4 Town Council Dedication Paul Landry December 2, 1959-May 11, 2022 We always look at the dates above as the beginning and the end, but we forget that the most important part is the dash. The dash is how we lived our lives and those we impacted during that time. Paul Landry lived his dash as a loving son, brother, father, grandfather, partner, and friend. Paul was born on December 2nd, 1959, to Roland and Marguerite Landry. He was a successful businessman who believed in true customer service and providing for others. Paul graduated from St. Dominic's High School as well as the University of Maine at Orono, where he majored in Chemical Engineering and Business. In high school, he played hockey, soccer, and baseball. He earned a college scholarship for soccer. Paul went on to continue his love of sports by coaching hockey along with any other sports his children had interest in. Paul was the owner of Landry’s Quick Stop in Greene, Maine. There, his talents, and personality helped make the community prosperous. He was also a partner in various business ventures that helped make the community and his partners successful. He was a dedicated friend to many since childhood and was truly loved by them all. He was the owner of Landry’s Shop n’ Save Supermarket and Landry’s Cascade Plaza, located in Old Orchard Beach. Paul was a devoted and selfless man. During the harshest times, Paul was fully involved and committed to assisting those in need throughout his community. Paul elevated those around him and always wanted to give others the opportunity for success. Paul pretty much knew all the residents by name and never failed to stop to have a chat with customers. During the pandemic, Paul was the first to offer help to the community, from hosting “stuff a truck” to finding creative ways to get food to the community.
5 He lived life to the fullest. His camp was a special gathering place for his family and a bountiful number of true loyal friends. He never refused to perform karaoke and bellowing songs to his fans. He loved seeing people laughing and having a great time. He was the life of the party, and those memories will remain with us forever. But mostly, Paul was a family man. His children, grandchildren and siblings were his life. He loved visiting his children and grandchildren at the camp. Paul was so proud of them and wanted to make sure they were taken care of. Paul is survived by his children Danielle Chapman, Brianne Landry and her partner Chris Spear, his son Jake Landry and his partner Dhayanne Gellis, his grandchildren Alexander, Abigail, and Evelyn Chapman, Teagan and Ayverrie Spear, two sisters, Susanne Landry Hamann and her husband Pierre, and Denise Landry Theriault and her husband Jim, as well as a sister-in-law Louise Landry Mease, his loving partner Julie Bayley and her three children Troy Pelletier, Mckayla Bayley and Allison Bayley and the mother of his beautiful children Brenda Landry and many nieces, nephews and cousins. Paul was predeceased by his parents, his infant son Zachary Paul, and his brother Maine State Police Det. Gil Landry.
6 Meet your Council and Department Heads The Old Orchard Beach Council is comprised of five members. Councilors are elected by Old Orchard Beach residents and serve two-year terms. The Town Council decides on policy and legislative matters and approves the Town’s annual budget. The council appoints a Town Manager to carry out policy and legislative decisions, perform day-to-today administrative operations, supervise Department Heads, and prepare the annual budget. 8 Letter from Town Manager Diana H. Asanza The Town began the budget year with an increase of 5% to the net municipal budget over FY 21. This was primarily driven by the effects of inflation. The inflation rate hit an all-time 30 year high of 9% in June 2022. Labor was a concern that most employers across the state and country were dealing with, and Old Orchard Beach also had labor shortage concerns. Even with these economic concerns the increase in municipal revenue helped to offset the increased cost of goods and services. The Town continues to make improvements to its capital infrastructure. This year design and engineering efforts continue on the upgrades to the Wastewater facility and sewer collection system. The voters approved the $23,500,000 project. The Town received funding through the Maine Bond Bank and the Clean Water SRF program, as well as a $1,000,000 federal grant. The engineering firm, Woodard & Curran is finalizing the design plans and the Walnut Street sewer replacement project has gone out to bid. The project includes: • Updating the main electrical system • Upgrades to the plants aeration and sedimentation tanks, process building, clarifiers, sludge processing equipment, plant water system, etc. • Replacing five pump stations: Halfway Pump Station Comfort Pump Station Ross Rd Pump Station Portland Ave Pump Station Milliken St Pump Station Other infrastructure projects that were completed or in the process this past year include: • W. Grand Ave. paving project from Union Ave to Pavia Ave. This also consisted of sewer and storm drain repairs. • Culvert replacements at the