A MESSAGE FROM
COUNCIL LEADERSHIP

Dear Scouting Friends & Supporters:

Thank you for helping Three Harbors Council, BSA instill the values of character,
community and citizenship in thousands of Scouts and Learning for Life participants.
Despite the many challenges of the COVID-19 pandemic in 2020, our council made a
significant impact on the lives of youth in Kenosha, Milwaukee, and Racine counties.

In 2020, due to the impact of the pandemic, the number of in-person gatherings
declined as events, activities, and fundraisers were moved online. However, Scouts and
Scout leaders are resilient! Whether it be through virtual meetings or socially distanced
camp activities, our council worked to ensure youth members continued their Scouting
journey uninterrupted.

Three Harbors Council is pleased to report many positive outcomes in 2020 including:

- 6,879 total youth were served by 2,164 adult volunteers who devote their time
and energy to delivering the program.

- 115 youth became new Eagle Scouts including four girls from our council who
joined the BSA’s Inaugural Class of Female Eagle Scouts.

- 38 online Merit Badge Clinics and Webelos Adventure Clinics were held, attended
by 838 Scouts.

- Safe in-person summer camp programing for 628 Scouts and family members
was held at Indian Mound Scout Reservation and Camp Oh-Da-Ko-Ta.

As this report shows, our youth are working hard to invest in themselves, their Scouting
programs, and their communities. With your help, Three Harbors Council will continue
to build trustworthy, helpful, and brave leaders in 2021 and beyond!

MASK MAKING PROJECT

Scouts in Three Harbors Council collaborated with the Medical College of
Wisconsin to make masks for community members, food pantries, and health
centers. Ryan Spellecy, Southern Shores District Commissioner, led this
important community service project.

SCOUTING PROGRAMS

CUB SCOUTS
Cub Scouting is fun for the whole family. In Scouting, boys
and girls start with their best right now selves and grow into
their very best future selves. It’s fun, hands-on learning and
achievement that puts kids in the middle of the action and
prepares them for today – and for life. Cub Scouts get to wear
a cool uniform, go places, and see things. They play all kinds of
sports and build things, like race cars and bird houses.

Cub Scouts lets kids have fun while teaching them skills that will help them be
prepared for life. From the thrill of shooting an arrow to learning how to transform a
block of wood into a race car, Cub Scouts is one thrill after another. With a program
expertly tailored to match each age in a young person’s life, Cub Scouts learn that
even when fun isn’t easy, it’s always an adventure. In Scouting, everything has a
purpose. And it shows kids that doing their best is the most fun of all.

SCOUTS BSA
With more than 130 Merit Badges—from Archery and Art to
Welding and Wilderness Survival—Scouting is the ultimate
form of learning by doing. Scouts BSA members explore their
interests and improve their skills while working towards the
rank of Eagle Scout. By first imagining, planning then doing
their own service projects, Scouts learn the value of hard work,
and experience the thrill of seeing it pay off. Add in outdoor
adventures, hiking and camping, and Scouts BSA gives youth
experiences that will benefit them throughout their lifetime.

Since the Boy Scouts of America welcomed girls into the Scouts BSA program in
2019, local girls have been on the journey to earn their Eagle Scout rank. During
2020, four young women from Three Harbors Council earned the rank of Eagle
Scout and joined the BSA’s Inaugural Class of Female Eagle Scouts.

VENTURING
Venturing is a co-educational program for youth ages
14-20 years old. Venturing is youth-led and youth-inspired.
In Venturing, Scouts acquire life skills and gain
experiences that will prove to be valuable regardless of
where their future takes them, all while having a blast:
leadership, event-planning, organization, communication,
responsibility – the list goes on! Some crews participate in high-adventure
activities offered by the BSA, while other crews focus on special interests or
hobbies such as robotics, community service or arts and humanities. These
activities help Venturers pursue their special interests, develop leadership skills,
and learn important life lessons as they mature into adulthood.

Learning for Life is a school-based character
education program serving school age students in
kindergarten through 12th grade. Learning for Life
is designed to challenge and strengthen the lives of
students by helping them explore career interests
and develop character. The program is delivered
by council staff in partnership with educators in ten
Learning for Life groups. The program curriculum
prepares students to enhance their self-confidence,
motivation, and self-esteem through age-appropriate,
grade-specific lesson plans. Learning for Life makes
academic learning fun and relevant to real-life
situations in age appropriate and grade specific
material.

Exploring is a co-educational program for youth ages 10-20 that offers hands-
on career experiences. Exploring provides exciting activities and mentorship for
youth looking to discover their future. The Exploring program is delivered through
partnerships with various vocational industries including government agencies,
local businesses, and organizations. The hands-on experiences in Exploring offer
youth the opportunity to find their passion and hopefully, turn it into a rewarding
career.

CAMPING

In 2020, Cub Scout Summer Camp
programs continued to operate at
Camp Oh-Da-Ko-Ta in Burlington
and Indian Mound Scout Reservation
in Oconomowoc with COVID-19
safety precautions in place. Due
to the pandemic, the camp season
was reimagined with new half-day
Adventure Camp programs offered
along with a new online Backyard
Day Camp. In total, 628 Scouts and
family members attended
in-person summer camp programs
with an additional 67 Cub Scouts
participating in virtual day camps.
Another new camp program offering
was in-person merit badge clinics
for Scouts BSA members led by
the summer camp staff. A total of
331 Scouts participated in the merit
badge clinics during the summer of
2020.

ORDER OF THE ARROW
The Order of the Arrow is Scouting’s National Honor Society.
The OA is known as the “Brotherhood of Cheerful Service.”
Three Harbors Council’s Kanwa tho Lodge provides service
to each of our camps by preparing the properties for the
summer season and getting them ready for the winter. In
2020, the 610 Kanwa tho Lodge members provided 2,963
hours of service to Three Harbors Council.

VOLUNTEER RECOGNITION

SILVER BEAVER AWARD
The Silver Beaver Award was introduced in 1931 and
is a council-level distinguished service award of the
Boy Scouts of America presented annually in Three
Harbors Council. Recipients of the Silver Beaver
Award are Scouters who have made an impact on
the lives of youth through noteworthy service given
at the council level.
