บทที่ 1 กติกำและหลักกำรทั่วไป General rules and principles หมวดที่ 1 กำรแบ่งระดับควำมพิกำรของกีฬำเปตองคนพิกำร Classification of disability levels in petanque for people with disabilities กำรแบ่งระดับของผู้เล่นแยกประเภทตำมควำมพิกำร ดังนี้ 1. กลุ่มนั่งวีลแชร์แข่งขัน Wheelchair 2. กลุ่มยืนแข่งขัน Standing 3. กลุ่มคนแคระ Dwarfs 4. กลุ่มพิกำรทำงหู 5. กลุ่มพิกำรทำงปัญญำ มีการจ าแนกตามลักษณะความพิการทางร่างกายผู้เล่นในแต่ละกลุ่มอย่างเห็นได้ชัดเจน และ ต้องผ่านการตรวจจ าแนกระดับความพิการของแต่ละกลุ่มผู้จากผู้เชี่ยวชาญด้านความพิการของนักกีฬาเปตองจากสมาคม คนพิการแห่งประเทศไทยก่อนลงท าการแข่งขัน โดยก าหนดให้มีคุณลักษณะความพิการ ดังนี้ 1. กลุ่มนั่งวีลแชร์แข่งขัน - กล้ามเนื้อล าตัวอ่อนแรงนั่งทรงตัวได้ไม่มั่นคงต้องใช้มืออีกข้าง ยึดวีลแชร์เพื่อการทรงตัว/หรือแขน หรือมือข้าง ที่ใช้โยนลูกเปตองอ่อนแรง หรือมีความพิการที่ส่งผลต่อการโยนลูกเปตอง มี2 ระดับ 1.1 Class / ระดับ PEW1 1.2 Class / ระดับ PEW2 1. Wheelchair Types - Weak core muscles can't stay steady while sitting and need to use opposite hand. Attachments to the wheelchair for balance/or arms or the hand used to throw the boule is weak or have a disability that affects throwing the boule 2 Class : 1.1 Class PEW1 1.2 Class PEW2 1.1 Class / ระดับ PEW1 ได้แก่ - กล้ามเนื้อขา สองข้างอ่อนแรง (โรคกล้ามเนื้ออ่อนแรง) - Myasthenia ( legs muscles) Both legs are weakness. - กระดูกไขสันหลังผิดรูปหลังคด (ความผิดปกติของกระดูกสันหลัง) - Deformity. Abnormalities - of the spine ,spinal cord deformity, Crooked back - มีกล้ามเนื้อเกร็ง มีการติดแข็งของข้อมือ ข้อศอก หรือข้อไหล่ - Tense muscles.Stiffness of the wrist, Elbow or shoulder - ข้อนิ้วข้างที่ใช้โยนขาดอย่างน้อย 6 ข้อ - 6 knuckles on the hand used for throwing are broken.

