In 1882, the Johor state administrator, Sultan Abu Bakar Daeng Ibrahim in that
era, has appointed Dato 'Jaafar Bin Haji Muhammad as the first Johor state
menteri besar. Due to the efforts of the rulers from then to now, the development
of Johor is now accelerating and thriving. During the reign of Sultan Abu Bakar
Daeng Ibrahim, he appointed a Johor menteri besar who first served from 1882
to 1919. His innumerable precise and efficient services have positively influenced
the Johor state growth politically and economically as how we, the latest
generation of this very day, can observe. One of the most captivating facts about
Dato 'Jaafar is that his legacy goes down to his grandchildren who are famous
among Malaysians such as Dato' Mustapha, Dato 'Abdullah. Dato 'Onn Jaafar,
Tun Hussein Onn and Dato' Hishammuddin Tun Hussein continued as foreign
ministers.

The first Menteri Besar of Johor was Dato'Jaafar bin Haji
Muhammad (1838 – 3 July 1919).In1882, Sultan Abu Bakar
Temenggung Daeng Ibrahim named him Chief Minister.
He was born in the Singaporean town of Teluk Belanga in
the year 1838. Bendahara Paduka Raja Johor and
Bendahara Kerajaan Melaka are his ancestors. Dato
'Abdul Jabar, his grandpa, has over 20 wives. In Riau-
Lingga, only Dato' Abdul Jabar's grandson, Dato' Haji
Mohamad bin Tahir, has a chance of surviving.
His two sons, Abdullah and Haji Muhammad, had
migrated to Singapore with Temenggung Abdul Rahman,
the king of Johor and Singapore, in the early 1800s.
The descendants of Temenggung Abdul Rahman formed the
modern Johor government, which focused on the descendants of
Dato' Haji Mohamad Tahir as Menteri Besar of Johor, starting
with Abdullah as Minister of Temenggung Ibrahim and then
Haji Muhammad's son, Dato' Jaafar, as the current Menteri
Besar, under Sultan Abu Bakar's rule.
Dato 'Jaafar, like his grandmother, is a descendant of Orang Kaya
Semantan, a powerful Pahang district chief. After the Portuguese
conquered the Malacca Malay, Pahang, a tributary state of
Malacca, became one of the breakaway magnifying glasses.
Through the marriage of his eldest children, the political and familial tie was
preserved.
Che 'Poor, young Orang Kaya Semantan, has a grandchild named Che Ana.
Che 'Ana was afterwards married to Haji Muhammad. They had a few keen
eyes, one of them was Dato' Jaafar, Johor's Menteri Besar.

He received his education at Sekolah Melayu Melayu Telok pans. Her father, Haji
Muhammad, was a textile weaver, and her family life was tough. Dato 'Ja'afar sold cakes
for a living until being hired as a clerk at Temenggung Ibrahim's office in Telok Belanga,
Singapore, in 1854.
To make a living, Dato 'Jaafar sold cakes, before being accepted to work as a clerk in the
office of Temenggung Ibrahim in Telok Belanga, Singapore in 1854, when he was 16 years
old.
Because of his determination, Dato 'Jaafar was appointed to replace his uncle Abdullah as
advisor and secretary of the state of Johor under the administration of Sultan Abu Bakar,
in the 1860s.
Now, a school named Sekolah Menengah Kebangsaan Dato 'Jaafar has been established
next to Istana Bukit Senyum, which is Dato' Jaafar's residence in conjunction with his
services and contributions to the state of Johor.

Dato 'Ja'afar's emergence as an important person in the history of Johor began with the appointment
of his uncle, Encik Abdullah bin Tok Muhammad Tahir as a' minister 'to Temenggung Daing Ibrahim
(1810 - 1862).
Dato 'Ja'afar started serving the Johor state government when he was 16 years old, as a Clerk Trainee
in the Minister's Office to Temenggung Ibrahim. In 1856 he was appointed General Clerk in the
Office of the Minister. Later he was appointed Adviser and Secretary of State of Johor replacing his
uncle Encik Abdullah, under the administration of Sultan Abu Bakar, in the 1860s.
During his appointment to the post, he made many changes in the administration of the State of Johor.
Among them in 1868, the Johor State Assembly was established. Then in 1873, various departments
were created, among them the Department of the Treasury & the Commissioner of Police.
In the same year, he was appointed Dato 'Bentara which is equivalent to the current Menteri Besar.
He then continued to act as Dato 'Minister until 1882 and then continued to be appointed Menteri
Besar of Johor by Maharaja Abu Bakar.
The appointment of Dato 'Jaafar bin haji Muhammad as Menteri Besar is a historic event for the state
of Johor, as this is the first time a Menteri Besar has been appointed in the Johor government
administration.
He was the escort of Maharaja Abu Bakar on his first visit to Europe in 1866. While holding the post
of Menteri Besar, he had acted as the Sultan of Johor to run the state administration, when he left the
state. In 1904 he was appointed by the Sultan as Regent.
His most important job is to lead the state as well as run the state administration. He was a brave and
courageous man in carrying out his duties.

During his tenure as Menteri Besar from 1882 to 1919, all British officers serving in Johor were
required to wear the official attire of the Johor government. The Union Jack flag, the flag of the British
government, cannot be flown higher than the Johor state flag. In addition, all correspondence must be
written in English.
In addition to being known as a loyal, efficient, wise, trustworthy and honest government official, he
was also one of the Johor State administrative figures who opposed the British intervention in Johor in
1910.
He became the Menteri Besar and advisor to Sultan Ibrahim. In 1909, through a letter, Dato ’Ja’afar
had advised Sultan Ibrahim not to include a British adviser in the Johor administration. Dato ’Ja’afar
was worried about the impact of British intervention in the administration of Johor. He was supported
by Dato 'Ab. Rahman Andak, a Johor dignitary, was louder than Dato ’Ja’afar. Although Dato 'Ja'afar
failed to uphold Sultan Ibrahim's decision, he spoke out against the British entry into Johor. His
advanced age set aside his importance in the eyes of Sultan Ibrahim.
In remembrance of his services and devotion to the progress of the state of Johor, Sultan Abu Bakar
awarded him the Darjah Seri Paduka Mahkota Johor (SPMJ). He was also awarded the Third Star of
St. Michael and St. George by Queen Victoria of England.
Dato 'Jaafar also ensures that all correspondence must be written in Bahasa Melayu, and
he has also set the official male and female clothing.

- Besides that, he was also strict and wise in making decisions like he helped Sultan Abu Bakar
to enact government bodies laws so that the state of Johor is free from the grip of a foreign
power.

- Jaafar’s identity concerns the sovereignty of the state of Johor. This is in accordance with his
action which required all British officers to wear the official dress of the state of Johor.

- One of his actions that should be praised is when Dato’ Jaafar Haji Muhammad has also
preserved the culture of the state of Johor. This is proven because the clothes Johor men and
