Syukur kehadrat ilahi, kerana dengan izin dan limpah kurniaNya juga,

Seminar Kejuruteraan Elektrik 2021 (EnCon’21) telah berjaya dilaksanakan
secara atas talian buat julung-julung kalinya. Sekalung penghargaan dan
syabas diucapkan kepada Cawangan Kejuruteraan Elektrik (CKE) dan juga
Pusat Kecemerlangan Kejuruteraan dan Teknologi JKR (CREaTE) serta
seluruh warga kerja Disiplin Elektrik yang telah banyak menyumbang usaha,
masa dan tenaga dalam menjayakan EnCon’21 ini.

Seminar Kejuruteraan Elektrik ini merupakan salah satu platform bagi Disiplin
Elektrik JKR untuk berkongsi pengetahuan baru ataupun “emerging
knowledge” di luar daripada skop kerja harian. Selain daripada itu, seminar
ini diharapkan dapat memupuk budaya pengembangan, perkongsian dan
cintakan ilmu yang mampan dan berterusan di kalangan warga disiplin
elektrik.

Tanpa kita sedari, pandemik Covid -19 telah membuka satu dimensi baru
yang memerlukan semua pihak untuk mengadaptasi teknologi dan
pendigitalan bagi mempermudahkan urusan dalam norma baharu selari
dengan Dasar 4IR Negara. Seiring dengan tema Seminar Kejuruteraan
Elektrik yang telah dipilih pada tahun ini iaitu Norms Unplugged,
Technology Lights Up, penguasaan teknologi sebagai tunjang kepada
setiap aktiviti yang dilaksanakan mampu menjamin meningkatkan
produktiviti serta kelangsungan masa depan yang cemerlang.

Akhir kata, saya berharap EnCon’21 dapat menggalakkan warga kerja JKR
untuk meneroka dan memanfaatkan teknologi terkini serta menghasilkan
inovasi-inovasi baharu dalam bidang teknikal khususnya dan seterusnya
memberi impak kepada kecemerlangan penyampaian perkhidmatan
elektrik.

LATAR BELAKANG

Seminar Kejuruteraan Elektrik  (EnCon'21)

merupakan satu program latihan yang disenaraikan
dalam Pelan Operasi Latihan (Elektrik) bagi tahun
2021 melibatkan penyertaan daripada semua
pegawai dan kakitangan Disiplin Elektrik JKR. Ianya
merupakan satu platform perkongsian ilmu
mengenai pelbagai skop & topik berkaitan
kejuruteraan elektrik serta skop umum untuk
dimanfaatkan oleh warga disiplin elektrik JKR

Program anjuran bersama Unit Elektrik, BKPAK
CREaTE ini berperanan sebagai wadah kepada
warga kerja Disiplin Elektrik di JKR untuk meneroka
dan menyemarakkan ilmu melalui sesi perkongsian
dan aktiviti berteraskan ilmu pengetahuan.

Ir. Dr. Megat Zuhairy is the Registrar of the Board of Engineers Malaysia (BEM). He is
also currently the Head of Competency, Innovation and Performance Division at the
Public Works Department Malaysia (PWD). His roles required him to strategize and
implement performance advancement initiatives through innovation and
competency development. He was the Chairman of Industrial Revolution 4.0 (IR4.0)
Task Force; responsible in establishing strategies for the organization in facing the
challenges and opportunities of IR4.0 particularly in the construction industry.

Currently he is leading the initiative for JKR to adopt emerging and advanced
technologies namely the Internet of Things and Big Data Analytics, Artificial
Intelligence, 3D Printing and Augmented Reality. These roles demand active
collaboration with industry players, academic institution, and international bodies.

He started his career with JKR in 1997 after graduated from Johns Hopkins University
in Electrical and Computer Engineering. In 2003, He then further his studies for a
master’s degree in Communications Technology at Ulm University, Germany and
finally obtained his Doctor of Business Administration from Universiti Teknologi
MARA in 2015. His doctorate research focused on the subject of innovation in the
construction industry. He has more than 20 years’ experience in ICT Infrastructure
projects and has been involved in more than RM2 billion projects and successfully
managed several complex projects such as the RM500 million Total Hospital
Information System (THIS), RM25 million e-Parliament System and RM20 million
Renewable Energy Rural Schools Electrification.

In 2017, he was appointed as the Expert (Government Fellow) at United Nations
University – Operating Unit on Policy-Driven Electronic Governance, Portugal. During
his 3 months tenure in the organization, he was responsible in conducting policy
relevant research in ICT, Telecommunications and Smart Cities fields and translating
the findings into relevant policy instruments.

