50 Historical Society Annual Report 2014-2015 The Old Orchard Beach Historical Society at Harmon Museum welcomed 468 visitors this summer. Of these 87 were from Old Orchard Beach and Ocean Park and 53 from various parts of Maine. Twenty-two others states were represented as well as two Canadian Provinces and five countries. The museum opened June 30th and closed September 5th. Hours of operation were 10:00 a.m. to 4:00 p.m., Tuesday through Friday and Saturday from 10:00 a.m. to 2:00 p.m. Among our visitors were descendants of several residents important to Old Orchard Beach history. These included the Googins family from Maine and California, Harry Sait’s grandson and other Sait family members from Maine and North Carolina, Mr. Duffy’s grandson from Massachusetts, Hazelton family members from North Carolina, and Everett “ Red” Ledger family from Maine and Florida. The new display and photo gallery featuring amusements of Seaside Park which operated from 1902 to 1924, the White Way amusements 1924 to 1969, The Animal Farm 1958 to 1962, and Palace Playland amusements circa 1917 to present, was of special interest to our guests. Many of them commenting on fun memories from their previous visits to our town. Miss Kaycee Slick, an art student and 2015 OOB graduate crafted a Ferris Wheel made of metal and a wooden Noah’s Ark for the amusement display. The Pier display features photos and information of the steel pier build in 1898 to the present day pier. During the year we received and cataloged 40 acquisitions from 23 individuals and 26 requests for research, which were answered by Daniel Blaney and Janet Hamilton. Special thanks to Bud and Judy Hurst who again donated 110 passes to Aquaboggan Water Park, which sold quickly in our gift shop. The R. N. Cohen Studios of Portland, ME donated several prints of twelve various scenes, from the past, of Old Orchard Beach to sell in our gift shop, which we greatly appreciated. Our volunteers logged in a total of 1,932 hours during the year. Barbara Delage continues to update our web page. Jaynie Flaherty is the new administrator of our Facebook page. Docents this year were Daniel Blaney, Theresa Cook, Arthur Guerin, Arlene Hanson, and Stanley Quinlan. Other volunteers were Lois Brown, Elizabeth Curry, Janet Hamilton, Carol King, Faith Litwin, Arthur Prentiss, and Rachel Theroux. Officers are Arthur Guerin, President; Daniel Blaney, Vice President; Arlene Hanson, Secretary; Stanley Quinlan, Treasurer; and Pamela Guerin, Assistant Treasurer. 51 Libby Memorial Library Old Orchard Beach Free Public Library Association Annual Report and Statistics – 2014/2015 The purpose and function of the Edith Belle Libby Memorial Library is to provide services and materials in all formats that will promote life-long personal enrichment for all citizens of this community—Libby Memorial Library Mission Statement. After almost 30 years of discussing, planning, struggling and discussing and planning some more, the Libby Memorial Library expansion project is complete! The result is a light and airy space that retains the charm (and brick walls) of the original 1957 building. The Libby Memorial Library (LML) spent the majority of the last year, from mid-March 2014 to mid-March 2015, in temporary quarters at the Lion’s Club, 128 Saco Avenue. Our temporary space had room for roughly one third of the total collection and the remainder was put in storage for the duration of the expansion project. Due to our space limitations there were no library programs offered during this time other than the Children’s Summer Reading Program. However, we used other options at our disposal for those seeking materials that we did not have room to bring with us, such as encouraging patrons to register for a Portland Public Library card (which can be done at LML) and to take advantage of our Inter-Library Loan program where we request materials from other libraries nationwide. In spite of the tight quarters, most patrons were amazed at the functionality, inviting atmosphere and coziness of the Library’s temporary home. The newly expanded Library at 27 Staples Street opened to the public on April 28th, 2015. Daily, I get to hear how much citizens and visitors are impressed with and enjoy the new space. The aquarium and fireplace seating area garner a good deal of attention, however, the main services that the library provides such as books, DVDs and computer access are what still keep patrons coming back week after week. Now, however, these areas boast expanded numbers including 4,600 DVDs and room for six dedicated patron computer stations where it is possible to actually move your elbows. In addition, there are multiple spaces for programming and the library is working hard to build a robust programming schedule for all ages and interests; from author talks to art programs to children’s giant puppet shows. Information on all of our programs is posted in-library, on the website and Facebook, goes out via Louise Reid’s community e-mail and the local newspapers (the Courier and the Journal Tribune). The total number of patron visits for the year was 17, 541. The total number of active patrons was 5,353 with 373 new cards issued. The total number of items in the collection was 34,992 with 1,515 new items added through purchase or donation.
