The Homeless Outreach program is consistent with the City’s Quality
of Life Master Plan Core Value of Accountable and Responsive City
Government and an effective approach to countering the causes
and consequences of homelessness within our community. The
City remains committed to addressing the complex and evolving
challenge of homelessness within our community. In addition to
sharing concerns to law enforcement personnel, there is a mobile
app for our city which provides a platform to report transient related
issues, the use of bicycle patrols in targeted areas by law enforcement
personnel, deepening cooperation on the regional level, and reviewing
existing initiatives to identify opportunities for improvement.

Public Safety is the City’s top priority, as evidenced by the immediate
commitment of Measure S funds to increases in Public Safety staff,
which included adding two additional sworn officers to the Homeless
Outreach Team (HOT) for a total of 4 full time dedicated officers (plus
a Sergeant) to this effort. The City also employs a full-time Homeless
