Bengkel Libat Urus
Isu-Isu kerahsiaan, keselamatan dan sensitiviti di
Timbalan Pengarah Bahagian (TPB), tempat atau bahagian tuan/puan memang menjadi
Timbalan Pengarah Imigresen Negeri perkara utama mengenai peranan dan tanggungjawab
(TPIN) dan Ketua Imigresen (KI) TPB/TPIN/KI di dalam Projek NIISe ini.

ucapan ketika majlis pembukaan Bengkel
PUTRAJAYA, Julai 2021 – Bengkel Libat Libat Urus TPB, TPIN dan KI.
Urus Timbalan Pengarah Bahagian (TPB)
dan Timbalan Pengarah Imigresen Negeri
(TPIN) telah dianjurkan pada 27 Julai 2021
(Selasa) dan dihadiri seramai 65 orang,
disusuli dengan Bengkel Libat Urus Ketua

Imigresen (KI) pada 28 Julai 2021 (Rabu)
yang melibatkan seramai 177 orang.
Bengkel ini turut menglibatkan peserta dari
Jabatan Imigresen Malaysia (JIM),
Pasukan Petugas Khas (PPK), KDN,
Pasukan Independent Project Management Bengkel Libat Urus TPB dan TPIN
(IPM), Pasukan Independent Verification

and Validation (IV&V) dan Kontraktor NIISe.
Bengkel tersebut diadakan secara dalam
talian.

Objektif penganjuran bengkel ini adalah
untuk memberikan pengenalan mengenai
Projek NIISe serta peranan dan

kepentingan Duta Perubahan dalam Projek
NIISe. Di samping itu, bengkel ini juga
diadakan untuk berkongsi informasi
mengenai pelan dan aktiviti Penilaian
Tapak yang akan dijalankan oleh Tower
Infrastruktur. Aktiviti Penilaian Tapak Bengkel Libat Urus TPB dan TPIN
dilakukan untuk mengumpul data dan
maklumat keperluan sebenar yang tepat
dan lengkap bagi mengenal pasti

kesesuaian lokasi serta keperluan
peralatan agar NIISe dapat beroperasi
secara optimum.

Seramai 16 orang TPB, 17 orang TPIN dan
183 orang KI telah dilantik oleh PPK yang
berperanan sebagai penyelaras di
Bahagian Ibu Pejabat, Negeri-negeri dan
Cawangan masing-masing dan bertindak
sebagai Focal Point projek.

Duta Perubahan mempunyai peranan
yang penting dalam membantu PN GEETHA
menyampaikan maklumat yang tepat
dan memastikan pemahaman warga PN AINIZALILA
JIM terhadap pelaksanaan Projek
NIISe adalah jelas dan sahih.

Onboarding Duta Perubahan.

PUTRAJAYA, Julai 2021 – Program Onboarding Duta PN FAIROS
Perubahan telah dianjurkan pada 29 Julai 2021
(Khamis) yang dihadiri seramai 66 orang yang terdiri TN ISHAK
dari 36 Duta Perubahan dari negeri-negeri seluruh
Malaysia dan lapan (8) daripada Bahagian-Bahagian

Perkhidmatan Teras Ibu Pejabat Jabatan Imigresen
Putrajaya. Program ini juga turut dihadiri oleh
Pegawai Jabatan Imigresen Malaysia, Pasukan
Petugas Khas (PPK), KDN, Pasukan Independent
Project Management (IPM), Pasukan Independent PN ASPANISYA
Verification and Validation (IV&V) dan Kontraktor

NIISe.


Program ini bertujuan untuk berkongsi maklumat
asas tentang Projek NIISe serta memberikan TN NUR ISHAK
pengenalan dan penjelasan mengenai peranan dan
tanggungjawab seorang Duta Perubahan serta
kepentingannya dalam Projek NIISe. Duta Perubahan TN ASH RIZAL
juga bertindak sebagai penghubung di antara
Pasukan Projek NIISe dan kumpulan stakeholder. Di

antara tugas utama seorang Duta Perubahan adalah TN FIRDAUS
untuk berkongsi maklumat mengenai Projek NIISe
dan mendapatkan maklum balas daripada warga JIM PN JUNAINA
berkenaan pelaksanaan aktiviti, penyebaran
komunikasi serta perkembangan pembangunan
Projek NIISe. PN AZLIN



Duta Perubahan turut perlu membantu Pasukan PN JAMILAH
Teras Projek NIISe, JIM dalam menyelaraskan
aktiviti-aktiviti serta libat urus yang akan dijalankan di TN AZIZUL
JIM negeri serta bekerjasama dengan pihak yang
berkaitan dalam mengadakan lawatan tapak bagi PN MASTARINA

Perubahan PUTRAJAYA, Ogos 2021 – Beberapa sesi demonstrasi
bagi 28 peralatan khas NIISe yang melibatkan
peralatan ICT dan bukan ICT telah dijalankan. Sesi

Bengkel Kajian Spesifikasi Keperluan Pengguna (URS)


