INTRODUCTION AND EXECUTIVE SUMMARY

Now that our country and other countries worldwide is facing the
greatest fear of everybody, the outset of COVID-19 pandemic, we cannot do
otherwise but to think of alternative ways to make education work and is still
accessible by everyone taking into account that no one should be on face to face
transactions and always keeping in mind the health protocols as cited by the
IATF.

The Department of Education (DepEd) releases DepEd Order No. 12, s. 2020
dated June 19, 2020, titled “Adoption of the Basic Education Learning
Continuity Plan for School Year 2020-2021 in Light of the COVID-19 Public
Health Emergency.Hence , all schools are directed to prepare the BE-
Learning Continuity Plan in response to the needs of the schools in this time
of pandemic.

The Department developed a Basic Education Learning Continuity Plan (BE-
LCP), a package of education interventions that will respond to basic education
challenges brought about by COVID-19. In developing the BE-LCP, DepEd engaged
internal and external stakeholders for inputs in the design of a learning delivery
strategy and operational direction that ensures the health, safety, and well-being of all
learners, teachers, and personnel of the Department. ( Adopted)

The BE-LCP stands on the following principles:

a. Protect the health, safety, and well-being of learners, teachers and personnel, and prevent
the further transmission of COVID-19:

b. Ensure learning continuity through K-12 curriculum adjustments, alignment of learning
materials, deployment of multiple learning delivery modalities, provision of corresponding
training for teachers and school leaders, and proper orientation of parents or guardians of
learners;

c. Facilitate the safe return of teaching and non-teaching personnel and learners to
workplaces and schools/CLCs. taking into consideration the scenarios projected by the
Department of Health (DOH) and the Inter-Agency Task Force for the Management of
Emerging Infectious Diseases in the Philippines (IATF). complemented by other credible
sources, and balanced with DepEd’s own risk assessments:

d. Be sensitive to equity considerations and concerns, and endeavor to address them the best
we can; and

e. Link and bridge the BE-LCP to DepEd’s pivot to quality and into the future of education,
under the framework of Sulong EduKalidad and Futures Thinking in Education.( Adopted

“DepEd is one with the President in his non-negotiable commitment for the health and
safety of our learners, teachers, and staff. It is the first and most important principle of our

BE-LCP. However, the BE-LCP also emphasizes that learning opportunities to our students
may be provided through blended distance learning modalities, until any prohibition by the
DOH, the IATF, or the President for face-to-face learning in schools/CLCs is lifted or relaxed.”

The Department of Education (DepEd) assured that the alternative learning
modalities to be used in its Basic Education-Learning Continuity Plan (BE-LCP) will be
“responsive” to the context and available resources of the schools and students
nationwide. ( Adopted)

Education Secretary Leonor Briones said that the LCP of DepEd is not a “one -size-fits all-
policy” and was designed to be flexible to cater to the various needs and capacities of
schools and learners.

“What we want the parents, teachers and learners to understand is that our LCP can be
contextualized based on the needs,” Briones explained in Filipino. “We don’t have a
specific formula for this,” she added.

Citing inputs from the Southeast Asian Ministers Education online conference she
attended recently, Briones shared that other countries are also implementing blended
learning modalities.

“We discovered that almost all countries in Southeast Asia are using blended approach
but the combination of the modalities are different depending on the context,” she added.

The global outbreak of the highly contagious new strain of corona virus
known as the COVID-19, for which there is yet no vaccine, continues to pose
unprecedented challenges. At this point, the biggest impact of COVID 19 arises
from the need to practice stringent social or physical distancing to prevent or
mitigate its spread. For the Department of Education (DepEd), this meant the
cancellation of classes and other school activities for the remaining weeks of the
School Year SY 2019-2020, and that for SY 2020-2021, schools must find ways
for learning to continue amidst the threat and uncertainties brought about by
COVID-19, while ensuring the health, safety, and well-being of all learners, and
personnel of the Department.

Paratong Elementary School crafted its School Operational Learning
Continuity Plan for School Year 2020-2021 in response to the challenges of
delivering basic education services amid coronavirus disease pandemic and to
respond to the issued memorandum of the Superintendent to make an
Operational Plan for the Basic Education –Learning Continuity Plan . Said plan
should be School Based Management as its finest and School Heads at its Best
and School Leadership at its best as cited by the superintendent during the
Division Webinar on the orientation of crafting the SO-LCP . As mentioned, and
I quote, that school heads must not copy other schools ‘ LCP because said plan
is a functional ,operational plan, a blue print that reflects all the planned
activities in the workplace, each school is unique, each with different resources,
different geography , different human resources and so we must plan according
to what we have, what we need right now( in this time of pandemic, not based

on the planned needs before the onset of the crisis) and on the thinking that
this best suit the learners of Paratong ES. . This plan was designed to set
strategic directions to the teaching staff of Paratong Elementary School to
ensure that school children will acquire the Most Essential Learning
Competencies (MELCs) even during this time of pandemic. These strategies
and modalities used are based on the results of the Learners Enrolment and
Survey Form and the Assessment Form as a tool in crafting this School
Operational Learning Continuity Plan.

