MESSAGE
EEarly this year, in the afternoon of the 12th of January 2020 to be exact, we
were all shaken with the series of phreatic eruption of Taal Volcano. Our
province was faced with various challenges as our fellow Batangueños
needed help to get through the effects of this natural phenomenon which
went on for days. Coordination and cooperative efforts were the key
elements towards effective and efficient management of available
resources and manpower. Despite this, we have proven our strength and
resilience, and strive to live with our provincial government’s new mantra:
“Batangas Magiting”.

Another crisis hit us hardly before the end of the first quarter. It was in 13th
day of March when the first ever positive case of COVID-19 was recorded in
the province. In light of the national directive, our province was placed
under Enhanced Community Quarantine effective March 17, 2020, which
lasted until the 15th of May. Since the 16th of May, General Community
Quarantine is still in place in the entire province. Due to the imposition of
related quarantine protocols, some of our fellow Batangueños felt helpless
and distressed as we were forced to stay inside our homes – not being able
to work and provide for our families. We shall be thankful that our
government, both national and local, played its role and extended all
possible help to the community.

With all these problems we have and are still facing to date, we shall always
be thankful that the good Lord always provides and never forsakes us. In
spite of all these, we have been strong as a department and have extended
our assistance especially to our main clients, the local government units, to
help them provide the needs of their communities.

And with this, it is with great pride that I present to
you the accomplishments of DILG Batangas for the

first semester of 2020. All this will not be possible
without the help of our personnel from our
provincial and field offices.

Even with all those adversities, our
Team was able to deliver to the best
we can and successfully achieved the

expected outcomes of the
department.

Develop strategiesAlert Level of Taal Volcano reached Level 4 which means Hazardous Eruption
Imminent on the day it was seen having a phreatic explosion. Residents near
the Taal Lake evacuated to nearby LGUs in Batangas and Cavite Provinces.
While it was a scenic event, it was also a disastrous one.

There and then, the operation center of both the Province of Batangas and
DILG were activated. Monitoring and reporting of what's happening on the
ground while responding to the affected as well. Series of meetings were
conducted and strategies were develop to implement the directives of the
National Government and the contingency plan for the eruption of Taal
Volcano prepared by the Province years back.

Information disseminationNews confused Batangueños. There were Facebook posts
asking help from the authorities and announcements from
unverified source. There were reported deaths with no bo-
dies. There were confusing directives. People are befuddled.
DILG Batangas took the opportunity to help disseminating
verified information. Memoranda and other issuances from the
higher offices, and announcements from PHILVOCS and Batangas
PIO, among others. In a day, DILG Batangas received queries
from residents, agencies, offices, and others concerned. DILG
Batangas Provincial Director Abigail N. Andres, CESE guested
onradio and TV stations to give update, clarify the
implementation of directives, and assure the

listeners that all actions are being undertaken

to help keep the community safe and informed.

Lasting impact The aftermath of Taal Volcano eruption is not limited to
damages and losses of someone's property but also it caused

ruinous effects on the victim's well-being. Same effects could

also manifest to any persons who has traumatic experience

in providing support to the victims in the face of a disaster.
Seeing the importance of every personnel's mental health, DILG Batangas, through the

DILG Region IV-A Finance Administration Division, held a Post Incident Psychosocial

Support for affected staff and field officers. This program aimed to release the tension

brought by the the disaster. Giving wholeheartedlyProvincial Director Abigail N. Andres initiated the dona-
tion campaign for the affected and displaced families. Not
to mention the 21 DILG Officers who were also affected by the
eruption. Food packs and personal hygiene kits were provided for
every affected personnel, ensuring that they and their families are
safe and basic needs are provided. Further,  DILG Batangas Provincial
Office assisted individuals, groups of people and organizations who
are willing to donate used clothes, hygiene kits and food packs
through direct coordination with the Provincial Social Welfare
Development Office (PSWDO) Batangas and through C/MLGOOs.

TTaal Eruption's damages are undeniably
OF TAAL ERUPTION large that it costs not only trauma to people
but also to our resources. Few of things we
need to face are the immediate
reconstruction, restoring of the socio-
economic conditions and “building forward
better” which includes their psychological
well-being and normalization of their way of
life. Consequently, a dynamic response to
the emergency and to the rapid normalcy of
the affected communities was of paramount
importance.

