INTRODUCTION

One Medicare Sdn Bhd was incorporated on 5th October 2012. To date its Authorized Capital
and Paid-up Capital is RM 5,000,000.00.

One Medicare Sdn. Bhd. (OMSB) is a special vehicle purpose company that has been awarded
the Hospital Support Services for all of Sarawak, effective 1st April 2015.

The six (6) services that are provided by OMSB are Facilities Management Services (FMS),
Facility Engineering Maintenance Services (FEMS), Biomedical Engineering Maintenance
Services (BEMS), Linen and Laundry Services (LLS), Healthcare Waste Management Services
(HWMS) and Cleansing Services (CLS).

QUALITY, HEALTH, SAFETY & ENVIRONMENT MANAGEMENT SYSTEM (QHSEMS)

The Company’s Quality, Health, Safety & Environment Management System (QHSEMS), is
structured to comply with the requirements of ISO 9001:2015, ISO 13485:2016, ISO 14001:2015,
and ISO45001:2018 standards and other relevant requirements. It comprises of the QHSE
Manual, the Company’s procedures, Operating Guidelines, Work Instructions, Specifications
which outline the functions and responsibilities of the departments and individuals involved in
the QHSEMS. The QHSEMS provides information and instruction related to the implementation,
management, and review of the Company’s business and quality improvement processes.

QHSEMS is headed by the Chief Executive Officer (CEO), who will ensure that the requirements
of the Quality, Health, Safety and Environment Management System are developed and
effectively implemented. The organization structure is made available at every level of the
organization. General and specific responsibility and authority are explicitly defined in the Job
Descriptions for all personnel whose activities influence service qualities, which include
ensuring customer/supplier relationship at all interfaces within the Company. The responsibility
and authority defined are consistent with the means and methods necessary for achieving
service quality.

QSHE DEPARTMENT
QSHE stands for Quality, Safety, Health & Environment. The QSHE Department in the Company
plays an advisory role in addition to assisting in Quality, Health, Safety and Environment matters
for the Company's operations. These include design and project work, construction activities,
technical audit and the formulation of company Quality, Health, Safety and Environment
enhancement programs.

Among the tasks undertaken by the QSHE department are:

• Ensuring the Company’s Quality, Safety, Health, and Environment Management
System is implemented and maintained effectively in accordance with agreed
procedures, and the requirements of the ISO 9001, ISO14001, ISO13485 and
ISO45001:2018 standards.

• Reporting all QSHEMS related information to the top management and any need
for improvement.

• Planning, implementing, reporting and reviewing internal quality audits and
ensuring the implementation of agreed corrective actions.

• Assisting departments to prevent the occurrence of any non-conformities relating
to the QSHEMS.

• Ensuring promotion of awareness of customer requirement throughout the

1. Facilities Management Services (FMS)
Facilities Management Services (FMS) is an integrated management service encompassing
Facility Engineering Maintenance Services (FEMS), Biomedical Engineering Services (BEMS),
Linen and Laundry Services (LLS), Healthcare Waste Management Services (HWMS) and
Cleansing Services (CLS). FMS is set up to ensure the smooth and proper management and
integration of the 5 services. Facilities Management Services also include Helpdesk service
and other administrative functions and roles in the Hospital Support Service

2. Facility Engineering Maintenance Services (FEMS)
The Facility Engineering Maintenance Services (FEMS) is
committed to provide and maintain an efficient and effective
operations and maintenance services to the Contract Hospital
(CH).
Scope of services include all civil engineering facilities,
mechanical and electrical engineering system, plants and
transportations, all built up facilities within hospital compound,
ground maintenance and offsite facilities under the
administration of hospital as per the Concession Agreement (CA).

3. Biomedical Engineering Maintenance Services (BEMS)

Biomedical Engineering Maintenance Services (BEMS) is a
comprehensive maintenance program to carry out effective
maintenance and management program to all the biomedical
equipment and devices in the hospitals. Through effective
management of comprehensive maintenance activities, all
biomedical equipment should be functioning in accordance to
its originally designed specifications so as to provide a safe and
functional environment for patients, operators, visitors and
clinical staff.

4. Linen and Laundry Services (LLS)

In the healthcare industry, where the highest volume of patients is the public, One
Medicare aims to not only meet the demands of the high volume of patients but to also
maintain the quality of customer expectation. At all times, hygiene is our top priority in
the entire laundry service processes.

All Linen and Laundry processes are in accordance to the International Standard.
Services include collection of soiled linen, processing of soiled linen and delivery of
clean linen to 23 hospitals. One Medicare churns a laundry capacity of more than 20
tonnes per day.

5. Healthcare Waste Management Services (HWMS)

One Medicare provides a complete range of services for the management of healthcare
waste for 23 hospitals in Sarawak. Recently a lot of focus has been placed in increasing
awareness and need for the proper disposal of healthcare waste in the Healthcare
industries.

Our service covers from the collection right up to the treatment and safe disposal of all
healthcare waste. Healthcare waste are segregated into clinical, solid, pharmaceutical,
radioactive, kitchen and general waste.