Coldwater Brook off of Old Orchard Road • Culvert replacement on Free St. • Sink hole repairs on Brown St., and Shorewood Lane • Stormwater drainage repairs on Balsam Lane, Bower Lane, and Goldenrod Rd. In addition to these important infrastructure projects, we have also focused on improving our community in other ways. Addressing accessibility to the beach by installing ADA compliant beach mats, installed street signage at all beach entrances for public safety and wayfinding for residents and visitors. This is my first report as the new Town Manager for Old Orchard Beach. As I moved from my previous position as the Finance Director, which I held for nine years, to the Town Manager position, I sincerely thank the Town Council for their support. I appreciate all the hard work and commitment from Department Heads, Town staff, and the many outstanding volunteers who serve on the Town's boards, committees, and commissions. 12 Letter from United States House Representative Chellie Pingree Dear Friends, I hope this letter finds you well. It is my honor and privilege to serve the people of Maine’s First District in Washington, DC, and I appreciate the opportunity to share this annual update with you. This past year, our state faced unprecedented challenges, mirroring the difficulties experienced by communities across the nation. High inflation rates, a rapidly changing climate, aging infrastructure, and increasing energy costs were among the top concerns I heard while home in the district. Keeping these in mind, I was proud to work with my colleagues in the Maine Delegation to pass historic legislation to bring federal dollars back to our communities. One of the ways we delivered for Mainers was through the passage of the Inflation Reduction Act (IRA) in August. This law provides much-needed assistance to struggling families. With the help of the IRA, Americans will save an average of $800 per year on health insurance and Medicare beneficiaries will have increased access to medication. Additionally, the IRA offers billions of dollars to expand rebate programs for Americans who wish to make their homes more energy efficient. Homeowners can now receive up to a 30 percent tax incentive for the cost of home solar installations and a 30 percent incentive when investing in a heat pump. Over the next decade, these rebates will offer Mainer’s thousands of dollars in savings while decreasing fuel costs for winters to come. In 2022, Congress also passed meaningful legislation to help create skilled jobs in the construction, manufacturing, and engineering sectors. The Creating Helpful Incentives to Produce Semiconductors (CHIPS) Act will allow the U.S. to advance its leadership in the development of semiconductors used in the manufacturing of computers, cell phones, cars, and numerous other technologies we rely on. By developing this industry at home, we can bolster our national security and lessen our reliance on foreign technology. As I look toward this Congress, I am excited to work with my colleagues on both sides of the aisle to improve the lives of Maine people. It is critically important that we continue to take action to increase job growth, decrease inflation, take measures to promote our national security and invest in our health care and education systems. Each year my office receives over 40,000 calls, letters, and emails from Mainers. I recognize the tremendous trust you place in having me represent you in Washington and by sharing your stories, thoughts, and concerns. Please rest assured, I will continue to fight for the interests of Mainers in Congress, and my staff and I will do everything we can to ensure your needs are met. 15 Community Friendly Connection OOB Community Friendly Connection dedicated this year to coming back up to speed after shutdown or limited work on our community-based projects due to COVID. We began holding in-person meetings and worked to increase our membership. The Sand for Safety Project once again involved students from OOBHS. Seniors or disabled citizens who are unable to access the town's sand supply can have a bucket delivered by the students after signing up with CFC. The Community Friendly Connection began a Pollinator group as an ongoing project. In the Fall 2021 we planted milkweed at the Community Garden. Monarch butterflies require milkweed to reproduce, and the native plant seeds need a one to two month cold and wet period to germinate. The intent of the Pollinator Group is to sustain the butterfly population. In the Spring the garden was tilled, and several Native plants were introduced to the Community Garden in order to sustain the population of other pollinators. The CFC Pollinator program made possible by a grant from Gulf of Maine Research Institute. CFC volunteers worked all summer to water and weed the garden and these native plants bloomed and attracted many pollinators. In the spring of 2022, another pollinator garden was created in raised beds at the Loranger School with the Grade 5 Science students and assisted by the CFC volunteers. The program will continue in various locations of OOB over the coming years to keep our pollinators from becoming extinct and