Wednesday 8 May, 2024 THE WEEKLY TIMES 3 Labor’s TOD changes enacted without consultation or funding: NSW Opposition But Leader of the Opposition Mark Speakman says they’ve been imposed on communities without any opportunity for consultation and no additional funding to address infrastructure needs and essential services. He said that while the Opposition supports measures, including increasing density along transport corridors to meet ambitious housing targets, they must be done correctly and in consultation with local communities. “Premier Chris Minns called these the ‘largest planning reforms in the State’s history’, yet he failed to provide any opportunity for community consultation and the first anyone has seen of this SEPP is its publication in the Government Gazette,” Mr Speakman said. “18 of 37 TOD sites are rezoned for density around the station precincts today, without local councils seeing the planning instrument and the Minns Government denying the community any opportunity for consultation on the policy.” “While these areas are earmarked for more than 175,000 new homes, the Minns Government hasn’t put one cent forward for new schools, roads or parks to support the increased population in these communities.” He said the Premier can’t have a housing plan without a plan for upgraded infrastructure in all TOD areas. Ryde MP Jordan Lane said that at the same time these changes were coming into effect, the government was cutting the critical infrastructure needed to make the growth sustainable. “From breaking their promise on TG Millner, cutting the Ryde Hospital birthing unit, cancelling local road projects or under-planning for new schools, it’s clear their priorities are backwards,” Mr Lane told The Weekly Times. “We are already on track to exceed the government’s housing targets by 300% and rather than say thanks, they are cutting our infrastructure and pushing for even more. They’ve gone mad!” Shadow Minister for Planning and Public Spaces, Scott Farlow, said that this policy isn’t the end of Labor’s one-sizefits-all changes that are set to impact local communities across NSW. “While Labor’s TOD SEPP has been enacted today, their one-size-fits-all changes to low and mid-rise housing are still to come, which will have drastic impact across NSW,” Mr Farlow said. “These changes will touch every corner of the State, allowing dual occupancies in all R2 zones, while introducing non-refusal standards for apartments, manor housing, terraces and multi- dwelling housing across Greater Sydney, and overriding heritage.” He said the changes would allow for apartment buildings of more than seven storeys within 400m of town centres, yet the Minns Government hadn’t told the public which town centres would be impacted. Getting the balance right for late night economy Under the proposed Environmental Planning and Assessment Amendment (Vibrancy Reforms) Bill 2024, approved by Cabinet on Monday, councils and consent authorities will have to consider a set of ‘Vibrancy Guidelines’ when assessing certain applications to extend operating hours. This change would apply to food and drink premises situated on land which is 500 metres or more away from a residential property. Guidelines will be developed alongside the 24-Hour Economy Commissioner Michael Rodrigues following consultation with local councils, stakeholders, and the wider community. “Restaurants and bars that support countless jobs and provide wonderful things to do in our state being knocked over without considering the benefit they bring isn’t acceptable,” NSW Premier Chris Minns said. “This change will ensure that the great benefits local bars and restaurants bring to our suburbs are considered as well as legitimate concerns regarding local amenity.” Minister for Music and the Night-time Economy John Graham said it was a “commonsense” change that brought more balance to the assessment process for extended trading and it would help state and local government work together to ensure local venues thrive. He said the NSW Government was committed to a vibrant economy after dark and entertainment and employment options for people at night. “We have listened to the community as a whole and this proposed reform should send a clear signal to local authorities,” Mr Graham said. But an industry body says a barrage of hidden fees and charges are holding back New South Wales’ nightlife as organisations providing entertainment, hospitality and events are forced to pay thousands of dollars in rubber stamp fees. Analysis by the Night Time Industries Association found that opening a new venue in Sydney is costing some operators more than $29,000 in mandatory reports and approvals alone. The costs sky rocket when the Development Application (DA) approval times result in operators spending tens of thousands of dollars on rent while waiting for a rubber stamp to proceed. In the case of one Sydney CBD venue, the entire process has cost more than $73,000 in dead rent, mandatory reports and application fees with approval still pending. Night Time Industries Association CEO Mick Gibb says that the excessive rubber stamp fees are a secret tax on fun stopping industry from moving forward. “These rubber stamp