EXPLANATORY NOTES
AGREEMENT
1. This NATO Standardization Agreement (STANAG) is promulgated
by the Chairman MAS under the authority vested in him by the NATO
Military Committee,
2. No departure may be made from the agreement without
consultation with t h e tasking authority, Nations may propose
changes at any time to the t a c k i n g authority where they will be
processed in t h e same manner as the original agreement.
3 . Ratifying nations have agreed that national orders, manuals
and instructions implementing t h i s STANAG will include a
reference to the STANAG number for purposes of identification.
DEPINITIONS
4 . Ratification is uThe declaration by which a nation formally
accepts t h e content of this Standardization Agreement".
5 . Implementation is "The fulfilment by a nation of its
obligations under this Standardization Agreement".
6. Reservation is RThe stated qualification by a nation which
describes that part of this Standardization Agreement which it
cannot implement or can implement only with limitations".

7. Page iii gives the details of ratification and
implementation of this agreement-. If no details are shown it
signifies that the nation has not yet notified the tasking
authority of its intentions. Page iv (and subsequent) gives
details of reservations and proprietary rights that have been
stated.

RESERVATIONS
CA: a. ACS guides will normally be printed on P4 216 x 280 mm (8% x
11 inch) paper and checklists on P5 140 x 216 mm (5% x 8% inch)
cards; and
b. CF-18 ACS guide (C-i2-188-CCS/MM-OOO)will remain in its
current form until the next major revision, at which time it
will be converted to STANAG 3430 format.
FR: a. Ratification is limited to Stage A (therefore all the
paragraphs dealing with Stage B are not taken into
consideration by FRAF).
b. Services on aircraft are not performed in a chemical
environment.
C. Servicing guides will not comply with Annex C to the STANAG
because of discrepancies between 106 Air Standards and NATO
Standards.
GE: Reciprocity will be taken into account by GE in.the implementation of
this STANAG.
GR : HAF airfields cannot provide the means and equipment required for the
operation of aircraft cross-servicingunder NBC condition.
IT: The application of the subject STANAG is limited to the air bases
involved with the reaction forces as reported on the contingency
operation plans.
PO: The assistance is limited to Stage A. The cross-servicing guides
will be published only in English and Portuguese.
TU: a. Reciprocity will be taken into account by the Turkish Republic
in the implementation of this STANAG.
b. TUAF (Turkish Air Force) accepts to provide NATO aircraft the
same A and B type cross-servicing as provided for its own
aircraft at its own bases. However, TUAF will not procure and
store any equipment and item for the aircraft not available
within its inventory.
c. Turkey is not capable of providing any cross-servicing in an
NBC environment because of the lack of items and equipment.
UK: N a r y . The UK Navy will not implement until advised of the NATO
Commanders' cross-servicing requirements.
Army. The UK Army will not implement this agreement for its fixed
wing aircraft. Cross-servicing for Army helicopters is already
covered in ATP-49.
Air. (1) The UKAF will retain the chapter order of the Servicing
Guide as contained in Edition 7 of this agreement (see
sub-para 5.a.) .
(2) The UKAF will model the layout of servicing checklists in
accordance with the more comprehensive UK produced topic
12B-CL and not the 33-1-2 CL standard.
us : Cross-servicing is only authorized with nations that have previously
concluded cross-servicing agreements with the US in accordance with
Sub-chapter I, Chapter 138 of Title 10 US Code.

