A MESSAGE FROM COUNCIL LEADERSHIP

Dear Scouting Friends & Supporters:

Your support of Scouting instills the values of character, community, and citizenship in
thousands of Scouts in Three Harbors Council. In 2021, our council made a significant
impact on the lives of youth in Kenosha, Milwaukee, and Racine counties and in service
within our communities.

This past year, several in-person program events, activities, and fundraising gatherings
were moved online due to the COVID-19 pandemic. However, Scouts and Scout leaders
are resilient! Whether it was through virtual meetings or socially distanced gatherings, our
council worked to ensure youth members continued their Scouting journey uninterrupted.
It has not been easy, but our dedicated volunteer leaders have found a way to keep
Three Harbors Council Scouts active in the outdoors, providing service to others, and
experiencing a first-class program.

Three Harbors Council is pleased to report many positive outcomes in 2021 including:

• 4,241 total youth were served by 2,058 volunteer Scout leaders who devote their
time and energy to delivering the program.

• 4,650 merit badges and 3,367 rank advancements earned by local Scouts.

• 119 youth became new Eagle Scouts, including four girls from our council who
joined the BSA’s Inaugural Class of Female Eagle Scouts.

• 843 Scouts and family members attended summer camp programs at Indian
Mound Scout Reservation and Camp Oh-Da-Ko-Ta.

• 40,903 pounds of food were collected by Scouts for donation to local food pantries.

As this annual report shows, our youth are working hard to invest in themselves, in one
another, and in their communities. With your help, Three Harbors Council will continue to
build trustworthy, helpful, and brave leaders in 2022 and beyond!

Aurora District

Serving the northern half of Milwaukee County including the northern and western
suburban communities of Wauwatosa, West Allis, West Milwaukee, Shorewood,
Whitefish Bay, Glendale, Fox Point, Bayside, River Hills and Brown Deer.

Red Arrow District

Serving communities in Racine and Kenosha Counties.

Southern Shores District

Serving the communities of southern Milwaukee County, including the cities of
Cudahy, Franklin, Greendale, Greenfield, Hales Corners, Oak Creek, St. Francis, South
Milwaukee, and the southern part of the city of Milwaukee.

CAMPING & PROGRAM

In 2021, Cub Scout Summer Camp programs were held at
Camp Oh-Da-Ko-Ta in Burlington and Indian Mound Scout
Reservation in Oconomowoc with COVID-19 safety
precautions in place to keep our Scouting families safe.
The summer programs included Day Camp, Webelos
Weekends, Family Weekends, and Adventure Mornings.
A total of 833 Scouts and family members attended camp
programs. The summer camp staff also led merit badge
clinics at both camps with 208 Scouts attending.

Order of the Arrow

The Order of the Arrow is Scouting’s National Honor
Society known as the “Brotherhood of Cheerful Service.”
Three Harbors Council’s Kanwa tho Lodge provides
service to each of our camps by preparing the properties
for summer camp and the winter season. In 2021, the
691 Kanwa tho Lodge members provided 5,239 hours of
service to Three Harbors Council.

COMMUNITY SERVICE

Scouts from 73 Cub Scout Packs and
Scouts BSA Troops participated in the
2021 Scouting for Food drive over two
weekends during the month of June.
Scouts collected more than 40,000
pounds of food to support the work
of nine local food pantries: Mayfair
Food Pantry, First Lutheran Church
Pantry, Eastbrook Church Food Pantry,
Faith Baptist Church Pantry, Faith Presbyterian Church, The Sharing Center, Love
Inc., Racine County Food Bank, and the Shalom Center. Thank you to our Scouting
for Food sponsors, Feeding America of Eastern Wisconsin and the Kiwanis Club of
Milwaukee, and Phillip Clark, Scouting for Food Chairman.

Kenosha Scouts Clear Snow From Fire Hydrants

In February 2021, back-to-back major snowstorms
blanketed southeastern Wisconsin with more than 20
inches of snow. The significant snowfall presented
a problem for Kenosha’s Fire Chief, and as an Eagle
Scout, he reached out to Scouting to help. Scout
Leader Ken Walton, a retired Kenosha Fire Captain,
volunteered to organize the efforts of 130 Scouts
and leaders to clear 360 fire hydrants across
Kenosha. The Scouts who volunteered
represented twelve units who answered the
call in a big way!

Silver Beaver Award

The Silver Beaver Award is a council-level distinguished service award of the Boy
Scouts of America presented annually in Three Harbors Council. Recipients of the

James E. West Fellowship

James E. West was the first Chief Scout Executive of the Boy Scouts
of America and served in that position for more than three decades.
The James E. West Fellowship is recognition for a gift to Three Harbors
Council’s endowment fund. This gift is in addition to the donor’s annual
support of the Friends of Scouting Campaign. Many individuals and
corporations make these gifts either in honor of someone else’s accomplishments or
in memory of a special individual.