fees from State and Local Government are a secret tax on fun in NSW,” Mr Gibb said. “They’re a powerful handbrake holding NSW back from having the kind of nightlife we all want where innovation and spontaneity are at the fore.” For example, he said, if you want to open a small bar in Sydney’s CBD you may be required to get 18 different reports, documents and forms ready to go alongside your DA. Typical fees and charges include the ability of NSW Police to require any ‘Special Event’ to engage user pays police, where officers are charged out at $144 per hour/per officer. The indicative cost for four officers over an eight hour period for a small scale festival of 2,000 people would be approximately $4,600. The masterplan includes Gladesville Reserve, the Henley Community Centre, Riverside Preschool, Henley Cottage, Huntleys Point Ferry Wharf and the adjoining bushland. Council has consulted extensively with key stakeholders about existing and future use of the area, as well as understanding the need to address issues of connectivity, accessibility, maintenance, and infrastructure. The data collected has been included in the plans as well as an implementation strategy, which highlights the necessary steps Council must take to get the projects described to the construction and completion stage. Enhancing our sports facilities I am immensely proud council continues to deliver on a wide range of major projects and key infrastructure upgrades. Excitingly, we have installed the first-ever public AFL goalpost in our local area at Buffalo Creek Reserve. We are thrilled to be able to offer this new facility to our community. We hope it will help to promote the sport of AFL and encourage more people to participate in this great national game. Another project that we’ve recently completed is the upgrade of Gladesville Reserve, which included a comprehensive overhaul I am thrilled that Council unanimously endorsed the public exhibition of the Draft Henley Precinct Masterplan at our latest Council Meeting. of the existing site and the construction and installation of new sporting infrastructure. To ensure that the field remains in top condition, we have developed a comprehensive maintenance program to ensure that the field stays game-ready and continues to be a great place for locals to enjoy. In addition to the maintenance program, we have also installed new goalposts at Weil Park and Gladesville Reserve. These goalposts will help to provide an improved experience for players and enhance the quality of the games during this winter sports season. We look forward to continuing to deliver these significant projects, especially our new Sports and Community Facility at Boronia Park and the major upgrades at Figtree Park, which are expected to be completed in the coming months. Considering its relatively small population and youth, our country’s input has been nothing short of phenomenal, extending from the Boer War, to WW1 and WW2, and even to The American Civil War. It was during The Boer War, however, that Australian troops first proved themselves outstanding: VC recipient Lt-Col Adrian de Wiart, Commanding Officer, 8th Battalion, Gloucestershire Regiment said it best: “For dash and gallantry the Australians lead the way. Out of the line, they are difficult to handle, but once in it, they love a fight, and do it with a will to win that comes from their curious mixture of toughness and sentimentality.” In both world wars they showed themselves to be exemplary, and were the force the enemy feared most. General Erwin Rommel, said with great respect: “If I had to take hell, I would use the Australians to take it and the New Zealanders to hold it.” Such was Australia’s reputation since WW1, when from the bloodied sands of Gallipoli, our troops rallied from the slaughter, growing in strength to constitute the largest corps on the Western Front, which under the superb command of John Monash. broke through the Hindenburg Line - the last and most formidable of Germany’s defences. “We can’t resist the Australian assault any longer,” the Germans said when they surrendered. It was a major achievement for Australia – until then, a nigh on unheard of southern nation. Since 2017, the Ryde community has had a bipartisan movement to support the preservation of TG Millner as a green open space. Support and leadership on the matter was given from Labor, The Greens and Liberals. All wanted to make TG Millner a great part of Ryde and save it from any potential development that will destroy three most desperately needed playing fields, vast green open space and a mature 320+ canopy of trees that is an extension of the Terrys Creek/Lane Cove National Park Conservation area. Why has the handful of (Labor) councillors abstained and not re-committed to preserving TG Millner? The Australian Mental Health Prize serves Anzac Day service was something very special Dear Sir, Having attended the Anzac Day remembrance ceremony at Anzac Park, West Ryde I would like to say a special thank you to City of Ryde for presentation of a wonderful day. I have attended many of these days previously but this one was the biggest, best and most emotional one ever. I, like many others, am very