He has published articles in United Nations University online journal, Malaysia’s New
Straits Times newspapers, and academic journals mostly on topics of innovation and
technology in construction industry. Recently, he has been appointed as an external
lecturer in Management of Technology and Innovation for a Master’s program at
Universiti Teknologi MARA.

Proficient in computer applications for managing, reporting and
monitoring project. Well-versed in relevant authority and
government statutory/agencies requirements.

Tuan Shah Rizailli Bin Mukhtar

Universiti Kuala Lumpur (UniKL)

Shah Rizailli Mukhtar is a lecturer, researcher, innovator and
trainer in Medical Device and Biomedical Instrumentation
System. Recently, he is focusing on Bio-Augmented Reality
(AR) under the umbrella of Industrial Augmented Reality
Research Group in Kuala Lumpur. Shah is currently doing his
PhD in skin allergy (Atopic Eczema) early detection for
predictive diagnostic treatment. He is also a project team
leader of research collaboration between UniKL and JKR in the
Development of Final Circuit Tracer Using AR technology.
Shah Rizailli Mukhtar is also actively involved in research
collaboration relating to medical devices hazard alarm
detection system for the industrial of Biomedical engineering
services and maintenances.

Ir Dr Abdul Muhaimin bin Mahmud is an electrical engineer at
Public Works Department of Malaysia (PWD) since 2003. He
has been involved in the design, supervision, system
performance analysis and system maintenance of solar PV
system for almost 18 years. He is recognized as an expert in
solar PV system at PWD and giving consultation on renewable
energy system to other Ministry and government agencies. He
is also an instructor in his field of expertise. He received Doctor
of Philosophy (PhD) from Loughborough University, United
Kingdom in 2017. He is an ISPQ certified designer and installer
for off-grid solar PV system and a member of the Work Group
(WG) Solar for Malaysia Standard Department. He is also
representing Malaysia in International Electrotechnical
Committee (IEC) as a member in TC82/WG6.

Muhamad bin Abdullah Al-Amin. Amin adalah nama di kalangan
keluarga. Mendapat pendidikan awal di Johor. Pada umur 15
tahun sudah ke Pakistan untuk program tahfiz. Kemudian
meneruskan pelajaran ke Maahad Muhammadi Kelantan dan
menyambung pelajaran di UM Nilam Puri, Kelantan. Semasa di
Kelantan, sering berulang-alik dan belajar di Pondok Lubuk
Tapah, Pasir Mas. Menyambung pelajaran ke UM Kuala Lumpur di
dalam bidang Syariah dan Undang-Undang. Setelah tamat di UM,
menyambung pelajaran ke Maahad Ihsaniah Penang di dalam
program berkembar Al-Azhar. Diterima masuk ke Universiti Al-
Azhar di dalam Kuliyyah Syariah di Kaherah untuk tahun akhir.
Sekembalinya ke tanah air, mengambildiploma profesional iaitu
“Diploma Administration Of Islamic Judiciary (DAIJ)” di UIAM
yang melayakkan beliau menjadi Pengamal Undang-Undang
Syariah di Malaysia. Kemudian membuat Master di UM. Master
kedua di UIAM. Kini sedang menulis di peringkat PhD di UUM
Sintok dan OUM Kelana Jaya. Pernah menjadi pensyarah
jemputandi Moscow State University, Rusia.Bermula 2003, mula
merantau ke negara Timur Tengah, membuat lawatan,bertalaqqi
dan mengambil sanad dengan para Ulama' yang ditemuidi
Yaman, Syria,Jordan, Lubnan, Turki, Maghribi,Mesir dan lain-lain.

Penggunaan Teknologi Terkini di JKR
The construction industry generates tremendous spill-over
opportunities as it contributes to the growth of other industries in its
role as a large user of manufactured goods, specialized tooling and
heavy machinery, and the financial services sector. A well-
functioning and progressing construction industry will benefit other
economic sectors, culminating in an improved economic
performance for the nation. The Fourth Industrial Revolution (IR4.0),
is characterized by a range of new technologies that are fusing the
physical, digital and biological worlds, impacting all disciplines,
economies and industries. The ability of machines to learn and
create algorithms that can identify patterns in large, evolving big
data sets, and drawing conclusions from past experiences historical
data will then establish intelligence beyond human capacities. The
Internet of Things (IoT) establishes networks of smart
interconnected devices and services capable of sensing to requests
and acting on them. 3D Printing has advances from only producing
small-scale products and models to large-scale construction end
products such as buildings and bridges. With these advanced
technologies, more machines could autonomously adapt to
circumstances, as their environments change improving industries’
efficiency and sustainability. This paper will discuss the IR4.0
technologies and how much JKR has progressed in adopting them
and the opportunities and challenges that come with it.

