Q Who is judging the proposal?

A Staff Present ‐ BZ, SN, KK, TC, + BW (not present); Recommendation will be made to Township Parks & Recreation Board & Township Board of Commissioners.   
Proposals submitted must be clear & concise, also submitted electronically via pdf (incapable of being altered); 12 hard copies.

Q Is there a current topographic survey available for the Willows Property?
A No; Also no architectural drawings due to the age of the buildings; square footage totals inside buildings will be available.

Q What is the level of financing being contributed or will be made available for the project?

A This is up to the proposer to designate & propose; No commitment has been made from Radnor Township regarding this information.  The proposal submitted should not 
solely be a proposal plan, but also a clear plan for implementing it as well.

Q How many bookings have taken place at the Willows Mansion over the years?
Between 2009 & 2011 the rental quantities have varied between 118 & 122 but further detail to this will be available; we also want to point out that bookings were turned

A away beginning in 2011 & 2011/2012 not a true representation of the booking total; also, bookings are inclusive of Recreation Department & Community usages/they are not 
all paid private party/wedding rentals. 

Q Have paid bookings taken precedence over community groups/Township usage over the years?
Paid booking have been given priority in the timeline for which the facility has been booked; trends of heavy usage are considered when booking Recreation Department & 

A Community usages.

Q Will the Township commit to maintaining the property or designated area of property?  
A This is proposal‐dependent; this is up to the proposer needs, more definition to this is needed once the proposal is understood for its needs in order to be successful.

Q Can we distribute the full cost of facilities/relevant portions of the property to maintain?

Q Can we distribute full financials from over the years regarding performance?
A This information will be made available in the coming weeks.

Q What has the current use at the Mansion grossed to the Township over the years, all inclusive?  Has it always operated at a loss?

Q When you say the strength of the proposal is important, how is this defined? Financially?  Planning?  
A The proposal must be specific & demonstrate what the proposer will contribute; strength is not just a conceptual plan but the implementation of it as well.

Q What does the Township get for its investment?
A This is to be determined by the proposal.

Q Is it possible for the Willows Mansion to undergo demolition?  
A We must review every option.  

‐‐ Beverlee Barnes input ‐ the Willows Mansion has qualified for National Historical "Eligibility" but has not fully established National Historical Status; a Township partner can 
experience a 20% tax break incentive if they move forward in partnership with the Township.

Q Do residents have a say in what happens as a result of the RFP process?
Public presentations of viable RFPs will be made to the Radnor Township Parks Board & Board of Commissioners as the process moves forward. All public presentations will be 
made available to the public as the process unfolds.  Public input meetings regarding the Willows will also take place ‐ one is scheduled for Tuesday, September 18, 2012 at the 

A Radnor Township Building Radnorshire Room at 6:30 PM.  Continued dialogue concerning the Willows is also taking place during each agenda of the Parks & Recreation Board

Who gets balance the balance of any income received for services that may occur at the Mansion? What is the designation for the amount collected by the Township?  How

A The Township will review every option and the designation of a footprint of the property for sale is possible.

Q Does the Willows Mansion have public sewer & water?
A Yes; both the Willows Mansion & Cottage have public sewer & water connections.

Q Does the building have restrictions for what it is used for based on the deed? Are there zoning restrictions?

A The deed restrictions are currently under review and this information will be made available.  The Willows is currently zoned PLU.  However, proposed amendments can be 
implemented as needed.

Q Has any of us (staff present) conducted this type of an RFP process prior to this one with the Willows?

A This staff members present here have experienced various partnership developments in the past (i.e., the Agnes Irwin School development at Radnor Memorial Park) and have 
experience with the coordination of outsourcing services and at varying levels. 

Q Has the Input from the Radnor Township Board of Commissioners been one of acceptance for this RFP project process? Is it a buyable concept for them?  What is the chance 
they would actually approve a proposal moving forward in this manner?

A Evidence of the Township Board of Commissioners' commitment is in their decision authorize the RFP process as well as to close down the Mansion & the Cottage effective 
August 31, 2013.  

Q Regarding uses of the Willows' Buildings & portions of the property, what is the composition of users ‐ public/community; private rentals; etc.?

Q Does the Township have a grant writer on staff?  

A The Township has a grants coordinator  on staff.  Grant details can be written by outside groups or individuals relative to the Township's properties or assets but would 
necessitate Township authorization prior to being submitted.  This type of collaboration has taken place before and is an option.

Questions outside of formal meeting during tour of Mansion:
Q Is there a report or documentation on the buildings' major projects, asbestos mitigation, structural examination or other such building related reports?