proud to be living and/or participating in the Ryde Eastwood community, but this Anzac Day was something special. To see the many hundreds of people attend, to see residents, local, state and federal politicians and their counterparts, local schools and businesses, my colleagues from other clubs - many straight from their own dawn servicealong with first responders, the local press (TWT), present and former service people and representatives from Australia and overseas countries all coming together for this special day is something for which we can all be proud. One special moment, in among many others, was the reciting of a letter from a digger in Gallipoli to his wife back home in Australia. Local schoolchildren each took turns at quoting a couple of lines each from an original letter and one could not help but be moved by the passion of the words of the letter and the way they were recited. This together with the diversity of ages and ethnicities in attendance, gave us all a reason to forget about recent troublesome times here and overseas, if even only for a short time. On this day we were all one. Thank you City of Ryde and all participants for this special day. CHRIS PIKE Ryde Local domestic violence support groups struggling The federal and NSW governments have both announced a range of measures in response to recent high-profile deaths of women in domestic violence incidents. In the Ryde Local Area Command, police reported a 45 per cent increase in domestic violence-related assaults for the period October 2023 to March 2024. Recipients have received grants between $200,000 - $2 million, including the new Shell Cove Sport and Recreation Facility at Shellharbour, upgrades to Bathurst Indoor Sport Stadium and upgrades to Don Waring Oval at Port Stephens. Minister for Sport Steve Kamper joined female futsal players at Football NSW’s Indoor Futsal Stadium today after the organisation received $600,000 for upgrades to the Stadium and two fields at Valentine Sports Park in Glenwood. EVENTS IN OUR CITY RYDE CIVIC CENTRE One of the questions I’m most often asked surrounds the status of Ryde’s so-called ‘hole in the ground’ at the building site on 1 Devlin Street, otherwise known as Ryde Central. I’m going to be transparent with our community about the processes that have led us to our current situation and the solutions moving forward so that Ryde can eventually have the state-of-the-art civic centre it deserves. At the April Council Meeting, it was resolved that we will develop a Communications Plan to explain the circumstances of the Ryde Civic Centre to the community, including the referral to the Office of Local Government and the NSW ICAC of the discovery of improper fund transfers from External Reserves to the Ryde Central account. I want the community to understand the financial ramifications that come from decisions made between 2018 and 2021 about the Ryde Civic Centre site. The plan will outline the financial ramifications to Council of the Voluntary Planning Agreements (VPAs) entered into by the previous Council and the ongoing impact on our long-term financial plan. It will also include the number of institutions/agencies that have agreed and supported Council’s decision to return the ‘illegally’ transferred Ryde Central funds to their rightful accounts. HALL DEMOLITION I was disappointed to discover that a proposal by School Infrastructure NSW (SINSW) to demolish the old Meadowbank School Hall is still being pursued, despite community consultation favouring the retention and refurbishment of the hall for multipurpose indoor sports. At its April Meeting, Council resolved to request further information and justification for this decision by SINSW. At a time when the State Government is considering radical housing policies that could exponentially increase the population of this City over coming years, the provision of recreational areas for our growing community has never been more important. I would hope that common sense prevails, and we can make proper use of the existing hall when the former school land is rezoned to RE1 (Public Recreation). Goals to Joe Lolley, Jaiden Kucharski, and a double to Slovak winger Robert Mak gave the Sky Blues a convincing victory amid a cauldron of noise inside Allianz Stadium as rain tumbled and Sydney FC made an electric start from kick-off, surging into the Macarthur box. “We were quite comfortable when it was 11 versus 11 with the ball but I was disappointed with the attitude and mentality when they (Macarthur) went a man down,” Sydney FC coach Ufuk Talay said. “[In the second half] the mentality and attitude was great and we scored some really nice goals tonight “We won’t know until the next 24 to 48 hours where [Luke Brattan and Joe Lolley] stand [after their injuries].” Rob Mak opened the scoring for the Sky Blues in the 8th minute when Anthony Caceres threaded the ball through to him and he danced past the Macarthur defence and found the left side of the net. But the VAR deemed the offence to have also involved “a clear goalscoring opportunity”, resulting in an unfortunate straight red card send-off for Adamson, with his side unable to recover. Sydney sealed the deal with three more