Invitation for Cooperation

A cooperation of schools (from primary to higher education), industry, societal
organizations, regional governmental authorities and science, reaches out to regions
around the globe to join The OPEDUCA Project. Its objective is the creation of a local-
to-global learning space that enables todays’ young to be(come) the entrepreneurs
of a sustainable society. A clear objective serving a long term aim whereto we open
up schools for regional society, connect students’ learning processes with Industry and
Science, create continuous exchanges across borders and cultures, re-empower
teachers and make learning possible Anytime, Anyplace, with and for Anybody,
through Any device.

Starting out from the transformative potential of education, we seek the creation of
‘OPen EDUCational Areas/regions’, OPEDUCA, around the globe. In an OPEDUCA-
region young learners develop inquiry- and problem-based learning on future relevant
themes, connecting with partners in their region as well as throughout the international
community. Learning as an ongoing process which also develops entrepreneurial skills
and competences, based on creativity and a deeper understanding of the regional
and cultural context. Learning through a redefined cooperation between teachers
and students, building on strengths and challenges across and between regions and
cultures, providing fertile conditions for the development of a generation that is
equipped to make a more sustainable world become reality.

The OPEDUCA Project is about future based learning and takes schooling decades
ahead. Under constant development, but already successfully implemented by
teachers and students in todays practice, it facilitates the integration of subjects
through thematic learning for the development of skills and competencies that are
essential to achieve a sustainable future. Existing requirements, regulations and
curricula are met, with OPEDUCA going beyond this by bridging future needs with
present possibilities.

In an OPEDUCA-region youngsters learn first in their local context with awareness of the
specific culture, strengths and challenges their region offers. From their local context
in close cooperation with science, civil society and the private sector, they get
introduced to the global dimension of The OPEDUCA Project by entering an
international learning space. Youth are supported to develop their knowledge,
competencies and talents in an innovative, stimulating and applicable way, going
beyond 21st Century Skills.

The local-to-global OPEDUCA Project answers to various regional and international
policies and programs, such as the UNESCO “Global Action Plan 2015-2020”,
“Education for All” and the main policies of the European Union and the World Bank.
It targets talent development, entrepreneurship and a more natural connection
between the worlds of education and work.

This Base Paper is to inform you about the vision and the headlines of OPEDUCA,
inviting you to share your thoughts and to also consider how your region can bring
together schools, industry, governmental institutions, science and societal
organizations to create your own OPEDUCA. From thereon to be(come) an active
partner in an international alliance that furthers the creation of a local-to-global
learning space for the interest and benefit of the next generation.

Base-lines of OPEDUCA

OPEDUCA focusses on the development of youngsters, enabling and empowering them
to learn Anytime, Anyplace, with Anybody, through Any Device. It is based on a vision on
education that makes young people’s development key to the creation of a more
sustainable future.

OPEDUCA thereto makes a full-scale transition of education- and school-practice possible,
respecting the various systems in which schooling is embedded and honoring existing
curricula. It takes learning beyond conventional practices by introducing innovative
learning methodologies and whole system learning strategies that innovate the
educational systems from within the school, in such a way that teachers and students
together become the drivers for transformation through learning.

Acknowledging the sustainability of our eco-system, well-being and welfare,
The OPEDUCA Project, starting from these “Dimensions of Sustainable Development”

(Eussen, 2007), sees to the creation of
lifelong learning processes on future defining
themes. Primary, secondary and further
education are connected through students’
permanent inquiry based studies on Food,
Water, Energy, Construction and Health for
which they tap into industries’ and sciences
body of knowledge. In the course of the
learning process traditional classroom
instructions are gradually mixed with real life
learning in the world outside school. A world
in which industry and others of educational
value become ‘Partners in OPEDUCA’.

Learning in the OPEDUCA context is integrated in regular daily education, integrating what
used to be ‘stand-alone projects and solitary activities’. Industry, universities, culture, the
arts and societal sources are educational partners contributing to the specifics of the
students’ ongoing thematic learning lines.

Young peoples’ education on future relevant themes in OPEDUCA is defined as active-,
inquiry-, problem- and community based learning. In one continuous flow knowledge and
understanding are achieved by developing practical skills and competencies through
interactions with the local world in which they live and from thereon with peers in a global
learning space.

