WELCOME!
Welcome to D-B EXCEL and congratulations on your appointment as a teacher! We hope that
this handbook will be a useful resource as you become acquainted with our program and with
the complex tasks you will face as an instructional assistant.
In the spring of 2014, a team of Kingsport City School leaders and administrators met to
conceptualize an innovative course of action to meet the needs of the 21st century learner. This
team worked to create a vision that embraced the ideas of virtual and blended learning,
engaging and relevant digital content, robust instructional technology, powerful data analytics,
and the importance of teacher/student relationships that would support a learning
environment that emphasized personalized learning.
This vision was implemented in the fall of 2014 with the opening of DB-EXCEL (Excellence in a
Creative Environment for Learning). From its initial stages, the program included an
intentional focus on professional learning and a continuous process of reflective evaluation.
These mindsets extend throughout the entire school as a defined focus for both students and
staff. The fabric of DB-EXCEL is woven with a thread of personalized education experiences for
all that support student success in college and career.
You are about to become an important part of the D-B EXCEL program, sharing in the work of
the team of professionals who teach the students of Kingsport City Schools. Much of our
students’ educational success depends upon you - your actions, your enthusiasm, your
professional attitude and your feelings.
As a member of this team, your role needs to be clearly understood by you and the students.
When in doubt of your role at DBE, please consult with principal, Mrs. Shanna Hensley. As a
member of the DBE team- working to promote student growth, educational goals, objectives,
and guidelines governing the ways teachers work with students apply to you as well.

1. Teacher Job Description
Essential Duties
● Plans, prepares, and delivers instruction and monitors student progress to
determine differentiated instructional needs.
● Monitors the effectiveness of digital instruction and/or makes recommended
changes.
● Collaborates with team members such as; digital lab monitors, tutors,
instructional assistants, and other teachers and administrators to review student
progress and change instruction to ensure high expectations and achievement
for every student.
● Plans backward to align all lessons, activities, and assessments.
● Determines how students spend instructional time (i.e. digital software for
knowledge and skill acquisition; large and small groups with teacher;
project-based learning; individual interventions, etc.).
● Designs in-person instruction that is enriched (developing higher-order thinking
skills) and personalized (reflecting learning levels and interests of individual
students).
● Designs assessments that accurately assess student progress and/or incorporates
digital assessments.
● Identifies and addresses individual students’ development of organizational and
time management skills.
● Provides instructional assistants and digital lab monitor(s) assignments for
follow-up instruction.
● Collaborates with administrators, other teachers, lab monitor(s) and
instructional assistants to analyze student data, group students, and plan and
assign interventions.
● Works collaboratively with a mentor in assigned subject/course area.
● Instructs students individually and in groups, using various teaching methods, as
permitted by the principal and curricula guidelines.
● Administers subject specific assessments in order to evaluate student
competency levels and/or to develop individual learning plans.
● Adapts classroom work in order to provide students with instructional materials
that address individualized learning plans within established lesson plans.

● Monitors students in a variety of educational environments (e.g. classroom,
sports activities, field trips, school-wide assemblies, pep rallies, extracurricular
activities, etc.).
● Observes and evaluates students’ performance, behavior, social development,
and physical health.
● Plans and conducts activities for a balanced program of instruction,
demonstration, and work time that provides students with opportunities to
observe, question, and investigate.
● Prepares a variety of reports (e.g. grades, attendance, anecdotal records, etc.).
● Advises parents and/or legal guardians of student progress.
● Directs student teachers, instructional assistants, volunteers and/or student
workers.

● Maintains a high level of personal integrity and strong work ethic.
● Assumes the responsibility of having regular and timely attendance.
● Participates in a variety of meetings and trainings.
● Assumes responsibility for knowing and following the safety rules and proper
procedures associated with the responsibilities of the job.
● Collaborates with instructional staff, other school personnel, parents and a
variety of community resources for the benefit of and in the best interest of
students in the academic areas, athletics, special programs, extra-curricular
activities, etc.
● Follows all board policies, school system rules and administrative regulations.
● Reports immediately, as required by law or school policy, to the appropriate
agency(ies) and/or the principal or other persons designated by the school
system, incidents involving unlawful student possession of weapons or drugs or
fighting on school property.
● Responds in a prompt and professional manner to inquiries from a variety of
sources (e.g. teachers, students, parents, administrators, boosters, etc.).
● Responds to emergency situations and safety concerns as necessary and directs
to appropriate personnel for resolution.
● Performs other job related duties as assigned.
Evaluations
Teacher evaluation consists of frequent observations and constructive feedback for
educators through multiple observations and pre- and post-conferences. Using the
indicators of the TEAM rubric, educators work together to identify what is working well
in the classroom (area of reinforcement), where there is room for improvement (area of
refinement), and options for professional development to support continued growth.
Prior to each observation, please make sure you review the rubrics found at the link
below. By reviewing the rubrics, you will be well versed in what observers will be
looking for during each observation.