To this effect, the Regional Disaster Risk and Reduction Management Council
(DRRMC) in cooperation with the Provincial Government of Batangas, gathered
the twenty-two (22) government agencies particularly their regional or provincial
counter-parts to conduct Post Disaster Needs Assessment (PDNA) on February 5
– 28, 2020. The purpose of the program is to evaluate the gravity of Taal
Eruption’s aftermath through: Damage and Loss Assessment (DALA) and Human
Recovery Needs Assessment (HRNA). Their task is to measure the damages and
losses, evaluate the socio-economic and psychological effects to the people
affected, and assess the needs of the affected communities for their recovery. The
twenty-four day mission includes training, send-off and report-making
conference which involved the directors of various agencies to plan the macro-
economic development.

Before the send-off, the Office of Civil Defense (OCD) CALABARZON conducted a five-day
training to the stakeholders and volunteers including the DILG Team composed of LGOO II
Jonas Emmanuel A. Fajarda of DILG Batangas Provincial Office, DILG Quezon’s LGOO II John
Joseph Vasquez, and LGOO II Allan Salvatus and Engr. Kerzy Ledesma of DILG IV-A Regional
Office. Together, they committed themselves in learning the fundamentals of PDNA, baseline
computation and assessment of damages and losses in the government facilities and
properties using DALA, and knowing the “kwento behind the kwenta” through HRNA. This
includes the practice of emphatic approach to the disaster victims and knowing their needs
beyond the measurable amount of money or property.

The participants were then divided to four teams which includes wel-presented sectors such as: Productive, Social,
Infrastructure, and Cross-sectoral and further sub-divided to sixteen (16) sub-sectors at the end of the training. Part of their
mandate is to monitor and evaluate the affected one hundred six (106) Sanguniang Barangays from 12 municipalities and two (2)
cities in the province of Batangas including one city (Tagaytay City) in the province of Cavite that are under the fourteen
kilometer (14 km) radius around the volcano.

On February 12, the DILG team together with the personnel from Batangas Provincial Disaster Risk Reduction and Management

Office (PDRRMO) and Batangas Provincial Planning and Development Office (PPDO), forming the Government sub-sector

under the Cross-sector Group, gathered baseline data from concerned Local Government

Units (LGUs) to reflect the damaged items and figures before the

eruption in the province of Batangas. Coordination with the Local

Chief Executives will not be possible without the support and

guidance of 14 C/MLGOOs from Sta. Teresita, Taal, Talisay, Laurel,

San Nicolas, Cuenca, Malvar, Balete, Agoncillo, City of Tanauan,

Lemery, Alitagtag, Mataasnakahoy, City of Lipa, and Tagaytay City.

The immersion and send-off, which lasted for 11 days, was concluded
with a writeshop and conference facilitated by the National
Economic and Development Authority (NEDA) Region IV-A. The
accumulated report was sent and discussed in the House of
Representatives for further deliberation.

EVACUATION CENTERS IN BATANGAS FUNDED BY
DILG HOUSED 722 INDIVIDUALS AND AN OPERATION

T CENTER DURING TAAL VOLCANO ERUPTION
Taal Volcano’s eruption on January 12, 2020 caused more than 250,000 individuals fleeing
from their houses which were listed in the high-risk areas identified by PHIVOLCS. These
250,000 individuals scatter in different evacuation centers situated in the safe cities and
municipalities within CALABARZON Region. Among the evacuation centers in Batangas are
projects implemented by the LGUs under Bottom-Up Budgeting (BUB) and Assistance to
Municipalities (AM) Programs of DILG.

City of Sto. Tomas, Batangas – One of the largest
evacuation center funded by DILG through
Assistance to Municipalities Program 2017 and
2018 is a project situated in Brgy. Poblacion 3.
Amounting to PhP 32,568,000.00, this
evacuation center accommodated 152 families
(547 individuals) mostly from Talisay, Batangas.
More so, the Operation Center functions in the
same building where meetings and strategy
formulation for the effective provision of needs
of all the evacuees in the LGU are being done.