For Scheduled Waste Management One Medicare has been active in conducting in-
house trainings to all the Head of Services, Supervisors, Incinerator Operators and
Drivers to enhance their ability, skill and knowledge in managing scheduled waste.
External trainers such as Bomba Hazmat Malaysia are also invited to share and train the
staff on Spillage Management of Schedule Waste. OMSB competent persons also
conduct awareness trainings to staff and hospital representatives to enhance their
knowledge and awareness.

One Medicare currently has five (5) incinerator plants for incineration of SW404. All five (5)
incinerators are beyond fifteen (15) years old. In 2016, a major refurbishment project was
conducted to ensure the proper functioning of the incinerators in order to prevent the
occurrence of any major breakdown.

6. Cleansing Services (CLS)
Cleansing Services is provided by One Medicare to ensure that all 23 Hospitals adhere
to the hygienic standards and are consistent with the infection control standards in the
Ministry of Health.
All our housekeeping and porterage teams need to undergo On the Job Training by
Trainers as per the training module by the British Institute of Cleansing Service. Our
Cleansing team is responsible for the regular and routine cleansing of all areas and
maintain a high level of hygiene in and around the hospital compound at all times.

At One Medicare, all Cleaning Operators and Supervisors are trained as per the Training Module
set by the British International Cleaning Science (BICS) Competency. Trainings related to

SUSTAINABILITY PROGRAM
Malaysia gave its commitment during the Copenhagen Climate Summit 2009 for Malaysia to
reduce Carbon Emission up to 40% in terms of emissions intensity of GDP by the year 2020 as
compared to 2005.
The Ministry of Health introduced the Sustainability Program to the Concession Agreement for
Hospital Support Services in 2015 to support this cause for all 148 hospitals in Malaysia. The
main outcome of this program is to achieve:

In supporting this cause, One Medicare is a registered Energy Service Company (ESCO) and is
now focusing on Human Capital development.
The Program comprises of Energy Management, Indoor Air Quality & 3R Program which started
in 2015.
Energy Management

For energy management, the key performance indicators are to obtain 3-Star Energy
Management Gold Standard (EMGS) by 2020 for all hospitals.

Prior to the certification program, various activities were carried out comprehensively such as

d) Energy Performance Contracting (EPC) Project

Hospital Sarikei, Sibu, Miri and Pusat Jantung with the support of engineering department
from Ministry of Health Malaysia and Sarawak State Health Department HSRK has
implemented the Solar Hybrid Hot Water System and LED retrofit project since 2019.

Through this EPC, The existing boiler plant will be upgraded to a Hybrid Solar Hot Water
System with the addition of solar collectors, solar hot water circulation pump, Solar DB, Solar
Thermal Control and Monitoring System (STCS) and modification on the hot water piping at
the boiler room and the conventional T8 fluorescent lamp was retrofitted to energy efficient
LED. The projected yearly savings for this 4 sites is RM 4,615,735.85 or equivalent to 4,171.43
MWh of electricity reduction and 1,255,311.55 Liter of Diesel reduction. Carbon offset is
equivalent to 11,853 tonne of CO2 on a yearly basis.

Indoor Air Quality

Indoor air quality focus on the health adverse effect related to indoor air quality for the
occupants, visitors, patients etc. in the healthcare facility and ensuring Hazard Free Environment
of the hospitals.

The key performance indicator for Indoor Air Quality is: “No declaration of Sick Building
Syndrome and Building Related illness”
As for One Medicare, all 23 Hospitals have undergone a Walkthrough Inspection and 10
hospitals have undergone the Detail Indoor Air Quality Assessment.

Reduce, Re-use, Recycle (3R Program)

The implementation of the program began in 2015 at all 23 hospitals in Sarawak. In 2016, 3R
Bins, 3R Collection & Storage Bins and Weighing Scale was supplied to all hospitals and in
2017, every hospital was equipped with 1 porter dedicated to collect recyclable materials on a
daily basis and eight (8) 3R Stores were constructed. The expected outcome from this program
is to build awareness amongst the users, occupants and patients besides reducing waste by 5%
as per the key performance indicator in the Concession Agreement.

One Medicare currently has 18 Certified Energy Managers. We shall continue to train our
employees in order to enhance their competencies, to support the Ministry in achieving their
long-term goals.

Green Building
Green Building Certification is one of the initiatives implemented within the existing hospitals
in Malaysia. Such ways promote the reduction of carbon footprints apart from ensuring the
healthcare buildings operate at its most optimum performance along with the safety on health
and public.

One Medicare Sdn Bhd plays its part in the initiative by registering public hospitals across
Sarawak under Malaysian Carbon Reduction and Environmental Sustainability Tool (MyCREST)
certification and Leadership in Energy and Environmental Design (LEED) certification. In recent
achievement, Hospital Bintulu has managed to obtain Gold achievement under LEED
Certification.

SINKING FUNDS

Sinking Funds is a fund by the Ministry of Health for Hospital Projects for the purpose of
replacing the hospital’s assets when its condition has deteriorated and exceeded its
documented lifespan as per the reports (Condition Appraisal Report, Technical Report) and
technical advice by the engineer.
