Thank you for your continued support and encouragement.
We are happy to report that fiscal year 2016 was a time of growth and accomplishment for the Law Foundation of
Silicon Valley. We served more clients than ever before and expanded our work preventing homelessness,
protecting children who have been commercially sexually exploited, and helping foster youth transitioning out of
foster care and into adulthood.
A new year is a time for rebirth. That’s why in fiscal year 2017, we are not only continuing to provide high-quality
legal services and advocate on behalf of people in need, we’re also assessing the changing landscape of Silicon
Valley to understand what we can be doing more of to level the playing field.
From a lack of affordable housing and the rising cost of living, to the treatment of jail inmates with mental health
disabilities and the needs of children in our foster care system, there is no one-size-fits-all solution for the problems
our neighbors are facing. We employ direct advocacy, social work help and litigation in an effort to be flexible and
creative when addressing these issues. And we rely on our deep, long-standing partnerships with people like you.

WHO WE SERVE
When Anna arrived at the Law Foundation office she was homeless,
had no money, and was struggling with anxiety. Three months prior, her
Social Security disability benefits were canceled because Anna used her
pension to pay an outstanding debt without an official loan agreement in
place. Without her monthly benefit, Anna was unable to pay her bills,
which is how she ended up on the streets. A Law Foundation attorney
advocated on Anna’s behalf and her benefits were reinstated. In addition,
she was given $7,000 in retroactive benefits going back to the date of the
suspension. This enabled Anna to find a place to live and seek medical
treatment for her anxiety symptoms.
Sylvia is in her mid-90s and is living with severe dementia and other disabilities, including impaired eyesight. She lives
in a low-income senior housing complex in Mountain View where she is cared for by her daughter. When a maintenance
worker tried to enter Sylvia’s unit to make a repair, she and her daughter refused to let him in because they weren’t clear
what was happening. The apartment complex responded by issuing Sylvia an eviction notice for failing to comply with the
repairs. However, because Sylvia lives in a low-income community that
receives tax credit subsidies, the management company must prove there
is good cause to evict its tenants.
Fortunately, Sylvia’s daughter found the Law Foundation. Our attorney
worked quickly to arrange a time for the maintenance worker to enter the
apartment and make the repairs. Then, she contacted the management
company’s attorney to request the eviction notice be withdrawn. The
management company complied. Had Sylvia and her daughter not secured
help from a Law Foundation attorney, they might never have known the
eviction was unjustified and been forced to find new housing for Sylvia in
the increasingly expensive Silicon Valley rental market.
Jesenia is a 15-year-old girl from El Salvador. She came to the
U.S. alone to escape a violent and deteriorating situation in her
home village, where gang violence is rampant. During her
treacherous journey through parts of Central America, Mexico
and into the U.S., Jesenia and other girls and young women were
placed in homes where they were sexually exploited by the
coyotes who smuggle migrants across the border they were
traveling with. They were given very little food and when Jesenia
refused sex, she was often beaten. Eventually Jesenia made it to
a relative’s house here in Silicon Valley where she enrolled in
school and tried to start fresh.
Jesenia came to the Law Foundation for assistance with her
immigration case, but after disclosing information about her
experience being trafficked, a Law Foundation social worker also
began working with her. Jesenia soon confided that she was
feeling depressed. The social worker connected her with support
services, like counseling, and they talked about a wide variety of
issues Jesenia will face, including how to form and sustain healthy
relationships. When Jesenia was being bullied at school, a Law
Foundation attorney who is an expert in education issues worked
to get her transferred to a school that is a much better fit. Jesenia
also secured a work permit, and is in the process of applying for
jobs. She is now waiting for her green card.
2016 HIGHLIGHTS
Litigation on Behalf of 200 Individuals with Disabilities
Thanh is an 86-year-old veteran who fought alongside the United States during the Vietnam War. He was arrested at the end of
the war by the North Vietnamese government and was imprisoned in an internment camp for 10 years before being granted
asylum in the U.S. The events led him to develop post-traumatic stress disorder, which he still struggles with today. He has violent
nightmares and, as a result, cannot share a bedroom with his wife. Thanh receives a Section 8 housing voucher, which is a
government program that helps very low-income families, seniors, and individuals with disabilities afford safe housing in the
private market. When the amount of Thanh’s Section 8 voucher was reduced, he asked the Housing Authority of the County of
Santa Clara to accommodate his disability by providing his family a home with an extra bedroom, as his doctor prescribed.
His request was denied. The Law Foundation soon learned that
scores of others who made similar requests also were denied
much-needed, disability-related accommodations.
Fortunately, Fish & Richardson agreed to co-counsel with the Law
Foundation’s litigation team on a pro bono basis. Together, the Law
Foundation, with the expertise and resources of Fish & Richardson
at its side, filed a class action lawsuit on behalf of all Section 8
voucher holders who had been denied the same type of
accommodation.
The lawsuit recently settled for $3.2 million in damages, which will
be paid to nearly 200 class members, and the Housing Authority
agreed to change its policy regarding similar kinds of disability-
related, reasonable accommodation requests.
Meaningful Change for Inmates Relief for Patients with Eating Disorders

Keeping People in Their Homes
In many parts of Santa Clara County, landlords can legally
evict tenants for almost any reason as long as it is not
discriminatory; providing legal help in eviction cases is an
essential service to our community. Our Pro Bono Housing
Program, which provides representation to over 450
individuals and families annually, helps protect a basic
human need – access to safe and stable housing – for low-
income residents of Santa Clara County. Leveraging the
skills and expertise of over 200 volunteers, the Pro Bono
Housing Program helps preserve tenancies, protects rental
and credit histories and ensures that clients have additional
time to find new housing, all of which is critical in preventing
homelessness given the current housing market.

Congratulations are in order for Senior Attorney Mariel Block who was selected as the Santa Clara County Bar Association's Barrister
of the Year for her contributions to the legal profession in both a professional capacity and in pro bono and community activities.
The South Asian Bar Association of Northern California awarded Senior Attorney Nadia Aziz with its 2016 Public Interest Award.
Nadia works diligently to prevent the displacement of Silicon Valley families and to protect renters and homeowners in our community
who are being mistreated or discriminated against.
Senior Advocate Jim Raphael was honored by the
Eating Disorders Resource Center (EDRC) with its
Advocacy Award. EDRC recognized Jim’s tireless
advocacy in helping individuals with eating disorders to
access treatment and get insurance coverage for
necessary and life-saving treatments.

Community Hero Award by the Santa Clara County
Behavioral Health Board for the extraordinary work
they have done to improve the lives of people with
behavioral health illnesses.
In May, the Law Foundation was honored with the protections for renters, and our work is paying off. This spring,
Housing Trust Silicon Valley’s 2016 Housing Champion San Jose City Council approved the following measures:
