Section 8 (h), Republic Act 10742 The Sangguniang Kabataan (SK) shall partner with the Local Youth Development Council (LYDC) in planning and executing projects and programs of specific advocacies like: 1. good governance 2. climate change adaptation 3. disaster risk reduction and resiliency 4. youth employment and livelihood 5. health and anti-drug abuse 6. gender sensitivity, and 7. sports development A. COMPREHENSIVE BARANGAY YOUTH DEVELOPMENT PLAN (CBYDP) NYC Resolution No. 46 Administrative Series of 2019 11th Commission CBYDP is a three-year comprehensive youth development plan of the barangay that is formulated by the Sangguniang Kabataan (SK), in consultation and with concurrence of the Katipunan ng Kabataan and anchored on the Philippine Youth Development Plan (PYDP) and other Local Youth Development Plan (LYDP) in provincial, city and municipal level. Nature of the CBYDP The CBYDP shall prioritize program, projects and activities that focus on meaningful: • youth participation in nation-building • sustainable youth development and empowerment • equitable access to quality education • environmental protection • climate change adaptation • disaster risk reduction and resiliency • youth employment and livelihood

Center of Participation – refers to the priority Centers of Participation. The CBYDP may contain all centers, or they may choose Centers applicable to their local situation. 2. Agenda Statement – defines the CBYDP’s outcome/major goal statement per Center. This may be adapted from the PYDP or LYDP Agenda Statement, or a statement that may be crafted by the SK that addresses the local needs. 3. Youth Development Concerns – contains the issues/concerns of the youth in their respective locality/community, which need immediate action. These may be program, policy, or action gaps. 4. Objectives/Description – provides the specific result aimed to be achieved to address the youth development concerns. 5. Target – states the extent of set accomplishment of the programs/projects/activities such as the nature and number of beneficiaries. 6. Programs/Projects/Activities – are the proposed youth development initiatives that are designed to respond to the identified youth development concerns. 7. Budget – refers to the total amount of the necessary expenditures for the implementation of each project, program or activity. 8. Period of Implementation – refers to the schedule and duration of the complete implementation of the projects, programs and activities. 9. Person/s Responsible – identifies the Committee of SK official that is responsible to lead the planning, implementation and monitoring of the project, program and activity.

ANNUAL BARANGAY YOUTH INVESTMENT PROGRAM NYC Resolution No. 46 Administrative Series of 2019 11th Commission Annual Barangay Youth Investment Program (ABYIP) shall refer to the yearly program based on the CBYDP. It shall contain the specific programs, projects and activities with corresponding project costs including the necessary fund flows to approximate the reasonable timing in the release of funds. The ABYIP is composed of the following key elements: 1. Center of Participation – refers to the priority Centers of Participation, as identified in the CBYDP. The ABYIP may contain all centers, or they may choose Centers applicable to their local situation. 2. Reference Codes – identifies the sector encompassing the program, project or activity. It provides Plan-Budget Linkage (reference: Local Budget Circular 112 s. 2016) 3. Priority Programs/Projects/Activities – refers to the proposed youth development initiatives that are designed to respond to the identified youth development concerns. 4. 203 TERMINOLOGIES ● 20% DEVELOPMENT FUND - is the allocation to finance the LGU’s priority development projects, as embodied in its duly approved local development plans and AIP, which should be directly supportive of the Philippine Development Plan and Public Investment Program. ● ANNUAL BARANGAY YOUTH DEVELOPMENT PLAN - A yearly program based on the CBYDP which contains the specific programs, projects, and activities (PPAs) with corresponding project costs, and shall reflect the total resource requirement for the budget year. ● ACCOUNTABILITY - embodies the principles of transparency, prevents corruption, fosters trust, ensures efficient resource management, and reinforces democratic values. ● AMICABLE SETTLEMENT - is an agreement reached during mediation and conciliation proceedings. ● ANNUAL BUDGET - defined as the new general appropriations legislated by Congress for every budget year under General Appropriations Act (GAA) and the existing appropriations previously authorized by Congress. ● ANNUAL REPORT - is a document containing a summary of all matters pertaining to the management, administration and development of the LGU and all information and data relative to its political, social and economic conditions; and supplemental reports when unexpected events and situations arise at any time during the year, particularly when man-made or natural disasters or calamities affect the general welfare of the municipality, province, region or country. ● APPOINTIVE BARANGAY OFFICIAL - is an official appointed by the Punong Barangay with the concurrence of the majority of all the Sangguniang Barangay members. ● ARBITRATION - is a process wherein the third party from outside the judicial system is chosen by parties to hear and decide their dispute. ● BARANGAY ASSEMBLY - is a meeting held at least twice a year to hear and discuss the semestral report of the Sangguniang Barangay concerning its activities and finances as well as problems affecting the Barangay. ● BARANGAY BUDGET - consists of estimates of income and total appropriations covering current operating expenditures and capital outlays. ● BARANGAY EXPENDITURE PROGRAM - money spent for the various services and development projects provided by the Barangay pursuant to Section 17 of the Local Government Code of 1991. ● BDC EXECOM - The executive committee of the BDC shall be composed of the punong barangay as chairman, a representative of the sangguniang barangay to be chosen from among its members, and a representative of non-governmental organizations that are represented in the council, as members. ● BDC SECTORAL TWG - a group who is in charge to ensure that specific concerns of each of the five Development Sectors (Economic, Social, Environment, Infrastructure, and Institutional Development) are considered.


