1. POSITION OBJECTIVES
1.1 Within Organisation
• Assist to provide effective strategic management to the Office of the
Chief Executive for the benefit of Torres Strait Island Residents.
• Assist to provide an effective communication link between elected
members, Chief Executive Officer and Staff.
• Provide advice and assist in the development to the Chief Executive
Officer, on Council Policy, Administrative instructions, Local Laws,
Local Government Act, State and Federal Legislation as it impacts on
Local Government.
• Assist the Chief Executive Officer in fulfilling the Legislative obligations
of Council.
• Lead and motivate staff in order to achieve Council’s Corporate and
Operational Plan objectives.
• Acts as the primary link between the Divisional Managers and the Chief
Executive Officer
1.2 Within Department
• The exercise of statutory powers, duties and responsibilities associated
with the position.
• Compilation, completion and presentation of statutory and internal
reports within Legislative and other known time constraints.

Officer and Senior Management.
• Ability to interface and negotiate with senior management in State and
Federal Government Departments and senior management in the
private sector.
• Sensitivity to all stakeholders, with a strong customer service and
public relations emphasis.
• Strong research skills with the ability to convert complex ideas into
reports, correspondence or memorandums to specific target audiences
• Excellent oral and written communication skills.
2.2 Knowledge
• Knowledge of Local Government Legislation and of other areas of
Legislation which do or may impact on Council’s operations.
• An understanding of the process of planning, including establishing
goals and strategies and tracking mechanisms.
• An excellent understanding of organisational development and human
resource management.
• Sound knowledge of contemporary information technology concepts
and issues.
• Knowledge and understanding of Council’s policies and procedures.
• An understanding of Local Government governance and contractual
matters.
2.3 Experience and/or Qualifications
• At least 8 years experience working in a multi-disciplinary environment

3. KEY RESPONSIBILITIES
• Assist to provide effective strategic management to the Office of the
Chief Executive for the benefit of the Torres Strait Island Residents.
• Assist to provide an effective communication link between elected
members, Chief Executive Officer and Staff.
• Provide advice and assists in the development to the Chief Executive
Officer, on Council Policy, Administrative instructions, Local Laws,
Local Government Act, State and Federal Legislation as it impacts on
Local Government.
• Assist the Chief Executive Officer in fulfilling the Legislative obligations
of Council.
• Lead and motivate staff in order to achieve Council’s Corporate and
Operational Plan objectives.
• Acts as the primary link between the Divisional Managers and the Chief
Executive Officer.
• Promote teamwork and develop and maintain positive work relations
and appropriate organisation culture.
• Provide management advice and expertise to Managers and
Supervisors.
• Assist the Chief Executive Officer in conjunction with Managers and
Supervisors; develops and implements plans and objectives consistent
with Council’s Corporate and Operational Plans.
• Assist the Chief Executive Officer in conjunction with Managers and
Supervisors establish standards and procedures for work performance.
• Oversees the preparation and maintains control of project budgets by
monitoring expenditure within the Office of the Chief Executive Officer.
• Provides reports to the Chief Executive Officer monthly on
organisational activities and matters requiring consideration by the
Chief Executive Officer.
• Direct report to the Chief Executive Officer.
• Provides leadership and management of all staff
• A commitment to undertake the training plan developed for the position
to provide a greater understanding of the organisation.

SC5 High level of communication, interpersonal and public relations skills
associated with liaison, negotiation and conflict resolution
SC6 Proven commercial skill with the demonstrated ability to analyse
financial data including control, monitoring and assignment of costs
SC7 Security Check - The incumbent will be required to give permission to
conduct a police check prior to appointment to this position, and must
be willing to apply for a Positive Notice Blue Card for Child Related
Employment
6.3 Desirable
DSC1 Bachelor Degree from a recognised Tertiary Education Centre
DSC2 Post Graduate qualification in public sector administration.
