PREFACE

1. Recruits are bound by all rules,
regulations and laws which apply to all
members of the Nigerian Air Force in
particular and the Armed Forces in
general. These regulations are located
in the Armed Forces Act CAP A20 LFN,
2004 (AFA) where S 274 makes the
recruit subject to the Act, Harmonised
Armed Forces Terms and Condition of
Service and the Executive Regulations.
In addition, they are bound by those
rules and regulations which apply
specifically to the Military Training
Centre (MTC) and to recruits as stated in
this Standing Orders for Recruits and
Instructors. Despite the fact that
ignorance of the law is not an excuse, it
is necessary and fair to compile these

orders and make it available as a guide
for the recruits and Instructors of MTC
for a smooth and enjoyable training.
Thus, the main objective of these Orders
is to provide the recruits and all other
personnel involved in the training of
recruits at MTC a readily available
reference material to guide their
conducts during training. They shall
therefore, serve as the standing orders
governing the conduct of the recruits
and all other personnel involved in
recruits training at the Airmen Training
School (ATS).

2. These Orders have also been
designed to meet the various exigencies
that may occur in course of the recruits
training. They have been organised into
2 parts. Part 1 deals with general orders

for the recruits while additional orders
for female recruits are given in Part 2.
The orders are not exhaustive and are
subject to change as the need may
arise. All recruits are required to adhere
strictly to these orders. Any violation of
the orders shall result to disciplinary
action with appropriately sanctions.

3. Any inquiries or classifications are
to be directed to the Office of the
Commandant, Military Training Centre.

PART 1

DO'S AND DONT'S FOR ALL
RECRUITS

GENERAL

1. Except when permitted by Commandant
MTC, CO ATS or appropriate superior authority,
all recruits are confined to the recruits' Camp
throughout their period of training at ATS.

2. Any recruit who does not report for
training 2 weeks after resumption will not be
admitted into the camp without clearance from
HQ GTC/HQ NAF

3. A recruit must not argue with any
instructor, handling staff or his/her superior at
any time.

4. Recruits are to hold their religious
worship within the Camp.

5. Recruits are not allowed to go on pass
throughout the duration of the training.

6. Any recruit that goes on AWOL in excess
of 24hr and confirmed that he/she is not in the
camp shall not be allowed to rejoin training.

7. All recruits must be present for the
Tattoo roll call which is conducted at 2230hrs
and must observe light out at 2300hrs daily.

8. Recruits must not be found outside the
camp after light out.

9. Recruits may be detailed for line
guard/pickets without ammo after passing their
Drill Square Test.

10. A recruit shall only be permitted to salute
by use of the hand after passing his/her Drill
Square Test.

11. Except when directed, recruits must jog
from one point to another until they pass their
Drill Square Test.

12. Recruits must move in squads. Moving
singly or in twos is not allowed. Recruits must
not walk across the lawn on the Base.

13. All recruits must be punctual for all
parades. No recruit is to absent him/herself
from any parade and they must report at least
15 minutes before the scheduled time.

14. No recruits must be found by the
Mammy Market by 1930hrs as all sales must
end at same hour.

15. All recruits must have at least 6
notebooks for note taking during lessons. Each
recruit is to produce his/her notebook(s) when
required to do so.

16. Smoking or the possession of cigarette
is not allowed throughout the training period.

17. No recruit is allowed to own or keep a
mobile phone, Ipad or unauthorised electronic
device throughout the duration of the training.
Any recruit found with any of this devices is
liable to withdrawal from training. If for any
reason a recruit requires to make a phone call
of an emergency nature, he or she may be
permitted to use an official telephone.

18. The use of or being in possession of
hard drugs such as Indian hemp, cocaine or
any controlled substance as stated in S 65(2)
AFA is strictly forbidden. Any recruit found with
such drugs is liable to dismissal from training
and would be persecuted in accordance with
the law.

REPORTING SICK

19. Any recruit that is injured while in training
or becomes ill shall report to his Squadron
Comd. Concealment of any illness or injury
shall attract dismissal from training. Recruits
are not allowed to receive private medical
treatment or indulge in self-medication. All
cases of sickness must be duly reported to the
Nurse/Medical Officer.

20. Sick recruits must report to the Course
Leader before reporting to the Duty Nurse at
the Recruits' Clinic. When referred to the
Hospital, sick recruits are to march in a squad to
and fro the Hospital. They must also report to
the Course Leader as soon as they return.

21. Any Recruit who stay up to 1 month on
Hospital Admission in first 3 months of training
should be recourse/withdrawn based on
medical diagnosis.

22. Any recruit who misses 3 major events:
such as Range Exercise, Drill Square Test,
Course Examinations, Drill Competitions, Sport
Competitions, Obstacle Cross Competitions,
Bush Camps, Beating of the Retreat and
Passing Out Parade due to illness is liable to
withdrawal.