The minimum required number of observations is based on licensure status and
evaluation scores from the previous year. Observing Multiple Domains During One
Classroom Visit Districts may choose to observe the instruction domain during the same
classroom visit as either the planning domain or the environment domain. Announced
vs. Unannounced Visits At least half of the observations must be unannounced, but it is
the district’s discretion to have more than half of the observations unannounced.
Lesson Plans
An expectation is that we will plan for learning to occur. L esson plans will need to be
submitted in Google before the school day begins each Monday. Each teacher will have
their own Google folder where lesson plans can be uploaded. A template has been
developed and can be found in your folder.

Data Meetings
We will hold data meetings every 4.5 weeks. You will need to complete a data template
prior to the student data meetings. This document will serve as a guide through the
discussions regarding your students’ performance. There may be some district folks or
other school personnel that meet with us during these meetings.
Project-Based Learning
A strong belief at DBE is providing students with voice and choice regarding the mastery
of standards. Knowing that this is important work, PBL is a way we believe allows
students an opportunity to showcase what they know and are able to do. Each “grade
band” has developed a PBL unit. It is an expectation that we fully implement the plan
that has been developed.
Grading
Grading serves an important role in ensuring students are continuing to learn. Below is
a list from Vanderbilt University Center for Teaching regarding the purpose of grading.

● as a m eans of communicating t o students, parents, graduate schools, professional
schools, and future employers about a student’s performance in high school a nd
potential for further success;
● as a source of motivation t o students for continued learning and improvement;
● as a m eans of organizing a lesson, a unit, or a semester in that grades mark transitions
in a course and bring closure to it.
Please make sure that your are uploading grades to Canvas and syncing them to
PowerSchool by M onday of each week.
Advisory Time

Advisory Time begins daily at 7:45. This means you will need to be in your Advisory
area ready to begin at 7:45. The principal will start the day with a morning
announcement (i.e. daily events, important information, pledge, moment of silence, tip
of the day, etc.). Teachers will also be provided an announcements slideshow that can

be scrolling on the screen during the remaining time of Advisory. After the morning
announcements, Advisory time will begin using Canvas as the structure of this time.

Supervision of Students
Whether in the assigned area, cafe, restroom, hallway, or parking lot, the students of
DBE are expected to behave and follow all school and classroom rules. All employees
share the responsibility for making sure all students follow our school rules. Quiet,
appropriate behavior is expected of all students in the hallways and restrooms so as not
to disturb other classrooms. Please remember that students should be treated with
dignity and respect. They should be corrected when necessary using a firm tone of voice.
One should always speak to a child as if the whole world is listening. For your protection
as well as the students’ safety, do not use physical methods as a means of discipline and
do not physically transport a student. Unless you have been trained in our Handle with
Care procedures you should never ever try to move, hold, or restrain a child. Even then,
these procedures should be reserved for EMERGENCY situations ONLY. If a situation
arises where this type of action is necessary, please call Mrs. Hensley.

Please note that students should not be receiving multiple teacher signatures at one
time. The purpose of this card is to recognize students going above & beyond. If
students come to the principal with a card full of teacher signatures from 1 day, the
virtual day will not be granted.
2. Scheduled Work Day
All employees will have a regular work schedule with starting and stopping times and lunch
breaks. Schedules are set by the principal at the beginning of the school year and cannot be
altered without principal approval. Employees are expected to be at their normal work area
during their scheduled time unless a variation has been approved in advance by the principal.

Every teacher has a 30-minute lunch break each day. You may leave the building for
lunch, but please sign out in the office when you leave and sign back in upon your
return.
Planning Time
Planning time is an opportunity to ensure that rigorous tasks are planned for students
learn the content. This time is also a great time to schedule a meeting with content
specipals such as our Laurie Norris (Canvas/online learning), Alyson Dowda (InDeS),
Emily Hephinstine (literacy coordinator), Pam Stidham (math coordinator), Wendy
Courtney (STREAM Specialist), Brian Cinnamon (Secondary Coordinator), etc. If you
need assistance in reaching out to one of them, let me know.
School Functions
It is expected for all DBE teacher to be available to students and parents for education
related purposes outside the instructional day when requested to do so by the
administration. This includes but is not limited to; after school tutoring, parent
meetings, DBE new student orientation, DBE parent nights, etc.

