2STATE OF THE UNIONDear Members,Even as construction slowed across Ontario in 2025, you — our members — along with our staff and signatory contractors, showed remarkable resilience. Total contributed hours reached nearly 6.5 million, a 6.2% increase over the previous year, making 2025 the busiest year in Local 1059’s history. Despite industry headwinds, members delivered results, helping Local 1059 remain LiUNA’s fastest-growing Local in the province.We’ve kicked off 2026 on a strong note. Work in utilities and telecommunications continues to lead the way, and large infrastructure projects in London and surrounding areas — PowerCo and Vianode in St. Thomas, and Bruce Power’s refurbishment project — will keep providing steady employment for our members throughout the year.The new Local 1059 satellite office and training centre in Walkerton is taking shape. Concrete footings and foundations are complete, and steel is going up. This project represents an exciting milestone in the Local’s history, and we can’t wait to open the doors in spring 2027.Successes at the bargaining table continue to deliver for members. The Sewer & Watermain Curb, Gutter, and Sidewalk collective agreement and the Roads and Bridges (SWORBA) collective agreement were recently ratified, resulting in substantial wage increases and enhanced subcontracting provisions that will help members find work across multiple sectors.Members have been asking for more Local 1059 branded items, and we’ve listened. Nearly 5,500 softshell spring jackets have been distributed so far, and we’ve already seen many of you out in the community representing the Local with pride. Stay tuned — more branded items will be available in the future.Finally, we’re always looking for ways to improve the benefits our hardworking members and their families rely on. The Local 1059 Benefit Trust Fund is in a strong financial position, and the trustees have recently approved important enhancements. Details are highlighted later in this newsletter, but on behalf of the trustees, we’re excited about how these improvements will provide even more support when you need it most.Thank you for your trust and for the hard work you do every single day. The Local continues to monitor major infrastructure developments in St. Thomas — PowerCo, and Vianode — which have the potential to support longterm employment in these sectors.After a multi-year negotiation, Villarboit Construction has voluntarily signed a collective agreement and is now employing Local 1059 members.Grievances against Belmont Construction and Manorcore Group were recently settled for $11,500 and $6,500, respectively.Members, please remember to stay on top of health and safety certifications and take full advantage of the Local’s health and wellness resources. Winter brings more than cold — it also means extra cleaning and maintenance, and your hard work does not go unnoticed.A new Collective Bargaining Agreement has been successfully negotiated for St. Peter’s Cemetery groundkeepers and administrative staff. Preparations are now underway to move into bargaining with Precise ParkLink and GDI, as the Local continues to push for fair wages, safe working conditions, and respect for the important work our members do.A special thanks to our Compass One members, who navigated the client transition from Sodexo with professionalism and patience.The Concrete Formwork sector has remained relatively steady despite the economic uncertainty currently affecting the housing market. While some developers have slowed the pace of new starts, several builders continue to move forward with existing projects, helping maintain employment opportunities for members across the region.The Local continues working closely with signatory contractors and developers to ensure members are well positioned for upcoming opportunities. Efforts remain focused on strengthening relationships in the sector, monitoring new developments as they are announced, and advocating for union labour on projects throughout the region.As work begins to pick up through the spring and summer construction season, the Local will continue exploring every opportunity to help keep members working and to support long-term growth in the sector.The Utilities sector has seen another record year of growth, supported by the strong contributed hours members logged in 2025. Recent bargaining successes in the sector include a new locate agreement with $6 per hour increases over three years, plus lodging, boot, and clothing allowance enhancements. A new railroad agreement has also been reached, delivering $5 per hour increases over three years and improvements to travel and shift premiums.Two new companies, 519 London Excavating Inc.(certified January 30, 2026) and Multiview Locates Inc.