February 20, 2013 The Bedford Area School District Board of Education met on February 11th for a Work Session
and February 19th for a Regular Board Meeting in the Board Conference Room at Bedford High
School. The Board President, Mr. Tom Bullington, called the meetings to order. The “News &
Notes” is a recapitulation of the business that transpired written by the Board Secretary.

DR. DANNY R. WEBB
RESIGNS AS ASSISTANT SUPERINTENDENT

BEDFORD AREA SCHOOL DISTRICT The Board approved the letter of resignation received from Dr. Danny R. Webb, Assistant
Superintendent, retroactive to February 4, 2013. Dr. Webb was promoted by the Board to the
position of Assistant Superintendent beginning on November 1, 2010. He has been in educa-
tion for 26 years in Bedford County. In 2002 he was hired as the Assistant Bedford High
School Principal; in 2007 he was promoted to the Bedford High School Principal position. His
PA Superintendent Certification was awarded in 2007. He acquired the degree of Doctor of
Education in 2008 from Duquesne University. He has had the experience over his years in
education to be a High School Principal, Assistant High School Principal, Middle School Prin-
cipal, Head Teacher, and a Technology Education teacher. He is a 1983 graduate of the Wind-
ber Area High School; and earned his Bachelor’s Degree in Technology at California University
of PA. He earned his Secondary Principal Certification from Shippensburg University. We
appreciate Dr. Webb’s exceptional work ethic, and outstanding leadership. During this time he
has gained experience in the subjects of testing and curriculum. He is quite familiar with Key-
stone Exams which involve testing at the conclusion of every course, not just a set time in a
particular grade. He completed a report in October on the Pennsylvania System of Student
Achievement (PSSA) results and the Annual Yearly Progress (AYP) designations for the Dis-
trict. Dr. Webb also led the initiative for Keystones to Opportunity Grant. This initiative is a
federal grant that PA has received to improve literacy outcomes for students from birth
through grade 12. We appreciate all the work Dr. Webb has been doing to make the Keystones
to Opportunity a great success in our District. Dr. Webb just presented a detailed report for
the Board on the District’s Safety and Security plans at the January Board Meeting. With the
experience that Dr. Webb has gained over his years in education—we wish him all the best as
he is promoted to the Superintendent’s position of the Everett Area School District. Dr. Sell
and he will no doubt be working closely.

Personnel

Ms. Codie L. Howard, 138 Moto Lane, Mt. Pleas-
ant, PA 15666 was hired by the Board as the Spanish
teacher for Bedford High School. Ms. Howard is a
2011 Magna Cum Laude graduate of California Uni-
versity of Pennsylvania, California, PA with a Bachelor
of Science in Secondary Education with a concentra-
tion in Spanish. Ms. Howard studied Spanish abroad
at the Coastal Spanish Institute in Tamarindo, Coasta
Rica in 2009. She resided with a Colombian host
family and took private full immersion Spanish
classes for two months. During August 2011 through
June 2012, Ms. Howard served as a long-term substi-
tute Spanish teacher for Burrell Area Middle School
and High School, in Westmoreland County; she
taught Spanish 1 and 2; and Introduction to World
Languages. Ms. Howard also holds a Technology for
Foreign Language Instructors Certificate from Califor-
nia University of Pennsylvania.

We are happy to welcome Ms. Howard to the Bedford
Area School District! Hola!

Items of Interest

Mr. Jeffrey Thomas, 973 Brant Hollow Road,
Buffalo Mills, PA 15534, was hired as a full-time
Custodian for the position at Bedford Middle
School retroactive to February 14, 2013. Mr.
Thomas was hired as a Substitute Custodian on
January 4, 2012 and worked in that capacity for
six months as a long-term substitute at Bedford
High School and as needed since. Jeff graduated
from Hyndman Middle-Senior High School in
1986. After graduation from high school, Jeff
was hired at Cannondale as a Welder. The Dis-
trict is proud of his recent success, as the Boys
Varsity Head Soccer Coach. The past two years
he and his assistants have coached the Soccer
Team to two District Championships! This 2012-
2013 school year he took the Soccer Team to the
State Semi-Finals! Kudos to Coach Thomas!

Jeff has an outstanding work ethic and positive
attitude. He has worked diligently keeping our
buildings clean and safe for our students and
staff. We welcome him to our full-time Custodial
Staff.

Budget Report

♦ Dr. Sell reported briefly on the preliminary proposed 2013-2014 state budget presented by Gov. Tom Corbett last week.
The Governor presented a $28.4 billion state spending plan. The budget provides $9.55 billion for K-12 education. Fund-
ing for the Basic Education Subsidy would receive a modest $90 million, or 1.7% increase, bringing the total to $5.5 billion.
The increase in the education budget once again is allocated to pensions. The budget shows a 26.2% increase for school
employees’ retirement costs. (It was noted that this action was tabled). Other specific education items are: Special Educa-
tion—is level funded at $1.03 billion for the sixth year. The Accountability Block Grant (ABG) is level funded at $100 mil-
lion. Assessment is set at $56 million, which is a $3.8 million, or 7.2 % increase for state and federal testing programs,
including the Keystone Exams and PSSA’s. We will continue to watch and listen for further reports on the state budget.

Athletic Training Agreement

♦ The Board approved an agreement between ProCare Health Systems, Inc. and the District. ProCare is willing to render
athletic training services for a two-year agreement in developing and maintaining an athletic program designed to prevent
and/or reduce athletic injuries and prompt the safe rehabilitation of students after athletic injuries. The District desires to
obtain the assistance of and use of the facilities and services of ProCare to compliment its interscholastic athletic events
and physical education program.