23. Any recruit who falsely pretend to be
suffering from sickness and disability thereby
rendering him or herself unfit for training when
confirmed will face trial.

CUSTODY OF PUBLIC AND PRIVATE
PROPERTY

24. Recruits are responsible at all times for
the safe custody of all Public/ Service property
issued to them. Recruits must immediately

report the loss of any Public/Service property to
the authority through proper channel.

25. Lost items found by any recruit are to be
handed over to the Camp Comdt/Duty NCO.
Such items are to be labelled with the time, date
and place where found, as well as the name
and number of the recruit that found them.

26. Recruits are to submit their plastic and
steel helmets issued to them at the end of every
final bush camping. Any recruit who does not
submit his/her plastic and steel helmet is liable
to withdrawal from training.

27. Kit Laying parades shall be held every
third Saturday of the month. Recruits shall be
made to pay for any of their kit items found
missing.

28. All valuable including large sums of
money are to be handed over to Camp Comdt
through their Sqn Comds for safe-keeping.

29. Recruits are not to keep money more
than N5,000 at any given point in time while on
training.

30. Money more than N5,000 and valuables
collected from recruits during surprise check
will be confiscated.

REDRESS

31. Recruits are not to communicate directly
with higher military authorities. Recruits are not
to seek interview with any senior officer by
means of private chats/notes. All
communications must be through the proper
channels.

32. Recruits are not to write anonymous
letters. It is strictly forbidden. Anyone found
doing so would be liable for withdrawal.

33. A recruit who feels he/her has been
wronged may seek for an interview with his/her
Sqn Comd through his /her Sqn SNCO.

34. All appeals/petitions or redress should
be passed through the approved channel of
communication to appropriate authority.

35. The allegiance of recruit is first the
President, Commander-in-Chief of the Armed
Forces of the Federal Republic of Nigeria whom
every other authority revolve around. Every
recruit therefore must know the National
Anthem, the National Pledge and the Airmen's
Creed (which is for all NAF Personnel) by heart.
These would be recited during every morning
muster parade.

OUT OF BOUNDS AREA

36. Recruits are not to visit any areas
designated as “off limit” unless specific
permission has been sought and obtained from
a member of staff. The following areas are off
limit (no go area) for recruits throughout the
duration of their training.

a. All ATS offices, unless when
permitted.
b. All Gp HQs within the Base.
c. Officers' Quarters.
d. All Messes.
e. AFIT Students' Hostel and Dining
Hall.
f. Airmen's Quarters.
g. Barrack/Camp Area of any Unit.
h. All offices and stores, unless
when permitted.
I. Recruits' kitchen and serving
rooms.
j. Recruits' Hostel of the opposite
sex.
k. Mammy Market.
l. Any other place as may be
designated by authority from time to
time.

MILITARY COURTESY AND APPEARANCE

37. Recruits shall give way and come to
attention whenever they are approached by

someone recognized as an officer or
airman/airwoman. If they are in a group, the first
recruit who see the personnel shall call the
group to attention.

38. When recruits are in any room which is
entered by someone recognized as an officer or
airman/airwoman, it is the duty of the first recruit
who sees such a person to call the group to
attention. An exception to this procedure is
during recruits' meals or at any time when
circumstances make the procedure
inappropriate.

39. Whenever an instructor enters a
classroom, it is the duty of the first recruit who
sees the instructor to call “Attention”. If
someone enters the room while a class is being
conducted, it is the responsibility of the
instructor to call attention when he or she
deems it proper to do so.

40. Recruits are to maintain a clean and
shaven hair cut at all times. Keeping any

moustache is not allowed. Also finger nails
must be well trimmed and decent looking.

41. Recruits shall be neat and clean in
appearance and dress. All uniforms and
equipment are to be in serviceable condition at
all times and all recruits shall wear only the
approved military kits issued to them.

42. Recruits are not to wear a combination
of uniform and civilian dress and are not to
move about without head gears/belt/proper
footwear when in uniform.

43. Recruits will commence wearing of the
expected service uniforms 2 weeks to their
Passing Out.

44. Recruits are not to walk about with hand
in their pockets while in uniform or mufti.

45. Recruits must not walk across the Drill
Square or march on it, except on authorised
parade and in proper uniform.

46. Recruits are not to wear slippers and
dressing gown outside their quarters.

PERSONAL CONDUCT

47. Recruits are not to bring hunting or
butchering knives, firearms, ammunition or
other dangerous weapons to the recruits'
quarters. They are to deposit any firearms or
ammunition in their possession at the armoury
within 6 hours of arrival on the Base.

48. Recruits are not to unlawfully have in
their possession any fire arms. Live or blank
ammunition, empty shells or ammunition
warheads. The consequence of unlawful
possession of any of these items is withdrawal
from training.

49. Recruits are not to fire live or blank
ammunition at another recruit or instructor
during indoor or outdoor training. The
consequent of such action is withdrawal from
training.

