4. Please describe progress in successfully carrying out aspects of the grant work plan other than actual field water
monitoring. Attach copies of any documents or products that were produced (i.e., brochures, press releases, etc.).

Volunteer monitors were recruited for most of the lakes and trained annually. Several volunteer monitors have continued to
sample their lakes. A newsrelease was prepared and is attached the program was advertised at many meetings and events.

5. Describe in detail any problems, delays, or difficulties that have occurred in fulfilling the grant work plan. How did
the grantee resolve these problems? Were there any change orders and/or amendments to the grant contract and/or
work plan? If yes, list.

he Douglas SWCD staff saw a shift in work load and was unable to devote as much time in 2011 as in the previous year to
collecting lake water samples for this grant. Lake Agnes and Lake Henry did not have volunteer monitors, but had a long
history of data from ALASD. A change order was processed in October, 2011. Several other lakes with limited parcels had no
volunteer samplers despite marketing and direct call efforts. The SWCD staff sampled these lakes.

6. Provide an annual quality assurance assessment that includes the following elements.

A. Field meter calibration records (submit only those not previously submitted with an Interim Report).

B. A list of narrative descriptions that highlight specific data points for which adverse field conditions, field meter malfunctions,
errors, excess holding time (quantify), lab result qualifiers, or other factors that may have affected the results, and would be
beneficial to a data user. For example, a description might be included of the cross-section location of sampling chosen on
a day when a stream is out of banks, and the main flow is inaccessible due to floating debris.

C. Complete Table 2 presenting quality control sample results with columns showing comparison to lab method detection limit
for sampler blanks, and the relative percent difference(RPD) for field duplicates (see the SWAG Quality Assurance Project
Plan). Please use the “maximum expected relative percent difference” values presented on page 24 in Appendix D of the
Volunteer Surface Water Monitoring Guide (http://www.pca.state.mn.us/yhiz8f0) to assess RPD on field duplicates. Field
duplicates with values in excess of the expected RPD may be an indication of high variability within the stream, which is
useful for data interpretation. Use the comment field to note RPD or sampler blank results outside of expectations.

Section II – Participants in Project

7. Have there been any changes in project staff or contractors or has participation by companies or units of
government changed? How many volunteers participated in monitoring activities during this project? Complete

Emily Siira left the Douglas County Water Planner position and transitioned to an Area Hydrologist job with MN DNR. Steve
Henry assumed the Water Planner position on May 17th 2012 and performed the final sampling, grant documentation,
reporting, and close out activities. Seven volunteers were involved in monitoring activities.

on your last interim report.

8. Please describe training that you and/or an outside trainer provided to your project participants throughout the
course of this grant. Include details on what the training covered, who administered this training and when it was
offered (i.e., at the start of the grant, at the beginning of each field season, etc.).

Emily Siira, Douglas SWCD Water Plan Technician provided the training to all the volunteers prior to the monitoring season.
Training materials were provided by RMB Environmental Labs as a power point presentation. This is available upon request.

Section III – Evaluation Plan Results

9. Was the project a success? Did you achieve your goals?

Yes this project was a success as it provided significant data and recruited several volunteers into ogoing sampling and two
lakes have chosen to continue with TP and Chl-A sampling. The goals set out were not fully achieved but over 80% of the
proposed samples were taken.

10. What would you recommend to others interested in attempting a project like yours?
Include extra time to accomadate the inevitable duties shifted back to the LGU. Use a local lab to avoid exceeding hold times
of temps. Build enough sites into the work plan to accomadate dedicated staff, even at a part time level.

11. Distribution of the project information is a legislative requirement for all SWAGs. How do you plan to distribute
project information to interested parties (the media, businesses, Local Unit of Government [LUGs] etc.)? Is this
information to be posted on your Web site? Is so, please supply the link to your Web site.
Results are posted on RMB Environmental Labs website for public review. The SWAG Final Report is available on the
Douglas SWCD website at http://www.douglasswcd.com/grants_files/SWAGFinalReport.pdf for public review.