i. The aim of this agreement is to define the aircraft
cross-servicing (ACS) responsibilities of nations, NATO

commanders and the appropriate MNC information centres. This
agreement excludes the responsibilities for the cross-
servicing of helicopters engaged in land operations.
AGREEMENT
2. Participating nations agree that the ACS responsibilities
of nations, NATO commanders and the appropriate MNCs
information centres are as specified in this STANAG.
DEFINITIONS
3. The terms and definitions used in this agreement are
shown at Annex A.
GENERAL
4. Aircraft referred to in this STANAG include those
assigned or earmarked for NATO aerodromes or ships, including
aircraft carriers, ocean going vessels and escorts fitted with
landing platforms.
5. The STANAGs considered essential for cross-servicing of
aircraft are listed at Annex E (Stage A) and'Annex F
(Stage B).
DETAILS OF THE AGREEMENT
6 . National Acrreement. Participating nations agree that:
a. The minimum services required for ACS are those
listed in Annex B .
b. ACS guides will be prepared in the format detailed
in Annex C.
c. The responsibilities for quality control of
consumables pre-positioned at cross-servicing bases
are as defined in Annex D.
d . Pre-positioned equipment will be managed per
agreement between the owner and the host nations.
The agreement will include provisions for inventory
control, maintenance schedules, use and disposal of
the equipment. When bilaterally agreed, all
necessary technical orders and manuals will be
provided with the equipment.
7 . Responsibilities of Nations. Nations are responsible
for:
a. Ensuring that their aerodromes and ships achieve and
maintain a capability to meet their agreed, assigned
Operational Aircraft Cross-Servicing Requirements
(OACSR) under all conditions including nuclear,
biological and chemical (NBC).

A b. Providing the equipment and consumables that are --`,,,,,-`-`,,`,,`,`,,`---
required to carry out the cross-servicing of their
own aircraft at other nations' aerodromes when the
equipment and consumables are not readily obtainable
from, or cannot be easily manufactured locally by,
the host nations.
C. Providing to MNC information centres: technical
characteristics, safety information, drawings,
photographs and other relevant data for those
consumables and equipment, including ground support
equipment (GSE) and test equipment (TE), required to
cross-service their types of aircraft for which
OACSRs exist.
d. Developing, in accordance with Annex C, and
distributing (on a bilateral basis), ACS guides for
their types of aircraft for which OACSRs have been
established.
e. Developing and distributing (on a bilateral basis)
agreed procedures for loading their aircraft with
another nation's weapons/film/videotape/chaff and
flares, so that the nations providing the host base
facilities can meet their assigned Stage B OACSRs.
f. Providing to MNC information centres details of any
available ground crew training videotapes (title,
language, format and visual system [PAL, NTSC,
etc.]) required to cross-service their types of
aircraft for which OACSRs exist.
Providing to MNC information centres points of
contact (POC), for the Stage A and the Stage B ACS
manager and for the responsible OPS manager, for
each of their units where OACSRs have been
identified.
h. Providing, on a bilateral basis, copies of ground
crew training videotapes on their own aircraft,
where available, to other nations assigned ACS
responsibility on these aircraft.
i. Reporting to MNC information centres. each
.aerodrome's/ship's capability to meet its assigned
OACSRs
Providing to MNC information centres, in accordance
with STANAG 7028, a list of their aircraft which are
considered identical for ACS purposes.
k. Providing the aircraft and personnel required to
exercise their agreed OACSRs.

1. Providing for the ACS training of their technicians
in accordance with STANAG 3812.
m. Ensuring the conduct of cross-servicing operations
comply with the nations, environmental
considerations.
NOTE: Where aircraft systems or GSE connectors do not
comply with NATO STANAGs, the owning nations shall
make available adaptors which do conform to the
appropriate NATO STANAGs.
8 . ResDonsibilities of NATO Commanders. MNCs, in co-
ordination with their major subordinate commanders (MSCs) and
their principal subordinate commanders ( P S C s ) are responsible
for:
a. Formulating and promulgating ACS policies.
b. Identifying OACSRs at selected aerodromes or ships
for specified aircraft under, or planned to come
under, their operational control.
c.. Negotiating identified OACSRs with nations
concerned.
d. Initiating and Co-ordinating ACS operational
training and exercise programmes to achieve and/or
maintain the required capability at the selected
aerodromes or ships.
e. Reporting all OACSRs to the appropriate MNC
information centre.
9 , ResDonsibilities of MNC Information Centres. The MNC
information centres are responsible for:
a. Formulating and promulgating ACS plans and
procedures to meet the OACSRs.
b. Determining, developing and distributing to nations
and NATO commands the NATO ACS documentation
required by aerodromes/ships.
C . Providing to nations, as required, distribution
lists for nationally produced ACS guides.
d. Advising appropriate agencies on standardization of .
aircraft and GSE, assemblies and components to
facilitate ACS.
e. Co-ordinating cross-servicing operational training
and exercise programmes.
f. Monitoring and reporting on the performance of the
ACS programme, in their respective areas.