(certified December 11, 2025) have become signatory employers through applications before the Ontario Labour Relations Board. Grievances have recently been filed against Flex Forward and King Drilling for late remittance.Local 1059 will once again run its aerial lines training program this spring after a successful launch last year, ensuring members gain the hands-on experience needed to meet in-demand job site requirements.In the Restoration sector, the Local recently negotiated a new collective agreement providing $6 per hour increases over three years, along with boosts to lodging and boot/clothing allowances. This agreement represents a record 15% increase from its previous agreement — a significant win for the Local — and the sector is poised for a busy spring and summer construction season.Local 1059 has secured a landmark agreement in the Heavy Civil sector that sets the stage for a busy and prosperous year on the job.The Local negotiated a new accredited agreement with the recently formed Southwestern Ontario Road Builders Association, which is now the sole Heavy Civil collective agreement in our region applicable to all asphalt and bridge companies.The SWORBA agreement delivers a $5.55 per hour increase over three years, a 10.05% total wage package boost, as well as substantial enhancements to travel pay, lodging, premiums, boot allowances, and other provisions.It also includes strong subcontracting language in the Utility and Vacuum Truck sectors, helping to keep more Local 1059 members on the job.A special thanks to the bargaining committee — Scott Mitchell and Justin Murphy — for their expertise and guidance in securing this important agreement for members.The Local has negotiated a new collective agreement with the Sewer & Watermain, Curb, Gutter, & Sidewalk Association. The three-year agreement includes a $5.00 per hour increase — a 9.14% total wage package improvement — along with enhanced travel pay, lodging, premiums, boot allowances, and other provisions.Thanks to Local 1059 Business Representative Danny DeSousa for his work advancing the negotiations, and to the bargaining committee — Jason Danowski, Patrick Palimonka, Garret Gauthier, Justin Dourado, and Helio Seabra — for their dedication and hard work.In January, two grievances filed against Emcon Services Inc. for failing to provide proper vacation pay to seasonal employees with five or more years of continuous service have been promptly resolved. The settlement ensures correct vacation pay moving forward and resulted in nearly $110,000 in retroactive payments issued to 92 current and former affected members. We remind all members to closely monitor pay stubs to ensure compensation is accurate.We welcome C25 Excavating to the group of signatory employers bound to the Local 1059 Sewer & Watermain Agreement, strengthening union representation in the sector. Following an application for certification filed with the Ontario Labour Relations Board, we also welcome Kyle’s Lawn Services (KLS) to the Landscape Agreement.

6 WHAT WE’RE BUILDINGLocal 1059 at WorkFrom record hours on the job to record contributions in the community, Local 1059 continues to set the standardLocal 1059 has continued to grow, adapt, and deliver for members across our region. Through changing economic conditions and evolving industry demands, the Local has expanded opportunities, strengthened services, and invested in the future of our membership. The highlights below reflect the progress we’ve made together — and the strong foundation we continue to build.MEMBERSHIP GROWTH & MARKETSHARELocal 1059 has been growing in size, reach, and opportunity. According to LiUNA International, we are the fastest-growing Local per capita in central and eastern Canada over the past decade, with membership increasing roughly 75%.This growth is reflected in the expansion of our employer base. Nearly 100 new signatory contractors have joined the Local since 2022, bringing more work opportunities for members and strengthening stability across multiple sectors. Despite challenging economic conditions, members have remained busy as well, logging a record 6.45 million total hours in 2025, up from 5.93 million in 2022.Two rounds of provincial bargaining, in 2022 and 2025, delivered historic gains. The 2022 Formwork settlement alone included a 15% wage increase over three years and stopped a weeks-long strike, marking the largest package in Local 1059’s history.Strong relationships with government partners have unlocked over $6 million from the province’s Skills Development Fund to support the new Local 1059 Training Centre in Walkerton — a major win for members and apprentices in Bruce, Grey, Huron, and Perth counties, and a clear sign of the Local’s growing strength in southwestern Ontario.TRAINING & APPRENTICESHIPThe Local 1059 Training Centre has expanded significantly to meet growing demand, including renovations funded by an $830,000 Apprenticeship Capital Grant that added office and classroom space in London.In 2023, the Local launched its first annual Trades Awareness Day, giving the public a hands-on look at skilled trades. The event has since expanded to include school visits over multiple days and inspired programs such as Try-A-Trade and the BUILD IT! Youth Construction Camp in partnership with Skills Ontario. These initiatives have strengthened the Local’s presence in the community, helping attract new apprentices with less need for traditional advertising.After securing around $4.4 million in provincial funding for its preapprenticeship programs over the past several years, the Training Centre will receive nearly $2 million in 2026 — a clear demonstration that Local 1059 has become an organization the province can rely on to deliver first-class training to the next generation of skilled workers.Around 160 apprentices are trained annually, and the Local looks forward to expanding further when the new Walkerton Training Centre opens in spring 2027, providing more convenient access for prospective members near our northern boundaries.