52 In spite of the fact that the Libby Memorial Library was in a much smaller space with only a percentage of its’ collection and, additionally, was closed for two months at the end of the project, the library still provided $507,670 worth of materials and services to the townspeople and visitors of Old Orchard Beach (Maine State Library value use calculator) from 07/01/2014- 06/30/2015. These materials and services included the following: • Print Books: Adult Fiction/Non-Fiction, Children’s Fiction/Non-Fiction, Young Adult Fiction/Non-Fiction, Large Print Fiction/Non-Fiction, Inter-Library Loan, State Large Print, Reference, and paperback ‘swap books’ for visitors without library cards. • Audiobooks on CD for Adult and Children/Children’s listening center • Music CDs for Adult and Children • Movies/TV Series/Non-Fiction selections on DVD for Adults and Children • Periodicals including both magazines and newspapers • Maine Infonet download library for both downloadable e-books and audiobooks • WiFi and hardwired computers for patron and visitor use • Four pre-loaded Kindle e-readers; two for the visually impaired, one for general circulation and one for in-library use in our children’s room. • Mini-iPad pre-loaded with a large variety of educational apps for in-library use in our children’s room. • Portland Museum of Art and Southworth Planetarium free passes • Free access to Marvel which includes access to a large variety of databases such as Ancestry.com, Britannica on-line, Health Source and AHFS Consumer Medication Information, Hobbies and Crafts Resource Center, Novelist, etc. • Free access to the Mango Languages database • Free access to Tumblebooks for Children and ABC Mouse for Children • Free individualized computer instruction/mobile device instruction • Children’s programs and events: Finger Frolics, Crafty Readers and Saturday Morning Lego Kids’ Club (once/week, year-round) • Summer Reading Program with daily activities coordinated with the Summer Free Lunch program, this summer’s theme ‘Every Hero Has a Story’. • Summer Family Movie Series with a new release movie being shown in our new Community Room every other Friday at 6 pm (free popcorn and air-conditioning!) • Summer Art Series with a program each month followed by a month-long in-library exhibit by the participating artist/s, which included groups such as Saco Bay Artists and the All-Inclusive Pastel Society artists. 2014-2015 RSU 23 Town Report submitted by Superintendent Lloyd Crocker The 2014-2015 school year was our first year as a single community RSU school district, after the withdrawal of Saco and Dayton from the previous 3-community RSU 23. The disbanding of the former 3-community RSU was seen as a real positive for the residents of Old Orchard Beach. As a new single community RSU, it provided for us a new opportunity to re-invent ourselves and to do things differently. We quickly came to together as a K-12 district and adopted the mantra “ONE TOWN-ONE TEAM-ONE GOAL”. As a result, this past year entailed hiring a new interim superintendent and staffing a new central office to oversee the operations of our new school District. Lloyd Crocker was hired as the new interim superintendent. With the resignation of Principal Rick Difusco at the high school, John Suttie was hired as the new principal. We also hired Meghan Ward as the new full time assistant principal at OOBHS. Mike Flaherty was assigned as the new K-8 principal responsible for leading both Jameson Elementary and Loranger Middle School. Barb Fletcher, long time kindergarten teacher at Jameson, was hired as the new .5 assistant principal to help support Mike Flaherty in his new role. George Shabo, who had been serving as a .5 assistant principal at Loranger, was hired as the new full time assistant principal at Loranger Middle School. With the support of the community we were able to pass a budget that reflected a 16% increase from the previous year when OOB was part of the 3-community RSU. This budget supported a new technology plan that supported a 1:1 laptop initiative at the high school and enrollment of our entire K-12 staff in the MLTI (Maine Learning Technology Initiative) program. We also were able to support a new technology integrator position, whose specific responsibility was to work directly with teachers to support technology integration in the classroom. Another component of this technology plan was the deployment of (5) five iPads per grade level, K-6, which provided opportunity for students at all grade levels to work with these devices. Some of the important district initiatives for this past year were 1. District-wide training and implementation of a K-12 Restorative School Practices initiative; 2. Development of a K-12 Proficiency-Based Education curriculum, with the primary focus being at the 6-12 grade levels. This work is being done to meet the requirements of a state-mandated statute that will require all graduating seniors to be awarded a proficiency- based diploma by the year 2020; and 3. Development of an Educator-Effectiveness plan, to meet yet another state mandate regarding both teacher & principal evaluation. In an effort to meet the requirements of this state mandate, we developed a teacher/principal evaluation plan that will now be piloted in