Dear Ms. Sheena Salvino,
Tangram Design, LLC (Tangram) respectfully submits the following response and qualifications for consideration to
develop a new Wayfinding Program for the City of Pasadena, TX and a Parking Branding Design. We understand that
the city also wants the chosen consultant to develop a concept to visually direct to and identify Historical Landmarks,
identified in the RFP. Through this submission, I would like to introduce to you who we are and some areas that Tangram
specializes in that we feel can benefit the City of Pasadena, TX Wayfinding Program project.
Tangram works in the planning and design of wayfinding systems, branded environments, interpretive/exhibit design,
and placemaking. Since its inception in 1996, Tangram has developed a variety of branded wayfinding signage projects
ranging in size and complexity for governmental, institutional, transportation, recreational, commercial clients, and
special districts across the nation. The needs of these projects varied from simple sign panels that direct, inform, or
educate to broad and complex signage systems and placemaking environments that elicit greater interaction.
Tangram specializes in developing municipal wayfinding systems for small urban /rural cities and towns that may
have limited financial resources than larger cities. After working in this profession for 25 years, we have developed a
process that can be applied to the clients budget without sacrificing innovative and creative design solutions. We have
successfully completed several Wayfinding Signage Master Plan Programs and Branded Parking Plans for many cities
looking to direct visitors to their destinations as well as to their Historical Landmarks.
We have also developed a niche in culturally sensitive and special district projects with historical information. We
believe every city has a story to tell and there is always something we can find to tell the public about the city. This
encourages visitors to engage with the community a little deeper by exploring and visiting more destinations during
their stay. Tangram developed a municipal wayfinding systems that includes the historic information of the city onto the
wayfinding signage program to help with the walk-ability of the city. We provide innovative and creative design solutions
that encourage the visitors to interact and learn about the local history and culture as they navigate throughout the
downtown or the city. This methodology has also encouraged the community members to take more ownership and care
of the signage program which has proven to reduce the intentional vandalism and destruction of the signs.
To better develop a successful wayfinding program for any city, Tangram believes it is essential to take into consideration
the community health and safety during the design process. We apply the principles of Crime Prevention Through
Environmental Design (CPTED) into our initial assessment and throughout our design development of the wayfinding
signage program for all of our community wayfinding projects. We have even included qualified public health and safety
researchers onto our staff. Incorporating the principles of CPTED can help create a safe and secure environment that
encourages activity, vitality and viability, enabling a greater level of participation and activation into the community. This is
especially relevant these days as we continue to work around COVID restrictions, the rise in the homeless population and
the continued social injustice volatility in our communities.
With an eclectic mix of creative designers, wayfinding strategists, technical specification experts, social health and safety
researchers and seasoned community wayfinding project managers, Tangram will deliver high-quality and effective
wayfinding signage design solutions to this project. By keeping interaction with our clients and being responsive and
accountable at all times, Tangram can be relied upon to keep a project on track and on budget.

the Society of Experiential Graphic Design (SEGD), – an
organization of professionals who plan, design, and build
signage systems. The organization is made up of both
design firms and signage fabricators. Our involvement
with SEGD equips us with the awareness of emerging
trends within our discipline. It gives us the ability to
successfully guide the town through established industry

To save money and reduce the production of the amount of signs, the backside of the
wayfinding signs are used to showcase the interpretive information. The interpretive
panels are designed to show an image of the innovator alongside their innovation.

the Ogden Valley become a competitive four season world-class recreation and resort
destination, Weber County needed a wayfinding plan, design, and install strategy to
direct visitors to the many recreational destinations within Ogden Valley’s area.
Tangram developed a branded wayfinding signage system that promotes the Ogden
Valley’s rural lifestyle and character. The sign system is designed to celebrate the Ogden
Valley’s primary landscape features, the mountains and the lakes which support the
recreational opportunities within the valley. The sign posts and back panel are designed
to represent the mountains and the wave at the bottom signifies the lakes. As much
of the community’s lifestyle in the valley is ranching, wood is used to integrate with
the environment. To achieve the final design direction, Tangram worked with the
project stakeholders and engaged the community as well as the Utah Department of
Transportation to find a solution that would work for everyone.

