[1.0 LEAGUE OVERVIEW]
Welcome to Sprinkles are for Winners Fantasy Football League. This is a 10-team
league that was formed in 2016 by a group of owners who enjoy fantasy football. This
league is designed to be a competition between owners, but it’s not a cutthroat league
where anything goes. The rules described below are designed to act as a guideline for
overall league play, and the commissioners of the league will handle any disputes.
Please remember that the overall goal of this league is to have fun, create friendships
and enjoy the game of football. If you have any question or concerns, please do not
hesitate to ask.
[1.1 Governing Body]
During the season, the Commish will be responsible to efficiently run the day-to-day
operations of the Sprinkles FFL and will be required to interpret the appropriate course
of action based on the terms outlined in these bylaws. The Commish does not have
autonomous rule over the league.

[1.2 Commish Style]
The league is run with an 80% executive decision for the best interest of the league and
20% vote. It's just not possible to make everyone happy all of the time with any change
or fix made. I do, however, consult with the co-commissioner and I listen to opinions,
concerns, ideas, etc. before making a decision. If a possible change includes a lineup or
scoring change, I will almost always go to a vote. In my opinion, if a rule can or did
heavily affect how you have built your team, I lean towards a vote. I realize that any rule
may affect the way you are building your team in a league like this, but I'm talking strong
correlations where a change clearly hurts some teams. I'm sure things aren't perfect,
but will in no way, attempt to gain (or give) an unfair advantage, in any way by any
changes made.
Disclaimer
• Commissioner reserves the right to call to vote and/or make a decision on any action
he feels disrupts the balance of the league or is a blatantly immoral decision.
Best Interest Clause
• Should circumstances, issues, or problems arise for which a remedy is not stated in
the Rules... the Commissioner reserves the right to take whatever actions he deems
necessary in the best interest of the league. He may consult with some or all other
owners and/or possibly take a vote.

[1.3 Living Constitution]
This is the official Constitution for "Sprinkles are for Winners Fantasy Football League"
and is important to note that this is a living Constitution that will change and evolve over
the lifetime of this league. Changes will happen between seasons as often as needed
and will be effective from that point moving forward unless otherwise noted. If you have
suggestions for changes, please submit them to commissioner.

[1.4 Accounting]
1. League fees are due before the NFL draft each year. League fees consist of an
annual entry fee of $20 and an additional fee of $5, which will be used to cover awards
expenses. The co-commissioner will escrow all fees. If an owner quits any time after the
NFL draft, their fees are forfeited. Forfeited fees will be used to discount a team’s fee in
order to attract a new owner to fill the league vacancy.
2. Future year fees must be paid in order to trade future first round draft picks. Starting
with 2020 first round picks, any trades involving future first round picks must be paid
before the trade can be executed. After 20 hours, if the fees have not been paid, the
trade will be cancelled.
Example: During the 2018 season, Team A wants to trade to Team B a player package
for Team B’s 2020 first round pick, Team B must pay for the 2020 season before the
trade can be executed.
[1.5 League Prizes]
1. Payouts.
The Sprinkle Bowl Champion will receive $140, The Sprinkles Trophy, and a
Championship ring
The Sprinkle Bowl Runner-up will receive $40.
The 3rd place team will receive $20.
The Consolation Bracket (Golden Plunger) winner will be awarded the 1.01 and the 1st
pick in each round in the rookie draft in the following years rookie draft. (Voted out 3
Nov 2017) (Kept in for historical value)
2. Trophies
The prize for winning “Sprinkles are for Winners!” Fantasy Football League is the loot,
bragging rights and the temporary possession of the trophy. The trophy is the
possession of the league and will be used every year and therefore, must be returned to
the commissioner for the transfer to the new champion. The commissioner is
responsible for the trophy and ensuring the Champions are correctly identified on the
plaques. The trophy must not be altered, modified, changed or destroyed in any other
way.

