The program also seeks to encourage households to grow fresh, healthy, and affordable fruits and vegetables in their backyards and spaces. CONTINUING ITS commitment to environmental preservation, DILG Bataan conducted two separate clean-up operations near mangrove ecosystems in Balanga City and Orani this quarter. The first clean-up drive, led by Provincial Director Belina Herman, took place on February 28, 2023, near a river in Barangay Sibacan, Balanga City. The goal of the activity was to preserve and protect the mangroves in the area, in line with the Manila Bay Clean-Up, Rehabilitation and Preservation Program (MBCURPP). Along with PD Herman, CTL Mildred Sazon, PM Allan Don Malonzo, CLGOO Jomar Cruz, provincial office personnel, Punong Barangay Dante Leaño, some barangay kagawads, and other local officials participated in the clean-up. The second clean-up activity was held on March 24, 2023, in Brgy. Kaparangan, Orani, and was also spearheaded by PD Herman. By distributing informational materials which were crafted by the Philippine Commission on Women, DILG Bataan intended to create more inclusive and safe spaces in various settings, such as workplaces, schools, and public areas. Through the “TGIF” campaign, the Department took an important step towards building a more equitable and just society, where people can be themselves without fear of discrimination or harm. Rabacio Health system has been redefined by the World Health Organization as all activities whose primary purpose is to promote, restore, and maintain health.Based on a survey by the Social Weather Station in 2006, majority of Filipinos specifically the low income households prefer to seek treatment in a government hospital if a family member needs confinement. Affordability is the main reason for going to a government medical facility, while excellent service is the main reason for going to a private medical facility (Department of Health, 2010). In Barangay Poblacion, Mariveles, Bataan a new facility was built inside the Mariveles Mental Wellness and General Hospital which now caters more than 60,000 patients all around the province since last year. With an allocation of P8,000,000 from the Local Government Support Fund – Financial Assistance to Local Government Units (LGSFFALGU), the multi-purpose bldg. is a two-storey Malasakit Center with total floor area of 269 square meters. The Malasakit Center, established through Republic Act No. 11463, is a one-stop-shop for medical financial assistance especially for the indigent Filipinos who struggle financially when they are sick and it is primarily located in the Department of Health’s retained hospitals. The center houses desk representatives from government agencies such as the Department of Social Welfare and Development (DSWD), Philippine Health Insurance Corporation (PhilHealth), Philippine Charity Sweepstakes Office (PCSO), and the DOH. The center eliminates the need of going back-and-forth in different government offices for financial assistance. The first Malasakit Center opened last February 2018 and the constructed Malasakit Center in Mariveles is the 112th and second largest Malasakit center in the country. It was officially inaugurated last November 24, 2022. Now, the hospital and the LGU are very grateful for this project of the Department of the Interior and Local Government under the Locally Funded Project (LFP) hoping that more centers will be opened in more hospitals in the country to give more quality and accessible health care system.

The meeting concluded with the recognition of LGUs that performed exemplarily last year, particularly on the submission of Municipal Water Supply and Sanitation Master Plan (MWSSMP), Local Road Management Performance Assessment Tool (LRMPAT), Road and Bridge Information System (RBIS) Action Plan, Monthly Featured Projects, as well as on the compliance with the RBME for LGU Infrastructure Projects (RLIP) and updating of the SubayBAYAN Portal. Said assessment was developed by DILG Region III to create a database of LPMC functionality statuses, which can potentially assist higher-level PMCs, and emphasize the important role LGUs play in project monitoring and evaluation. “As public officials in Bataan, it is crucial to maintain the delivery of exceptional public services because “1Bataan” signifies not only being the best but also striving for nothing less than excellence in public service,” added PD Herman. Quoting former SILG Eduardo Año, she also said that the SGLG stands as an emblem of pride; for it is not easy to comply with all its requirements, and the coveted seal is given only after the LGU has surpassed all the indicators that various laws demand. The SGLG coaching is a valuable initiative of DILG Bataan for LGUs seeking to improve their governance practices and service delivery. Program officers all set for new year with renewed ‘POWER’ THE WORKMANSHIP of DILG Bataan revolves around the notion that an organization is only as good as its people. For this reason, the Provincial Office (PO) is persistent in conducting its annual planning activity, “Program Officers’ Workplan and Evaluation Review” (P.O.W.E.R.), which was held at Puesta Del Sol Villas, Morong, Bataan on January 19-20, 2023. The two-day activity served as an avenue for assessing the focal persons’ performance last year in carrying out DILG PPAs, as well as discussing strategies and initiatives to be implemented this year. First time witnessing the conduct of P.O.W.E.R. in Bataan, Provincial Director Belina Herman expressed delight at the enthusiasm of PO personnel during the designation of focal persons per program. She was optimistic that this activity will help sustain the exemplary performance of DILG Bataan as a team. PD Herman, together with the Outgoing Cluster Team Leader (CTL) Yvette Cosio, Incoming CTL Mildred Sazon, MLGOOs Ma. Jasmin Bartolo and Cristy Blanco, and Program Manager Allan Don Malonzo, served as panel reactors during the program officers’ presentation of accomplishments and new targets. DILG Bataan P.O.W.E.R. started in 2019 with the end goal of solidifying the relationship within the team and giving all PO personnel the opportunity to excel in the programs they handle in pursuit of high-quality service delivery to the DILG’s clientele and stakeholders. Another set of on-the-job trainees (OJTs) shared a meaningful conversation with Provincial Director Belina Herman and Cluster Team Leader Mildred Sazon as they began their internship at the DILG Bataan Provincial Office on March 8, 2023. The OJTs, three of whom are Business Administration students and the other half Information Technology students, expressed optimism in gaining valuable knowledge and experience on government operations through the internship program. From January 25 to February 23, 2023, the team was able to discuss with the local functionaries the results of the 2022 Governance Assessment Report (GAR) of the LGUs, as well as the 2023 SGLG Monitoring Tool. In one of her opening messages, PD Belina Herman stated that the ultimate objective of the SGLG is to help attain AMBISYON 2040, the national goal that envisions a secure, comfortable, and peaceful life for all Filipinos. Moreover, ENGR III Michael Angelo Masiclat discussed the assessment forms, guide notes, process flow, and the timeline of related activities. Furthermore, the LFP team emphasized that LPMCs play a vital role in ensuring transparency and accountability in the implementation of projects in LGUs.
