ความเป็นมา

ศูนย์ศกึ ษาเรยี นร้รู ะบบนเิ วศป่าชายเลน
สิรินาถราชินี เป็นศูนยเ์ รียนร้ดู า้ นการฟ้นื ฟรู ะบบ
นิเวศป่าชายเลนจากพ้ืนท่ีนากุ้งร้างแห่งแรกของ
ประเทศไทย ต้ังอยู่ในเขตป่าสงวนแห่งชาติ ป่า
คลองเก่า-คลองคอย ต�ำบลปากน้ำ� ปราณ อ�ำเภอ
ปราณบุรี จังหวัดประจวบคีรีขันธ์ เดิมเป็นพ้ืนที่
สมั ปทานนาก้งุ ในช่วงปี พ.ศ.2524–2534 ป่าผืน
น้ีฟื้นคืนชีวิตข้ึนมาอีกครั้ง ด้วยน้�ำพระราชหฤทัย
ของพระบาทสมเด็จพระบรมชนกาธิเบศร
มหาภมู พิ ลอดลุ ยเดชมหาราช บรมนาถบพติ ร และ
สมเดจ็ พระนางเจ้าสริ กิ ิติ์ พระบรมราชินนี าถ พระบรมราชชนนีพันปหี ลวง เมอ่ื ครัง้
เสด็จฯ มายังวนอุทยานปราณบุรี ในปี พ.ศ.2539 ทั้งสองพระองค์ทรงห่วงใยต่อ
สถานการณป์ า่ ชายเลนบรเิ วณปากแมน่ ำ�้ ปราณบรุ ซี ง่ึ จะสง่ ผลกระทบตอ่ อาชพี ประมง
ซ่ึงเป็นอาชีพหลักของคนในพ้ืนที่ กรมป่าไม้ได้สนองพระราชด�ำริด้วยการยกเลิก
การต่อสัญญา สัมปทานนากงุ้ และผนวกพ้นื ท่เี ปน็ ส่วนหนง่ึ ของโครงการพัฒนาป่าไม้
ปากนำ�้ ปราณบรุ ีอนั เนอื่ งมาจากพระราชด�ำริ อีกทงั้ ไดก้ ำ� หนดเปน็ พ้นื ทเี่ ป้าหมายใน
การปลูกฟื้นฟูปา่ (Forest Plantation Target – FPT) ได้แกแ่ ปลงปลูกปา่ FPT 29
จ�ำนวน 399 ไร่ และ FPT 29/3 จ�ำนวน 387 ไร่ รวม พื้นท่ี 786 ไร่ ในโครงการปลกู
ป่าถาวรเฉลมิ พระเกียรติ พระบาทสมเด็จพระเจา้ อยูห่ ัวรชั กาลที่ 9 เนอ่ื งในวโรกาส
ทรงครองราชยป์ ที ่ี 50 ในครั้งนั้น บรษิ ัท ปตท. จำ� กัด (มหาชน) ซงึ่ มปี ณิธานในการ
ด�ำเนินธุรกิจควบคู่ไปกับการดูแลสังคมและส่ิงแวดล้อม ได้อาสาเข้าร่วมปลูกป่า
ในโครงการฯ จำ� นวน 1 ลา้ นไร ่ รวม 413 แปลงปลูก ใน 48 จงั หวดั ร่วมกับ
กรมป่าไม้ และประชาชนชาวไทยท่ัวประเทศ ซึ่งรวมถึงแปลงปลูกป่าในพ้ืนที่ต�ำบล
ปากน�้ำปราณดงั กลา่ วด้วย โดยสามารถพลิกฟืน้ นากงุ้ ร้างใหเ้ ปน็ ปา่ ชายเลนได้ส�ำเร็จ
ในปี พ.ศ. 2540 จากสภาพดนิ เดิมที่ขาดความอดุ มสมบรู ณ์และมสี ารเคมตี กค้างไม่
เหมาะส�ำหรับการเจริญเติบโตของพันธุ์ไม้ชายเลน คณะท�ำงานได้น้อมน�ำแนว
พระราชดำ� ริ ของในหลวงรชั กาลท่ี 9 ผนวกกบั คำ� แนะนำ� ของนกั วชิ าการและภมู ปิ ญั ญา
ของชุมชนในพื้นท่ีมาด�ำเนินการจนสามารถพลิกฟื้นผืนป่าชายเลนให้กลับคืนสู่ความ