[2.0 LEAGUE SETUP AND COMPETITION]
The SPRINKLES ARE FOR WINNERS FANTASY FOOTBALL LEAGUE is a 10 team
dynasty league hosted on the Flea Flicker website consisting of 2 Divisions of 5 teams
each. The Sprinkles season will begin when Flea Flicker opens their new season
(approximately a few weeks after the NFL Super Bowl.
[2.1 Divisions]
Each year, teams will be reassigned to a division by a Division winner’s draft. The #1
seed will select first and then alternate picks until both Divisions are full. Divisions will
be renamed to the division winner’s name - or something clever.
[2.2 Schedule]
The league schedule will consist of a 13-week head to head regular season format
followed by three head to head play-off weeks to determine the Sprinkle Bowl
Champion. You will play the 4 other teams in your division twice and the other 5 teams
once to makeup the 13 regular season weeks. The schedule will be auto generated by
the Flea Flicker site. Any discrepancy noted must be brought to the commissioner
ASAP. Commissioner will look into the discrepancy and correct it as determined by
what's "best for the league".
[2.3 Playoffs]
Playoffs will start on week 14 of the NFL schedule and end with the Sprinkle Bowl
Championship game on week 16. The winners in each division will be seeded #1 and
#2, and will get first round byes. The remaining four playoff spots will be assigned to the
next best four teams (based on Flea Flickers Power and Playoff Rank Tie Breaking
Rules and will be matched up as 3 vs. 6 and 4 vs. 5. Each round of the playoffs will be
reseeded.
[2.4 Point Totals and Scoring]
Our scoring format is listed on the league website settings in detail under the "scoring"
link. Flea Flicker controls the official source of stats for our league scoring. Fantasy
games are final as of the start of the next week's games. Owners are responsible for
notifying the commissioner of stat changes not applied should they occur. The Fantasy
games outcomes may be impacted by the NFL’s weekly stat changes that come out
approximately Thursday morning. Flea Flicker typically publishes any stat changes on
Thursday mornings. Flea Flicker automatically applies these stat changes at
approximately 4pm Thursday and the results of the games may be affected. These stat
changes and the outcomes affected by them are final.
[2.5 Tie-Breakers]
Flea Flickers algorithm based on the following settings will break ties.

If there is a tie in an individual game, the following tiebreak rules will be applied:
1. Most Total Starter Offensive + Special Teams TDs
2. Highest individual starter score
3. Higher bench points total
If there are multiple teams that are tied for Power and Playoff Rank, the following
tiebreak rules will be applied:
1. Best head-to-head record
2. Most average points per game
3. Best Division record (same division only)
4. Hardest Schedule (record)
5. Hardest schedule (points)
[2.6 Rankings]
Flea Flicker ranks are for regular season only - minus the championship game
participants. The Commish will adjust the playoff teams accordingly to reflect final
standings after playoffs. Consolation bracket outcomes will not be adjusted when
determining draft order. Losing teams of round one playoff games will be adjusted to 5th
and 6th place with highest ranked loser according to regular season standings getting
5th place.
[3.0 ROSTERS LINEUPS]
[3.1 Rosters]
In years 1 & 2, each team will consist of a maximum of a 30 man roster during the
regular season and cut down to 25 keepers before the draft to accommodate a
rookie/free agent draft. Starting in year 3 (2018) keepers will be set at 30 and rosters
increased to 35 to accommodate the rookie/free agent draft.
Roster position limitations consist of a Minimum and Maximum number of roster
allocations per position, they are:
QB: 2 - 10
RB: 2 - 20
WR: 2 - 20
TE: 1 - 10
D/ST: 1 - 3
[3.2 Lineups]
Weekly lineups consist of 11 starters. They are: 2QB, 2RB's, 2WR's, 1TE, 3Flex (1Flex
(RB, WR, or TE), 1Flex (RB or WR) and 1Flex (WR or TE)) and 1 D/ST. All owners
need to have their starting lineups set before the start of each individual player's game.
If you have problems accessing the league homepage to set your lineup, contact one of