The themes students generally start to learn about are those that will define our common
future and can bring together young learners from all over the world by their universal
character. Food, Water, Energy, Construction and Health are therefore starting points in
OPEDUCA Flight for Knowledge (see further).

To better enable young people to
develop skills, competencies and
practices for meeting futures
challenges, various educational
priorities are merged, creating an
integrated approach. Key aspects
and subjects such as math,
language, cultural awareness,
entrepreneurship, environmental
education, internationalization,
technology, science and the use
and development of ICT, are folded
into an integrated learning process.

Teachers, School managers, Scientists, Entrepreneurs, Artists, Politicians, Parents and young
people themselves, previous years worked on the developed of what became ‘pillars’ of
The OPEDUCA Project in order to bring the above to practice. Four of those are presented
in this Base Paper:

 OPEDUCA Flight for Knowlegde,
 OPEDUCA BusinessClass,
 OPEDUCA MasterClass,
 OPEDUCA Global.

Each pillar consists of a range of instruments and activities that have all been extensively
tested and brought to practice by hundreds of teachers and students during 2012 – 2015
in regions in 10 different countries.

The development of The OPEDUCA Project has been supported by the Dutch Ministries,
the European Union and a range of cities, companies and societal organizations.
Above all, OPEDUCA has been and will be further realized by Teachers and Students.

Learning Anytime,
Anyplace,
with Anybody, through Any Device

Programme element “Flight for Knowledge”

Teachers and students join in a cooperative learning process, starting out with researching
and charting future relevant themes such as Food, Water, Energy, Construction and Health
in ever more detail. Brief classroom based instructions are mixed with the design of
extensive ‘Fields of Knowledge’ that bring together an array of interrelated subtopics
through which all existing curriculum subjects and elements become integrated. The
students work inquiry- and problem based, projecting and researching (sub-)themes in
their own geographical region as well as beyond.

‘Flight’ refers to the endless freedom of young people to learn, go out and discover new
landscapes and perspectives, meeting one of our most essential Human Rights. A freedom
that various ways of ‘education’ and the organizational concept ‘school’, should not limit
or restrict, but be based on.

The transition this requires from schools coming from (or still based on) traditional instruction,
fixed lesson-plans, programmed daily schedules and the usual ‘flow’ of a schoolyear,
goes step-by-step and is controllable. The various programme elements and instruments
in OPEDUCA indicate a revolution but their implementation allow an evolution. Tempo and
breath are matched with the teachers’ capacity to change and with the schools means
to (gradually) adapt facilities.

OPEDUCA practice shows that the students embrace Flight for Knowledge rapidly,
with pleasure and measurable learning outcomes, where it is the teachers that have to
face the challenge of adapting, to keep pace with their students who grow wings and go
out to discover, observe, question, debate, report and question again; who learn.

Eventually also the physical structure of a school will undergo a transformation; the well-
known class-room set-up will be either replaced by ‘Open Learning Spaces’,
or transformed into larger, more college-hall-like, rooms that make it possible to address
larger groups of students by 1 teacher on specific subjects and sub-themes of a Flight for
Knowledge.

After having created their first base-line of studies for each theme, students go out in their
community to further investigate, record and present a set of subtopics. They draw from
practice through exchanges with businesses, societal organizations and other ‘Partners in
Knowledge’ that share and further enrich their ‘Flight for Knowledge’.

In OPEDUCA whole-class activities (visits, exchanges) are replaced by a large amount in
great variety of student-teams searching for knowledge during their thematic learning
process. From the perspective of the school, time- and energy consuming project-weeks
and other more mass-scale efforts to highlight an educational priority, are no longer
necessary. Means available can now be ‘injected’ more specifically for the better good
of the learning-process, raising both its efficiency and effectiveness.

Through the implementation of OPEDUCA Flight for Knowledge there are no longer
potential divisions between Alpha, Beta and Gamma talented students. Everyone is given
the chance to fully develop all their talents through the theme-based and thus subject-
integrating approach. Students already during the design of the ‘Fields of Knowledge’
learn to work in multi-talented teams where they complement and support each other.

While students pick up OPEDUCA Flight for Knowledge with apparent ease, their learning
no longer fits in strictly programmed subject-oriented lessons and daily school-routines. As
the students make progress, also the teachers have to learn to work in multi-disciplinary
teams and support the students in a much more flexible way.