Calendar
A School Year Events list can be found in our shared Google Drive: DBE 2019-2020.
Please make sure that you are aware of events occurring at DBE each day. It is an
expectation that you attend the after school events for DBE. If you have questions or
concerns regarding the events, please let Mrs. Hensley know.
3. Absences
If you have to be out for any reason, you must call the office at D-B EXCEL
(423-378-2185), call or text Mrs. Hensley and enter the absence into Skyward. You must
call whether a substitute is required or not for your absence. When you know that you
will be absent, please call as soon as possible. Whenever possible please let the secretary
and principal know in advance when you will be absent.
When you go to Skyward to request time off, you need to be sure to change the start and
end times according to your schedule. When you are putting your absence into Skyward,
you will need to select to add the secretary (Erin Farley) in the section (shown below) at
the bottom of the screen…

Please let those you work with know when you have an upcoming planned absence. If
possible, let us know at least a week in advance. The principal must approve all personal
days in advance as well. Please email Mrs. Hensley to schedule your personal day.
If an emergency arises which causes you to be late, please call the office (423-378-2185)
and call or text Mrs. Hensley.
If a situation arises during the day which necessitates your leaving, be sure to inform all
teachers concerned as well as the principal before you sign out. Please check the KCS
Employee Handbook from the district if you have additional questions concerning
absences.
Personal Leave
Certified personnel are allotted three (3) days of personal leave with pay per school year.
Personal leave shall be used for personal reasons. Subject to the following conditions, it
can be taken at the discretion of a teacher. The approval of the Superintendent of
Schools or his/her designee shall be required under the following conditions:

● More than ten percent (10%) of the teachers in any given school request its use
on the same day.
● Personal leave is requested during any prior established student examination
period.
● Personal leave is requested on the day immediately preceding or following a
holiday or vacation period.
● Personal leave is requested for days scheduled for professional development or
in-service training, according to a school calendar adopted by the board of
education prior to the beginning of the school year; or
● Personal leave is requested for days scheduled for parent-teacher conferences,
according to a school calendar adopted by the board of education prior to the
beginning of the school year.
If the above conditions apply, building principal approval, as a designee of the
Superintendent of Schools, is required for a teacher to take personal leave. Otherwise,
the use of personal leave is at the discretion of the employee.
Except in an emergency, a teacher shall give at least one (1) day notice of intent to take
personal leave.
Sick Leave
Certified employees shall earn sick leave at the rate of one (1) day for each month
worked. Such days will be credited to the employee's sick leave account at the beginning
of each contractual year. The allotted days are available for use at any time during the
contractual year with the understanding that the system would be reimbursed for any
overpayment should the contract be broken for any reason.
If sick leave involves more than four (4) consecutive days, the Medical Leave Request
Form provided on the employee intranet shall be used and a doctor’s release must be
provided BEFORE returning to work. Sick leave may be used by eligible employees only
for one of the following conditions:
● Illness of the employee.
● Illness of a member of the employee's immediate family.
● Contagious or communicable disease of employee that might endanger the
health of school children.
● Death in the employee's immediate family.

● Maternity leave, during period of physical disability only, as determined by a
physician.
● Adoption of a child.
For purposes of administering this policy, an immediate family member is defined as a
wife, husband, parent, grandparent, child, grandchild, brother, sister, mother-in-law,
father-in-law, daughter-in-law, son-in-law, brother-in-law, or sister-in-law of the
employee, or any person having been regularly living in the employee’s household.
3. Conduct
An employee's conduct must be representative of an exemplary role model. The primary
function of the school system is the education of children and youth. Each employee is expected
to represent the school, school system and the community in a positive manner. Employee
conduct, while on or off duty, that is damaging to the reputation of Kingsport City Schools, may
result in disciplinary action up to and including termination.

Confidentiality
Employees with access to confidential student or employee information and records are
expected to protect the confidentiality of such information and disclose information
only to appropriate individuals within the system on a need-to know basis. Release of

information outside the system may be subject to Federal and State laws, rules and
regulations. Only employees authorized to release information may do so.
Reporting Child Abuse/Neglect
If you suspect child abuse or neglect, as required by law, you are to report it immediately
to the appropriate agency(ies) and the principal or other persons designated by the
school system, incidents of actual or suspected child abuse, actual or suspected child
sexual abuse.