สมาคมกีฬาเปตองคนพิการไทย 2 นายจีระศักดิ์ วีระสุข นายกสมาคมกีฬาเปตอง ผู้เรียบเรียง 1.2 Class / ระดับ PEW2 ได้แก่ - กล้ามเนื้อล าตัวปกติ นั่งทรงตัวได้มั่นคง ใช้รถวีลแชร์ในชีวิต ประจ าวัน มือข้างที่ใช้ โยนลูกเปตองปกติ - Normal body muscles can sit and balance firmly. Use a wheelchair in your daily life. Use the hand you normally use to throw boules. - ขาขาดใต้เข่า หรือเหนือเข่า ทั้งสองข้าง ไม่สามารถใช้อุปกรณ์ เสริมในการยืนได้ -The leg was severed below the knee or above the knee on both sides and Unable to use standing equipment. - ขาอ่อนแรง ข้างใดข้างหนึ่ง หรือขาขาดหนึ่งข้าง - Weakness in one leg or missing one leg 2. กลุ่มยืนแข่งขัน - สามารถเดินในการชีวิตประจ าวัน แขนหรือมือข้างที่ใช้โยนลูกเปตองอ่อนแรง หรือมี ความพิการที่มีผลต่อ การโยนลูกเปตอง และหรือทรงตัวได้มั่นคง มีสองระดับ 2.1 Class / ระดับ PES3 2.2 Class / ระดับ PES4 2. Standing type - Standing type, able to walk in daily life. The arm or hand used for throwing is weak or has a disability that affects throwing the boule and/or maintaining stability 2 Class: 2.1 Class PES3 2.2 Class PES4 2.1 Class / ระดับ PES3 ได้แก่ - กล้ามเนื้อขาอ่อนแรงใช้อุปกรณ์ช่วยในการทรงตัว - Weak leg muscles, use equipment to help with balance. - ขาขาดเหนือเข่าข้างใดข้างหนึ่ง - A leg is missing above the knee on one side. - แขนข้างที่โยน อ่อนแรงข้อยึด ผิดรูป - Throwing arm weakness, stiffness joints, deformed arms. - มือขาดทั้งสองข้าง (ใต้ศอกลงไป) - Both hands missing (below the elbow) - นิ้วมือข้างที่โยน ขาดสามข้อ สามนิ้ว - Throwing hand are missing 3 of knuckles, 3 of fingers. 2.2 Class / ระดับ PES4 ได้แก่ - ขาขาดใต้เข่าข้างใดข้างหนึ่ง - Missing leg is below the knee on one side. - ขาทั้งสองข้างไม่เท่ากัน ตั้งแต่ 5 เซนติเมตรขึ้นไป - Both legs are uneven (More than 5 centimeters.) - แขนข้าง อ่อนแรง หรือขาดตั้งแต่ข้อมือขึ้นไป - The arm is weak or broken from the wrist up.

สมาคมกีฬาเปตองคนพิการไทย 3 นายจีระศักดิ์ วีระสุข นายกสมาคมกีฬาเปตอง ผู้เรียบเรียง 3. กลุ่มคนแคระ Dwarfs 3.1 Class / ระดับ PED ได้แก่ - ชาย หรือ หญิง สูงไม่เกิน 140 เซนติเมตร (วัดความสูงในท่ายืน) 3.1 Class PED - Male or Woman, height not exceeding 140 centimeters (measurement of height in standing position) 4. กลุ่มผู้พิกำรทำงหูDeaf and Dumb 4.1 Class PEDD 5. กลุ่มผู้พิกำรทำงปัญญำ Cerebral Palsy 5.1 Class PECP หมวด 2 ประเภทผู้เล่นและประเภทกำรจัดกำรแข่งขัน Players and Competition Types ข้อ 1. ผู้เล่นทุกระดับความพิการต้องได้รับการตรวจ Class จากผู้เชี่ยวชาญของสมาคมคนพิการแห่งประเทศ ไทย และนักกีฬาคนพิการทุกคนทุกประเภทการแข่งขัน ต้องแต่งกายให้สุภาพเรียบร้อยตามระเบียบการแข่ง (ยกเว้นบาง