Alhamdulillah, with His permission, the book ‘MANTIS – A Decade of Knowledge and Experience 2015-2024’ has been successfully published. I would like to express my heartiest congratulations to the 12th Sqn RER (CBRNe) of the Royal Engineer Regiment (RER) on the effort to document their involvement in the exercise since 2015 that involved the Malaysian Armed Forces (MAF) and the Canadian Special Operation Force Command (CANSOFCOM). This exercise has been implemented in three phases, namely: ‘Crawl’ - involves planning and coordination for exercise, ‘Walk’ - focuses on the development of individual skills and knowledge of CBRNe and last but not least, ‘Run’ - integration of individual skills, knowledge, Techniques, Tactics and Procedures (TTP), and Standard Operating Procedures (SOP). This integration has demonstrated that the capabilities of each member of the team is at a high level. I believe that such success is not achieved overnight and requires cooperation and appropriate coordination from all facets of Man, Machine, and Method through an effective team management and governance structure. I hope that this book will be a source of information and inspiration for all levels of RER personnel specifically, and the Army in general as well as related public agencies. MESSAGE MESSAGE MESSAGE BY CHIEF EDITOR Alhamdulillah, thanks to God Almighty for His abundant grace and His permission, this ‘MANTIS – A Decade of Knowledge and Experience 2015-2024’ Book can be published for the first time. These books are specially published to document the historical achievements of 12 Sqn RER (CBRNe) involvement as 10th Years of MoU with the Canadian Armed Forces (CAF) since 2014. The Canadian Special Operation Force Command (CANSOFCOM) is a part of CAF and intends to establish cooperation with the Malaysia Armed Force (MAF) - Special Forces and 12th Sqn RER (CBRNe). A Coordination Meeting between MAF and CAF was held on 19 Sep 2014 at the Malaysian Peacekeeping Center (MPC), Port Dickson, to discuss the cooperation from 2014 to 2017. This exercise was fully borne by the Canadian Government through the Directorate of Military Training Cooperation (DMTC), now known as Global Affairs Canada (GAC). The training concept is Cross Training Exercise (CTX), held in Malaysia and Canada throughout the years. Hence, MAF and CAF signed the first Technical Arrangement (TA) for training from 2014 to 2017. On 8 Sept 2017, the second TA was signed to extend this exercise until 2021, and the third TA was signed on 22 June 21 for the exercise continuity from 2021 to 2024. This kind of collaboration has improved military cooperation, where it is aligned with the Inaugural Speech of the Chief of Army (COA) - Fostering Defence Relations. I was given the opportunity to command this unit for two years in 2018 and 2019, and was involved in two series of Ex-MANTIS in those years. Therefore, what has been recorded in this book is one of my most meaningful experiences and memories. Through the publication of this book, it can be used as a memory for the participants. Finally, I want to record as much appreciation as possible for the members of the Editorial Board who have given their full commitment to contributing to this book’s idea and production. HISTORY OF 12 SQN RER (CBRNe) 5
This unit was established as the 3rd Division Nuclear, Biological and Chemical Defence Center (Pusat PNBK 3 Div). It was based ad hoc on 1 Apr 02 with the strength of three (3) Officers and four (4) ORs. On 15 Jan 07, this unit was formally formed and renamed to PNBK 3 Div with the strength of 8 Officers and 57 ORs. The unit was designated 12 Sqn RER (CBRNe) effective 22 Nov 18. The unit’s main task is to provide military members with expertise and skills as an operational unit to deal with any threats and disasters of Chemical, Biological, Radiological, Nuclear and Explosive (CBRNE) at the first aid capability level. Malaysia and Canada Combined Exercise was an initiative by both countries’ Prime Ministers. This exercise was initiated from 2014 to 2017 and fully funded by the Canadian Government through the Directorate of Military Training Cooperation (DMTC), now known as Global Affair Canada (GAC). Hence, the Canadian Special Operation Force Command (CANSOFCOM) from the Canadian Armed Forces (CAF) established cooperation with the Malaysian Armed Forces (MAF) through CBRNE Element and other Subject Matter Expert (SME). A coordination meeting between MAF and CAF was held on 19 Sep 14 at the Malaysian Peacekeeping Centre (MPC) to discuss planned cooperation from 2014 to 2024 in three (3) agreements known as technical arrangements (TA). Units involved from Malaysia are the 3rd Division Nuclear Biological and Chemical Defence (3rd Div NBCD), Regiment 22nd Commando (22nd Cdo), 2nd Medical Battalion (2nd Med Bn) and from Canada and Canadian Joint Incident Response Unit (CJIRU). Until now, the additional SME in Counter Improvised Explosive Devices (CIED) and other expertise have been included depending on the requirement for each serial. HISTORY OF EXERCISE MANTIS In early execution, this training was registered as Small Team CBRN Operations Training for 2015 and 2016. Then, the training registered as Exercise MANTIS (Ex MANTIS) until now. Why was the name MANTIS chosen for the exercise? We ask Capt. Harry, a team leader from CJIRU, during Ex-MANTIS Series 7/2021, says, "Mantis was chosen because the Canadian Forces choose their operation names based on the first letter of the country they are working with. The name itself is arbitrarily chosen. I don't know who chose it, but I really like it because the mantis insect is formidable." As we know, the Mantis is an insect that can see its prey clearly up to 20 metres away. It has a pair of strong front 'hands' to grab and hold prey firmly. Even if it is small, it can make larger prey such as birds, mice, bats, frogs, snakes, and fish as its prey. This shows that although the Mantis is a small insect, it is strong among insect types. Perhaps because of this, the name of this insect was chosen. 7
TECHNICAL ARRANGEMENT (TA) This exercise is conducted in three of agreement by years as follow: a. First TA from Year 2015 until 2017. 2015 - Crawl. The training was conducted over seven weeks in Malacca and divided into expert teams in counterterrorism operations at domestic, national, and out-of-area levels. This is the first year of involvement with Medical Element from 2nd Med Bn as participants, Atomic Energy Licensing Board (AELB) as technical advisor, and the Fire and Rescue Department as observer. There were eight Officers and 74 ORs from Malaysia, as well as one team from Canada involved in this year's training. Cross Training Exercise (CTX) Year 2016. The training was conducted in two weeks in CFB Trenton, Canada, in Field Training Exercise (FTX) in chemical and biological environment scenarios. OVERVIEW EX MANTIS SERIAL 5/2019 Exercise MANTIS Serial 5/2019. This exercise continues from 2015 to 2018 at the tactical level through the Field Training Exercise (FTX) with the involvement of one Officer and 10 ORs of 10 Sqn RER (Para) as the additional exercise participant. Besides, a new element from IKEM is Counter Improvised Explosive Devices (CIED). During this year, there were observers from public agencies such as the Atomic Department, the Department of Chemistry, the Fire and Rescue Department, Selayang Hospital and the Southeast Asia Regional Centre for Counter-Terrorism (SEARCCT). The training conducted in nine weeks in Malacca ended with FTX with a combination of all elements in the CBRNE counter-terrorism scenario based at military facilities in Terendak Camp. Involvement was 11 Officers and 64 ORs from Malaysia and one team from Canada. Live Agent Training (LAT) 2019. The training was conducted in Canada to expose the 12 Sqn RER (CBRNe), 2 Med Bn, and 21 Med Sqn SSG personnel to handling live agents in a safe facility. Four officers and 16 ORs from Malaysia were involved. In addition to handling the live agent, the members were exposed to the use of RSDL (Reactive Skin Decontamination Lotion) on animal skins. 38
