50 Libby Memorial Library Old Orchard Beach Free Public Library Association Annual Report and Statistics – 2015/2016 The purpose and function of the Edith Belle Libby Memorial Library is to provide services and materials in all formats that will promote life-long personal enrichment for all citizens of this community—Libby Memorial Library Mission Statement. The first FULL year in the much anticipated expanded Libby Memorial Library building is complete and has been amazing! With more space and amenities, the Library was able to offer so much more to the community of Old Orchard Beach including significantly increased educational, creative and cultural programming and displays, across a wide spectrum of subjects. If you ask one hundred people who visited Libby Memorial Library (LML) in FY16 what was the most important material or service that the Library provided, you likely would get one hundred different answers. If you asked a staff member what they thought was the most important material or service provided to people who visited the library, the answer would be whatever makes a positive difference in those peoples’ lives and it is different for everyone. The expectation of libraries today is to be all things to all people and LML is no different. Although it is impossible to meet every single possible need, that is exactly what we try to do, from providing the computer and printer so you can print out your Amtrak ticket to Boston to providing that 6th season of The Walking Dead that you’ve been desperately waiting to finally come out on DVD (that, by the way, you can put a HOLD on from your tablet on your couch wearing your favorite flannel jammie pants). Whether you want to read the Portland Press Herald in print or tap into Wi-Fi because you haven’t been able to Snap Chat for the last 6 minutes, LML has what you need. Although the Library’s hard copy version of the Portland Press Herald won’t be abandoned any time soon we are spreading our digital wings so, LIKE us on Facebook, FOLLOW our Twitter feed, CHECK the website frequently and LEARN how to access your account from your couch! STATISTICS The total number of patron visits for the year was 37,847 which is up 20,000 from last year. The total number of active patrons (with Library cards) was 5,931 with 518 new cards issued. The total number of items in the collection was 40,084 with 2,100 new items added through purchase or donation. At $925,588 the Library came very near providing $1M worth of materials and services to the patrons and visitors of Old Orchard Beach (Maine State Library value use calculator) from 07/01/2015-06/30/2016. The materials and services offered in FY16 included the following:
51 • Print Books: Adult Fiction/Non-Fiction, Children’s Fiction/Non-Fiction, Young Adult Fiction/Non-Fiction, Large Print Fiction/Non-Fiction, Inter-Library Loan, State Large Print, Reference, and paperback ‘swap books’ for visitors without library cards. • Audiobooks on CD for Adult and Children/Children’s listening center • Music CDs for Adults and Children • Movies/TV Series/Non-Fiction selections on DVD for Adults and Children • Periodicals including both magazines (currently 66 titles) and newspapers (local) • Maine Infonet download library for both downloadable e-books and audiobooks • WiFi and hardwired computers for patron and visitor use along with Print, Copy and Fax capabilities. • Four pre-loaded Kindle e-readers; one for the visually impaired, two for general circulation and one for in-library use in the children’s room. • 3 full-size iPads and 1 mini iPad pre-loaded with a large variety of educational apps for inlibrary use in the children’s room. • Portland Museum of Art and Southworth Planetarium free passes • Free access to Marvel which includes access to a large variety of databases such as Ancestry.com, Britannica on-line, Health Source and AHFS Consumer Medication Information, Hobbies and Crafts Resource Center, Novelist, etc. • Free access to the Mango Languages database • Free access to Tumblebooks for Children and ABC Mouse for Children • Free individualized computer instruction/mobile device instruction • Children’s programs and events, Weekly: Finger Frolics, Crafty Readers and Thursday Afternoon Lego Club, Monthly: FabLab Tech Series, FY16: Halloween Celebration, Holiday Party, Easter Candy Making Workshop, Mosaics for Mom, Duct Tape for Dad • Summer Reading Program with daily activities coordinated with the Summer Free Lunch program, this summer’s theme ‘Full STEAM Ahead’ using the Science, Technology, Engineering, Art and Math framework. • Year-round Family Movie Series with movies being shown in the Community Room every 1st and 3rd Friday at 6 pm in Summer, 5:30 pm Fall/Winter/Spring (w/ free popcorn!!) • Adult/all ages programs and events, Weekly: Magic the Gathering, Monthly: Book Club, Medicare Minutes, Portrait art sessions, FY16: various Author Talks, Saco Bay Artists Art program, Oil Pastel Society Art program, Angus King’s ‘Your Govmnt, Your Neighborhood’, Extreme Couponing, Discovering Stone Walls, All-Day Stephen King Movie-thon, Health Insurance Made Easy, Holiday Open House, WWII POWs in Aroostook, Water Color Map Making, 6 Steps to Simple, Debt Mgmnt, Building Credit, 8-week Matter of Balance Class, Planting & Preserving, 3 Scottish cultural classes on Tartans, Maine’s Scottish history and a Maine archeological Scottish homestead dig for the Scottish Festival in June. 52 RSU 23 2015-2016 Report The 2015-2016 school year for RSU 23 will be defined as a year of growth, change, and adjustment. The district, in its second year as an independent school district