Alitagtag, Batangas – In 2018, Alitagtag
programmed PhP 4,000,000.00 in Brgy.
Pinagkrusan which housed 10 families from
areas affected by the eruption. Since the
building is not designed to accommodate large
volume of evacuees, Sangguniang Barangay
through its Punong Barangay decided to
prioritize Senior Citizen evacuees. More than
being a temporary shelter to the senior citizens,
the Operation Center and main kitchen were
also established in the same building.

San Pascual, Batangas – 117 individuals,
including infants, are staying in Brgy. San
Antonio where the PhP 8,000,000.00
worth of Evacuation Center was
established. It has all the requirements of
an evacuation center viz private rooms,
breast feeding station, comfort rooms for
male, female and persons with different
abilities.

Tuy, Batangas – The PhP 10,000,000.00 worth Evacuation Center designed for 30 to 40
families is equipped with its own Rain Water Collection Facilities, Solar Energy
Harvesting Equipment and MDRRM Office with necessary equipment is also part of this
building to house its personnel as they continuously monitor the situation of evacuees
24 hours a day, main registration of additional evacuees, main kitchen, and storage,
repacking and accounting of all the relief goods to be distributed to their operating
evacuation centers. This had served about 900 evacuees from nearby municipalities.

San Luis, Batangas– In 2016 and 2018,

San Luis prioritized the disaster

preparedness of its LGU by allocating

their DILG Local Government

Support Fund for construction and

improvement of their Evacuation

Center. It amounted to PhP 11, 426,

865.00 which was also programmed

to have solar panels and batteries to

supply electricity to the Evacuation

Center and the Municipal Office. The

evacuation center provided

temporary shelter for 70 families (206

individuals) from LGUs affected by

the Taal Volcano eruption.

More than the LGUs buildings and evacuation centers, it will always be the
preparedness actions undertaken by each and every one that makes Batangas
Province resilient. Not only that the evacuation centers became an avenue to
provide temporary shelters for displaced families during different calamities but also
it welcomes the volunteerism and camaraderie of Filipinos. Their willingness to lend
a hand in every way they can from food preparation, building communities and
acknowledging their vulnerable state is what makes this disaster manageable and
bearbale for Batangeños .

DDILG maintains its high trust rating in serving people amid COVID-19
pandemic. Pursuant to the Technical Working Group of the National Inter
Agency Task Force, DILG is mandated to craft policies and strategies to
manage the emerging infectious disease and to ensure its active
participation in the collective efforts to efficiently and promptly address
the management of the disease. In connection, DILG leads in reviewing
policies and issuances of the LGUs under their jurisdiction to make sure
none will overextend in the implementation of the national policies.

DILG, as the National Government Agency who has an officer stationed in
all LGUs, was deemed proper to be part of the local task forces who decide
and adapt to implement national directives. Hence, more than being up-to-
date, maintaining same interpretation of the national policies, and guiding
LGUs 24/7, DILG makes sure to disseminate directives, and encourage
LGUs to take appropriate actions, and directed LDRRMCs, VAW Desk
Officers, and Local Council for the Protection of Children (LCPC) to be
activated and fully functional in this difficult time.

Pursuant to Memorandum Circular No. 2016-58 re: Reiterating and
Supplementing DILG Memorandum Circular No. 2008-102 dated June 17,
2008 relative  to the Lupong Tagapamayapa Incentives Awards Enhanced
Criteria and Guidelines, the annual Lupong Tagapamayapa Incentives
Awards (LTIA) welcomed the LGUs of Balayan, Taysan, San Pascual, City
of Tanauan and Batangas City who submitted their City/Municipal
Entries. After careful review of submitted documents and based on the
result of the interview to each Lupon member, the Provincial Awards
Committee determined the Provincial Winners. For the 1st to 3rd Class
Municipality category- Barangay Pinagbayanan, Taysan and for the
Component City category - Barangay Darasa, City of Tanauan. Provincial
winners shall represent Batangas Province to the Regional Validation,
however, it will not be pursued and announced suspended due to our
