Scope
The purpose of the fire prevention plan is to ensure fire prevention as a functional process for

eliminating hazards from the workplace in compliance with the California Code of Regulations

(CCR), Title 8, 3221. It provides staff, faculty and students with information and guidelines which
will assist them in recognizing, reporting, and controlling fire hazards.

Policy
The purpose of this policy is to provide guidelines for establishing and maintaining fire safety

procedures with respect to the Administration Building, Big Bend Campus, Main Campus, MFA

Fine Arts Studios, Senior Studios and Student Housing. This plan applies to LCAD employees.
Outside contractors will be expected to comply with sound fire prevention techniques and

methods during their contracted jobs.

Responsibilities
The Director of Safety and Security is responsible for Fire Safety, Annual Fire Drill, Public Event
registration with the Laguna Beach Fire Department and maintenance of fire alarm system
equipment.

The Director of Facilities is responsible for the implementation and maintenance of fire
extinguishers, installation of systems to prevent or control fires, annual testing of fire
suppression and detection system, control of accumulation of combustible waste materials,
accumulation of hazardous flammable or combustible wastes and/or materials inside studios
and buildings and outside at all locations.

The Provost is responsible for ensuring that all offices within the division of Academic Affairs are
enforcing fire safety programs in the areas under their control. The Human Resources Manager
is responsible for communications regarding the Fire Prevention Plan to employees and new
hires.

Fire Prevention Practices
The following are the practices used to control accumulations of flammable and combustible

material and wastes at the campus:

Maintenance and Inspection Program
The periodic maintenance and inspection frequencies for fire control measure are as follows:

The Director of Facilities is responsible for annual testing of LCAD’s fire suppression and
detection systems and annual fire extinguisher servicing. LCAD uses outside vendors to conduct
the inspections/testing and to service the fire extinguishers.

Employee Response to Fire Emergency

1. SOUND ALARM (Visual Communications and Administration Buildings only)
2. EVACUATE THE BUILDING.
3. CALL 9-1-1
4. NOTIFY THE FRONT DESK IMMEDIATELY BY CALLING: 949-376-6000 or from an LCAD

phone dial: 221. THE FRONT DESK WILL NOTIFY CAMPUS SAFETY.
5. EVACUATE TO DESIGNATED AREA.

In all cases when an employee, student, or visitor becomes aware of a fire, 9-1-1 must be called
immediately.

1. Go to the nearest safe location and activate the fire alarm at the pull station as you evacuate
the building. If the building does not have an alarm system, call 9-1-1
Give the Fire Department the following information:

• Name of the building and/or classroom number – Address of Building
• Location: Laguna College of Art and Design
• Location of the fire within the building
• A description of the fire and how it started (if known)
• The phone number you are calling from

2. Know the location of fire extinguishers, and fire exits in your area and know how to use them.
In most cases, do not attempt to extinguish the fire. Instead, a warning should be sounded and
the building should be evacuated. The fire should be left for the Fire Department to contain.

3. If a minor fire appears to be controllable, trained persons may attempt to extinguish the fire
using fire extinguishers and/or other sources, such as water from a hose. Do so only after
Campus Safety has been called.

4. When the building fire alarm is sounded or an emergency exists, walk quickly to the nearest
marked safe exit and encourage others to do the same.

5. Feel the door with the back of your hand. If the door is warm, do not open it. If smoke is
entering the room through cracks around the door, stuff something in the cracks to slow the
flow, such as a wet towel.

Should you become trapped in a building during a fire
1. If a window is available, place an article of clothing outside the window to alert rescue
crews.
2. If there is no window, stay near the floor where the air will be less heated and toxic
3. Shout at regular intervals to alert emergency crews of your location
4. Remain calm

Evacuation Plan

1. Building occupants shall convene at the designated initial evacuation site.
2. If the initial evacuation site is not adequate as an evacuation site, follow an LCAD official

or civil authority to secondary evacuation site
3. Do not leave the evacuation site until directed to do so by an LCAD official or civil

authority.
4. Managers will account for each employee and instructors will account for each student

at each evacuation site.

General Fire Prevention Practices

• Good Housekeeping is the most important aspect of fire prevention and responsibility of
all employees

• Waste material are to be discarded in their proper places
• Heat producing equipment should be maintained in good working order and kept a

minimum of 3 feet from combustible items
• Employees are responsible for keeping their work areas neat and orderly
• All aisles and exits must be kept clear
• All electrical cabinets must have a 3-foot clearance on all sides
• Access areas to fire extinguishers must be kept clear
• Extension cords are not permitted to be used instead of permanent wiring
• Never plug a power strip directly into another power strip (daisy chain)
• Only use approved lighting devices and never place anything on top or near the light

bulb
• All emergency doors are to remain closed and unlocked and unobstructed
• Oil and solvent soaked rages, must be stored and disposed of properly in the red

containers provided in each classroom
• Solvent chemicals must be disposed of properly in the red solvent disposal containers in

each classroom

Safe Storage and Disposal of Oil or Solvent-Soaked Rags and Solvents
Oil-soaked rags must be stored and disposed of properly to prevent combustion fires. Oil soaked
rags are a spontaneous combustion hazard because as the oil oxidizes, heat is released. If the
heat is not dissipated, it can build up and ignite the rages. The special oily waste containers will
allow air to flow around the rags, thus dissipating the heat. Waste containers will be emptied as
needed, but at least once per semester. Oil-soaked rag containers are located at the Main
Campus studios 2, 8, 9 and 10 and the MFA Fine Arts Studio.
Solvent-soaked rags are not a spontaneous combustion hazard, but may be a fire hazard, since
many solvents are flammable. In addition, solvents can evaporate creating a health hazard.
Waste containers will be emptied as needed, but at least once per semester. Solvent-soaked
rag containers are located at the Main Campus Studios 2, 8, 9 and 10 and the MFA Fine Arts
Studio.
Solvent waste must be poured into the solvent disposal cans in located in each classroom where
solvents are used. Waste containers will be emptied as needed, but at least once per semester.