made several adjustments in personnel costs, and a complete restructure of district administration. The budget that was developed and approved by the voters in June 2016 reflected 1.1 million dollars of cuts in personnel, salaries, and benefits, spread among administration, instructional staff, and maintenance staff. The district eliminated 310,000 dollars in administrative costs including the full time superintendent, the full time technology director, and the full time athletic director. The district also reduced the role of maintenance and transportation supervisor. To compensate for the loss of these historically full time positions the district combined the role of high school principal and superintendent of schools; middle school principal and tech director; and teacher and athletic director. The building principals also took over the supervision of custodians. The cuts were deemed necessary because too much of the district budget was directed toward salaries and benefits. District leadership also found savings within the instructional staff and maintenance employees. Food service was also completely restructured and taken back locally for the 2016-2017 school year, as our agreement with the Biddeford School System resulted in a financial loss for RSU 23 from 2014-2016. Despite the amount of reductions, these cuts were appropriate and had no impact on students. District leadership understood in year two of being independent that we were simply overstaffed given our student enrollment and school size. We wanted to be responsible to the taxpayers while being confident that the quality of education and services would not be affected. In June 2016 the district asked the taxpayers for a 5% increase in the district budget, with 3% going
53 toward the district’s budget, and 2% going toward the negative fund balance that existed as a result of our remaining obligations in leaving the RSU with Saco, our unsustainable personnel costs, and our food service losses in our agreement with Biddeford. The taxpayers supported the increase and allowed RSU 23 to move forward in a leaner, more efficient, more effective, and fiscally healthy position. District leadership, and the RSU 23 facilities committee, also spent the 2015-2016 school year working with Harriman Associates, an architectural firm based in Auburn, Maine to study our facilities. The taxpayers in Old Orchard Beach will have to make a decision in the near future about how they want to address the school buildings in decline, especially the Jameson and Loranger schools. RSU 23 is also applying for the state to finance new school construction. School renovation and construction will be a much discussed issue in the coming months, and we look forward to a high amount of participation in the decision making process. In closing, it should be noted that 2015-2016 was a year that the RSU made appropriate changes in staffing for 2016-2017 while continuing to provide a great education for our students. Looking forward, district leadership will now focus heavily on a strategic plan to increase the quality of instruction and raising the academic achievement level for all RSU 23 students. 54 Old Orchard Beach/Saco Adult & Community Education OOB/Saco Adult & Community Education offers a variety of academic, vocational, and enrichment classes for residents of Old Orchard Beach, Saco, and other surrounding communities. OOB/Saco Adult & Community Education Program Areas High School Completion HiSET program that includes pre-testing, instruction and testing for high school equivalency and through an adult high school diploma program that provides the opportunity for individuals to complete their graduation requirements. Literacy & Family Literacy Through classroom instruction or tutoring, this program area teaches the basic reading comprehensive and numeracy skills necessary to function in our literate community. Specific areas of literacy programming include English as a Second Language instruction and Citizenship. College Transitions Maine College Transitions, in partnership with community colleges and the university system, offer high-quality, cost-effective and accessible pathways to post-secondary education for adults. Offered through local adult education programs, College Transitions includes career planning, assessment, college experience, tracking and follow up, and instruction in college preparation coursework. Business & Skills Training Instructional programs designed to meet the needs of individuals seeking to gain employment or small businesses in need of training programs for their workers. Common programming areas include medical assisting, optician certification, career counseling, office skills and professional development. Personal Enrichment Programs designed to meet the lifelong learning needs of adults and their communities. The activities are varied in response to the unique needs of each community ranging from foreign language, to wellness and exercise, to a wide-variety of skill and craft classes. The courses are housed in public schools but all instructional and material costs are borne by the learners. 2015/2016 Academic Year Informational Data • Total enrollment was 2,602. • Enrollment for enrichment classes was 1,624. • Vocational enrollment was 240. • Academic enrollment was 738. • 340 enrichment and vocational courses were offered. • 91 academic courses were offered. • The total number of registered students in enrichment, academic, and vocational classes was 1,898. • 57.7% of registrations were completed online. • Adult education staff completed registration and advisement for 802 students.