อดลุ ยเดชมหาราช บรมนาถบพติ ร ทรงมพี ระราช
ด�ำรัสต่อคณะท�ำงานท่ีมีใจความส�ำคัญตอนหนึ่ง
ว่า “ปลูกป่าแล้วต้องให้ชาวบ้านได้ประโยชน์
และในขณะเดยี วกนั กต็ อ้ งชว่ ยกนั อนรุ กั ษด์ ว้ ย”
คณะท�ำงานจึงได้น้อมน�ำกระแสพระราช
ดำ� รสั มาเปน็ แนวทางในการพฒั นาพนื้ ทแ่ี ปลงปลกู
ป่าชายเลนให้เป็นศูนย์ศึกษาเรียนรู้ด้านระบบ
นเิ วศปา่ ชายเลน เพอ่ื สง่ ตอ่ ประโยชนใ์ หก้ บั สงั คม
และชุมชนอย่างเป็นรูปธรรม ท้ังน้ีได้รับพระ
มหากรุณาธิคุณจากสมเด็จพระนางเจ้าสิริกิต์ิ
พระบรมราชนิ นี าถ พระบรมราชชนนพี นั ปหี ลวง
พระราชทานอนุญาติให้ใช้นามศูนย์แห่งน้ีว่า
“สริ นิ าถราชิน”ี มีความหมายถงึ ราชินีผู้ทรงมี
พระจรยิ วตั รอนั งดงาม และทรงเปน็ ทพี่ งึ่ แหง่ ปวง
ชน เมื่อวันที่ 20 กรกฎาคม พ.ศ. 2547 เป็น
“ศนู ยศ์ กึ ษาเรยี นรรู้ ะบบนเิ วศปา่ ชายเลนสริ นิ าถ
ราชินี” โดยเปิดให้บริการในปี พ.ศ. 2550
มาจนถงึ ปจั จุบนั

Learning Center history

Sirinart Rajini Mangrove Ecosystem
Learning Center is the Thailand’s first specialty
learning center of mangrove forest restoration
from shrimp farming and it is located in the
Forest plantation target area, FPT 29 and FPT29/3
of Khlong kao-Khlong khoi national forest reserve,
Pak Nam Pran subdistrict, Pranburi district,
Prachuap Khiri Khan province, which is one of
the area in the reforestation projects in
commemoration of King Rama IX’s 50th
anniversary of his accession to the throne.

In 1981–1991, the green areas in Pranburi
was destroyed by shrimp farming which totally
polluted the soil. Until in 1996 His Majesty King
Bhumibol Adulyadej The Great and Her Majesty
Queen Sirikit The Queen Mother visited Pranburi
forest park and noticed there were abandon
area where the land was destroyed by shrimp farming, causing both of
them concerned about the situation of the mangrove forest in the Pranbury
River estuary which affected the way of life of the people in the area such
as fishery. The Royal Forest department has responded to the royal initiative
by canceling shrimp farming and merged the area as part of the Pak Nam
Pran Buri Forest Development Project. In addition, the Forest Plantation
Target (FPT) has been designated as 399 rai of FPT 29 and 387 rai of FPT
29/3, totally 786 rai.
The PTT Public Company Limited (PTT) is the state enterprise
responsible for national energy security. The PTT considers natural and
environmental resources restoration with an emphasis on the forest.

Therefore, when the royal forest department was form the project
‘5 million rais reforestation in commemoration of the Royal Golden
Jubilee reforestation project of King RAMA 9 project’ in 1994, PTT
voluntarily participated in “1 million rais reforestation project” (about
160,000 hectares) on 413 FPT all over the country and 48 provinces,
Including the area of FPT 29, FPT 29/3.

The royal forest department, PTT Public Company Limited, along
with the residents of Pak Nam Pran community planted mangrove forest
at the Forest Plantation Target -FPT 29 and FPT 29/3 in Pak Nam Pran
subdistrict, Pranburi district, Prachuap Khiri Khan Province, finally, with
the gratitude of His Majesty the King Rama IX and Her Majesty the Queen
Sirikit of Thailand pouring onto dry land, mangrove forests are gradually
rehabilitated in 1997.

16th November 2002, His Majesty King Bhumibol Adulyadej The
Great, and Her Royal Highness Princess Maha Chakri Sirindhorn presided
over the presented “1 million rais Reforestation Project” ceremony and
had a speech about the project at Sirinart Rajini mangrove ecosystem
learning center.

help conserve it.” His Majesty King Bhumibol Adulyadej The Great’s
speech, 16th November 2002

Moreover, Her Majesty Queen Sirikit The Queen Mother bestowed
the name of this center “Sirinat Rajini” means “The Queen who has
beautiful behavior and always a refuge for the people” on July 20, 2004
as the “Sirinart Rajini Mangrove Ecosystem Learning Center” which
officially opened in 2007 until now.

The man-made mangrove forest from shrimp farming was recover
by the gratitude of His Majesty the King Rama IX, The royal forest
department, PTT Public Company Limited, along with the residents of
Pak Nam Pran community has taken his royal speech on that day as a
operational guidelines since then.

Follow His Majesty King Bhumibol Adulyadej The Great, and Her
Royal Highness Princess Maha Chakri Sirindhorn had visited before
– November 16, 2002, in occasion to presented a 1,000,000 rai of forest
in which the PTT Public Company Limited jointly planted all over the
country and at the time of His Majesty King Bhumibol Adulyadej The
Great (King RAMA IX) monitors the progress of operations at the Sirinart
Rajini mangrove ecosystem learning center then traveled around the
learning center by walking in nature trail.

Sirindhorn, planted the Loop Root Mangrove (Rhizophora mucronata)
on Saturday 16 November 2002 at a part of PTT’s 1 – Million-Rai
Reforestation Project in Commemoration of His Majesty the King Rama
IX’s 50th Anniversary of His Accession to the Throne.