GOAL AND SPECIFIC OBJECTIVES
Goal:
Sustain/ Maintain delivery of accessible, ,quality and relevant basic education
services for all types of learners in the midst of COVID 19 and other emergencies

Objectives:
a. Ensure learning continuity through K to 12 curriculum adjustments,
alignment of learning materials, deployment of multiple learning
delivery modalities, provision of corresponding training for teachers and
school leaders, and proper orientation of parents or guardians of
learners; and
b. Protect the health, safety, and well-being of learners, teachers and
personnel; and prevent further transmission of COVID-19;
c. Adjust the pre planned activities and needs of the school to still meet
quality and relevant education and bridge this under the framework of
Sulong Edukalidad in Education.

Figures 2 shows that 100% of the teaching personnel of Paratong Elementary
School possess laptop, with wi-fi at home. Aside from this, figure 2 shows that
they also have smartphone/tablet with internet access at home. It is manifested
from both figures that teachers are ready for digital learning when it comes to
ICT equipment. PLDT Internet Connection is available in school while Globe
and Smart are the available internet service providers in their home. The only
problem is the weak and unstable internet connectivity in their homes so the
teachers would prefer to work on online learning in school .

Figure 3 shows that all teachers had undergone training on distance learning
through webinar but they still need to undergo more of this training so as to
improve their craft along this line.It is good that when some of us in the school
had learn a training on how to conduct distance learning , everyone is interested
for its re-echo which is done in face-to face inside the school following the
health protocols and strictly following physical distancing among others. . But,
this doesn’t mean that all of them does not need to undergo training on the
implementation of distance learning, still everyone of us need to undergo such
training on how to go about the distance learning.

B. INVENTORY OF LEARNING MODALITY OF LEARNERS
The data presented in the following figures are taken from the Learners
Enrolment and Survey Form (LESF). The data collected are part of the
basis for the crafting and development of this School Learning
Continuity Plan.

Figure shows that most parents are capable of helping/assisting their children
during home learning. Out of 181 respondents of the survey, 151 parents can
assist their children but honestly admitted that they can hardly assist their
children during home learning because of poor mental ability and lack of
education.

Figure shows that 69% of the respondents prefer to the modular learning. 54%
choose the use of blended learning and 36% choose online learning.

Online Learning is the use of smartphone, tablet, laptop or desktop in accessing
virtual classrooms through internet. Offline on the other hand is the use of
modules and other printed learning materials. Figure 7 shows that only 17% of

the total respondents choose offline learning. Most parents now have
smartphones and some even have tablets and laptops, so they still prefer online
learning because they don’t want their learners to be handling a lot of modules
or AS.

It can be seen from the table that 109% as compared to the 92 % of the learners
who were listed during the early registration last January 2020 had already
enrolled for this school year 2020-2021. This is a good manifestation that
despite of the crisis we are experiencing now, parents still wanted their children
to continue their learning. The 9% came from the transferees from the private
and some public schools due to change of residence because of some reasons
brought about by the COVID-19 pandemic.

D. HEALTH FACILITIES AND PROTOCOLS

Paratong Elementary School will implement the following
activities as strategy in its well defined Health Protocols with the Project
Enhanced Health and Safety Program with the following components:

1. No Mask No Entry Policy
2. Health and Safety Procedure shall be observed ( All teachers

and guests will undergo preliminary health activities before
entering the school premises
3. Increased Sanitation Measures ( Prior to the opening of
classes , all the rooms and school vicinity will be sanitized and
disinfected by the LGU ); our 2 hour prevention schedule will
feature daily disinfection procedure in all the places visited by
guests.
4. Social Distancing and the observance of the health protocols
as cited under the IATF Guidelines
5. Implementation of WASH IN SCHOOLS

Further, Paratong ES has functional group facilities and 9
individual handwashing facilities. Should face-to-face learning be
allowed, these facilities will be provided with germicidal soap. The
school’s Project Enhanced Health and Safety Program under the newly
revised Annual Implementation Plan (AIP) for school year 2020-2021
is programmed to provide clinical supplies like alcohol, sanitizer,
germicidal soaps, thermal scanners, disinfectant doormats and foot
press alcohol dispenser

.
There is no separate comfort room for girls and for boys but each
classroom has their own comfort room for both genders’ use. Each
classroom is also equipped with water dispenser for safe drinking water
sponsored by the PTA in each grade level. Waste segregation is practiced.
Trash bins for biodegradable and non-biodegradable materials are
available in the classrooms as well as outside the rooms. Wastes from
these bins are being collected by the Municipal Solid Waste Management
Collector.