• Wayfinding Programming
A Wayfinding Plan was developed for Port Angeles in 2011. As considerable time had
passed, since the last analysis and planning effort and because the city has continued
to change, the wayfinding plan needed to be updated and a new implementation plan
created. Tangram Design, LLC was commissioned by the city to assess and update
their 2011 Wayfinding Plan. Through this effort Tangram provided an updated branded
wayfinding system. The Wayfinding Signage Program fluidly guides vehicular and
pedestrian traffic within the city. The program is designed to enhance the identity of the
community and its institutions, reinforce the city’s brand, improve the visitor experience,
and inspire a better sense of place.

Tangram Design, LLC was contracted by the City of Troy to develop a new wayfinding/
gateway signage program for the downtown area. The new system will replace the existing
signage, address recent commercial growth, create a more welcoming city at its gateway
points, and direct residents and visitors to local destinations easily and effectively. By

was developed. The new signage program coincides with the recently adopted Troy
Comprehensive Plan. The design of the signage pays homage to the city’s history and the
Hudson river, while strengthening the city’s brand and adding an innovative shape and
design to the environment.

downtown as an attraction and to give it its own sense of place, the city and historic
downtown signage were designed differently. The primary gateway and city wayfinding
signage reflects the city’s recreational and outdoorsy lifestyle while the Downtown
signage highlights Main Street’s historic charm and unique character.

Parking Master Plan and corresponding design intent implementation drawings for the
signage. The City required that any new signage designs or standards that develop in this
process stem from the currently established signage design and brand. Working within
these parameters, our design team modified and enhanced the visual aesthetic of the
signage design, created new signage elements that worked with the system, improved its
constructability and cost-effectiveness, and ensured compatibility for implementation
in retrofitting existing parking facilities and future signage projects.

The City of Monroe, Washington is happy to provide this letter of recommendation on behalf of
Tangram Design, LLC.
Tangram Design has been working with the City of Monroe for over a year to develop a
comprehensive Wayfinding and Gateway signage program for our community. As of the date of
this letter, the signage designs have been completed and the City is preparing to issue a bid for
fabrication and installation; the first phase of installation, to include gateway monument signs at
two of the primary entrances to Monroe, is anticipated to be completed this fall.
As the master plan was developed, the Tangram Design team has proven to be knowledgeable,
informative, and cognizant of the signage industry and practices. Their work in developing the
master plan has included data collection, community outreach, an assessment of Monroe’s
current signage and signage gaps, and completion of the “Gateway and Wayfinding Signage
Location Plan and Message Schedule”.
Throughout the concept design process, the team completed multiple consultation sessions with
Monroe’s City Council and Economic Development Advisory Board (EDAB). George Lim and
Matthew DeLade completed this work in a truly consultative manner, taking the feedback received
and refining their design recommendations to produce a final product that was well received by
City staff, elected officials, and advisory board members.
As part of their community assessment, the Tangram team visited Monroe and learned about its
Historic Downtown. In presenting their initial design concepts, the Tangram team submitted
designs for not only the Gateway and Wayfinding signage families they were contracted for, but
also a unique design concept for the Historic Downtown that they proactively prepared. This
personal touch showed the investment the team puts into each project; the design was warmly
received, particularly by the members of the EDAB, several of whom own businesses in the
downtown area.
The City of Monroe is confident in recommending Tangram Design for any project involving the
planning and design of wayfinding and signage systems. Tangram has completed many quality

As our society and culture continues to embrace the
amenities and conveniences of smartphones, apps,
real-time information, etc., providing technological,
interactive, or digital signage components can provide
an opportunity to enhance how people engage and
experience a city. The use of digital signage typically
causes mixed reactions where some embrace it to
promote local business and festivals while others feel it is
an intrusion to the natural beauty of their environment.
As it is not yet clear whether integration of digital or
technological approaches will be embraced by the
community, during the development of signage concepts,
suggestions for incorporation of these elements where
appropriate will be considered.
Successfully utilizing technological, interactive or
digital elements within the signage system will be highly
dependent on the city’s capability and resourcefulness
to maintain the digital content of these systems.