กรณี) ผู้เล่นที่ฝ่าฝืนไม่ปฏิบัติตามกติกา หรือระเบียบการแข่งขัน ผู้ตัดสินจะใช้สิทธิ์ในการตักเตือน 1 ครั้ง และหากผู้เล่น ยังเพิกเฉยฝ่าฝืนหลังจาการถูกตักเตือนจะถูกลงโทษโดยได้รับใบเหลือง (ข้อ 33) Article 1.Players and types. Players of all disability levels must have their level checked class by experts from Disabilities Association of Thailand. All players must dress neatly and wear a shirt and shoes. Players who do not comply with these rules will be given one warning by the Umpire (Except in some cases) and if they continue to ignore the violation they will be received a yellow card.( Article 33) ระดับพิกำรของผู้เล่นประกอบด้วย 1.1 กลุ่มนั่งวีลแชร์แข่งขัน (PEW 1 , PEW 2) 1.2 กลุ่มยืนแข่งขัน (PES 1 , PES 2) 1.3 กลุ่มคนแคระ(PED) 1.4 กลุ่มผู้พิการพิการทางหู(PEDD) 1.5 กลุ่มผู้พิการพิการทางปัญญา (PECP)

สมาคมกีฬาเปตองคนพิการไทย 4 นายจีระศักดิ์ วีระสุข นายกสมาคมกีฬาเปตอง ผู้เรียบเรียง ประเภทกำรแข่งขันแบ่งเป็น 9 ประเภท ประกอบด้วย 1.1 ประเภทชายเดี่ยว (Men's singles) 1.2 ประเภทหญิงเดี่ยว (Women's Single) 1.3 ประเภทชายคู่ (Men's doubles) 1.4 ประเภทหญิงคู่ (Women's doubles) 1.5 ประเภทคู่ผสม ชาย-หญิง (Mixed doubles, male-female) 1.6 ประเภททีมชาย 3 คน (Men’s triples) 1.7 ประเภททีมหญิง 3 คน (Women’s triples) 1.8 ประเภทสุดยอดมือตีชาย (Men’s Shooting) 1.9 ประเภทสุดยอดมือตีหญิง ( Women’s Shooting) องค์ประกอบของทีม Composition of teams เปตองเป็นกีฬาที่แข่งขันกันโดยมี ( Petanque is a sport in which: ) ผู้เล่นทีมละ1 คน ( 1 player play against 1 player ) [singles] ผู้เล่นทีมละ2 คน ( 2 players play against 2 players ) [doubles] ผู้เล่นทีมละ3 คน ( 3 players play against 3 players ) [triples] นอกจากนี้ ยังสามารถท าการแข่งขันในรูปแบบดังต่อไปนี้( It can also be played by: ) ในทีม 3 คนนักกีฬาแต่ละคนเล่นลูกเปตองได้คนละ 2 ลูก (In triples each player uses 2 boules )ในทีม 2 คน และทีม1 คนนักกีฬาเล่นลูกเปตองได้คนละ3 ลูก (In doubles and singles each, player uses 3 boules) *** ไม่อนุญาตให้มีการเล่นนอกเหนือจากรูปแบบดังกล่าว ( Not other formula is Allowed.) หมวด 3 อุปกรณ์กำรเล่นและกำรแข่งขัน Equipment for playing and competing ข้อ 2. ลูกเปตองที่ใช้ในการเล่นต้องได้รับการรับรองจากสหพันธ์เปตองนานาชาติ, สมาคมเปตองแห่งประเทศ ไทยฯ หรือ สมาคมกีฬาเปตองคนพิการไทย โดยมีลักษณะดังต่อไปนี้ The boules used in playing must be certified by the International Petanque Federation. Petanque Association of Thailand or Thai Disabled Petanque Association and has the following characteristics: (ก) ผลิตด้วยโลหะ a) To be made of metal. (ข) มีเส้นผ่าศูนย์กลางระหว่าง 7.05 – 8.00 เซนติเมตร b) To have a diameter between 7.05 cm (minimum) and 8 cm (maximum).