the 2015-2016 school year. Additionally in 2014-2015, we contracted services with Great Schools Partnership (GSP) to help assist us in some of our district professional development. Jon Ingram was assigned as our GSP coach. His role was to assist us in the Proficiency-Based work and with the drafting of a new OOB RSU23 strategic plan. Additionally, we contracted with Harriman Architect to complete a two phase facilities study in our efforts to support a new school construction project. Our hope is to get the community to support a spending bond that will finance the construction of a new PreK-8 or PreK-12 school within the next 4 or 5 years. The school year ended on a real “high” with staff, parents, and administrators feeling good about what we had accomplished in our first year as a single community RSU. 53
54 Special Education Annual Report July 1, 2014 – June 30, 2015 The Special Education Department of RSU #23 School District is responsible for providing an appropriate education to all students with disabilities in accordance with Federal and State laws. The State of Maine defines the following disability categories to which schools must be responsive: Autism Deafness Other Health Impairment Emotional Disability Specific Learning Disability Traumatic Brain Injury Speech & Language Impairment Hearing Impairment Orthopedic Impairment Intellectual Disability Deaf-Blindness Multiple Disabilities Visual Impairment including Blindness Developmentally Delayed The RSU is responsible for developing Individual Educational Plans (IEP) for each student with a disability. This plan is developed in an IEP team meeting attended by the student’s parents, classroom teacher, special education teacher and a school administrator. Parental consent is required before a student can be evaluated or receive services through the special education department. Throughout this school year the RSU provided special education and supportive services to 191 students. Given programmatic needs, the RSU acquired the Saco Transition Day Treatment Program (STP). This program currently houses 8 students-seven are OOB High School students. The STP Program is in the process of moving onto the grounds of OOB High School and will be renamed TIDES Day Treatment Program. Laurel Tinkham (K-8) and Dr. Nancy Smith (Grades 9-12) are contracted psychological examiners who provide evaluations and consultation for our special education students. A total of 3 students were placed in special programs outside of our public schools in order to receive appropriate special education programming. The Old Orchard Beach Schools also provide Title I services (K-8) to students in who could benefit from remediation in reading and in math. Title I personnel provide these services through the direction of classroom teachers and support staff. 56 Old Orchard Beach/Saco Adult & Community Education OOB/Saco Adult & Community Education offers a variety of academic, vocational, and enrichment classes for residents of Old Orchard Beach, Saco, and other surrounding communities. OOB/Saco Adult & Community Education Program Areas High School Completion HiSET program that includes pre-testing, instruction and testing for high school equivalency and through an adult high school diploma program that provides the opportunity for individuals to complete their graduation requirements. Literacy & Family Literacy Through classroom instruction or tutoring, this program area teaches the basic reading comprehensive and numeracy skills necessary to function in our literate community. Specific areas of literacy programming include English as a Second Language instruction and Citizenship. College Transitions Maine College Transitions, in partnership with community colleges and the university system, offer highquality, cost-effective and accessible pathways to post-secondary education for adults. Offered through local adult education programs, College Transitions includes career planning, assessment, college experience, tracking and follow up, and instruction in college preparation coursework. Business & Skills Training Instructional programs designed to meet the needs of individuals seeking to gain employment or small businesses in need of training programs for their workers. Common programming areas include medical assisting, optician certification, career counseling, office skills and professional development. Personal Enrichment Programs designed to meet the lifelong learning needs of adults and their communities. The activities are varied in response to the unique needs of each community ranging from foreign language, to wellness and exercise, to a wide-variety of skill and craft classes. The courses are housed in public schools but all instructional and material costs are borne by the learners. 2014/2015 Academic Year Informational Data • Total enrollment was 2,129. • Enrollment for enrichment classes was 1,380. • Vocational enrollment was 139. • Academic enrollment was 610. • 274 enrichment and vocational courses were offered. • 88 academic courses were offered. • The total number of registered students in enrichment, academic, and vocational classes was 1,534. • 53% of registrations were completed online. • Adult education staff completed registration and advisement for 719 students.