TERMS AND DEFINITIONS
A1RCRA.FT CROSS-SERVICING PROGRAMME (ACSP)
1. The ACSP is a programme which includes operational tasks
such as debriefing, retasking, mission planning, rebriefing
and Stage A and B cross-servicing. The aim of the ACSP is to
provide operational commanders with a flexible means of
achieving rapid regeneration of combat-ready aircraft through
interoperability.
AIRCRAFT CROSS-SERVICING (ACS 1
2. Services performed on an aircraft by an organization
other than that to which the aircraft is assigned, according
to an established operational aircraft cross-servicing
requirement, and for which there may be a charge. Aircraft
cross-servicing has been divided into two categories:
a. Stage A Cross-Servicing: The servicing of an
aircraft on an aerodrome/ship which enables the
aircraft to be flown on another mission, without
change to the weapon configuration. The servicing
includes the installation and removal of weapon
system safety devices, refuelling, replenishment of
fluids and gases, drag chutes starting facilities
and ground handling.
b. Stage B Cross-Servicing: The servicing of aircraft
on aerodromes/ships which enables the aircraft to be
flown on an operational mission. The servicing
includes all Stage A services plus the loading of
weapons and/or film/videotape and the replenishment
of chaff and flares. This includes the processing
and interpretation of any exposed film/videotape
from the previous mission.
2. A military requirement, established by a NATO commander,
for a designated aerodrome or ship to provide Stage A or
Stage B cross-servicing to aircraft not assigned to that
aerodrome or ship. See also aircraft cross-servicing.

MINIMUM SERVICES REOUIRED FOR AIRCRAFT CROSS-SERVICING
STAGE A
1. The following items are to be provided by those
aerodromes/ships which have been assigned Stage A OACSRs:
a. Appropriate, fully maintained documentation,
including ACS guides and, for ACE, SHAPE ACS
manuals
b. Servicing of aircraft with fuel, oil and lubricants
to enable them to return to their assigned base.
C. Adaptors, to permit use of available equipment in
servicing specified types of aircraft.
d. Equipment for replenishing gaseous and liquid
systems
e, Engine starting equipment.
f, ct aircraft.being cross-
serviced, When there -are insufficient aircraft
shelters, the priority for aircraft protection will
be determined by the loc operational commander.
g * Equipment for towing an anoeuvring aircraft
including-placingin aircraft shelte. rs.
A.
h. Trained ground crews to perform specified cross-
servicing activities, including-the recovery,
drying, repacking and re-installation of drag
parachutes.
i. External power to enable navigational system
stabilization.
STAGE B
2. The following items are to be provided by those
aerodromes/ships which have been assigned Stage B OACSRs :
a. All items required for Stage A.
b. Maintain current the appropriate aircraft weapons
loading checklists.