PUTRAJAYA, Jun 2021 – Bengkel Kajian Spesifikasi Keperluan Pengguna (URS) telah bermula
dari 23 Jun hingga 14 Julai 2021 yang dihadiri oleh Subject Matter Expert (SME) Bisnes JIM,
SME Teknikal JIM (BTMR), Pasukan Petugas Khas (PPK), KDN, Pasukan Teras Projek NIISe,
JIM, Pasukan Independent Project Management (IPM), Pasukan Independent Verification and

Validation (IV&V) dan Kontraktor NIISe. Bengkel yang dibahagikan kepada dua (2) sesi ini
bertujuan untuk memperincikan spesifikasi keperluan fungsian dan bukan fungsian serta aliran
proses kerja agar dokumen User Requirement Specification (URS) yang komprehensif dapat
disediakan bagi pembangunan NIISe. Selain itu, melalui sesi ini juga, dokumen Business
Process Re-engineering (BPR) dijadikan panduan bagi pembangunan dokumen URS.

Pembangunan Portal NIISe Go-Live






PUTRAJAYA, Julai 2021 – Pembangunan Portal NIISe
mula dilaksanakan pada Julai 2021 di mana sesi
perbincangan telah diadakan bersama Jabatan Imigresen
Malaysia (JIM) bagi mendapatkan keperluan pengguna
untuk dijadikan panduan bagi pembangunan dokumen
User Requirement Specification (URS).



Portal NIISe merupakan portal yang dibangunkan untuk
menyampaikan maklumat projek, berita terkini dan akses
kandungan Sistem Imigresen Bersepadu Nasional (NIISe)
kepada Pasukan Projek, warga JIM dan orang awam.
Objektif Portal NIISe adalah sebagai media komunikasi
Projek NIISe yang dapat diakses oleh Pasukan Projek
serta agensi-agensi kerajaan yang berkaitan dan orang

awam secara cepat dan mudah.


Fungsi utama portal ini adalah untuk menyediakan Sistem
Pengurusan Kandungan (Content Management System -
CMS) bagi warga JIM atau Pasukan Projek mengemas kini
maklumat terkini Projek NIISe.



Perkhidmatan lain yang disediakan oleh portal adalah
seperti berikut:


1 Penyampaian berita atau pengumuman melalui
bahan komunikasi yang dibangunkan berkaitan
Projek NIISe seperti eHebahan dan eNewsletter;

2 Perkongsian aktiviti semasa dan cadangan aktiviti
Projek NIISe; dan

3 Portal sehenti untuk pautan ke perkhidmatan
imigresen secara dalam talian.

Pembangunan Portal Learning Management System





Portal Learning Management System (LMS) yang Bagi memastikan Portal NIISe dan Portal
telah mula dibangunkan pada Julai 2021 merupakan LMS ini memenuhi keperluan yang telah
sistem pengurusan pembelajaran yang membantu ditetapkan, sesi User Acceptance Test (UAT)
untuk mencipta, menyampai dan mengukur telah diadakan pada 19 Ogos 2021 secara
keberkesanan kursus secara dalam talian. LMS yang bersemuka yang dihadiri oleh Pasukan

dibangunkan bagi Sistem Imigresen Bersepadu Teras Projek NIISe, JIM, Kontraktor NIISe
Nasional (NIISe) merupakan sistem pembelajaran dan Subkontraktor NIISe. Sesi ini juga
modul-modul NIISe yang mana akan memberi menerima penglibatan secara dalam talian
kemudahan pembelajaran kepada warga Jabatan daripada Subject Matter Expert (SME)
Imigresen Malaysia (JIM). Bisnes JIM, SME Teknikal JIM (BTMR),
Pasukan Petugas Khas (PPK), KDN,
Objektif Portal LMS ialah untuk membantu dalam Pasukan Independent Project Management

Penilaian Tapak Pegawai Jabatan Imigresen Malaysia (JIM)
yang dilantik sebagai Focal Point di setiap
cawangan yang dipilih bagi aktiviti tersebut
PUTRAJAYA, September 2021 – Aktiviti akan diberikan taklimat mengenai
Penilaian Tapak telah mula dijalankan pada informasi yang diperlukan oleh Pasukan
September 2021 dan akan berlangsung Projek yang terlibat sebelum aktiviti
hingga November 2021. Pelaksanaan aktiviti penilaian lokasi dilakukan. Pasukan
ini adalah untuk mendapatkan maklumat Infrastruktur yang bertanggungjawab perlu
keperluan sebenar di setiap lokasi semasa menjalankan kerja-kerja penilaian di lokasi

sesi lawatan diadakan. seperti mendapatkan perincian maklumat
berdasarkan senarai semak, melawat bilik
pejabat, kaunter dan bilik mesyuarat,
penandaan peralatan yang telah diperiksa
dan memberi maklum balas kepada Focal

Point. Selain itu, aktiviti Penilaian Tapak ini
juga bertujuan untuk melaksanakan
penilaian kesesuaian pemasangan
peralatan ICT di lokasi seperti komputer,
pencetak dan peralatan khas lain serta
mendapatkan pengesahan dan perakuan
dari pegawai lokasi (checklist sign-off).