with the hope of removing them from the endangered lists. OOBCFC launched plans in late spring 2022 for what would be the inaugural OOB Fall Fest celebration at Veteran's Memorial Park in September 2022. The OOB Fall Fest was organized by a core group of organizations--Town of OOB, OOBCFC, Libby Library, OOB365, and the OOB Chamber of Commerce--that met throughout the late spring and summer to identify and reach out to the many offerings of nonprofits, businesses, and town departments available in Old Orchard Beach and our surrounding area. This dedicated volunteer group identified performers (music, dance, and hula hooping); food; presenters (with organizational and informational tables, games for all ages, volunteer sign-ups and more); a children's art show addressing CFC's Pollinator Garden theme; and the Friends of Libby Library Annual Book and Yard sale. From the initial planning stages, OOB Fall Fest was designed as an inclusive event, free-of-charge, intended to encourage locals and visitors alike to get outside, have fun, and become reacquainted with the many rich resources available in OOB! For the next year we will focus our efforts on increasing our membership and volunteers as we would like to expand existing projects as well as begin a Helping ands initiative where we would establish a day or two throughout the year when volunteers would complete small projects in the homes of our older residents. Doing this facilitates the age friendly goal of aging in place. Plans for the coming year have been made, with an eye towards an easing of COVID restrictions, which include rebuilding our core membership, completing existing projects and undertaking new ones that can promote community collaboration while engaging all OOB citizens. 16 Town Clerk’s Office To the Citizens of Old Orchard Beach I am truly honored to provide you with information about the activities of the Town Clerk’s Office. The Office of the Town Clerk is responsible for all the records of the town, including all birth, death and marriage records, issuance of marriage licenses, all meeting minutes from the Town Council, as well as all boards appointed by the Town Council. This Office is also responsible for Elections, hunting and fishing licenses, horse permits, as well as dog licenses, and parking permits. Each year we honor those that have passed. Sadly, we lost Richard Litwin. He was a member of the VFW, coordinated the Flag Raising Ceremonies in Memorial Park, and assisted the Town Clerk with the Memorial Day Parade; Anita Mokarzel and Jeanette Henry were both ballot clerks; Richard Parker retired from the Fire Department in September 1996, after many years of service; and David Marshall, who was a lifeguard for many years. This fiscal year we had two elections. Our first election was the Municipal/State Referendum Election on November 2nd, 2021. There were 3,051 voters that participated. Voters voted to elect Larry Mead and Louise Reid to the Town Council, and elected Craig Evans and reelected David Boudreau as Directors for RSU #23. There were two municipal questions. The first question was to amend Section 301 of the Town Charter, Petition for Overrule of Action of Council, amending the amount from $250,000 to $500,000, and removing the overrule of $250,000 on Capital Improvement Funds. It was approved (1442/892). The second question was to amend Section 303 of the Town Charter, Referendum on Certain Expenditures, removing any order or resolve appropriating $500,000 or more for a single capital improvement or for a single item of equipment, changing $500,000 to $1,000,000 in section III and removing the sentence “These provisions shall apply whether or not payment for the capital improvements or single item of equipment is to be made in more than one fiscal year. It was approved (1863/849). The next election was the State Primary and RSU #23 Budget Validation Referendum Election on June 14th, 2022. There were 824 voters that participated in that election. Voters passed the budget 665/142 and agreed to continue the budget validation referendum process in Regional School Unit No. 23 for an additional three (3) years, 604/196. 23 Assessor’s Office The real estate market for Southern Maine properties, particularly for seacoast communities such as Old Orchard Beach, continued to see rapid market appreciation in most areas on or near the ocean despite the pandemic. The property assessments are well within the State of Maine standards when compared to the qualified sales. In FY’22, the assessing office’s annual review of several hundred permits resulted in approximately $39,325,430 of new growth. The tax mill rate decreased by $1.26 to $14.16. This means that the tax rate is 1.416% of a property’s assessment. It is interesting to note that 8.8% or $1.25 of the $14.16 mill rate is designated for operations of the wastewater department. In many cities and towns, this is a separate bill for homeowners, who are connected to the town wastewater system. The median assessment ratio (assessment ratio = assessment value divided by the sales price) is approximately 91% which means properties are now being assessed on average at about 91% of