50. No recruit shall participate in any form of
gambling or other games of chance throughout
the duration of training.

51. There shall be no fighting, striking and
any form of physical contact (pushing, hitting,
etc) between recruits except in a training
capacity approved and supervised by a
member of staff. Recruits are not to be involved
in any quarrels or in wrangling.

52. A recruit shall not steal or be in
possession of any stolen private/government
property. Such recruit shall be liable to
withdrawal from the course.

53. Recruits are not to damage furniture in
the hostel, anterooms or classrooms or
interfere with the wiring in any building.

54. A recruit must not sell or pawn any article
belonging to him/her to other individuals.

55. Cheating in any form shall be viewed
very seriously and can render a recruit liable to
withdrawal from the training.

56. R e c r u i t s m u s t n o t i n d u l g e i n
examination malpractice in any form. The

consequence of exam malpractice is dismissal
from training.

57. Forgery, alteration and falsification of
documents are serious offences. Anyone
caught shall be withdrawn from training and
prosecuted accordingly.

58. A recruit must not incur any depts(s)
whatsoever while undergoing training.

59. A recruit must not give presents or gift to
any member of staff whether from himself,
relations or friends.

60. Recruits are not to indulge in money
transaction or contributions of any description
with one another or staff of the school.

61. There shall be end of course party a
week to POP which will be organised and
funded by the Centre.

62. Recruits are not to bring, keep or
consume alcohol in the camp. It is strictly
forbidden.

63. Recruits are not to keep dogs or any
pet(s).

64. Recruits are not to employ a private
servant during their stay in BMTC.

65. Recruits are not to use slang, abusive or
indecent language at any time.

66. Recruits shall not throw waste paper or
other refuse anywhere except in the
receptacles provided for the purpose.

67. Recruits are not to receive visitors in the
recruits' living or training areas. After passing
Drill test, recruits may receive guest on
Saturdays, Sundays and public holidays
between 1500hrs and 1800hrs only at the
discretion of the Commandant or CO ATS. The
guest shall however be restricted to the
anterooms or designated meeting location.

68. Recruits must not be found in the hostel
during classes and exercise periods.

69. Recruits are not to engage in any act of
cultism. It is forbidden in the military. Recruits

must not also engage in any village/local
government or tribal meetings throughout the
duration of their training.

70. Recruit are not to wear mufti within the
quarters except when permitted to do so.

71. Recruits must not cook in the hostel or
anywhere within the camp.

72. Recruits are not to engage in rumour
mongering.

73. No recruit is allowed to go on his/her own
to the lake near the 461 NAF Hospital or swim in
it.

74. Recruits are not to have amorous
relationship with any members of the staff;
officers, airmen and airwomen, or with fellow
recruits. It is forbidden.

75. All act of homosexuality, lesbianism,
indecent exposure of the body including any
act/talks suggestive or capable of inciting any
of these are forbidden in training and in all
military establishment.

76. Recruits must not engage in the use of
charms, amulets, native concoctions, fetishism
or occultism as they are not part of military life.

77. Any recruit that fails any exams may be
withdrawn from training.

78. Any recruit who accumulates up to 3
regimental entries shall be liable for withdrawal
from training. This does not affect those
breaches that attract instant withdrawal when
committed the first and only time.

79. R e c r u i t s a p p o i n t m e n t s ( w h e n
appointed) are responsible for maintenance of
discipline amongst recruits, they are to report
cases of indiscipline and any other matter
affecting recruits' conduct to the appropriate
superior authority.

80. Violation of ANY OF THESE ORDERS.
Though not expressly mentioned as a dismissal
offence shall result in a DISMISSAL if the Trial
Officer deems it so.

PART II

ADDITIONAL DOs AND DONTs FOR
FEMALE RECRUITS

81. There shall be no wearing of wigs
throughout the duration of the training.

82. The use of lipstick and makeup is not
allowed throughout the duration of the training.

83. Nail colouring and eye shadows are not
allowed at any time.

84. Ear rings, bangles and necklaces shall
not be worn at any time.

85. All underwear's and vests must be kept
clean at all time. Under wear/garments must
not extend beyond the length of PT shorts.

86. All sanitary pads must be disposed of
decently.

87. No female recruits shall be found in any
office, room and space or in isolation with any
instructor (officer, airman/airwoman) behind
closed doors, curtains, etc at any time.

88. It is an offence for any female recruit to
receive any private note or letter from an
instructor (officer, airman/airwoman)
89. A l l f e m a l e r e c r u i t w i l l u n d e r g o
pregnancy test at the first and the fifth month in
the camp.
90. Any act of indecency, unwarranted show
of femininity or act/talks capable of creating
undesirable effect such as making passes to
male staff and recruits shall be viewed
seriously.
91. Any female recruit found pregnant at any
stage of training shall be withdrawn from
training.