สมาคมกีฬาเปตองคนพิการไทย 5 นายจีระศักดิ์ วีระสุข นายกสมาคมกีฬาเปตอง ผู้เรียบเรียง (ค) มีน้ าหนักระหว่าง 650 – 800 กรัม และต้องมีเครื่องหมายของผู้ผลิต ตัวเลขแสดงน้ าหนักและเลขรหัส ปรากฏบนลูกเปตองอย่างชัดเจน c) To have a weight of between 650 grams (minimum) and 800 grams (maximum).and must have the manufacturer's mark. Numbers showing the weight and code clearly appear on the boules. (ง) เป็นลูกเปตองที่ผลิตจากโรงงานที่ได้รับการรับรองจากสหพันธ์เปตองนานาชาติและห้ามเปลี่ยนแปลง สภาพจากเดิมไม่ว่าจะใช้ตะกั่วบัดกรี หรือน าเอาดินทรายมาติดเพิ่ม หรือใส่ลงไปในลูกเปตอง ในลักษณะที่มี เจตนาส่อไปในทางทุจริต แต่อนุญาตให้เจ้าของสลักชื่อหรือท าเครื่องหมายบนลูกเปตองได้ D) Petanque is played with boules approved by the F.I.P.J.P. and which conform and do not change the condition from the original. The boules must not be tampered in any way, not altered or modified. The boules owners are allowed to engrave their names or marks on the petanque boules. 2.1 ผู้เล่นที่ฝ่าฝืนหรือละเมิดกติกา ข้อ 2 (ง) จะถูกลงโทษให้ออกจากการแข่งขันทันที Players who violate or are charged under Rule 2 (C) are punished by immediate dismissal from the competition. 2.2 ลูกเปตองที่ถูกเปลี่ยนแปลงสภาพจากเดิม ผู้กระท าผิดจะต้องถูกลงโทษ ดังนี้ Players attempting to improve the original condition of the boule will be punished for that offense. (ก) กรณีปลอมแปลงลูกเปตอง ผู้กระท าผิดจะถูกถอนใบอนุญาต (บัตรประจ าตัวนักกีฬา) ไม่เกิน 5 ปี และถูกลงโทษจากคณะกรรมตรวจสอบทางด้านการวินัย (a) In the case of counterfeiting boules offenders will have their license revoked (Athlete ID card) for not more than 5 years and may be punished by the disciplinary committee as well. (ข) กรณีดัดแปลงสภาพของลูกเปตอง ผู้กระท าผิดจะถูกถอนใบอนุญาต (บัตรประจ าตัวนักกีฬา)เป็น เวลา 2 ปีและห้ามเข้าท าการแข่งขันในกีฬาแห่งชาติและนานาชาติเป็นระยะเวลา3-5 ปี (b) In the case of modifying the condition of the boule, offenders will have their license revoked (Athlete Identification Card) for 2 years and prohibited from competing in national and international sports for a period of 3 - 5 years 2.3 กรณีหนึ่งกรณีใดที่ได้ระบุไว้ใน ข้อ 2.2 (ก) และ (ข) ถ้าผู้เล่นได้ยืมลูกเปตองจากผู้อื่นมา เล่นเจ้าของลูกเปตองผู้ให้ยืมและผู้เล่นที่ยืมลูกเปตองจากผู้อื่นมาเล่นจะถูกลงโทษภาคทัณฑ์ เป็น ระยะเวลา 2 ปี In any of the cases specified in Section 2.2 (a) and (b), if a player has borrowed a boules from another person to play, the owner of the boule, the lender and the player who borrowed the boule from others to play will be punished with a probation for a period of 2 years.