Effectiveness Review of Safety Aspects on Service
Operations at Penang Hill Funicular Station

The railway services in Malaysia often received complaints from
passengers such as safety issues, train delays, technical
management problems, weaknesses in information delivery
systems and the quality of service operations which does not meet
the passenger satisfaction level. The main purpose of this study is to
identify aspects of safety on service operations which involved the
funicular service. Survey obtained from passengers response about
comfort level, safety measures, hygiene, reliability of service,
information delivery and disabled facilities. The analysis is aimed at
identifying available facilities for the relevant safety aspects and
service operations and also determining customer satisfaction
levels of the funicular system. The result found that there is a
relationship between safety aspects and service operations
whereby the effect of safety (75.5%) dominates the influence of
service operations (24.5%) in determining the level of customer
satisfaction. The results also found that the level of customer
satisfaction is influenced by seven components to be considered
for improvement and five components that need to be maintained
at the level of performance as explained in this dissertation. The
overall result for the safety and operational aspects of the service
which indicate the satisfaction level is good and satisfactory. The
level of customer satisfaction is also translated into a quadrant
diagram for component distribution. In conclusion it was found that
the outcomes of this study can be used as a basis for improving the
quality of existing train station services in the future.

Development of Final Circuit Tracer Using Augmented
Reality Technology

How to enhance the real environment to be equipped with virtual world
for solving human needs such as upgrading skills, improve knowledge
and memorizing important documents? Augmented Reality technology
is the way forward to enhance human being limitation to the next level
by integrating real world and virtual world in one working environment.
The research and development (R&D) collaboration between UniKL and
CKE, JKR has driven towards a new idea in tackling the challenge of
tracing and identifying final electrical circuit (installed wiring) in the
electrical distribution board components. This is important because the
development would change the current facility management services
landscape and approach into an alternative real problems solution with
innovation and technology at your finger “Just Click”. Our method is
simple, firstly identify the AR development problem and process such as
building layout, lighting, wiring tracking, and switching mode.
Secondly, develop the 3D modelling tracer object which include image
references, create shape, check measurement and detailing and again
recheck measurement with background shading. Thirdly, apply on the
mobile AR technology with project and scene preparation including
importing essential files. Next, create the application interface and
finally, test the implemented AR technology application on the electrical
distribution board components using mobile or smart phone devices.
Results shows that, using AR, the tracing of electrical final circuit wiring –
installed can be realised with additional features applied such as
animation in order to test the wiring outlet including celling lamp or
downlight lamp. We are in the stage of completing the R&D milestone
based on the official Project Management Charter. Both UniKL and CKE,
JKR are engaging to apply inhouse grant for the research work
expansion.

Managing Project During COVID-19 Pandemic In New Norm:
The UPTL Way Of Success

The movement Control Order (MCO) was first imposed on 18th March 2020
to prevent the spread of Corona Virus (COVID-19) and to keep Malaysian safe.
From there on, several MCOs had been executed due to the increase in
numbers of positive cases in Malaysia, that the latest MCO 3.0 was started on
1st June 2021. Later, the Government establishes the National Recovery Plan
(NRP) to chart a path for Malaysia to exit the crisis of the pandemic
systematically and effectively. The pandemic has impacting humanity and
health, as well as the economic globally which threatened the life and
wellbeing of the people around the globe. Apart of the pandemic affecting
the Rakyat as a whole, the Government agencies such as Jabatan Kerja Raya
Malaysia (JKR Malaysia) faced difficulties to perform their operation. There
were times where the office must be closed or partially operated, and staff
need to work from home to meet the Standard Operating Procedure (SOP) of
the MCO and NRP. This situation is really impacting JKR Malaysia business
operations and requires new norm of operations to ensure the delivery of the
responsibilities for the Rakyat dan the Nation can be met. As such, the Unit
Perunding Tenaga Lestari (UPTL) of Cawangan Kejuruteraan Elektrik, JKR
Malaysia is no exception. For the last 18 months since the first MCO, UPTL
managed to design, tender, and supervise 28 projects worth of RM 670
million. Most of these projects were based on solar photovoltaic system for
electricity power supply for remote and off-grid sites for schools, clinics, and
tourist attraction location. Thirteen of the projects are for diesel generators
operation and maintenance for rural schools in Sarawak. To date, most of
these projects are still on track and one of them was handed over to the client
on the 3rd of September 2021 and was completed 20 days early. This paper
describes the success story of UPTL managing the projects during the
pandemic and the challenges that we faced in achieving the project delivery.
