CBRE GCF AUDIT
On 8th August 2022, CBRE QHSE
Manager, Mr Suresh Vasudevan has
conducted HSSE Management System
and Shell Control Framework Audit for
PCA Group Sdn Bhd.
The audit was held at the F1 meeting
room and been participated by PCA team.
During the audit, all evidence related to
HSE Management System, HSSE Plan
and Shell Control Framework were
reviewed and audited & also sharing on
the experiences.
At the end of the audit session, the audit
was closed with briefing on the audit
results and also recommendations for
continuous improvement in order to
comply with the HSSE requirement.
MONTHLY CBRE STEWARDSHIP MEETING
The CBRE Monthly Stewardship Delivering Engineering Solution Globally
Meeting has been conducted on 8th
August 2022 virtually through Microsoft
Teams platform. CBRE HSSE Manager
has presented on the data collected for
Boots on The Ground (BoTG+) which
is consist of Last Minute Risk
Assessment (LMRA) Engagement, Talk
Not Tick (TNT), Intervention &
Appreciation as well as Stewardship
Meeting which need to be conducted
by all L3 contractors.
BOTG+ is a BBS program that was
enhance from previous BOTG to
support leading indicator for
organization’s quality, safety and health
management system.

MEINHARDT KPI MEETING
On 10th August 2022, a
Performance Review session
between PCA and MHT was
held virtually via Microsoft
Teams platform.
This session was held to
discuss on PCA performance for
half yearly 2022 and the
improvements planning which
need to be taken to improve the
performance for the remaining
half yearly of 2022. This session
discussed on the HSSE aspect
and the quality of work which
has been carried out by PCA
and expectation from client for
this year.
HSSE LEAD ENGAGEMENT SESSION
On 22nd August 2022, MHT has
initiated its first meeting together
with HSSE Lead from all PCC and
the meeting was conducted at
MHT’s office.
The main agenda of the meeting are
mainly to discuss way forward
towards the improvement in terms of
site set up standardization in
ensuring the welfare of the workers
are taken care and better facilities
are to be made available at site
throughout the construction period.
At the end of the session, a Q&A
session was held in order to
improve the understanding among
the HSSE focal person.

HSSE JOINT INSPECTION ACTIVITY
A joint HSSE inspection has been
conducted on 15th August 2022 at SH
Kuantan Bypass 1 site under Majestic
program.
This program has been led by MHT
Deputy HSSE Manager, Mr Kunaselan
A/L P Krishnan and also been
participated by PCA Project & HSSE
representatives.
The aim of this inspection is to check
on the compliance with HSSE
legislation and identifying weaknesses
and deficiencies in the safety
programs especially lifting work. All
findings been corrected immediately
and to ensure no repetition in future.
SITE HSSE VISIT AND AUDIT
Series of site HSSE audit has been planned and
organized by internal team to ensure that the
project is carried out on the site in accordance
with all the requirements set by the client for
both under Meinhardt and CBRE program.
During the audit, all latest information have
been shared to the site team as to ensure they
are equipped with the knowledge and
information and recommend for any
improvement needed.

MALARIA MANAGEMENT PROGRAM
On 8th August 2022, PCA has received a visit from
Kuantan District Health Office to SH Kuantan
Bypass 1 for blood film taking for malaria parasite
activity.
All site team was taken a blood sampling to test for
the malaria decease in conjunction with their
program towards the zero infection case of malaria.
As a result, the officer from Kuantan District Health
Office satisfied with site condition and result shows
that all site team are free from malaria disease.
PERMIT HOLDER TRAINING Delivering Engineering Solution Globally
On 22nd August 2022, a Permit Holder
Training has been conducted at Enotek
Office and led by Mr. Mohd Ghaus
Hashim.
PCA has sent representatives for the
training in order to accredit them to be a
Permit Holder under Shell program after
completely undergo training and provide
a necessary document in this program
which is a pre-requirement to be a
Permit Holder.
End of the session, all PH are expected
to be able to understand on the
procedures and standard as per
requirement in managing site work. An
assessment has been done to gauge the
understanding of the training and making
them as accredited Permit Holder.

INTERNAL NOISE AWARENESS TRAINING
Noise is a major occupational hazard
and must be controlled at the
workplace. Short-term exposure to
excessive levels of noise can result in
temporary hearing loss, ringing or
buzzing in the ears, or sudden
hearing damage caused by a short
burst of extremely loud noise. The
long-term effect of chronic exposures
to noise is permanent hearing loss.
An Internal Noise Awareness training
has been arranged by HSSE
Department for the month of August
2022 and has been conducted by
PCA factory SHO, Mr. Zairudin bin
Zaini.
INCIDENT REPORTING AND INVESTIGATION TRAINING
Incident investigation, reporting and
prevention is one of the mandatory
requirement under NADOOPOD Regulations
2004. It refers to specific practices and
procedures to perform an investigation for
each incidents happened in workplace,
establish the route cause analysis,
corrective actions for reoccurrence
prevention and reporting to the management
and authority for data compilation and further
clarification.
On 17th – 18th August 2022, PCA has
conducted an internal accident reporting and
investigation training to the selected staff
specifically for HSE committee members.
The 2 days training was conducted at PCA
training room and delivered by external
trainer.

BASIC SCAFFOLDING TRAINING
PCA continues to develop competency for
their staff by sending another 1 staff to
attend Basic Scaffolding Safety which was
held from 3rd to 10th August 2022 at HRSB
Training Sdn Bhd, Melaka in order to be
able to be DOSH registered scaffolder.
The training is to provide theoretical and
necessary practical training to assemble,
use and disassembled scaffolding
effectively and safely.
With baseline scaffold requirements to
keep workers safe such as better
inspections, training, and erection, frontline
teams can ensure scaffolding safety and
be proactive about building a safety culture
including to comply with regulatory and
client’s requirement.
INTERNAL QEHS MANAGEMENT SYSTEM AWARENESS TRAINING
An Integrated Management System (or “IMS”)
can benefit the organization through increased
efficiency and effectiveness, and cost reductions
while minimizing the disruption caused by
several external audits. It also shows the
commitment to increase performance, employee
and customer satisfaction, and continuous
improvement.
In internal QESH Management System
awareness training was conducted on 22nd
August 2022 towards the IMS certification.

2022 was held on 23rd August
2022. The meeting which has been
chaired Mr. Periannan A/L
Ramasamy and discussed on
HSSE matters, plans and
proposals to establish a safety and
healthy working condition at the
place of work including review
performance of 2nd quarter of
2022. All committee members
actively took part in the meeting as
to enhance HSE performance .

Mandatory Hold Point Check list
Laying of new fuel pipes at dispenser sump area was conducted on 13th of August
2022 at SH Kuantan Bypass 1
The whole procedure was conducted with supervision of senior Project personal,
Meinhardt engineer and QC engineer.
The sequence of the pipe laying was to comply with the hold point check list provided
by Meinhardt and verified by Meinhardt and PCA PIC. The pressure test and vacuum
test are conducted to ensure there is no leakage at the pipeline. All joint are well
welded by proper marking & scrapping.

check list to have a better recording of the major event.