the commissioners in enough time to assist setting your lineup. All owners should
actively manage their team.
Special Note: It is not the responsibility of the Commissioner to notify or correct an
owner’s invalid line-up. This authority includes making a simple line-up change for an
owner just prior to game time - for example substituting a reasonable WR alternative
from an owner's bench for a starter on a bye week. However, the Commissioner does
NOT have authority to pick up a free agent or drop a player on behalf of an owner to
correct an invalid line-up.
[3.3 Injured Reserve]
In addition to the active rosters, each team will be allocated 4 IR (injured reserve) roster
spots. In order to place a player on IR, that player must qualify per Flea Flicker setting
of Suspended, OUT, PUP, IRD or IR
[3.4 Draft]
1. Drafts will be slow internet (email) drafts on the Flea Flicker website, and all drafts will
be NFL style in the reverse order of prior year’s finish - worst to first. Owners will have a
maximum of 24 hours in which to make a selection. If you do not pick within the 24
hours, you risk the commissioner making a "best available" pick for you.
2. The exact date of the draft will set by the commissioner and will be set as close to the
first Saturday after the NFL draft as possible. A message board notification will be
posted in advance - to allow owners to set keepers and work around potential
extended time conflicts (for example an owner could be out of the country or at a work
seminar for up to 10 days). It is up to each owner to notify the commissioner
IMMEDIATELY if they foresee any such potential conflicts. Realizing that sometimes
you can't please everyone, the commissioner reserves the right to change a pre-
announced draft date to a different date in order to make "common-sense"
accommodations to these types of special schedule conflicts with the draft date.
3. Summary of Draft Order Determination
1.01 - 10th place
1.02 - 9th place
1.03 - 8th place

1.10 - 1st place - League Champion
4. Use ‘Em Or Lose ‘Em: To encourage league trading all year, a team may trade for
and own more than their initially allotted number of 5 Draft Picks. However, since any
combination of current draft picks, future draft picks and/or players can be traded, a

team that has completed their draft (made their draft picks and has filled their active
roster, but did not trade all of their excess draft picks) they will forfeit any unused picks
remaining for that draft.
[3.5 Trades]
1. Trading is encouraged, and all trades are to be approved and executed by the league
commissioners. The only reasons a trade will ever be vetoed is if collusion is proven,
(also "loaning" and “trade back” of players to help another owner cover his bye
weeks) or if in the commissioner’s opinion, the trade is so grossly unfair as to
potentially destroy the league.
2. The trading deadline during the regular season is set for 6am EST, Week 12. Trading
will re-open on Friday after the Sprinkle Bowl Champion has been determined
(pending any stat changes) and may include any combination of players, and draft
picks for up to 3 years.
3. Commissioner and Co-commissioner will review trades and agree on any
questionable trades before executing.
4. Trade Vetoes were put to a poll during the 2017 season and determined, by vote, not
to have vetoes.
Commissioner note about trades: there is not a binding trade until it has been
OFFERED AND ACCEPTED ON THE WEBSITE. Trade offers through the website are
valid offers until accepted, rejected or canceled. Proposals may sit in the system,
therefore it is your responsibility to accept, reject, counter or cancel the proposals.
Special Note: Commissioners will not execute a trade that they are involved in, unless
the trade is between both of the commissioners. The non-involved commissioner will
execute the trade. If the trade involves both commissioners, the accepting owner will
execute the trade or may choose to wait the 24 hours.
[3.6 Waiver Claims]
Flea Flicker's Blind bid waiver system will be used to claim players off of waivers with
Free Agent Acquisition Budget (FAAB) waiver dollars. Each team will receive $100
FAAB each season. Remaining FAAB will be carried over to following season, but may
not exceed a $300 balance. Carried over FAAB will be adjusted after the Sprinkles draft.
Waiver claims will be processed according to the Flea Flicker FAAB settings. Owners
with an available FAAB, can submit waiver claims until the close of the waiver period as
determined by Flea Flicker. There are no restrictions to submitting waiver claims
regardless of whether the team is in the playoffs or not. FAAB dollars MAY NOT be
traded.