The Local 1059 Benefit Trust continues to expand coverage for members and their families, most recently improving legal services, osteopathy, mental health support, social workers, cataract surgery, bereavement, and more.Health and wellness partners have stepped up as well. MembersHealth now offers Discovery+, a preventative care program, alongside 24/7 access to doctors, same-day mental health support, and prescriptions sent directly to your pharmacy.Community-building events help members thrive. In 2026, our Factory takeover welcomed 2,800 attendees — a strong turnout of members and their families. The Local continues to build on long-standing events like family skates and racing nights, while adding trips to see the London Majors and the members-only December event, Santa’s Workshop, giving families a chance to celebrate the holidays together.Improvements to the Local 1059 members app are keeping members connected and adding convenience. In addition to news, group discounts, and upcoming events, a recent update now allows members to make monthly dues payments and track their payment history.Finally, the James MacKinnon Local 1059 Scholarship Fund awards roughly $45,000 annually to 26 members or their dependents pursuing post-secondary studies, helping them build their futures while remaining part of the Local family COMMUNITY OUTREACH & CHARITY WORKLocal 1059 members have shown what’s possible when skill, dedication, and community spirit come together. Expanded charity golf tournaments have raised more than $900,000 for the United Way, bringing the all-time total close to $3 million. The growth of these events reflects both member and employer generosity and the strong connections the Local continues to build in our communities.Other major donations include $30,000 to the London Children’s Museum for its move to 100 Kellogg Lane, $25,000 to the Humane Society Elgin Middlesex for a new permanent shelter, $50,000 to Barrie Family Hospice of Elgin for its new build in St. Thomas, and $25,000 to Joan’s Place, a transformative housing hub for youth at risk. Members also helped construct many of these projects, including the Humane Society and Joan’s Place.The Training Centre has provided thousands of dollars in in-kind contributions while giving pre-apprentices valuable hands-on experience, including work at LUSO Community Services, Stevenson Children’s Camp, Dorchester Park, and Anova.Local 1059 is especially proud of the Charity Partnership Program, which has raised over $210,000 for more than 20 local charities since 2022. Additional support comes through events like the Magic of Lights and sponsorships for groups such as the London Food Bank, London Abused Women’s Centre, Mission Services of London, and the Salvation Army Centre of Hope.All of this is made possible by Local 1059 members — every hour they put in strengthens not only our union but the communities we call home.


8 MEMBER STORYBuilding from the Ground UpHow focusing on skill development — not just paychecks — took Marcus Salaris from the Local 1059 Training Centre to helping lead construction on his employer’s new headquarters.For Local 1059 member Marcus Salaris, S.E.M. Construction’s new build on Jetstream Road isn’t just another project — it’s a symbol of hard work, growth, and his journey from apprentice to working foreman.It started in 2019. Salaris, a college graduate, was struggling to take his first steps as an electrician when he decided to change direction and answer a job posting for Local 1059’s pre-apprenticeship program. After six weeks of rigorous entry-level training and safety certifications, he found himself in a unique position — the first union labourer referred to S.E.M., at the time one of the Local’s newest signatory contractors.“I didn’t have a wide variety of skills,” Salaris says. But he applied himself, making sure to soak up as much experience as possible.“I kept building myself up, got tight with one of the foremen — just kind of looking up to him as my mentor — and kept putting in extra hours to further myself, understanding that you have to do a little bit more work if you want to get there faster.”Today, S.E.M. is taking a major step, moving from rented units in an industrial park to building its own home. Salaris, now 26, is right in the middle of it, recently overseeing concrete work that will form the building’s foundation.That growth — both his own and the company’s — is something Salaris has been thinking about as the building begins to come together.“When I started, I didn’t even have my own tools,” he says. “Now the company has invested in equipment, in people, and in building their own space. It shows a real commitment to the field staff. It’s something I’m proud to be part of.”Salaris also credits the Local 1059 Training Centre with helping him build confidence and expand his skillset. After his first stint in the field, he jumped on an opportunity to move from formsetting to multi-sector work to broaden his experience.That mindset has continued to serve him well, especially as he’s taken on more responsibility.“As a worker, you’re focused on getting your tasks done and being reliable,” he says. “As a foreman, you have to think ahead — planning, organizing, and making sure everyone is set up for success. You’re looking at the bigger picture.”The Local has played a role in that growth, too.“It’s given me security — my pension, my benefits, and the confidence that I can build a future,” Salaris says. “It’s also allowed me to spend more time with my family, which is important.”The most important thing Salaris has learned, though? He sums it up simply: focus on growth, not just the paycheck.“Do it for the money, but do it to better yourself more than anything,” he says. “If you invest in yourself and take pride in your work, the opportunities will come. The guys who wear that pride on their sleeve — it shows. It’s better for them, it’s better for their employer, and it’s better for the union” Member Spotlight:MARCUS SALARIS

10Bill 30 receives Royal Assent with changes affecting workplace standards and protectionsIn November, the Ontario government passed the Working for Workers Seven Act, 2025 (Bill 30), which received Royal Assent on November 27, 2025 and is now law. The legislation builds on previous “Working for Workers” acts and updates several key workplace laws that affect Local 1059 members and employers.Ontario Passes Working for Workers Seven ActLEGAL AND LEGISLATIVEEMPLOYMENT STANDARDS ACTEmployees affected by mass terminations (50 or more workers) are entitled to up to three unpaid days to attend interviews, training, or other job-search activities during the notice period. Temporary layoffs may also be extended when agreed to by both the employee and employer, though Director approval may still be required in non-union workplaces.Separately, the provincial government has announced that the minimum wage will increase to $17.95 per hour effective October 1, 2026, reflecting costof-living adjustments and broader labour policy.OCCUPATIONAL HEALTH AND SAFETY ACTThe Act introduces a new administrative monetary penalty system to support compliance and enforcement. Certain safety equipment, such as automated external defibrillators (AEDs), may be reimbursed to eligible employers.WORKPLACE SAFETY AND INSURANCE ACTEmployers are prohibited from making false or misleading statements in connection with a worker’s WSIB claim. Repeat offences may result in administrative penalties in addition to any court-imposed fines.PLANNING ACT AND MUNICIPAL ACTSAmendments streamline municipal approvals for training centre projects, including those supported by the Skills Development Fund Capital Stream, such as Local 1059’s Training Centre in Walkerton.Local 1059 will continue to monitor how these changes are implemented and keep members informed about their practical impact in the workplace.