equipment necessary to prepare specified types of
aircraft for operational use.
d. Fitting instructions and supply of jettisonable fuel
tanks for specified aircraft.
e. Use of the GSE required for loading or installation
of operational stores.
f. Operational stores (e.g. ammunition, bombs, rockets,
mines, torpedoes, sonobuoys, underwater sound
charges, magnetic tape, chaff, flares, film,
videotapes) of types and quantities needed to meet
the OACSRs.
-g. Sufficient trained weapons loading teams to meet
projected OACSRs
h. Facilities and equipment for film processing and
interpretation and personnel trained in the
appropriate reconnaissance systems.
3 . The following is applicable to both Stage A and Stage B:
a. Aircraft Captains are to:
(1) Ensure that all cross-servicing actions have
been completed by checking the signature(s) of
the responsible crew chief in the appropriate
documents, by visual inspection and by pre-
flight pilot's check.
(2) Brief ground crew on duties and signals
expected/desired in pre-departure activities.
( 3 ) Sign the appropriate acceptance document(s) on
completion of the ACS.
( 4 ) Sign the appropriate vouchers for services not
provided free of charge, if applicable.
b. Safety pins will be carried in aircraft on all
flights for all items which require pinning after
flight, regardless of any bilateral agreements to
pre-position safety pins at host bases.
c. Items which are not normally carried on aircraft are
to be pre-positioned by the home nation or
manufactured locally by the host aerodrome/ship.
d. Sufficient quantities of replenishment materials
must be available to meet projected OACSRs.

e. When requested to act as a certifying official for
Stage A ACS, an aircraft captain must be capable of
ensuring that the ACS technical content has been
successfully completed and that he has signed all
appropriate documentation (see STANAG 3812).

FORMAT FOR THE PREPARATION OF AIRCRAFT CROSS-SERVICING GUIDES
GENERAL INFORMATION
1. An Aircraft Cross-Servicing (ACS) guide is for use by the
aerodrome/ship which has been assigned an Operational Aircraft
Cross-Servicing Requirement (OACSR) for that aircraft. The
guide is to contain the minimum general maintenance and safety
information necessary to permit the aerodrome/ship personnel
to follow the correct procedure to cross-service that aircraft
without reference to other more detailed national
publications. It is to contain as many illustrations as
possible and should be constructed of loose-leaf laminated
heavy paper; the pages are not to exceed A4 or P4 paper
dimensions.
2. Whereas the guide is the basic technical reference for
ACS, supplemental checklists are required in loose-leaf flip-
card format for flight line use. As these checklists are
intended to be carried in the pocket of work coveralls, their
pages are not to exceed 148 x 210 mm (AS). Illustrations are
to be included wherever practicable. The following checklists

actions for the various OACSR weapon loads cleared
for carriage by the aircraft.
c. Appropriate reconnaissance system checklists
detailing the sequence of actions for down-loading,
loading, and servicing installed reconnaissance
equipment.
3. Checklists are intended to be a practical supplement to
ACS guides and should be cross-referenced in the appropriate
section of the guide. Separate checklists need not be
developed if national checklists are suitable for cross-
servicing flight line use. For example, weapon load
checklists normally contain the minimum sequence of actions
essential to ensure correct functioning and safety. Hence,
they should not be altered and would be used for ACS in their
usual form. On the other hand, national servicing checklists
often include special checks or detailed technical procedures

4. The guide and checklists are to be produced in English or
French. Where the nation assigned the OACSR requires the
guide and its checklists to be translated into a language
different from that in which it was produced, that nation is
responsible for such translation and for ensuring its
subsequent amendment. Prior to release to ACS crews,
translated versions must be approved by the nation which
produced the ACS guide or checklist in the original language.
Where a translated version of a guide and its supplements have
been produced, copies are to be made available on a bilateral
basis to other nations, as required.