Dear Friends: In November, the people of Maine entrusted me to serve another term in the United States Senate. I am deeply honored to serve you and will continue to work to bridge the partisan divide and to forge bipartisan solutions to the many challenges our nation faces. With the New Year just beginning, I welcome this opportunity to reflect on some of my work from this past year and to highlight some of my priorities for the year ahead. The biggest challenge facing our State remains the need for more jobs so that Mainers can stay in our great State to live, work, and raise their families. Since small businesses create the vast majority of jobs, we must help them to start up, grow, and succeed. We must update our tax code to encourage small business investment in equipment and other assets, cut the red tape that is hampering job creators, build the transportation and energy infrastructure to support an expanding economy. We must also foster opportunities for key industries, from agriculture to defense. We must ensure that our workers have the skills they need for the jobs of today and tomorrow. These initiatives will remain my top priorities in the new Congress. I am pleased to report a number of successes from this past year, including provisions from my “Seven Point Plan for Maine Jobs.” My proposals to streamline job training programs and better match workers’ skills with employers’ needs were enacted as part of a workforce investment act. I helped secure promising manufacturing opportunities for our state—from requiring the military to buy American-made athletic footwear for new recruits, just as it does for other uniform items, to an additional Department of Energy investment in the deepwater, offshore wind power project being developed by the University of Maine, Maine Maritime Academy, and private companies. For Maine agriculture, I succeeded in including the fresh, white potato in a federal nutrition program from which it has been the only vegetable to be excluded. Also last year, I was pleased to join in the christening of the USS Zumwalt at Bath Iron Works, a Navy ship for the 21st Century that will help protect our nation and strengthen one of Maine’s most vital industries. And, for Veterans living in rural areas, I secured a two-year extension of the successful Access Received Closer to Home program, which is improving access to health care for Veterans in northern Maine. Finally, after several years in the making, I am delighted that Congress has approved my legislation to form a commission – at no cost to taxpayers – on the creation of a National Women’s History Museum. A museum recognizing the contributions of American women is long overdue, and this bill is an important first step toward that goal. In the new Congress, I will serve as Chairman of the Transportation Appropriations Subcommittee. This position will allow me to continue working to ensure investments are made in critical transportation infrastructure, which is essential for our safety and economic growth. To date, Maine has received more than $90 million for highway, bridge, airport, rail, and port projects through the successful TIGER grant program. I will also serve at the helm of the Senate Special Committee on Aging in the 114th Congress, a position I sought because Maine has the highest median age in the nation. Working to address pressing issues facing our seniors, from long-term care and retirement security to the vast potential of biomedical research, will be on our agenda. Preventing and effectively treating Alzheimer's should be an urgent national priority as this devastating disease continues to take such a personal and economic toll on more than five million Americans and their families. The Committee will also continue to focus on the scams and frauds targeting our senior citizens and has a toll-free hotline (1-855-303-9470) where seniors and their loved ones can report suspected fraud. A Maine value that always guides me is our unsurpassed work ethic. As 2014 ended, I continued my record of never missing a roll-call vote since my Senate service began in 1997; a tally that now stands at more than 5,700 consecutive votes. This year I was fortunate enough to serve on the Appropriations and Financial Affairs Committee, where we had the monumental task of keeping our fiscal house in order and negotiating a new state budget. Key to our success was the ability to work across the aisle so we could address the pressing needs around our state. Despite the many challenges facing our state, we were able to produce positive accomplishments on behalf of Maine people. We passed a bipartisan budget that lowers the income tax for the middle class and maintained revenue sharing, while investing in public education and job training for Maine workers. Additionally, the budget protects seniors and public health, bolsters drug enforcement, and provides meaningful welfare reform. This session, the Legislature also increased the Maine State Grant for Maine college students, restored $38 million dollars to fund energy efficiency programs for Maine people and businesses, and approved $100 million in bonds for roads and housing projects. 