สมาคมกีฬาเปตองคนพิการไทย 6 นายจีระศักดิ์ วีระสุข นายกสมาคมกีฬาเปตอง ผู้เรียบเรียง 2.4 ถ้าลูกเปตองนั้นมิได้กระท าทุจริต แต่เนื่องจากลูกเปตองนั้นเก่ามาก หรือมีการผิดพลาดจากโรงงาน ผู้ผลิต และตรวจสอบแล้วไม่ได้ลักษณะตามที่ได้ก าหนดไว้ในข้อ 2 (ก) (ข) และ (ค) จะต้องเปลี่ยนลูกเปตองทันที If the boule has not been tampered with, but is worn with age, or there is a manufacturing defect and after inspection it does not have the characteristics as specified in Section 2 (a), (b), and (c), the boule must be replaced immediately. 2.5 เพื่อประโยชน์ของฝ่ายตน ก่อนท าการแข่งขันทุกครั้ง ผู้เล่นทั้งสองฝ่ายควรตรวจสอบลูกเตอง ของตนและฝ่ายตรงข้ามให้ถูกต้องตามเงื่อนไขที่ได้ก าหนดไว้ใน ข้อ 2 (ก)(ข) และ (ค) For the benefit of all players and teams, before every competition both players should inspect their own boules and those of their opponents according to the conditions specified in Section 2 (a) (b) and (c). 2.6 ในกรณีที่มีการผ่าลูกเปตองเพื่อตรวจสอบ ถ้าลูกเปตองนั้นมิได้ถูกกระท าทุจริตฝ่ายประท้วง จะต้องรับผิดชอบชดใช้ หรือเปลี่ยนลูกเปตองนั้นให้แก่ฝ่ายเสียหาย และเจ้าของลูกเปตองที่ได้รับการชดใช้แล้วไม่มีสิทธิ์ที่ จะเรียกร้องค่าเสียหายใด ๆ อีก In the case where a boule is cut open for inspection and If the boules has not been tampered with, the protesting party will be responsible for compensation or exchange the boules for the damaged party and the owner of the boules does not have the right to claim any further damages. 2.7 ในระหว่างการแข่งขันผู้ตัดสินและกรรมการชี้ขาด อาจตรวจสอบลูกเปตองของผู้เล่นทุกคน ได้ทุกเวลา During the competition, the umpire and head of umpire may at any time require examination of the boules of one or several players. 2.8 การประท้วงของนักกีฬาว่าด้วยเรื่องการตรวจสอบลูกเปตองจะกระท าได้ในระหว่างการเล่น 2 เที่ยวแรกเท่านั้น The complaints of boules may only be made during in the 2 ends of play. 2.9 หลังจากเริ่มเล่นเที่ยวที่ 3 แล้ว ถ้ามีการประท้วงเกี่ยวกับลูกเปตองของฝ่ายตรงข้าม เมื่อ ตรวจสอบแล้วและพบว่าลูกเปตองนั้นไม่ผิดกติกาแต่อย่างใด ฝ่ายที่ประท้วงจะถูกปรับ 3 คะแนน โดยน าไปเพิ่มในป้าย คะแนนของฝ่ายตรงข้าม After starting to play the 3rd end and if there is a protest about the opponent's boules and upon inspection it was found that the boules did not violate the rules, the protesting side will be fined 3 points, which will be added to the opponent's score. ข้อ 3. วงกลมผลิตจากใยสังเคราะห์ (พลาสติก) มีเส้นผ่าศูนย์กลางระหว่าง 35 – 50 เซนติเมตร Circles made from synthetic fibers (plastic) with a diameter between 35 - 50 centimeters.

สมาคมกีฬาเปตองคนพิการไทย 7 นายจีระศักดิ์ วีระสุข นายกสมาคมกีฬาเปตอง ผู้เรียบเรียง ข้อ 4. ลูกเป้าต้องท าจากไม้ หรือวัสดุสังเคราะห์ และได้รับการรับรองมาตรฐานจากสหพันธ์เปตองนานาชาติ ตามข้อก าหนดของการท าลูกเป้าที่ได้มาตรฐาน ดังนี้ Jacks are made of wood, or of a synthetic material and having obtained the FIPJP’s approval in line with the precise specification relating to the required standards. เส้นผ่าศูนย์กลางของลูกเป้าต้องมีขนาด 30 มิลลิเมตร (สามารถเพิ่มหรือลดได้ไม่เกิน 1 มิลลิเมตร) Their diameter must be 30 mm (tolerance: + or –1 mm).น้ าหนักลูกเป้าต้องอยู่ระหว่าง 10 -18 กรัม their weight must be between 10 and 18 grams.