to be included wherever applicable throughout the
guide or its supplements.
c. Maintenance Notes. The maintenance notes are to
summarize the general information required to
undertake cross-servicing tasks on the aircraft. It
is to include a glossary of the specialist terms
used in the guide or its supplements.
d. Armament Installations. The additional information
necessary to undertake Stage A ACS of an armed
aircraft is to be detailed in this part. The
availability of standard armament handling equipment
should be fully considered. Supporting
illustrations are to be provided where appropriate.
Cross-reference may be made to the appropriate part
of Section IV.
10. Section II - Aircraft Handlinq, Launchinq and Recovery.
Section II is to provide the information necessary to handle
the aircraft on the ground, and to launch and recover it from
an aerodrome/ship where appropriate. Supporting illustrations
are to be provided wherever practicable. The following parts
are to be included:
a. Handlins EauiPment. The equipment and tools
necessary to conduct Stage A or Stage B ACS are to
be listed in the ACS guide and in the appropriate
checklists. The lists are to be designed to permit
the assembly of equipment prior to the arrival of
the aircraft. Each item is to be identified by a
short descriptive title and a reference number (NATO
Stock Number (NSN) and/or manufacturer's Part Number
(P/N)). Wherever the ACS guide specifies the use of
an item of equipment for a particular t a s k , the item
is to be referred to in the text and illustrations
by its reference numbers. Equipment which has to be
manufactured by the host nation is to be so
identified and cross-referenced to the applicable
drawing in Section V. Any equipment normally
carried in the aircraft, including safety devices,
is also to be listed together with its purpose and
location.
b. Pilot to Ground Crew Communication. The procedures
and requirements for establishing pilot to ground
crew communication are to be detailed.
c. Methods of Groundins/Earthinq. The procedures and
requirements for grounding/earthing the aircraft are
to be detailed in accordance with STANAG 3 6 3 2 .

power to the aircraft are to be detailed.
Requirements for voltage and frequency regulation,
current type and magnitude, phase and power factor,
for both maintenance and engine starting are to be
included, together with any necessary precautions,
e. External Pneumatic Power. Instructions for the
connection and application of external pneumatic
power to the aircraft are to be detailed,
Requirements for nominal pressure, flow, temperature
and engine start times are to be included.
f. External Air Conditioning. Instructions for the
connection and application of external air
conditioning to the aircraft are to be detailed.
Requirements for air mass flow, temperature,
pressure, filtration, maximum permissible moisture
content and dehumidification following cooling are
to be included.
4. Towina or Winchinq. This paragraph is to detail the
procedures and-equipment for towing or winching the
aircraft. TheI,maximumforce to be applied during
towing or winching,is to be specified to enable the
correct shearipins-tobe fitted, as necessary. Any
specific instructions necessary for positioning the
aircraft in'afProtective Aircraft Shelter (PAS) are
also to be included.
h. Picketins and-Deck Securinq. The'-procedures for
picketing and deck securing the aircraft are to be
given.
i. Foldina Procedures. The procedures for folding the

detail the specific maintenance actions to be undertaken to
satisfactorily complete Stage A ACS. Supporting illustrations
are to be provided wherever practicable. The following parts
are to be included:
a. Consumable Materials. A list of consumable
materials with acceptable and emergency alternatives
is to be provided. This list is to be in tabular
form. The materials are to be identified by the
appropriate NATO code numbers and important
specifications are to be included.
b. Replenishment and Drain Points. All replenishment
and drain points are to be identified. NATO symbols
and NATO code numbers are to be included where
appropriate.
c. ReDlenishment Connectors. Details of the t y p e of
replenishment connector, coupling or fitting are to
.be provided and cross-referenced to the appropriate
replenishment point(s)
d. CaDacity of Systems. Details of the capacities of
the systems liable to require replenishment are to
be provided in SI (metric) units or U K / U S
equivalents.
e. Methods of Replenishment/Emptvinq. The preferred
methods of replenishment/emptying, and any
alternative methods, are to be described.
f. Access and ACS Procedures. The methods for gaining
access and undertaking ACS procedures are to be
described. Any actions required immediately after
landing are to be clearly identified. Mandatory
entries required in the aircraft maintenance form

RESPONSIBILITIES FOR QUALITY CONTROL OF CONSUMABLES
INTRODUCTION
1. This annex defines the responsibilities for quality
control of consumables pre-positioned at ACS bases.
OWNER NATION
2. The nation owning pre-positioned consumables is
responsible for:
a. Giving the host nation the detailed storage
instructions.
b. Ensuring that stocks are fit for use; advising the
host nation of expiry dates; rotating those stocks
approaching life expiry; upon re-testing stocks,
informing the host nation of the new expiry date.
c. Ensuring that containers are marked to show:
(1) NSNs and NATO codes for contents.
(2) Date of fill.
(3) Batch number.
d. Ensuring that any additional information requested
by the host nation is provided.
HOST NATION
3 . The host nation using pre-positioned consumables is
responsible for:
a. Complying with the storage conditions specified by
the owner nation.
b. Monitoring the remaining life of stocks.
c. Advising the owner nation of any stock approaching
life expiry so the stock may be rotated or re-
tested.
d. Requesting additional information from the owner
nation when in doubt or when unusual events occur.