Dress Code
Kingsport City Schools employees are role models for students and are expected to dress
professionally during the instructional hours. This dress code is required for all
employees and substitutes. The guidelines are outlined for specific items of clothing in
addition to piercings and other general requirement. Anything deemed disruptive or
distracting to the learning environment will not be permitted. Your manner of dress
should reflect a professional attitude.
SHIRTS (INCLUDES BLOUSES AND TOPS)
Shirts must have a neckline that does not expose any portion of the breast.
Sleeveless shirts must extend to the point of the shoulder and have an arm opening no
larger than the approximate size of the arm. No undergarments should be visible
through the armhole.
Shirts worn outside the waistband must be of sufficient length that no flesh is exposed
when one fully extends one arm above the head.
Shirts/tops worn with leggings, tights or stretch pants must cover the employe
appropriately (covering all private areas).
SWEATERS
Sweaters are permitted as long as they meet the dress code for shirts or are worn over a

shirt that does.
PANTS
Pants must be worn at the waist and be size appropriate.
No jeans (including colored jeans), overalls, scrubs, or sweat-suits/wind-suits are
permitted. (Exception:field day, field trips, program requirements/restrictions such as
for Wellness/P.E. teachers, life skills teachers).
SHORTS/CAPRIS
No shorts are permitted. (Exception: field day, field trips, program
requirements/restrictions such as for Wellness/P.E. teachers and bus drivers). When
shorts are worn, they must reach the "mid-point" of the thigh or below.
Capris are permitted provided they extend below the knee.
Uniform shorts for maintenance and custodial staff may be worn as appropriate.
SKIRTS, SKORTS, DRESSES AND JUMPERS
All skirts, dresses and jumpers must be no more than four inches (4”) above the top of
the knee.
The top of the dress must meet the shirt requirement of the dress code or have beneath
it a shirt that does.
SHOES
Basic Flip flops are not permitted
Schools may prohibit shoes that pose a safety risk.
FACIAL PIERCINGS
No visible facial piercings are permitted. Earrings and discreet nose studs are permitted
as long as they are not disruptive to the learning environment. Tongue piercings are not
permitted. Accommodations for religious exemptions will be considered on a case by
case basis.
OTHER GENERAL REQUIREMENTS
● All clothing should be clean and in good repair.
● No see-through clothing or cutouts are permitted.

● No head coverings are permitted. This includes hats, scarves, sweatbands,
stockings, etc. Accommodations for religious exemptions or safety/health concerns
will be considered on a case by case basis.
● No industrial or pet chains or collars around neck, wrists, or waist, or chains
attached to wallets are permitted.
● Clothing that displays the names or advertisements of drug, alcohol or tobacco
products; profane, vulgar, violent, illegal, immoral, or hate messages; or sexual
innuendo is prohibited.
● Accessories must not disrupt the educational process or draw undue attention to
the individual. They must be free of offensive or suggestive words or graphics,
and contain no references to drugs, alcohol, tobacco, illegal/immoral substances
or activities.
● No observable lack of undergarments is permitted.
● Shoes must be worn at all times.
● No unnatural hair coloring is permitted. (i.e., pink, orange, purple, etc.) Hairstyle
must not draw undue attention to the individual. Dress-down days must be
related to a special school program/activity and be approved by the
Superintendent of Schools or designee.
Social Media

Technology
All Kingsport City Schools employees should be aware that business communications
may be discoverable in litigation. Discoverable communications include, but are not
limited to emails, voicemails, and text messages.
It is the responsibility of all employees to assure that the use of any personal
communication device does not interfere with fulfilling their job responsibilities.
Employees are expected to follow all laws and reasonable safety precautions while using
cell phones during the operation of system-owned or personal vehicles when on school
related business.Please refrain from using your cell phone when working with students.
4. Our Facility
The orderliness of a school helps students feel calm and more organized. It increases classroom
safety and makes it easier to find materials quickly so time isn’t wasted.
The Broken Windows Theory: If a window is broken and left unrepaired, people walking by will
conclude that no one cares and no one is in charge. Soon, more windows will be broken and a sense
of anarchy will spread from the building to the street on which it faces, sending a signal that
anything goes.
Furniture
All of the furniture at D-B EXCEL is mobile. Because of this, things get moved around a
lot. Teachers should instruct their students to put the furniture back in the order in
which they found it before leaving class. This will make for smooth transitions from
block to block.

Scholastic Reading Inventory
Scholastic Reading Inventory (SRI) Interactive is a computer-adaptive assessment
designed to measure how well students read literature and expository texts of varying
difficulties. This psychometrically valid assessment instrument can be used as a
diagnostic tool to place students at the best level in the program so they can read with