[3.7 Free Agency]
Any team may claim free agents according to the Flea Flicker settings. Free Agency will
typically open when Flea Flicker starts the new season, however, Free Agents will be
locked during the pre-season and will follow waiver claim (FAAB) rules.
[4.0 MISCELLANEOUS]
• One owner may not control more than one team.
• If you plan on leaving the league, please notify me in a timely manner. This will
enable the league to move on smoothly.
• Respect of others is expected when using message boards, chat, emails, etc. related
to the league.
• Please be patient and help out if you can. Do not be discouraged - if something
doesn't go your way, know that it is not personal. I will listen to any and all
suggestions and criticisms, and I will do my best to act in the best interest of the
league as a whole.
[4.1 Unforeseen Problems]
Things come up and I understand that. If you are unable to submit a lineup for whatever
reason, please e-mail me ([email protected]) or text me at (860) 574-4888 so I
can make the changes for you. This is a fail-safe method for owners that run across
unforeseen problems. I will have a time-stamped record to show the league if there is
any question to the validity of the change. I will do my best to make sure you have a
valid/full lineup submitted each week.
[4.2 Commissioner’s Scope of Authority]
1. Commissioner’s Scope of Authority And Appeals: In addition to the commissioner’s
authority to execute trades, the commissioners have the authority to establish penalties
and/or additional rules as necessary for the fair conduct of the league, subject to the
following appeal process. Any TWO owners may appeal a commissioner’s ruling. In the
event of an appeal, the commissioner and the two appealing members will be excluded
from participating in the vote. The remaining league members will vote, and the
Commissioner’s ruling will only be reversed if a clear majority votes against.
2. Co-Commissioner's Scope of Authority: In the event that the commissioner is not able
to fulfill his role for any period during the season, the Co-Commissioner will assume the
role of the Commissioner and his scope of authority will be the same as the
Commissioner's Scope. In addition, the co-commissioner has the authority to execute
trades at any time that the commissioner is not available to execute them. The co-
commissioner also serves as the treasurer for the league.
[4.3 Collusion/Dumping/Borrowing]
Serious breaches of sportsmanship may require the commissioner to act to protect the
integrity of the league. Collusion, player dumping and any form of borrowing a player

between fantasy owners are prohibited. In the event of collusion or “fire sales“, the
commissioner may remove the player from the league and the player will forfeit his
entire fee and/or prize money. Trades or other actions where the sole intent is to help
another team with no benefit to your own is also collusion. "Loaning" and “trade back” of
players to help another owner cover his bye weeks is also a form of collusion.
[4.4 Tanking]
There are a number of controversial topics in the world of sports. There are scandals
within league front offices, cheating of many sorts, but none of these issues are as
controversial and debatable as the strategy of tanking. Tanking is, for the purpose of
this resolution, defined as the purposeful and deliberate inclusion of players known to
be injured, players known to be OUT of a particular game, or players on BYE weeks in a
starting lineup when other active options are available. Tanking is when a team is giving
up on short-term success and losing on purpose to gain a future competitive edge. It is
a strategy that a number of teams have used throughout every league in the world of
sports. Tanking allows a team to start fresh by trading away older talent that hasn’t been
able to get a team to the next level for future draft picks.
Losing is never supposed to be the desired outcome in the sports world. However, if
winning a championship is the ultimate goal for any organization, then tanking is a
strategy that struggling teams need to consider. Successfully tanking for the 1.01 does
not guarantee you anything except the opportunity to get the first pick. You must still get
lucky with your pick of an unproven player.
My goal as the commissioner is to have every team to be competitive until the end and
trying to win every game with the best team coming out on top. High draft picks are
meant to assist struggling teams in rebuilding, but are not meant to be a reward for
teams that intentionally lose games in order to better their draft position. I understand
that this is not always possible and teams must make a decision on how to make their
team better and tanking may be one of those options.
In Sprinkles, the stance I will take on this strategy is that it will be acceptable and I will
not make rules against tanking but there will be stipulations in place if teams decide to
tank.
1. When you decide to tank, you must notify the commissioner.
2. When you decide to tank, you must continue to tank from that point on in the season.
You cannot tank one week and then play to win another.
3. When you tank, you must move all players to your bench and not put any players into
the starting lineup. This will remove any doubt that you are tanking and will remove any
issues as to whether or not that your lineup is legal or not.
4. Trades involving tanking teams must be fair and will be scrutinized. A trade
calculator’s value may be considered to help determining fairness.
Tanking teams will be allowed to continue to be active in trades, waiver wire adds and
free agency pick ups.