93 HISTORY OF OLD ORCHARD BEACH, MAINE The earliest records of the Old Orchard Beach area date back to 1653. The first settler, Thomas Rogers, established “Garden by the Sea: in 1657. A few years’ later ten militiamen repelled 150 attacking Indians near the beach, but a relief party of townspeople coming to support the militiamen was killed in an ambush and Roger’s home was burned. The “old” apple orchard from which the Town took its name, a landmark to sailors for many years, was on high land above the long sand beach. In 1820 Maine, formally part of Massachusetts, became a State by act of Congress. In that same year the first Public House (inn) was opened serving coach travelers and other transients year round. In 1837, E. C. Staples was coaxed into taking summer boarders at his farm for $1.50 per week. Convinced of Old Orchard Beach’s potential as a summer resort, Staples built the first Old Orchard Boarding House near the top of today’s Old Orchard Street. In 1842 brought the first steam railroad from Boston to Portland with a station just two miles west of town. The first restaurants to sell seafood treats and “shore dinners” opened in 1851 near Staples Street. The Grand Trunk Railroad opened in 1853 connecting Montreal to Old Orchard Beach, enabling Canadian visitor to flock to the closest beach to Montreal and avoid the long carriage trip. The Civil War began in 1861 followed by years of growth and building of homes, streets, stores, livery stables, and beachfront hotels. 1873 brought the Boston & Maine Railroad passing right through Old Orchard Beach and stopping on the site of today’s Chamber of Commerce. In that same year a group of Methodists formed the Old Orchard Beach Campground which in the early 1950’s was purchased by The Salvation Army. Yearly thousands of Salvationists come to Old Orchard Beach for the ten days of camp meetings. The Ocean Park Association also built their temple in 1881 and nationally known speakers were heard every Sunday all summer. In 1892 electric trolley cars replaced horse cars to Biddeford and Saco. 1898 proved to be an unfortuitous year to complete the first Pier. Built of steel and measuring 1,770 feet long and 20 feet above the tides, their Pier was severely damaged in November of the same year. 1900 brought the first Town Hall and 1902 the first amusement area complete with roller skating, merry-goround, rides, games and refreshment stands. The Portland to Old Orchard Beach Electric Railway opened in 1903 where 14 miles of track were traveled in under one hour for $.20 cents.
94 The great fire of 1907 destroyed the entire beachfront as firemen from Portland, Biddeford, and Saco rushed to the beach but struggled to contain the blaze, hampered by low water pressure. Rebuilding began at once, and one project “the standpipe” assured adequate water for all. March 1909 brought another damaging storm destroying “White City” at the end of the Pier and reducing the pier to 700 feet. An international auto race was held on the beach in 1910 with Dave Lewis winning the 100 mile race. The 1920’s and 1930’s were the Big Band era. All the famous dance bands, Guy Lombardo, Rudy Valle, Duke Ellington, and more visited the Pier Casino each summer and thousands dances over the waves under the revolving crystal ball. Sparked by Lindbergh’s daring flight, many Trans-Atlantic flights took advantage of Old Orchard Beach’s long stretch of wide hard packed sand to attempt their own crossings. The storm of February 1978 almost demolished the Pier and a new pier was immediately planned which opened in June of 1980. The winter residents of 10,000 welcome over 150,000 during the summer months. Old Orchard Beach is alive with exciting things to do.

They assisted on a bank robbery that occurred in Lewiston. A chase of the suspect vehicle ensued and the vehicle with two robbery suspects crashed in Saco. One of the suspects was caught while the other male ran off with the money. Officer St. Pierre arrived and tracked the suspect down. The suspect surrendered rather than face the large German Shepherd - “Gunther” – another great catch by the K9 team!