204 ● BUDGET ACCOUNTABILITY - is the last stage of the budget process whereby financial records and reports are prepared and validated periodically to assess whether performance is in accordance with the budget plans. ● BUDGET AUTHORIZATION - is the stage of the budget process whereby the budget is authorized by the Sangguniang Barangay through the enactment of an appropriation ordinance. ● BUDGET CALL - written instructions of the President of the Republic to any budget activity regarding preparation of an annual budget, including without limitation format, order, arrangement, contents, narrative justification, and due date. ● BUDGET REVIEW - is the process of reviewing the budget to ensure that budgetary requirements and limitations provided in the Local Government Code are complied with, the budget does not exceed the estimated receipts and/or income of the barangay and the budget does not exceed the estimated receipts and/or income of the barangay. ● CAPITAL OUTLAYS - are appropriations for goods and services, the benefits of which extend beyond the budget year and which add to the assets of the government. They cover investments in the capital stock of government-owned and controlled corporations and their subsidiaries, as well as loan outlays and investments in public utilities. ● COMPREHENSIVE BARANGAY YOUTH DEVELOPMENT PLAN - A 3- year rolling plan that is formulated by the SK, in consultation and with the concurrence of the Katipunan ng Kabataan (KK) and anchored on the Philippine Youth Development Plan (PYDP) and the Local Youth Development Plan (LYDP) at the provincial, city, and municipal levels. ● CONCILIATION - is a process wherein the Pangkat forgoes the power to decide or recommend but assist the parties to isolate issues and options to reach a settlement by consensus that jointly satisfies their needs ● CONSPICUOUS PLACE - refers to a place frequented by the public, whereby the notice of the petition shall be posted for information of any interested person. ● DECENTRALIZATION - defined as a state or condition in a governmental system where there is dispersal of power or authority from the center ● DISBURSEMENT - constitute all cash paid out during a given period in currency (cash) or by check/ADA. It may also mean the settlement of government payables/obligations by cash, check or ADA. ● ESTIMATES OF INCOME - the amount of money you expect to make in a specified period of time. ● EX-OFFICIO MEMBER - is the duly elected presidents of the liga at the municipal, city and provincial levels, including the component cities and municipalities of Metropolitan Manila, shall serve as ex-officio members of the Sangguniang Bayan, Sangguniang Panlungsod, Sangguniang Panlalawigan, respectively.


205 ● FINANCIAL ADMINISTRATION - the job of managing financial tasks for a company or organization, for example, controlling the budget, writing financial reports, and providing money for projects. ● GENERAL FUND - refers to revenues accruing to the state from taxes, fees, interest earnings, and other sources which can be used for the general operation of state government. ● GENERAL PROVISIONS - are instructions pertaining to contracts in general. ● INTERNAL REVENUE ALLOTMENT (IRA) - Automatically appropriated and released share of local government units, aggregately corresponding to 40% of the national internal revenue taxes based on the collection of the third fiscal year preceding the current fiscal year, with the share of each local government unit determined pursuant to the provisions of the Local Government Code, by share for each LGU level, and in terms of population/land area/equal sharing. ● LUPON - is a body organized in every barangay composed of Punong Barangay as the chairperson and not less than ten (10) and more than twenty from which the members of every Pangkat shall be chosen. ● MEDIATION - is a process wherein the Lupon chairperson or Barangay Chairperson assists the disputing parties to reach a settlement by consensus that jointly satisfies their needs. ● MONTHLY ITEMIZED LIST (MIL) OF PURCHASE REQUEST - A list consisting of details/information as reflected in the corresponding Purchase Request of the requesting SK Official for the procurement of supplies and materials/property and equipment. ● NATIONAL TAX ALLOTMENT - the just share of LGUs from the national taxes, not limited to “national internal revenue taxes” collected by the Bureau of Internal Revenue (BIR) but includes collections (customs duties) by the Bureau of Customs (BOC). ● NEPOTISM - is a connection which we call “Compadre System “in terms of economic and employment. It is the unfair practice by a powerful person of giving jobs and other favors to relatives. ● ORDINANCES - laws enacted by a local government. It establishes the rules for the operation of the local government or provides rules and regulations governing public activity in the community. ● PANGKAT TAGAPAGKASUNDO - is a conciliation panel constituted from the Lupon membership for every dispute brought before the Lupon consisting of three (3) members after the Punong Barangay has failed in his mediation efforts. ● REAL PROPERTY TAX - is a local tax levied on real properties (i.e., lands, buildings and other improvements, and machineries) primarily imposed to finance the funding requirements of local government units (LGUs) and capacitate them towards autonomy and self-governance. ● REGISTER OF CASH IN BANK - A record of daily deposits, withdrawals/payments and balance of Cash in Bank under the accountability of SK Officials.


206 ● RESOLUTION - is the statement, decision taken in an officially convened body, accepted by the members or majority of the members requiring its approval present in that meeting, which is binding on the body as a whole. ● REVENUES - are the primary source of financing the budget which consists of tax and non-tax collections. ● SUPPLEMENTAL BUDGET - is a financial plan authorized by a legislative body through the enactment of an ordinance or law that authorizes the changes in the annual appropriation ordinance or law. ● TOTAL APPROPRIATION - is a sum of money set aside for a specific purpose. ● UNEXPENDED BALANCES - the remainder of an appropriation after reserving for unpaid costs and expenses covered by binding written obligations to third parties.