Knowing that teams may decide to tank from week 1, week 13 or anywhere in between
we all must understand that we may end up playing a team that was competing one
week and another team will play that same team as a tanker and this is not avoidable.
Short of enforceable rules or the avoidance of questionable grey area determinations
such as, whether or not the best lineup is set, I will not make it illegal to tank.
[4.5 Removing / Replacing an Owner]
1. It is in the best interest of the league to never make this a practice. However, there
are rare occasions where it is unavoidable. These include, but are not limited to:
a) Collusion and/or cheating
b) Refusal to pay league dues and fees
c) Rude and/or abusive owner
d) Prolonged owner inactivity
2. In the event that a team’s owner decides to exit the league and no longer participate
in the league, the following guidelines will detail the exit process whether it occurs
midseason or during the off-season. It is the goal of the league to fill the ownership
position as soon as possible to maintain normal league activities as best as possible
during the time the team is ownerless. In the event an exit or removal occurs mid-
season, the commissioner (or co-commissioner) will run the team by inserting players at
each position with the highest projected total (per Flea Flickers projection) until the
vacancy is filled. If the previous owner declared to be tanking, then the team will
continue per 4.4 above while vacant and commissioner controlled.
3. The new owner will be solicited for and selected at the discretion of the
commissioners. The new owner will be required to read and agree to the Sprinkles
Constitution prior to entry into the league.
[4.6 Conduct / Participation]
1. Everyone playing is an adult and should conduct him or herself as such. Trash talk,
bragging, etc. are expected, but there is a line. Comments made that attack someone
personally; accusatory and/or inflammatory comments could harm the good of the
league. Use common sense before posting comments on the message board; the
messages are not easily removed.
2. Participation is the lifeblood of a fantasy football league; more than fresh FAs, more
than rivalries, even more than stats. If there is no sense of community going on between
owners -- no trade talk, no trash talk, no football talk -- there will shortly be no Sprinkles
are for Winners Fantasy Football League because there will be no fun. So owners are
actively encouraged to go out there and start a new rivalry or talk up some trade bait,
not only for their own enjoyment, but also for the good of the league. Owners are
encouraged to remain active year round including during the NFL offseason.

[5.0 EDITING OF THE CONSTITUTION]
[5.1 Access and Agreement]
This league is the property of all the owners as a whole. The league can always be
made better and I will rely on everyone to help make it better. These bylaws are first to
be reviewed and then accepted through an acknowledgment agreement via email. A
digital copy of the Sprinkles are for Winners Fantasy Football League Constitution will
be kept in direct access of every owner on the Sprinkles FFL website. Digital copies will
be provided to any owner who requests one.
[5.2 Constitution Changes]
All amendments, additions or deletions will be done between the Sprinkle Bowl and the
NFL Draft. To amend, add or delete a by-law, an owner needs to bring it to the
commissioner then the commissioner may create a poll so all owners can vote on the
by-law. Once all votes are in, a simple majority wins. In the event of a tie, the
commissioners will decide what is best for the league. A by-law amendment, addition,
deletion can only be voted on once each year. In-season votes, though very
discouraged, must be unanimous to pass. The commissioner will make minor changes
as necessary.
All rules will be implemented to make sure that no owners receive and unfair advantage
or disadvantage. Under no circumstances is the league format to change. This includes
player positions and point system. If changed, it could create an unfair advantage for
league owners who have built rosters towards an established format. The
Commissioner has the ability to edit any of the following without league vote: Language
clean up that does not change the interpretation or enforcement of a rule, or any rules
that are affected by changes in the league host format.
Special Note: Any format changes to the starting rosters and/or scoring will require
100% agreement via vote and will not go into effect until one full season after the rule
change approval, as this should allow everyone more time to " re-assess and re-
assemble" their roster. Any other changes will be effective the upcoming season.