การทาสีลูกเป้า อนุญาตให้กระท าได้, แม้ว่าจะท าด้วยไม้แต่ต้องไม่ สามารถยกขึ้นได้ด้วยแม่เหล็ก Painted jacks are authorized, but at no time must they, nor the jacks made of wood, be capable of being picked up with a magnet. ลูกเป้ำที่ถูกโยนในระยะที่ถูกต้องตำมกติกำของกีฬำเปตองคนพิกำร ต้องเป็นไปตำมเงื่อนไขดังต่อไปนี้ : กลุ่มนั่งวีลแชร์แข่งขัน Wheelchair (PEW1, PWE2) ระยะห่างจากลูกเป้าถึงขอบด้านในของวงกลมจะต้อง อยู่ระหว่าง 5 เมตรและไม่เกิน 8 เมตร กลุ่มยืนแข่งขัน Standing (PES1 PWS2) และ กลุ่มคนแคระ Dwarf (PED) ระยะห่างจากลูกเป้าถึงขอบด้านในของวงกลมจะต้องอยู่ระหว่าง 6 เมตรและไม่เกิน 9 เมตร For the thrown jack to be valid of Petanque for the Disabled, the following conditions apply: Petanque playing distance according to the rules of Petanque players with disabilities in the wheelchair competition group (PEW1,PWE2) the circle must be 5 metres minimum and 8 metres maximum. สมาคมกีฬาเปตองคนพิการไทย 23 นายจีระศักดิ์ วีระสุข นายกสมาคมกีฬาเปตอง ผู้เรียบเรียง ข้อ 28 จะถูกใช้หลังจากประกาศลงท าการแข่งขันทันที The penalties according to Section 28 will come into effect after the announcement of the start of every time. 28.2 หลังจากการประกาศการแข่งขันได้ผ่านพ้นไปแล้ว 1 ชั่วโมง ทีมที่ยังไม่ได้ลงท าการแข่งขันจะถูก ปรับให้เป็นผู้แพ้ในเกมนั้น If after one hour has elapsed since the announcement of the start of the match a team has not yet played, then they will be considered the loser of that game. 28.3 ทีมที่มีผู้เล่นไม่ครบจ านวน ก็ต้องลงท าการแข่งขันตามเวลาก าหนดโดยไม่อนุญาตให้รอผู้ร่วมทีม ที่มาล่าช้า และจะเล่นลูกเปตองได้ตามจ านวนที่ผู้เล่นมีสิทธิ์เท่านั้น (ตามประเภทที่แข่งขัน) Teams with incomplete number of players must compete at the specified time without waiting for additional players to arrive and can only play the number of boules that the player has the right to (according to the type of competition) ข้อ 29. เมื่อการแข่งขันในเที่ยวนั้นได้เริ่มเล่นไปแล้ว ผู้เล่นที่มาล่าช้าไม่มีสิทธิ์ลงเล่นในเที่ยวนั้นทันที แต่อนุญาตให้ลงเล่น ในเที่ยวต่อไปได้ When the competition on that game has already started, players who arrive late are not eligible to play on that game but are allowed to play in the next end. 29.1 เมื่อการแข่งขันในเกมนั้นได้ด าเนินไปแล้ว 1 ชั่วโมง ผู้เล่นที่มาล่าช้าจะหมดสิทธิ์ลงท าการแข่งขันในเกมนั้น Once the game has been played for 1 hour, late players will lose the right to compete in that game. 29.2 ถ้าการแข่งขันนั้นเป็นการแบ่งเป็นสาย จะอนุญาตให้ผู้เล่นที่มาล่าช้าลงแข่งขันในเกมที่ 2 ได้ไม่ว่าผลการ แข่งขันขันในเกมแรกจะแพ้หรือชนะก็ตาม If the competition is divided into groups, late players will be allowed to compete in the second game regardless of whether the first game was won or lost. 29.3 หากทีมที่มีผู้เล่นไม่ครบจ านวนสามารถชนะการแข่งขันในเกมนั้น จะอนุญาตให้ผู้เล่นที่มาล่าช้าลงแข่งขันใน เกมต่อไปได้ แต่ต้องเป็นผู้เล่นของทีมนั้น ๆ และต้องมีรายชื่อที่ถูกต้องในใบสมัครด้วยตามรายการแข่งขัน If a team that does not have the full number of players wins that game, Players who arrive late will be allowed to compete in the next