MINIMUM SERVICFS REOUIRED FOR REINFORCEMENT
AIRCRAFT C!ROSS-SERVICING
1. General. This annex outlines the steps to develop ACS
capabilities for those reinforcement aircraft types not in-
theatre and for which regular hands-on ground crew training is
not possible.
2 . Documentation. Nations providing reinforcement aircraft
to the European theatre are to ensure that each base assigned
OACSR is provided with copies of:
a. ACS guides.
b. Weapon up-load and down-load checklists.
c. Chaff and flare up-load and down-load checklists.
d. Film/video tape up-load and down-load checklists
where appropriate.
e. Turn around checklists.
3 . Trainino Aida. Nations providing reinforcement aircraft
are to ensure that each base with OACSR is provided with:
a. Ground crew training videotapes if available.
b. Training aids for simulation of chaff and flare
loading where appropriate.
c. Bomb racks/training aids for simulated bomb loading
where appropriate.
4 . Aircraft Ground Servicing Equipment (GSE). Nations
owning reinforcement squadrons should ensure all necessary
GSE, special adaptors, etc., are pre-positioned at their ACS
bases.
5. Ground Crew Certification. The procedure for
establishing and maintaining ground crew certification on
reinforcement aircraft is outlined in STANAG 3812.
6 . Maintenance of Equipment. Pre-positioned equipment will
be checked at least annually, to confirm availability, to
ensure correct storage and to ensure that an adequate
inspection/maintenance programme is in place.

RESERVATIONS
CA : a. ACS guides will normally be printed on P4 216 x 280 mm ( 8 % x
11 inch) paper and checklists on P5 140 x 216 mm (5% x 8% inch)
cards; and
b. CF-18 ACS guide (C-l2-188-CCS/MM-O00w)ill remain in its
current form until the next major revision, at which time it
will be converted to STANAG 3430 format.
FR : a. Ratification is limited to Stage A (therefore all the
paragraphs dealing with Stage B are not taken into
consideration by FRAF).
b. Services on aircraft are not performed in a chemical
environment.
C. Servicing guides will not comply with Annex C to the STANAG
because of discrepancies between 106 Air Standards and NATO
Standards.
GE: Reciprocity will be taken into account by GE in,the implementation of
this STñNAG.
GR : HAF airfields cannot provide the means and equipment required for the
operation of aircraft cross-servicing under NBC condition.
IT: The application of the subject STANAG is limited to the air bases --`,,,,,-`-`,,`,,`,`,,`---
involved with the reaction forces as reported on the contingency
operation plans.
PO: The assistance is limited to Stage A. The cross-servicing guides
will be published only in English and Portuguese.
Tu: a. Reciprocity will be taken into account by the Turkish Republic
in the implementation of this STANAG.
b. TUAF (Turkish Air Force) accepts to provide NATO aircraft the
same A and B type cross-servicing as provided for its own
aircraft at its own bases. However, TUAF will not procure and
store any equipment and item for the aircraft not available
within its inventory.
c. Turkey is not capable of providing any cross-servicing in an
NBC environment because of the lack of items and equipment.
UK: Navy. The UK Navy will not implement until advised of the NATO
Commanders' cross-servicing requirements.
Armv. The UK Army will not implement this agreement for its fixed
wing aircraft. Cross-servicing for Army helicopters is already
covered in ATP-49.
A A . (i) The UKAF will retain the chapter order of the Servicing
Guide as contained in Edition 7 of this agreement (see
sub-para 5.a.) .
(2) The UKAF will model the layout of servicing checklists in
accordance with the more comprehensive UK produced topic
12B-CL and not the 33-1-2 CL standard.
us : Cross-servicing is only authorized with nations that have previously
concluded cross-servicing agreements with the US in accordance with
Sub-chapter I, Chapter 138 of Title 10 US Code.

