PREFACE
Northern Region Capability and Operational Study
(NRCOS) Visit for Malaysian Command & Staff Course
(MCSC) Serial 49/2020 is scheduled from 20 to 24 January
2020. The visit will be conducted as part of the NDUM
postgraduate programme and will be focusing to the Northern
Region of Peninsular Malaysia.
This booklet is produced to assist the delegation on the
necessary information throughout the visit. It comprises all
relevant data pertaining the visit including some information
on the visiting places.
We hope everyone could benefit from it and we wish all
participants to have enjoyable experience and productive
outcomes at the end of this NRCOS Visit.

AIM
The aim of this study visit is to enhance Course Participant (CP)
knowledge gained from lectures/research and be able to understand
addressing issues in the concept of capability and operational study.
OBJECTIVE
The visit is intended for CP to achieve the following objectives:
a. To expose Malaysian Armed Forces (MAF) capability and
operational roles in the northern region.
b. To analyse the challenges face by MAF capability and
operation in the northern region.

BUTTERWORTH AIRBASE
Butterworth Airbase is an Air Force
Station of the Royal Malaysian Air Force
(RMAF) situated 8.3 km from Butterworth in
Penang, Malaysia.
The airfield was formerly known as RAF Station Butterworth and was officially
opened in October 1941, as part of the British defence plan for defending the Malayan
Peninsula against an imminent threat of invasion by the Imperial Japanese forces during
World War II. On 30 June 1988, the airfield was handed over by RAAF and was
renamed as RMAF Butterworth Airbase. The flying squadrons stationed here are No 3
Sqn (S-61A4A Nuri), No 15 Sqn (Hawk 108/208) and No 18 Sqn (F/A-18D Hornets).
HQIADS
Headquarters of Integrated Area Defence
System (HQIADS) is stationed within
Butterworth Airbase. It has been formed since
1971 as part of the Five Power Defence
Arrangements (FPDA) and commanded by
Australian Air Vice-Marshall.
Over the past 40 years, IADS has been an
important mechanism for the cooperative defence
of Malaysia and Singapore.
As the main instrument for coordinating military action in defence of the Malay
Peninsula, it has helped build security in the region and its effectiveness has been
evolved gradually over time. Initial commitment was among the air forces, however, as
the scope of FPDA activities expanded, land and maritime component were also
incorporated within the activities. It is now has personnel from all three services and
coordinates the annual five-power naval and air exercise, while moving towards the
fuller integration of land element.

ACMI
Air Combat Maneuvering
Instrumentation (ACMI) Systems is an
advance air combat training system that
includes post mission analysis and
debriefing. It is located within the
Butterworth Airbase and operated by
AEROTREE Defence Services company.
The system gathers in-flight aircraft data, video and audio recording to produce highly
effective and comprehensive real-time post-flight replays of engagements. The
application also gives the freedom to train in any airspace environment.
GUBIR CAMP
Gubir Camp was used as Tactical
Forward Operational Base (FOB) for
Infantry Battalions during Malaysia
Insurgency Campaign. In 1974, 7 RRR
established their Tactical Base in Gubir
Camp as their FOB and then becoming the
Battalion Tactical HQ for this operation
under Operational Command of 6th Infantry
Brigade.
In 1978, Jawatankuasa Pengurusan Gerakan (JPG) had developed Gubir Camp
for operational use by the operating unit throughout the period to conduct operation on
2-month duration. Since the insurgents surrendered, the concept of operation changed
more towards facing the Traditional and Non-Traditional Threat such as illegal hunting
activities, illegal immigrants (PATI), Pattani Islamic Malay Force (TMIP) and illegal
activities.

MUDA DAM
The Muda Dam was built in 1969
under the Muda Irrigation Scheme for the
purpose of providing irrigation water to the
Muda area covering 96,000 hectares to
enable double cropping of rice per year.
It is one of the three water storage system under the management of Muda
Agricultural and Development Authority (MADA). The other two are Pedu and Ahning
Dams. Since the Muda Reservoir has a large catchment area of (984 km2) but a low
storage capacity of 160 million m3, water from the Muda Reservoir is transferred to the
Pedu Reservoir, which has a higher storage capacity of 1073 million m3, via the 6.8 km
long Saiong Tunnel for storage and release. Water for irrigation in the Muda area is
released through the Pedu and Ahning Dams. The operation and the maintenance of
these 3 dams are under the supervision of Dam Management and Water Resources
Division of MADA.
SRI BANDING CAMP
Sri Banding Camp is one of the
Forward Operational Bases (FOB) for army
operation in Northern Region. The camp was
originally the site for Banding Bridge
construction in 1978 as part of Malaysia
Security and Development (KESBAN)
program in countering insurgency and
developing the well-being of rural area.
On completion of the bridge, the army took over the camp and transformed it
as FOB for operation in that vicinity. In 2007, Northern Zone Operation was
launched, and the name changed to 749 Tactical HQ. It was used for Bde HQ to
control 9 operations within province of Perak, Kelantan, Kedah and Perlis namely OP
KOTA BRAVO, OP KOTA CHARLIE, OP KOTA DELTA, OP KOTA ECHO, OP
KOTA FOXTROT, OP PAGAR II, OP PAGAR III, OP MERPATI SEKTOR M1
and OP MERPATI SEKTOR M2.

Originally known as the 302 Inf
(AW) the 2nd Border Regiment was formed
on 1 June 1979. Formerly the battalion had 6
rifle company and one company
3 headquarters. As at Sep 15, 2006, 2 rifle
company were dissolved into 4 rifle
company and one company headquarters.
All the units of the 300 series were disbanded on 12 January 2008 and a border
regiment corp was formed as a new ground army corp. In the early stage, this unit was
formed at Batu Sebelas Camp,Tanah Merah. The 302 Inf (AW) then move to the Batu
Melintang Camp, Jeli Kelantan and Tumbi Camp, Jeli Kelantan on January 15, 1980
and remains to this day. The current Commanding Officer is Lt Col Mohd Rasidi bin
Abdul Rasid.
RENAP POST
Renap post is the tactical HQ for
Operation for 8 Bde located between the
boarder of Malaysia and Thailand in
Kelantan. Renap Post is one out of eleven
post consist in the area of responsibility for
Sector in8 Bde.
In General, Malaysia and Thailand border is separated by Sungai Golok with the
width between 5 to 20 metre. Renap Post and together with another ten post was
established to monitor various threat such as smuggling activity and crossed-border
crimes. There are currently five illegal bases that was identified located in front of the
Renap Post namely PH Dulang, PH Taliban, PH Lebet, PH Pak Ya and PH
Jenuk@Tangki Air.
