INTRODUCTION

● The First Minister or Menteri Besar is the title given to the head of government of each state in Malaysia that is ruled by a King.
● There were nine states in Malaysia that being ruled by a King which are Perlis, Johor, Kedah, Perak, Selangor, Negeri Sembilan, Pahang,

Terengganu, and Kelantan.
● Melaka, Pulau Pinang, Sabah and Sarawak are the states with no hereditary ruler. Chief Minister was used as the title for the head of government.
● Title of Menteri Besar was first introduced by the state of Johor.

• Dato’ Jaafar Bin Haji Muhammad received his early education at Malay School and Temenggung Ibrahim Telok Belanga College,
Singapore.

• He also studied English at Telok Belanga, Singapore.

FIGURE’S CAREER

● At the beginning of his life, he works as a cake hawker while his father Haji Muhammad worked as a weaver to help the family.
● In 1854, at the age of 16, he was accepted to work as a clerk trainee at the Temenggung Ibrahim Office, Telok Belanga, Singapore.
● In 1856, he was appointed as the head clerk in the minister's office.
● Then he was appointed as the Advisor and Secretary of Johor in place of his uncle, Abdullah during the administration of Sultan Abu Bakar

in the 1960s.
● He was appointed to Dato' Bentara which equates to today's First Minister of Johor, and later to Dato Menteri until 1868.
● In 1882, he officially became the First Minister of Johor.
● These appointments are one of Johor's significant history because for the first time, a First Minister was appointed from the administration

of the government.

● His commitment and achievements during his administration in Johor's government are numerous, such as:

- In 1866, he became an escort. for Emperor Abu Bakar on his first visit to Europe.
- In 1904, he was appointed regent and honored visit of Prince Arthur de Cannaught at Malaya.
- In 1910, with Dato' Seri Amar Diraja, he opposed the English desire to rule Johor.

FIGURE’S CONTRIBUTION

● His most important duty was to manage and direct the administration of the state with excellence, loyalty, conviction and efficiency.
● He is known for his courage and determination in carrying out his duty as the First Minister, particularly in opposing the attempt of the British

to interfere in Johor administration.
● During his leadership as First Minister, he made a number of changes in Johor's administration.
● In 1868, he established the Johor State Executive Council.
● In 1873, many departments covered the Treasury Department, including the police commissioner.
● He also enforced all the officers serving the Johor state government to put on the state official uniforms, including the British officers.
● The position of the Johor flag must be higher than the Union Jack, the British flag.
● All correspondence in state affairs had to be written in Malay.
● He extremely prioritizes Malay, Islamic and western education.
● He ensured that the administration of the state was clean and effective, in particular to avoid British interference.
● This is proved in the report of the governor of the Straits Settlements, Cecil Smith, who supervised the prison, civil work and departments of

Johor in 1885.
● According to the report, management was handled flawlessly, particularly by Malay officers and clerks.
● He also assisted in resolving the fighting in Pahang and Klang

● His tenacity in supporting his family until he becomes a success.
● His determination in dignifying knowledge, particularly in reading, literacy and writing so that the people will be able to lead the state

administration effectively.
● His responsibility consists mainly in delaying the British intervention.
● His wisdom in leadership ensures that Johor is constantly at peace and away from the threat of the enemy.
● His conviction and justice while administering the state government.
● An uncompromising patriotism that reflects its leadership and heart that takes care of the people.

CONCLUSION

● Dato’ Jaafar b. Muhammad is an exceptional figure in Johor leadership.
● He's responsible for modern-day Johor's development.
● He's Johor's reliable leader.
● He's the best of Johor's First Ministers.
● Fit to be the role model for all Malaysians, particularly the citizens of Johor, for his leadership.