game. สมาคมกีฬาเปตองคนพิการไทย 24 นายจีระศักดิ์ วีระสุข นายกสมาคมกีฬาเปตอง ผู้เรียบเรียง ข้อ 31. ในระหว่างการแข่งขัน หากมีฝนตกให้แข่งขันต่อไปจนจบเที่ยว เว้นแต่มีเหตุสุดวิสัยที่ ไม่สามารถแข่งต่อไปจนจบ เที่ยว กรรมการผู้ตัดสินและกรรมการผู้ชี้ขาดเท่านั้นที่มีอ านาจให้หยุดพักการแข่งขันชั่วคราว หรือยกเลิกการ แข่งขันนั้น If there is rain during the competition, play will continue until the end of the game unless there is a force majeure event that prevents the game continuing. (ข) ถอนใบอนุญาต/บัตรประจ าตัวนักกีฬา (b) Withdraw of the players license/identification card. (ค) งดให้รางวัล (c) Ineligible from receiving rewards. 32.1 การลงโทษผู้เล่นที่กระท าผิด อาจมีผลถึงผู้ร่วมทีมด้วย Punishment for the offending player may affect team members as well. 32.2 บทลงโทษ (ก) และ (ข) เป็นอ านาจของประธานกรรมการผู้ตัดสิน Penalties (a) and (b) are under the head of the umpire. 32.3 บทลงโทษ (ค) เป็นอ านาจของคณะกรรมการจัดการแข่งขันที่จะต้องท ารายงาน และส่งรางวัลที่ยึดไว้นั้นให้ สมาคมฯ ทราบภายใน 48 ชั่วโมง เพื่อพิจารณาตามที่เห็นสมควรต่อไป Penalties (c) It is the power of the organizing committee to make a report. and send the confiscated prize to the association within 48 hours for further consideration as it deems appropriate.

สมาคมกีฬาเปตองคนพิการไทย 25 นายจีระศักดิ์ วีระสุข นายกสมาคมกีฬาเปตอง ผู้เรียบเรียง 32.4 การลงโทษทุกกรณี เป็นอ านาจของคณะกรรมการบริหารสมาคมเปตองประเทศนั้น ๆ ที่จะ พิจารณาเป็นขั้นตอนสุดท้าย Punishment in all cases is the power of the Executive Committee of the Petanque Association of that country to consider as the last step. ข้อ 33. ผู้ตัดสินทุกคนที่ได้รับแต่งตั้งจากสมาคมกีฬาเปตองคนพิการไทย มีหน้าที่ควบคุมดูแลให้ การแข่งขันด าเนินไปอย่างมีระเบียบและถูกต้องตามกติกาอย่างเคร่งครัด และมีอ านาจให้ผู้เล่นทุกคน หรือทุกทีมที ปฏิเสธไม่ปฏิบัติตามค าตัดสินออกจากการแข่งขันได้ (การตัดสินลงโทษขึ้นกับการกระท าความผิดหรือการฝ่าฝืน ระเบียบการแข่งขันหรือไม่ปฏิบัติตามกติกา ) บทลงโทษเริ่มจากการ เตือนด้วยวาจา ใบเหลือง ใบส้ม ใบแดงล าดับ ความรุ่นแรง All umpire appointed by Thai Disabled Petanque Association have a duty to supervise and ensure that the competition is carried out in an orderly manner and strictly according to the rules. Teams that refuse to abide by the decision may be disqualified from the competition. (The punishment depends on the offense or violation of the competition rules or non compliance with the rules.) If a player violates this rule they will receive one warning. If they continue to violate this rule, they will be given a yellow , red card or lose the game. ข้อ 34. การจัดการแข่งขันในระดับต่าง ๆ หากมีเหตุท าให้เกิดการจลาจลในสนามแข่งขัน ผู้ตัดสิน จะต้องท า รายงานให้สมาคมทราบภายใน 24 ช.ม ทางสมาคมฯ จะเรียกตัวผู้กระผิดนั้นมาชี้แจงต่อคณะกรรมการ ระเบียบ วินัยเพื่อพิจารณาลงโทษต่อไป Organizing competitions at various levels. If there is a violent event during the competition the umpire must make a report to the association 24 ouer. The association will summon the people responsible to explain their actions to the committee for possible discipline or further punishment. ข้อ 35. หากกรณีอื่นใดที่มิได้ก าหนดไว้ในกติกานี้ เป็นหน้าที่ของผู้ตัดสินที่จะต้องขอความร่วมมือคณะกรรมการชี้ขาด ของการแข่งขันครั้งนั้น เพื่อพิจารณาตัดสินชี้ขาดตามควรแก่กรณี (คณะกรรมการชี้ขาดประกอบด้วยกรรมการ 3 หรือ 5 คน) If any other cases are not specified in these rules it is the duty of the umpire to request cooperation from the deciding committee of that competition to consider and make a final decision as appropriate to the case (the arbitration committee consists of 3 or 5 judges. ข้อ 36. การชี้ขาดของคณะกรรมการผู้ตัดสินให้ถือเป็นที่สิ้นสุด ในกรณีมีเสียงเท่ากันให้ประธานกรรมการจัดการแข่งขัน เป็นผู้ชี้ขาด Article 36. There are meet the standards as specified by the rules. 1.ต าแหน่งของผู้โยนลูกเป้าและลูกเปตองของทั้ง 2 ฝ่าย จะใช้ต าแหน่งโยนเดียวกันทุกครั้ง โดยท าการวาดวงกลม หรือ ใช้ วงกลมมาตรฐานตามกติกาเพื่อก าหนดจุดในการเล่น The position of the thrower jack and boule for both sides will use the same throwing position every time.. By throwing within a circle on the ground. If the opponent’s boule is closer to the jack than yours then you will throw again until you have a boule closest to the jack. If you are closer, then your opponent will keep throwing until they are closest. 3.การนับคะแนน กรณีเกมส์การแข่งขันก าหนดให้ใช้13 คะแนน ผู้เล่นใช้ลูกเปตองคนละ 3 ลูก ผู้เล่นต้องโยนแข่งกัน (ข้อ 2) ไปจนหมดลูกเปตองในมือ โดยห้ามเดินไปหยิบลูกเปตองที่โยนไปแล้วกลับมาถือหรือโยนใหม่ หากโยนลูกเปตองจน หมดทั้ง 2 ฝ่าย ให้นับคะแนนโดยนับจากลูกเปตองที่ใกล้ลูกเป้ามากที่สุดจะเป็นฝ่ายได้คะแนนในเที่ยวนั้น และเริ่มเล่นใน เที่ยวถัดไปที่ฝั่งตรงข้าม โดยในการขึ้นรอบใหม่แต่ละครั้ง สิทธิ์ในการโยนลูกเป้าจะตกเป็นของผู้ชนะในเที่ยวก่อนหน้านี้ Suppose : Scoring. In each new round the right to throw the Jack goes to the winner of the previous round. หมวดที่ 2 วิธีกำรจับลูกเปตอง How to hold a petanque boule. 1. หงายมือวางลูกเปตอง/ลูกบูล ลงไปในอุ้มมือในท่าที่สบาย (รูปที่1) Place your hand over and place the boule in your hand in a comfortable position (Picture 1) หรือคว่ ามือ จับลูก (รูปที่2) Turn your hand upside down to hold the boule (Picture 2) และทั้งนี้จะจับแบบใดก็ได้แล้วแต่ ความถนัดของแต่ละบุคคล (รูปที่3) Any type of grip can be used, depending on the aptitude of each person. สมาคมกีฬาเปตองคนพิการไทย 31 นายจีระศักดิ์ วีระสุข นายกสมาคมกีฬาเปตอง ผู้เรียบเรียง 2.3 ถ้าทั้งสองฝ่ายยังมีลูกเปตองเหลือเล่นอยู่ ฝ่ายที่โยนลูกเปตองไปทีหลังจะต้องเป็นฝ่ายเล่นลูกต่อไป และถ้ายังเสมอกันอยู่ต้องเปลี่ยนให้อีกฝ่ายหนึ่งเป็นผู้เล่น และต้องสลับกันโยนฝ่ายละหนึ่งลูกจนกว่าฝ่ายหนึ่งฝ่ายใดจะ ใกล้ลูกเป้ามากกว่าหรือได้คะแนนแล้วเล่นต่อไปตามปกติ If both sides still have boules remaining, the side that threw the last boule must play again. If the boule on both sides are still tied, the other side must play.