81 FINANCE DEPARTMENT Administration The Administrative Program oversees all financial activities of the Town, advises the Town Manager and Town Council on fiscal policy; prepares monthly and annual financial reports; manages the development and administration of the budget system and reviews State legislative documents concerning fiscal matters. Responsibilities also include developing financial policies and joint administration of the Risk Management, General Accounting, and Treasury functions of the Town. Accounting / Financial Responsibilities Finance is responsible for the accounting of all financial transactions for the Town of Old Orchard Beach, to maintain the integrity of the Town’s General Ledger system. This also includes processing the municipal payroll, accounts payable, debt management, budget preparation, including management and analysis, account reconciliations for audit purposes, the purchasing and procurement process, and other related financial duties. Cash Management Responsibilities The Treasurer for the Town of Old Orchard Beach has custodial responsibility of all funds received by the Town and ensures proper operating cash flow projections for required Town disbursements. The Treasurer also coordinates the investments of Town funds according to the objectives of the Investment Policy, ensuring safety, liquidity and yield (in that order). Tax and Revenues The Tax Collection department is responsible for property tax collections, motor vehicle registrations and excise tax collections, as well as snowmobile and ATV registrations. The Tax office staff also serves as agents for the State of Maine, and collects fees on behalf of the State of Maine. This office is also responsible for accepting and recording all Town funds, and prepares the bank deposits daily. The department’s ongoing goals are: Manage all financial functions of the Town and provide assistance and guidance to the Town Manager, Town Council, Finance Committee, all Town departments, and citizens of Old Orchard Beach. Continue to research process improvements for all Town departments that will provide better customer service, efficiencies and controls. Update policies and procedures to ensure fiscal responsibility. Provide outstanding customer service to all departments, employees and residents. 95 HISTORY OF OLD ORCHARD BEACH, MAINE The earliest records of the Old Orchard Beach area date back to 1653. The first settler, Thomas Rogers, established “Garden by the Sea: in 1657. A few years’ later ten militiamen repelled 150 attacking Indians near the beach, but a relief party of townspeople coming to support the militiamen was killed in an ambush and Roger’s home was burned. The “old” apple orchard from which the Town took its name, a landmark to sailors for many years, was on high land above the long sand beach. In 1820 Maine, formally part of Massachusetts, became a State by act of Congress. In that same year the first Public House (inn) was opened serving coach travelers and other transients year round. In 1837, E. C. Staples was coaxed into taking summer boarders at his farm for $1.50 per week. Convinced of Old Orchard Beach’s potential as a summer resort, Staples built the first Old Orchard Boarding House near the top of today’s Old Orchard Street. In 1842 brought the first steam railroad from Boston to Portland with a station just two miles west of town. The first restaurants to sell seafood treats and “shore dinners” opened in 1851 near Staples Street. The Grand Trunk Railroad opened in 1853 connecting Montreal to Old Orchard Beach, enabling Canadian visitor to flock to the closest beach to Montreal and avoid the long carriage trip. The Civil War began in 1861 followed by years of growth and building of homes, streets, stores, livery stables, and beachfront hotels. 1873 brought the Boston & Maine Railroad passing right through Old Orchard Beach and stopping on the site of today’s Chamber of Commerce. In that same year a group of Methodists formed the Old Orchard Beach Campground which in the early 1950’s was purchased by The Salvation Army. Yearly thousands of Salvationists come to Old Orchard Beach for the ten days of camp meetings. The Ocean Park Association also built their temple in 1881 and nationally known speakers were heard every Sunday all summer. In 1892 electric trolley cars replaced horse cars to Biddeford and Saco. 1898 proved to be an unfortuitous year to complete the first Pier. Built of steel and measuring 1,770 feet long and 20 feet above the tides, their Pier was severely damaged in November of the same year. 1900 brought the first Town Hall and 1902 the first amusement area complete with roller skating, merry-g-round, rides, games and refreshment stands. The Portland to Old Orchard Beach Electric Railway opened in 1903 where 14 miles of track were traveled in under one hour for $.20 cents. The great fire of 1907 destroyed the entire beachfront as firemen from Portland, Biddeford, and Saco rushed to the beach but struggled to contain the blaze, hampered by low water pressure. Rebuilding began at once, and one project “the standpipe” assured adequate water for all. March 1909 brought another damaging storm destroying “White City” at the end of the Pier and reducing the pier to 700 feet. An international auto race was held on the beach in 1910 with Dave Lewis winning the 100 mile race. The 1920’s and 1930’s were the Big Band era. All the famous dance bands, Guy Lombardo, Rudy Valle, Duke Ellington, and more visited the Pier Casino each summer and thousands dances over the waves under the revolving crystal ball.
96 Sparked by Lindbergh’s daring flight, many Trans-Atlantic flights took advantage of Old Orchard Beach’s long stretch of wide hard packed sand to attempt their own crossings. The storm of February 1978 almost demolished the Pier and a new pier was immediately planned which opened in June of 1980. The winter residents of 10,000 welcome over 150,000 during the summer months. Old Orchard Beach is alive with exciting things to do. Eastern Trail on a foggy day. Always beautiful – the Pier.