Sebanyak 14 pasukan dengan kekuatan
207 anggota yang terdiri daripada Pasukan
Teras Projek NIISe, JIM, Kontraktor NIISe
dan Subkontraktor NIISe telah

PUTRAJAYA, September 2021 – Kursus Pengukuhan Tenaga Pengajar (Master Trainer)
Sistem Imigresen Bersepadu Nasional (NIISe) telah diadakan pada 27 hingga 30
September 2021. Kursus pengukuhan yang dijalankan sebanyak dua (2) sesi itu telah
menerima kehadiran seramai 92 orang Tenaga Pengajar (Master Trainer), Jabatan
Imigresen Malaysia (JIM) dan kedua-dua sesi tersebut dijalankan secara dalam talian.


Objektif utama kursus ini dirangka bagi meningkatkan pengetahuan dan kemahiran

Tenaga Pengajar (Master Trainer) Projek NIISe JIM dalam membina modul-modul latihan
serta mengendalikan program latihan secara berkesan berpandukan pendekatan dan
metodologi pembelajaran orang dewasa.


Terdapat empat (4) pendekatan latihan sistematik yang diaplikasikan bagi memastikan
setiap peserta yang hadir berupaya untuk memahami pengisian kursus dengan berkesan.

Aspek pembangunan modul latihan (training design) akan dilaksanakan berdasarkan
Pendekatan Model ADDIE.

PUTRAJAYA, September 2021 – National Integrated Immigration System (NIISe) Master
Trainer Reinforcement Course was conducted online from 27 until 30 September 2021.
The reinforcement course was administered in two (2) sessions and were attended by 92

NIISe Project Master Trainers, Immigration Department of Malaysia (JIM).


The main objective of this course is to enhance the knowledge and skills of NIISe Master
Trainers (JIM) in developing training modules as well as conducting training programs
effectively guided by adult learning approaches and methodologies.


There are four (4) systematic training approaches applied to ensure each participant
involved is able to understand the content of the course effectively. The development

aspect of the training module (training design) will be implemented based on the ADDIE
Model Approach.

Development of NIISe Portal





PUTRAJAYA, July 2021 – The development of NIISe Portal
began on July 2021 which included discussion sessions
with Immigration Department of Malaysia (JIM) in order to
obtain user requirements that will be used as a reference
for developing User Requirement Specification (URS)
documents.



NIISe Portal is developed to provide the project
information, latest news and access to the content of the
National Integrated Immigration System (NIISe) to the
Project Team, Immigration Department of Malaysia (JIM)
officers and the public. The objective of NIISe Portal
development is to serve as a medium of communication

for the NIISe Project that can be easily and quickly
accessed by the Project Team and other related
government agencies and the public.


The main function of this portal is to provide Content
Management System (CMS) for Immigration Department
of Malaysia (JIM) officers or the Project Team to update
the latest information regarding NIISe Project. In addition,
this portal also provides other services such as:


1 Delivery of news or announcements through
communication materials developed related to NIISe
Project such as eHebahan and eNewsletter;

2 Sharing of current and proposed NIISe Project
activities; and

3 One-stop portal for access to other online
immigration services.

User Requirement Specification (URS) Workshop


PUTRAJAYA, June 2021 – The User Requirement Specification (URS) Workshop was
conducted on 23 June to 14 July 2021 attended by the JIM Business Subject Matter Expert
(SME), JIM Technical SME (BTMR), Pasukan Petugas Khas (PPK), MOHA, Pasukan Teras Projek

NIISe, JIM, Independent Project Management Team (IPM), Independent Verification and
Validation Team (IV&V), and NIISe Contractor. The workshop which was separated into two (2)
sessions, detailed out the functional and non-functional requirements as well as the work
process flow in order to generate a comprehensive User Requirement Specification (URS)
document for the development of NIISe. During these sessions, the Business Process
Re-engineering (BPR) document was used as a framework for the development of URS

documents.






Discussions with external agencies were

also held to coordinate the needs for

integration in URS development.

PUTRAJAYA, Julai 2021 – The Change Ambassador
Onboarding Program organized on Thursday, 29 July TN ISHAK
2021, was attended by 66 participants including 36
Change Ambassadors from states and eight (8) from
JIM Headquarters. This program was also attended
by Immigration Department of Malaysia officers
(JIM), Pasukan Petugas Khas (PPK), MOHA,

Independent Project Management Team (IPM),
Independent Verification and Validation Team (IV&V), PN ASPANISYA
and NIISe Contractor.


The objectives of the program are to share core
information on the NIISe Project and to introduce
Change Ambassador together with their roles and TN NUR ISHAK

responsibilities including their importance in the
NIISe Project. A Change Ambassador also serves as
the point of contact between NIISe Project Team and
the stakeholder group. One of the key responsibilities TN ASH RIZAL

Assessments plans and activities by
Infrastructure Tower. Sites Assessments
activities are executed to gather accurate
and complete data information in order to TPB and TPIN Engagement Workshop