With so many attendees, the building was buzzing with energy, laughter, and adventure.Guests of all ages found something to enjoy — from climbing the high ropes and bouncing on trampolines to testing skills in the Hero Room, experimenting in the Slime Factory, and enjoying unlimited arcade games. Our youngest guests had a blast exploring the Lil’ Climbers area and getting creative at the face painting stations.A huge thank you goes to everyone who joined us for the day, and to The Factory staff for their support in making the event such a success.Events like this remind us what Local 1059 is all about: friendship, family, and the community we build together Fun and Adventure for the Whole Family at The Factory


12Local 1059 members and their families kicked off the year with a pair of well-attended family skates, bringing everyone together for some fun on the ice at Storybook Gardens and Canada Life Place.These annual events are always a great chance for members to reconnect outside of work, with plenty of laughs, photos, and time spent skating with family and friends.A big thank you to the teams at both venues for helping make the skates such a success. Local 1059 also served as a public donation point and collected additional food contributions from signatory employers at the annual Holiday Luncheon, as well as from members and families attending the Santa’s Workshop event at the Training Centre.Local 1059 also supported LIFE*SPIN’s Christmas Sponsorship Program with a $5,000 financial contribution, along with a staff-organised toy donation to help bring some extra joy to children and youth facing financial hardship.Thank you to the members and families who also contributed food donations during the campaign. 14 In December, Local 1059 hosted our annual Holiday Luncheon, welcoming employers, industry partners, and friends of the Local for an afternoon of conversation and seasonal cheer.Guests had the chance to tour the Training Centre and see our apprentices in action, gaining a firsthand look at the hands-on training preparing the next generation of skilled labourers. Michael O’Toole from Hammerhead Trenchless joined the session to demonstrate cured-in-place point repairs, a no-dig method for fixing underground sewer and storm infrastructure.These sessions highlight the importance of having employers and Local 1059 members back in the Training Centre, sharing their expertise and mentoring the next generation of skilled labourers. 24TRAINING CENTREMEMBERS UPDATESResearchers from the Canadian Institute for Safety, Wellness, and Performance (CISWP) recently visited the LiUNA Local 1059 Training Centre in London as part of a new collaboration focused on improving tool safety and performance on the job.In the first phase of this partner-led project, researchers collected data on hammer use during scaffolding assembly to study how tool design affects body position and physical exertion. Poorly designed tools have been linked to musculoskeletal disorders, and this work aims to develop recommendations that support safer and more effective tool use for labourers and other trades.The second phase of the collaboration is now underway, focusing on improving the fit of personal protective equipment (PPE), tools, and other equipment. Using advanced technology, researchers can capture more than 100 dynamic body measurements, along with body composition and strength data, in just minutes.Apprentices at the Local 1059 Training Centre are helping shape the future of construction safety by contributing to this growing national database. The information gathered will support the development of better-fitting PPE and equipment, helping reduce injury risk and improve comfort and performance on the job. This research is supported through the Safe WorkSITE initiative funded by the Workplace Safety and Insurance Board of Ontario (WSIB)Partnering for Safer, Smarter Tool UseSpring Jacket UpdateJackets have now been distributed to around 2,700 members, and it’s been great to see members representing Local 1059 across our communities.Another shipment has arrived, and distribution is continuing.