1. The aim of this agreement is to define the aircraft
cross-servicing (ACS) responsibilities of nations, NATO

commanders and the appropriate MNC information centres. This
agreement excludes the responsibilities for the cross-
servicing of helicopters engaged in land operations.
AGREEMENT
2. Participating nations agree that the ACS responsibilities
of nations, NATO commanders and the appropriate MNCs
information centres are as specified in this STANAG.
DEFINITIONS
3. The terms and definitions used in this agreement are
shown at Annex A.
GENERAL
4. Aircraft referred to in this STANAG include those
assigned or earmarked for NATO aerodromes or ships, including
aircraft carriers, ocean going vessels and escorts fitted with
landing platforms.
5. The STANAGs considered essential for cross-servicing of
aircraft are listed at Annex E (Stage A) and'AnnexF
(Stage B).
DETAILS OF THE AGREEMENT
6. Nationa1 Acrreement . Participating nations agree that:
a. The minimum services required for ACS are those --`,,,,,-`-`,,`,,`,`,,`---
listed in Annex B .
b. ACS guides will be prepared in the format detailed
in Annex C.
c. The responsibilities for quality control of
consumables pre-positioned at cross-servicing bases
are as defined in Annex D.
d. Pre-positioned equipment will be managed per
agreement between the owner and the host nations.
The agreement will include provisions for inventory
control',maintenance schedules, use and disposal of
the equipment. When bilaterally agreed, all
necessary technical orders and manuals will be
provided with the equipment.
7. ResPonsibilities of Nations. Nations are responsible
for:
a. Ensuring that their aerodromes and ships achieve and
maintain a capability to meet their agreed, assigned
Operational Aircraft Cross-Servicing Requirements
(OACSR) under all conditions including nuclear,
biological and chemical (NBC).

TERMS AND DEFINITIONS
AIRCRAFT CROSS-SERVICING PROGRAMME (ACSP)
1. The ACSP is a programme which includes operational tasks
such as debriefing, retasking, mission planning, rebriefing
and Stage A and B cross-servicing. The aim of the ACSP is to
provide operational commanders with a flexible means of
achieving rapid regeneration of combat-ready aircraft through
interoperability.
AIRCRAFT CROSS-SERVICING (ACSI
2. Services performed on an aircraft by an organization
other than that to which the aircraft is assigned, according
to an established operational aircraft cross-servicing
requirement, and for which there may be a charge. Aircraft
cross-servicing has been divided into two categories:
a. aae Cross-Servicing: The servicing of an
aircraft on an aerodrome/ship which enables the
aircraft to be flown on another mission, without
change to the weapon configuration. The servicing
includes the installation and removal of weapon
system safety devices, refuelling, replenishment of
fluids and gases, drag chutes starting facilities
and ground handling.
b. stage B Cross-Servicing: The servicing of aircraft
on aerodromes/ships which enables the aircraft to be
flown on an operational mission. The servicing
includes all Stage A services plus the loading of
weapons and/or film/videotape and the replenishment
of chaff and flares. This includes the processing
and interpretation of any exposed film/videotape
from the previous mission.
2. A military requirement, established by a NATO commander,
for a designated aerodrome or ship to provide Stage A or
Stage B cross-servicing to aircraft not assigned to that
aerodrome or ship. See also aircraft cross-servicing.

