the Qur'an, prayer scarf, scholarly books and so
on are also provided. In line with the 5S practice of stacking and sideways. Meeting
rooms are also provided for members of the congregation to hold meetings in the
mosque area. Guest rooms are available to speakers residing in outdoor areas such
as Egypt. Finally, there is also a canteen, cooking space which is used for citizenship
activities carried out around the mosque area of Kadok sub-district.

3.3 Documentation of issues and recommendation of rectifications
5s concept is very important to be applied at all places include Mukim Kadok
Mosque. 5s was firstly introduced to the companies in Japan in the early years of the
1980s. 5S is a method or a management tool that can create a quality work
environment that is comfortable and safe in the organization. In Malaysia, the 5S
concept first introduced in the mid-1980s and has practiced in the private sector,
especially in the multi-national companies. Nowadays many Public Service using the
5S concept even in circles has gained recognition through certification from the
Malaysia Productivity Corporation (MPC).
Besides, 5S is the quality of environmental management tools created by
Japan, that is focus on five implementation of action steps that start with the letter "S".
It was aimed for the systematic management of hygiene practices. 5s in Japan words
means Seiri, Seiton, Seiso, Seiketsu and Shitsuke and in the English language mean
Sort, set in order, Shine, Standardize and Sustain. 5S is the most effective technique
for creating a culture of continuous improvement. In Japanese it also known as
“Kaizen”. Kaizen means repairing something little by little but steadily, especially in
human-oriented activities and processes. To make this 5s successfully worked, the
organization from all levels must give the participation and commitment.
Based on a Mukim Kadok Mosque, the first step that they should use from the
5s step is sort. Sort means remove unnecessary items and dispose them properly.
This step will make the work easier to people. It is because, by eliminating the old stuff,
the new stuff can be added a lot. Separation process is very helpful in determining the
required things that should be stored in the storage areas or not. The items that are

not required should be disposed of. This can be means at Mukim Kadok mosque, there
are many old Al-Quran were not disposed by them. Because of that, the members of
committee should ask this problem to Majlis Agama Islam Kelantan (MAIK) to get the
approval from them to dispose of the old Al-Quran.
On the other hand, the next step they can use is set. Set means arrange all
necessary items, so they can easily select for use. It will present loss and waste of
time. Based on the Mukim Kadok Mosque, there was no special place or shoes rack
to the people to put the shoes and slipper. So that, the members of committee should
provide the rack shoes to the congregation. It is to make sure the mosque place looks
neat. This step will make the people easy to find and pick up their shoes after the
prayer.
Then, the next step is shine. It also can be translated as sweep or sanitize.
This means always did the washing and cleaning. So that, there are no dust, dirt on
the floor and on the equipment. A clean environment is required to all people to feel
comfortable when they do something such as prayer. But in the Mukin Kadok Mosque,
the circumstances in the mosque quite dusty because it was not use when the
movement control order. As a recommendation, the members of the committee or
‘bilal’ should make an initiative to make the mosque not dirty anymore. For example,
they can make a ‘gotong-royong’ clean up the area of the mosque when the covid-19
pandemic is gone.
The next step is Standardize. Standardize is the best practices in every place.
It is to maintain the orderliness and everything in order according to its standard.
Activities that was performed by each people will inculcate the sense of belonging and

love of cleanliness in the place. For examples, the thing such as women prayer clothes
was not folded and hung well. Because of that, the members of committee should give
an order or memo to the mosque congregation that use this convenience to rearrange
the prayer clothes after they use it. This step to make sure the people will easily find
and pick up the thing.
For the last step is sustain. It also can be translated as ‘do without being told’.
This mean, they can train the people disciplined for practicing 5S system continued to
be a habit and culture within the organization. Every people need to understand, obey,
and strive to practice good hygiene. Hygiene practices can be inculcated in the
individual by providing guidance to them. For the Mukim Kadok mosque, the
community always used the mosque facilities such as toilet with no responsibilities
until it causes the dirtiness to the toilet. So, for the recommendation, the members of
the community should paste the warning notice at the wall of the toilets. It is to make
sure the people always obey with the rules and practice the good etiquette no matter
where they are.

4.0 Conclusion and learning reflections
4.1 Conclusion
As a conclusion we can know that, if the mosque implementing the 5s step,
they will get the benefit such as the environment will become more cleans neat and
orderly. It is because with the 5s practice, we can do the job smoothly. Then the benefit
of 5s is any problems and defects can be detected during the process of production.
This mean to make sure the mosque is perfect they can know if they are using 5s. It
is because it can detect if any defect of the mosque such as not enough the public
facilities. 5S concept also can easily understood by all members because it requires
only a conventional knowledge and discipline and commitment.
Besides that, EKSA also give many benefits to the mosque. For example, it can
create a conducive environment. The conducive workplace environment can be
referring to a situation whereby the place is clean, tidy, organized and safe for the
people. It also means all the facilities that has been provide for the people are also
should be in a safe and good condition for them to use it. For instance, through this
EKSA program, all the facilities had been organized whereby the Al-Quran cabinet
should located near the prayer place, so that it will be easier for them to take it after
the prayer. Thus, the people also need to play their roles by using it wisely so that it
can functioning well. The people also need to be more responsible on making sure the
environment at the mosque is clean so that they can be comfortable.

4.2 Learning reflections
As we all know, there are many challenges that we have go through to make
this assignment done successfully. Moreover, in this ODL season, we cannot meet
each other face to face and make it difficult for us to make the discussion. We only
can use online platform to make a discussion and search the information about the
mosque that we choose. But with this situation, we can learn many things such as the
importance of tolerance and responsibility when doing the group work. We are very
thankful because we were able to complete this task successfully with the help of
lectures and friends.
Other than that, during to finish this assignment, we can know about the
important of EKSA to the public sector especially for the mosque. This is because
mosque is the important place to the Muslim people and this place also need to use
EKSA’s guideline to make sure the environment of inside and out of the mosque in a
great condition.