goals in the second half with Joe Lolley netting a screamer to unleash the ball into the top left corner with such ferocity, that he also had to make his exit from the pitch with a hamstring injury. The Sky Blues will now play off with this season’s Champions, Central Coast Mariners, over two legs, the first being a home clash on Friday night at Allianz Stadium kicking off at 7.45pm. The other elimination final saw a 10-man Melbourne Victory overcome Melbourne City to progress to a two-legged semi-final clash with Wellington Phoenix. Sydney FC move one ahead of their defeated opponents who have chalked up four titles. It was Sydney FC’s seventh consecutive Grand Final under Head Coach Ante Juric who achieved his sixth major honour with the club, including three Championships and three Premierships. It has also been achieved with a squad whose average age is just 21 years – the lowest in the competition - topped off by a fantastic assist for the winning goal from 16-year-old Indiana Dos Santos. “I’m extremely proud and thankful to all of our players, my staff, our Members and fans and everyone at Sydney FC who has supported us,” Juric said. “This has been the toughest year to coach by far having had so many changes from last year’s team, to go to Uzbekistan midway during the season and to have a lot of injuries early on, plus losing a lot of players to the under 20’s Asian Cup recently. “Everyone has pulled together, put in a fantastic effort and we’ve worked very hard. “To have made history with this record is another unbelievable achievement and I’m delighted for everyone involved.” Juric said he looked forward to continued success and creating even more history next season. Sydney FC Captain Natalie Tobin has been present for four out of the Sky Blues’ five Championship wins. She congratulated her team-mates and the work ethic and culture at the club. “Our squad has been phenomenal this season and overcome so much. I can’t praise them enough,” she said. “We have a large group but there’s a really great culture which every single one of our players buys into, and they are all deserving of this record-breaking achievement. “It’s been tough to take a back seat this season but I’m so proud of the way Princess (Ibini) has led the team and of all the experienced players for stepping up during a turbulent season. “We will enjoy this and then look to next season and winning three Championships in a row.” Sydney FC’s Women’s squad have won a total of ten Championship and Premiership titles since the A-League Women’s competition inception 16 seasons ago which is three more than any other club. They also have never missed a Finals Series. “When I first came to Sydney FC, it was in the era of internationals and the Matildas, this next season we transitioned into a younger squad with younger players,” Sydney FC attacking midfielder Mackenzie Hawkesby said. “Ante brought in a lot of young players… Jada and Cortnee are the only Matildas in our team. We have such a young squad and every season we stand up and we win. “We do our job and get on with it. Benji will save the best to last and opponents who underrate the Tigers do so at their peril as they showed their commitment and ability to dominate the first half against the Hush Puppies at the dog kennel on Saturday arvo. On the back of great defensive work - and without our injured captain and hooker Api Koroisau - the Tigers took a two nil lead with a penalty after 14 minutes and we backed it up with one of the great four pointers of the season. Last week I wrote about the incredible pace of our star centre and former Hush Puppy Brent Naden. Brent’s lightning speed created our great 16th minute end-toend try by ‘Forbes Ferrari’ winger Charlie Staines after he took a pass from fullback Jahream Bula - out ran three Hush Puppies - and sprinted downfield to offload on his wing to Charlie who dived over in the right hand corner to give us an eight points to nil lead. On the back of a penalty for a ball strip under the posts, the Tigers posted a second try when Fonua Pole crashed over the tryline with our stand-in goalkicker Aidan Sezer adding the extra two points for a half time lead of 14 points to six. Alongside Brent and Charlie, Jahream had a Man Of The Match performance as he ran for 100 metres and broke five tackles in an impressive opening 40 minutes. He finished the match with 180 run metres to lead the Tigers’ sprint statistics. Our halves combination of rookie Lachlan Galvin and Aidan is firing for us and our Pommie vice captain and second row forward John Bateman led by example in yet another courageous performance. After the game, Benji said the first half revealed the way we want to play our footy but a lot of calls by referee Kasey Badger went against us and this was frustrating. “We also had three captain’s challenges, which we won, and at the end we still had our challenge and we were told we didn’t have our challenge,’’ he said. It is hoped Api will return to training this week. A crowd of 17,068 fans watched the game against the Hush Puppies ahead of what is expected to be a sell out for our home fixture against the Frights in Tiger Town Scully Park, Tamworth at 3pm this Saturday.