FORMAT FOR THE PREPARATION OF AIRCRAFT CROSS-SERVICING GUIDES
GENERAL INFORMATION
1. An Aircraft Cross-Servicing (ACS) guide is for use by the
aerodrome/ship which has been assigned an Operational Aircraft
Cross-Servicing Requirement (OACSR) for that aircraft. The
guide is to contain the minimum general maintenance and safety
information necessary to permit the aerodrome/ship personnel
to follow the correct procedure to cross-service that aircraft
without reference to other more detailed national
publications. It is to contain as many illustrations as
possible and should be constructed of loose-leaf laminated
heavy paper; the pages are not to exceed A4 or P4 paper
dimensions.
2. Whereas the guide is the basic technical reference for
ACS, supplemental checklists are required in loose-leaf flip-
card format for flight line use. As these checklists are
intended to be carried in the pocket of work coveralls, their
pages are not to exceed 148 x 210 mm (A5). Illustrations are
to be included wherever practicable. The following checklists
are to be provided for Stage A or B ACS as appropriate:
a. A flight servicing checklist detailing, in
sequential order, the flight servicing and
replenishment actions.
b. Appropriate weapon loading checklists detailing, in
sequential order, the weapon loading/down-loading
actions for the various OACSR weapon loads cleared
for carriage by the aircraft.
c. Appropriate reconnaissance system checklists
detailing the sequence of actions for down-loading,
loading, and servicing installed reconnaissance
equipment.
3 . Checklists are intended to be a practical supplement to
ACS guides and should be cross-referenced in the appropriate
section of the guide. Separate checklists need not be
developed if national checklists are suitable for cross-
servicing flight line use. For example, weapon load
checklists normally contain the minimum sequence of actions
essential to ensure correct functioning and safety. Hence,
they should not be altered and would be used for ACS in their
usual form. On the other hand, national servicing checklists
often include special checks or detailed technical procedures

not appropriate to cross-servicing. In such cases, an
abbreviated ACS checklist which eliminates unnecessary steps
and allows for limited user experience is required.
4. The guide and checklists are to be produced in English or
French. Where the nation assigned the OACSR requires the
guide and its checklists to be translated into a language
different from that in which it was produced, that nation is
responsible for such translation and for ensuring its
subsequent amendment. Prior to release to ACS crews,
translated versions must be approved by the nation which
produced the ACS guide or checklist in the original language.
Where a translated version of a guide and its supplements have
been produced, copies are to be made available on a bilateral
basis to other nations, as required.
5 . The ACS guide is to be divided into the following main I
parts and arranged in the order shown:
a. Title/cover page.
b. Amendment record page.
c. Table of contents. .
d. Section I - Leading Particulars.
e. Section II - Aircraft Handling, Launching and
Recovery.
f. Section III - Flight Line Servicing.

MINIMUM SERVICES REOUIRED FOR REINFORCRMENT
AIRCRAFT CROSS-SERVICING
1. General. This annex outlines the steps to develop ACS
capabilities for those reinforcement aircraft types not in-
theatre and for which regular hands-on ground crew training is
not possible.
2. Documentation. Nations providing reinforcement aircraft
to the European theatre are to ensure that each base assigned
OACSR is provided with copies of:
a. ACS guides.
b. Weapon up-load and down-load checklists.
c. Chaff and flare up-load and down-load checklists.
d. Film/video tape up-load and down-load checklists
where appropriate.
e. Turn around checklists.
3. Training Aids. Nations providing reinforcement aircraft
are to ensure that each base with OACSR is provided with:
a. Ground crew training videotapes if available.
b. Training aids for simulation of chaff and flare
loading where appropriate.
c. Bomb racks/training aids for simulated bomb loading
where appropriate.
4. Aircraft Ground Servicing EquiDment (GSE). Nations
owning reinforcement squadrons should ensure all necessary
GSE, special adaptors, etc., are pre-positioned at their ACS
bases.
5. Ground Crew Certification. The procedure for
establishing and maintaining ground crew certification on
reinforcement aircraft is outlined in STANAG 3812.
6 . Maintenance of Equipment . Pre-positioned equipment will
be checked at least annually, to confirm availability, to
ensure correct storage and to ensure that an adequate
inspection/maintenance programme is in place.