their fair market value. The assessment ratio was falling on a monthly basis indicating a continued rise in the more desirable locations of the local real estate market. Market adjustments were made to reflect this rising trend. The overall assessment to sales ratio remains less than the fair market value, as of April 1, 2021. Our focus has always been to provide the taxpayers/public with all the information necessary to make the best decisions on whatever situations are at hand. Transparency is the key. One of the challenges for assessing continues to be how we can better inform the taxpayers, so they have a more complete understanding of the importance of the assessing office in maintaining a stable, fair, and equitable taxation base. Our goal will continue to be to provide an equitable and accountable real estate-based assessment program that is fairly administered as outlined in the State Statues governing property assessment. The assessment ratios will also continue to be in compliance with the standards for quality assessment as outlined by the International Association of Assessing Officers. There are programs, such as the Homestead Exemption and Veteran Exemption, available to those residents who qualify, to help alleviate some of the tax responsibility. They are outlined on the Town’s website and are also available at our office in the Town Hall. These forms are due in the Assessor’s Office by April 1st in order to be applied to the next fiscal year. 24 Finance Office To the Town Manager, Town Council, and Citizens of Old Orchard Beach: I am pleased to submit this annual report on behalf of the Finance Department for the Fiscal Year ending June 30th, 2022. I would like to thank all the staff in the Finance and Tax offices for their hard work and support over this past fiscal year. They do an excellent job of keeping the departments operating effectively and efficiently. Gidgette Dupuis, Tax Collector – Deputy Treasurer Charlene Surprenant, Tax Office Customer Service Specialist Virginia Deering, Tax Office Customer Service Specialist Brynn Patenaude, Staff Accountant Jaime Conte, Finance Disbursement Specialist The Finance Department holds the responsibility for the administration of all the Town’s financial resources and financial functions. This includes accounting, accounts payable, accounts receivable, payroll, risk management, debt administration, managing investments, the treasury, and the collection of taxes. This department also assists the Town Manager in the annual budget preparation, and the Finance Committee with the preparation of the annual Capital Improvements Program. Administration The administrative program provides oversight for all financial activities of the town. This program also advises the Town Manager and the Town Council on fiscal policy. The department prepares monthly and annual financial reports, manages the development and administration of the budget system and reviews State legislative documents concerning fiscal matters. Other responsibilities include the development of financial policies and joint administration of the Risk Management, General Accounting, and Treasury functions of the Town. The Finance department also manages the Property Tax Assistance Program, which helps seniors in the community to keep their property taxes affordable. Accounting/ Financial Responsibilities This department is responsible for all financial transactions for the Town of Old Orchard Beach, to maintain the integrity of the Town’s General Ledger System. This includes the processing of municipal payroll, accounts payable, debt management, budget preparation, management and analysis of the budget, account reconciliations for audit purposes, purchasing and procurement, and other related financial duties.
25 Cash Management Responsibilities The Treasurer of Old Orchard Beach has custodial responsibility for all funds received by the town and ensures proper operating cash flow projections for all required disbursements. The Treasurer also has the responsibility of coordinating the investments of Town funds according to the objectives of the Investment Policy, ensuring safety, liquidity, and yield. Tax and Revenues The Tax Office is responsible for property tax collections, motor vehicle registrations, and excise tax collections. They also deal with snowmobiles, boats, and ATV registrations. The Tax Office staff serve as agents for the State of Maine and collect any applicable fees on behalf of the State. This office is responsible for the acceptance and recording of all Town funds and prepares bank deposits daily. Ongoing Goals: Manage all financial functions of the Town and provide assistance and guidance to the Town Manager, Town Council, Finance Committee, all Town departments, and citizens of Old Orchard Beach. Research and implement any improvements for all Town departments that will ensure better customer service, improve efficiency, and maintain internal controls. Review and update any policies and procedures as needed to maintain fiscal responsibility. Provide outstanding customer service to residents and employees. Ensure that the Town maintains a strong Financial Position.
