A CAPITAL PROJECT OPPORTUNITY

On behalf of World Islamic Mission Canada, I am pleased to correspond with you in
regards to a request for financial assistance to continue the construction of the largest
Islamic Centre in The Province of Ontario located in The Town of Oakville, Canada.

World Islamic Mission Canada (WIM) is a leading institution that maintains and
perpetuates Islamic values in Canadian society. We pride ourselves on providing
public knowledge to our communities, as well as facilitating the development of
private and public spaces aimed at Muslim activities. We have been doing this since
1995 when we became a duly registered Canadian organization identified by our
charitable organization number 88667 9950 RR0001 with the Canada Revenue
Agency. A permission letter from Canada Revenue Agency to accumulate funds
totaling 23million has been granted to World Islamic Mission for this project.

After acquiring 11 acres of prime real estate in 1998 and using the existing building
as a mosque/community centre for the past 18 years, we realized that the Muslim
community in Canada was deserving of a facility that truly represent the growth of
the Islamic faith in Canada and would be seen as a place where people of various
denominations would be able to learn about our faith, a true beacon in Oakville,
Ontario.

Over the last 4 years we have worked diligently with the Town of Oakville to obtain
the necessary permits and have begun construction on Phase 1 of this endeavor. For

As with all great endeavors there are hurdles to overcome. For us, one of those
impediments has been a shortfall in funding and capital to keep pace with the
project. As such, we are appealing to your organization to assist in contributing to
this amazing project.

This is an opportunity for you to be part of a truly monumental project that we
believe will become a pinnacle development for the Muslim community in Canada, a
non-muslim country. Our ambitions are to develop institutions that will allow
Muslims a centre that will provide education, social services, funeral services and
eventually an old age care facility. Our aim is to provide the first project that will be
able to assist Muslims at every stage of their life, while creating a bridge to our
partners in Canadian society.

This project is fully supported by the Mayor of Oakville and The Member of
Parliament in the riding as per the letters attached.

For your reference we have included a construction brochure and other related
documents which provide details about the project. In planning this structure, we
have taken into consideration the buildable area of land to satisfy all by-laws as well
as the population growth as forecasted by the Town of Oakville. While it may appear
to be huge for current use, the intent has been, to cater for the next 25 years or more.

INTRODUCTION ‫بسم الله الرحمن الرحيم‬

The start of the Since the inception of the organization in 1989 and subsequently with the
construction of The establishment of Masjid Noor-UL-Haram in 1998, it was always the dream of
Oakville Islamic Centre the community to have a custom built infrastructure to serve the residents

construction of the Oakville Islamic Centre spinning off the ground as soon as
the building permit was issued by the Town of Oakville.

This Islamic Centre will be built in 2 phases :

Phase 1 will have 2 community halls available for weddings and other
gatherings, a funeral facility with its mortuary, a prayer hall, a Dawah/
Counselling office, a Library, and multipurpose rooms to be used as
offices/classrooms for evening and weekend school.

Phase 2 will have two gymnasiums, a multipurpose hall to be used as
recreation/exercise room, a parking deck and beautiful landscape finish
incorporating a walking trail for families.

Phase 1 started in March 2015. Site services work is well over 90% complete.
Foundation and concrete walls for the lower level floor have also been
completed.

The Islamic Centre has been designed to look like traditional Islamic buildings
around the world. Its majestic and picturesque architecture will not only be an
artistic addition to the development in the Town of Oakville but a pride to all.

Builder/contractor World Islamic Mission Canada has gone through a rigorous process of
selecting a contractor to build The Oakville Islamic Centre . The selection of
BBS has built several the current builder was based on the following key areas: (i) project cost,
mosques in the greater (ii) integrity, (iii) quality of work previously done and (iv) experience in
Toronto area building mosques in Canada.

Bismillah Building Services Ltd. (BBS) was selected as the contractor of
choice and a formal contract has been executed between the two
organizations.

Construction cost The following construction cost has been submitted by Bismillah Building
Services Ltd for the project and approved by the Board of Directors of World

To date we have spent $2.2 M (million) on start up of the project related to
the excavation,site services, concrete and $3M ( million) have been spent on
soft costs which include the Architects, Multiple Engineers, Legal and Site
Plan & Building permit fees.

The budgeted construction cost was computed on the current commercial
cost of purchase and living in Canada. Bismillah Building Services LTD will
make reasonable effort to maintain the same cost structure throughout the
lifecycle of the project.

Conclusion Our excellent services platform and the growth of Muslims within the
perimeter of the Islamic Centre ensures that we remain well plotted
on the progressive path to create a vibrant and solid community in
Oakville.
World Islamic Mission Canada has garnered the trust and confidence of not
only the Muslim community but the Canadian population at large, priming that
this new built Centre will be of immense benefit to the current worshippers
and generations to come.

Alhamdollilah, we are all convinced that we will be able to build such an
architectural landmark, as this is the house of Allah and services for the
community , the Almighty will find us ways to do this, Insha Allah.

Today, we are appealing to your generosity to help finance our project. You
can help us either through donations or a combination of donations and
interest free loan to be part of this historical development in Canada.

commence the construction of the new mosque.
I have witnessed and participated in many successful events/projects organized by the World
Islamic Mission Canada. I congratulate its volunteers and board members for their hard work

Seeing the growing Muslim community within the Town of Oakville, I can understand why there
continues to be a need for such a mosque in the Town. This is indeed an architectural landmark