Fight for Knowledge is about closely collaborating teachers and students, where knowledge and experience
meets with fresh outlooks and perspective to find insights, work on real world projects, solve problems and
create a sustainable future. This results in full scale development of student’s talents and skills and also in a
sharing and collaborative environment with teachers, their community and beyond.

Flight for Knowledge enables and requires students to continuously share their learning with
each other, using all possible means of ICT and social media. As practice shows, sharing
what has students interest boosts engagement. Choosing their own specific parts in each
Field of Knowledge they study further, learn to seek and find data and transfer that to
information. All their outcomes, the students continuously present in their teams during their
studies, but also on a larger scale before a live audience.

The students’ live appearances (that also are part of OPEDUCA BusinessClass and
OPEDUCA Global), offer podia for showing progress and results of the respective studies,
but even more then that give students opportunity to present themselves. They
continuously construct, manifest and present their learning outcomes, on location at their
school but also at company premises and through exhibitions at cultural and societal
locations in their region. Accordingly, research, project development and presenting,
while seeking dialogue and collaboration, are daily activities for students in OPEDUCA.

Development of future based competencies requires that ‘knowledge’ becomes
embedded in the development of practical skills and application through which a whole
system understanding emerges for the application of this knowledge to achieve
sustainability. Alignment of core personal values and empowerment through personal
development is part of this and essential to learning in OPEDUCA.

Questioning information and date, as prerequisite for acquiring knowledge, is key in Flight
for Knowledge through the application of Critical Thinking. With students (from
kindergarten onwards), Critical Thinking provides a way of developing greater
understanding and also making connections between material. It has considerable
creative potential in its emphasis on the value of looking for explanations and in
encouraging the production of well-reasoned argumentation.

OPEDUCA Flight for Knowledge server students off all grades and levels and present the
opportunity for a continuous co-production of students and teachers.



Programme element “OPEDUCA BusinessClass”

By learning in the context of real life experiences through “Flight for Knowledge”, students
are encouraged to develop their creative, innovative and entrepreneurial talents.
A learning process further supported in “OPEDUCA BusinessClass” whith a focus on
enabling and empowering young people to turn ideas into action.

One of the bases of the OPEDUCA-concept is that young peolple should be enabled to
take the world into their own hands, to create a sustainable future for themselves and
therewith for the whole of society. Thereto OPEDUCA BusinessClass goes beyond any
entrepreneurial program and is more then entrepreneurial learning as such.

OPEDUCA BusinessClass has the person(ality), skills and competences of a young person
as starting point and it’s enhancement as objective. It merges school-based education
with personal development outside school, taking place within the familiy, when being
with friends, on the streets as well as in solitude.

The whole of The OPEDUCA Project, in all it’s instruments and activities, is caracterhised by
unleashing young peoples creative energy; a value that is specifically adressed in
OPEDUCA BusinessClass for creation is the base of entrepreneurship.

In OPEDUCA BusinessClass entrepreneurial skills and competencies are developed from
the moment students start formulating and voicing their ideas in action terms. Through
thematic learning in real life settings they are encouraged to create their own opinions
and ideas about a variety of issues. Once they can envision how to turn their own ideas
into action, they are challenged to work on these through a range of activities, leading to
full scale business cases to be presented for a live audience and jury.

Their learning becomes enriched with an understanding of cooperation, products and
markets, organisational aspects, product- and service development, marketing and
business enginering as well as finance and human resource development in a responsible
and sustainable way.

As part of their entrepreneurial learning students are encouraged to explore cultures and
the arts to further inspire their ideas and initiatives. Amongst others here OPEDUCA
BusinessClass connects to OPEDUCA Global.

Like Flight for Knowledge, also OPEDUCA BusinessClass connects primary, secondary and
further education from a life long learning perspective. Practice shows that especially
younger students still have a freedom of thought that enables creativity leading to
innovative concepts. Set free from preprogrammed lessons and activities, their
(re-)emerging capacity to question (‘why’) everthing en think critically, is a value that is
treasured and nourished in OPEDUCA throughout their learning proces, thus during and
long after their school carreers.

Both from an HRM- as well as from the CSR perspective, industry and businesses in general
play an essential role in OPEDUCA BusinessClass. Being Partners in Knowledge during the
learning phases in Flight for Knowledge, the world of work now adds value in assisting
young people to further develop their personalities. They thereto not only open their doors
for the students, but are invited to come on board in the course of the series of learning
activities the students organise and enjoy.

OPEDUCA BusinessClass bridges the divide between the worlds of education and work
from youg age on. From upper primary on, students gradually add value to their own
development while keeping alive their curiosity and desire to act and lay a base to
be(-come) the entrepreneurs of a better future.

Programme element – “OPEDUCA Global”

Every learning action in OPEDUCA takes places simultaneoulsy within the local, regional
and international context. As such a rich multi and inter-cultural perspective emerges for
students and teachers. We believe that a deeper understanding of ones own region and
culture and the cooperation between students and teachers around the globe goes hand
in hand.

OPEDUCA is unique in how it supports both the local and international contexts for learning
through which a sense of world citizenship becomes the emerging reality for students.
Students in OPEDUCA is have acces to a far wider perspective, horizon and reach
compared to students from conventional educational systems. Peer to peer learning takes
on a whole new dimension within OPEDUCA. Connecting the specific strengths and
challenges of a rich variety of regions provides the most magnificent ground for the
development of a generation that can build a sustainable and flourishing future society.



Programme element

“OPEDUCA MasterClass” - Teacher Excellence -

OPEDUCA MasterClass has been designed to support teachers to develop the necessary
skills, knowledge and understanding for succesfully implementing and building OPEDUCA
in their school and region. Through MasterClass teachers also learn about the worlds of
work, the latest scientific and social developments plus both local and global trends
related to sustainable development. Through the development of OPEDUCA they are
encouraged and empowered to re-invent themselves and renew their professional
development.

The OPEDUCA MasterClasses are organised in multi-day courses, both in the own region
as well as connected to the expanding global learning space. Through the MasterClasses
teachers also learn to practice and apply reflective skills with acknolwedgement of the
cultural context their learning and that of their students takes place. They become learners
again themselves, not in the first place to teach their subjects better, but to be true
partners in learning for their students, equipped with critical thinking, knowledge of
development and design, wide open for the world as is has been, is today and can be
enrichted through their students’ performance.
As a result OPEDUCA is actually ‘Made by Teachers’.

OPEDUCA MasterClass is not a training nor a course. Teachers are being introduced to a
whole different kind of thinking, looking at education and also at the concept and reality
of school, from a different and refreshing angle.

Classroom instructions, lessonplans, projects, the way a schoolyear is traditionally built,
the segmentation of staff, the way tests are conducted, etc., are all no longer given facts
or taken for granted: in OPEDUCA MasterClass thinking about education, and then school,
is set out anew, starting from the concept of learning itself.

During OPEDUCA MasterClass the teachers gradually discover the essentials of Flight for
Knowledge and BusinessClass, the value of connections with partners in education outside
their schools, what it takes to become independent from textbooks and to incorporate
basic educational values and ‘mordernisations’ in a new practical reality they themselves
construct and can maintain. Entrepreneurship Education and Global Learning, that like
Environmental Education and Education for Sustainable Development, in many present
day practices often excist ‘on islands’ or in pockets of capacity, are in the course of the
MasterClass presented and understood as integral parts of every teachers’ performance.

Through OPEDUCA MasterClass the teachers get a change to turn back to the roots and
reasons of them becoming a teacher in the first place. Next to ‘exciting’, ‘fantastic’,
‘real value’,’empowered again’ and ‘believing’ as final words when concluding the
MasterClass, ‘This is what I want to do and who I want to be’, is what is heard most amongst
the hundreds of teachers that took OPEDUCA MasterClass in previous years.

Following OPEDUCA MasterClass, teachers become part of a school-to-school community
for the exchange of practice and the further development of OPEDUCA. They enter and
become active members of a learning community, merging educational knowledge with
daily practice. An exchange not only for the benefit of their further professionalisation,
but also as an integral part of The OPEDUCA Project in which programme elements as
Flight for Knowledge and BusinessClass become co-productions between schools,
both in the own region as through OPEDUCA Global on an international scale.

As of 2016 OPEDUCA MasterClass is the starting point for each school that takes part in
The OPEDUCA Project and the first cornerstone in the development of an OPEDUCA
(-region).

OPEDUCA - a world of possibilities

The programme elements presented in this paper include and base a variety of other
instruments and activities that present a world of possibilities for students, teachers and the
school as community. Essential to The OPEDUCA Project is that all these now have a logical
place, are coherent with each other, form a full complementary scala of otherwise single,
add-on or out-of-school projects and activities.

The development, organization and expansion of an OPEDUCA region that can share,
support and co-lead, has numerous aspects and dimensions. Taking part provides all
involved learners and educational partners alike with a rich set of opportunities,
subprojects and activities in terms of both scale and breadth. Sometimes it means going
to the heart of local rural life whereas at other times it takes learners around the globe.

Learning opportunities increasingly reveal themselves as OPEDUCA is being built and put
into practice by local partners in cooperation with those in the global community.

The range of activities taking place in every OPEDUCA include:

Some OPEDUCA essentials

 The OPEDUCA Project is a practical approach for societal transformation through
education, involving the private sector, high-end ICT, the professionalization of
teachers and the creation of a Global Learning Space. It already exists, showing
exemplary results and adopted by ever more schools and their partners in education.

 The OPEDUCA Project is already acknowledged and supported by national Ministries,
the European Union, by companies and schools from primary to higher education as
well as cities and universities around the world.

 OPEDUCA matches present day programs and priorities, such as the UNESCO GAP and
is fully compatible with Global Education, 21st Century Skills, the strive for Environmental
Education, Design Thinking, Talent- and Excellence development, Life Long Learning
and (E)SD based CSR (Corporate Social Responsibility based on Sustainable
Development with an emphasis on Learning and Education).

 OPEDUCA has the capacity to become a true and continuous Global Learning Space.

 The continuous and structured connection of schools and students’ learning with
partners in the private and public sector, with civil society at large, creates the
enabling environment for students to develop entrepreneurship.

 Constructing and sharing local knowledge as ‘Open Educational Resources’ (OERs)
designed and distributed by students worldwide, makes OPEDUCA a driver for youth
development in all countries, unleashing learning potential and realizing inclusiveness.

 The high profile professionalization of teachers and educators in order to create,
manage and operate OPEDUCA, leads to a global Teacher Excellence Program.



Plotting the Course for new regions to join

The first goal of this paper is to reach out and probe if the development of a region will
gain from participating in The OPEDUCA Project and if potential partners are in place to
form a regional alliance. If so, to launch OPEDUCA potential partners are invited to explore
and discuss the basic program elements presented in this paper as well as the broader
scala of options that OPEDUCA offers, such as policy-alliances and further cooperation
between cities, industry and other regional partners.

Following this initial, preparatory phase, partners are made concrete and the new
cooperative defines and plans a set of practical activities in order to test the construction
and working of the OPEDUCA programme elements in their region, the results of which are
presented to all stakeholders in the (first regional) community.

The starting point is OPEDUCA MasterClass in order to base ownership of schools in primary,
secondary and further education, launching the empowerment process for teachers.

Since The OPEDUCA Project brings together the various ambitions of stakeholders and
existing programs in the region through a joint vision and approach, the development of
an OPEDUCA has the potential to be in full alignment with the long term strategic plans of
the region and build capacity in various areas.

Key for the rate of development will be the tempo and effectiveness of OPEDUCA-
activities in the region itself; the regional interests, effects, results and ownership will always
prevail and set the agenda and timing for the development of OPEDUCA.



Plan and Phasing

Based on proven practice a general roadmap can be sketched:

1. Construction of a (first) regional alliance of a City, 4-6 schools in primary and
secondary education (focus-age 10–18-year-old pupils/students),
4-6 companies, 1-2 universities, 2-4 societal organizations and 1-2 other
governmental bodies on the regional level.

2. Communication of OPEDUCA to the broader regional society, inviting further
stakeholders to (eventually) join the development.

3. Adaption (translation, modification) of The OPEDUCA instruments “Flight for
Knowledge” and “BusinessClass” to the region’s local context and culture.

4. Introducing and empowering first 40-80 Teachers from primary and secondary
education through OPEDUCA Masterclasses in groups of around 15.

5. Trial activities in ‘Flight for Knowledge’ and ‘BusinessClass’ with 20-25 students (age
10 -18) per school in order to have and share first experiences to evaluate and
built on.

6. Connection of the region with (first 3-5) other OPEDUCA regions worldwide.
