Applicability of the SUPPORT Act to Veterinarians
The DEA recently announced the launch of the Suspicious Orders Report System (SORS) Online, a
new centralized database [https://deadiversion.usdoj.gov/sors/index.html], where DEA registrants,
including veterinarians, must report suspicious orders of controlled substances. The DEA has sent
communication about the program to all practitioner registrants. The good news is that the impact
upon veterinary practices should be negligible and compliance should be relatively straightforward.
As this is a new program is it very likely that DEA guidance will change over time and we will keep you
informed as we learn new information.
Under the Support Act, if a veterinarian believes a request from another practitioner is suspicious,
the veterinarian should not supply the controlled substance. The veterinarian should register for
the program on the DEA website and report the order to the electronic database (SORS Online).
A veterinarian only needs to register for the database at the time of the need to file a report of a
suspicious order.

Alvin F. Weber, DVM, Ph.D
Dr. Weber passed away on December 29, 2019. Alvin was born March 13, 1918 in Hartford,
WI. He was a life member of the MVMA. Weber joined the University of Minnesota College
of Veterinary Medicine (CVM) faculty in 1949 and helped found the college in its infancy.
He was a research and teaching faculty member for more than 60 years. Weber liked being
referred to as a cytogeneticist. He performed research on bovine leukemia and other
diseases with cellular abnormalities. Weber also taught pre-clinical courses in gross anatomy,
histology, and embryology, and was a favorite instructor of students for his knowledge and humor. Through US
Public Service Grants, he also performed research at the Justus Liebig University in Germany and the University
of Bern, Switzerland. He served as histology section chairman on the International Committee on Veterinary
Nomenclature. After retirement as an emeriti professor from U of MN in 1988, he continued to work as a
consultant and researcher at U of MN until 2016. A weltbummler, he traveled the world with his wife, Eleanor,
and later after her death, with companion, Hazel Stoeckeler. He is survived by his daughter, Elizabeth, and his
son Thomas (Yoko).
Keith Friendshuh, DVM
MVMA Life member and past MVMA and MVMF President, Dr. Friendshuh, passed away
peacefully on February 15, 2020, age 74. Survived by wife of 52 years, Cherry; son, Todd
(Angela Giuliani, along with their children, Noah and Anna) and daughter, Keri Furlano (Brent,
along with their children, Aaron and Abi). Attended St. John’s University and U of M Veterinary
College, Class of 1970. Practiced veterinary medicine in Annandale, then worked for Board of
Animal Health, State of MN. Avid birdwatcher, turkey hunter, and an amazing and supportive
husband, father, and grandfather. Services were held on February 22 and memorials were
directed to the Minnesota Veterinary Medical Foundation (www.mvmfcares.org).

2020 Certification for Veterinary Technicians
We are processing renewals for 2020! The deadline for submissions will be June 30th, 2020. After that
time there will be a $40 late fee and five penalty credits incurred. Once a submission is processed,
the technician will receive a verification letter and certification card in the mail. These are considered
“proof” of certification. If a technician does not receive a verification letter or certification card, it
can mean that they are no longer certified in the state of Minnesota and he/she should not be using
the CVT credentials. Currently, we are finding many non-credentialed veterinary technicians using
the CVT credentials on clinic websites. Please make sure to update this information.

MVMA Annual Meeting Awards
The Minnesota Veterinary Medical Association presented the MVMA Awards at the Business Meeting
in February 2020. The awards were given to individuals in the various MVMA award categories.
Veterinarian of the Year - Dr. Trevor Ames
Nominees are members who have given so much to the
veterinary profession as well as to their community, a well-
rounded member who is outstanding in the profession.
Dr. Trevor Ames is an individual who has the demeanor and
expertise to work in all aspects of Veterinary Medicine. From his
humble professional beginnings at the UMN in 1978 as an intern
to a resident in 1979 to Acting Director of Diagnostic Virology in
1981 to full professor in 1991 to his exhaustive administrative duties
which included Large Animal Hospital Group Leader, 1984, Large
Animal Hospital Services Division Head from 1985 to 1995, Clinical
Director of Large Animal Hospital from 1995 to 1998, Department
Chair from 1997 to 2007 (Interim Department Chair, 1997 to 1998),
Clinical and Population Sciences, Chair of Veterinary Medical
Center Leadership Team from 2004 to 2006, Dean, College of Veterinary Medicine from 2008 to 2019
(Interim Dean 2007-2008), Associate Vice President Academic Health Sciences from 2019 to present.
With all of these accomplishments Dr. Ames has stayed humble and continues to help and assisted
where needed. Dr. Ames is able to relate to students, to practitioners in the field, to Industry groups
and to our elected officials at the capital. He is the epitome of what veterinarians strive to be: a
mentor and role model both in the field of veterinary medicine but also in our communities who is
generous with his time & talents.

Outstanding Faculty Award - Dr. Timothy Goldsmith
Outstanding Faculty Award-This award is given to a faculty
member of the University of Minnesota College of Veterinary
Medicine and all its related departments; who provide
outstanding service to Minnesota veterinarians; who give of
their time and talent to the veterinary profession; a leader who
makes a difference to the profession; a dedicated contributor to
organized veterinary medicine.
Dr. Timothy Goldsmith was named outstanding faculty of the
College of Veterinary Medcine by exemplifying collaboration,
communication, leadership, diversity, lifelong learning,
adaptability, and management. In addition to having recently
finished a term in executive leadership with the MVMA, Dr.
Goldsmith is actively involved with students on many fronts. He
is especially good at creating hands-on practical experiences where students can learn how what
they study in the classroom is practically applied with livestock owners in the field. Based on what
we observe with veterinary student interns in our practice and the feedback they give us about Dr.
Goldsmith, they highly value their time with him. Additionally, Dr. Goldsmith is a go to resource at the
College of Veterinary Medicine for food animal practitioners in our state.
Outstanding Industry Representative Award - Tim Zillmer, CVT
Outstanding Industry Representative-Individuals who have
consistently exhibited outstanding service to veterinarians and/
or the MVMA and have promoted the profession through liaisons
with the MVMA, veterinarians, and the profession in general.
Tim has been a sales representative for many years, and is always
full of information. If there is something he doesn’t know he is
quick to get the answer and relay it to us. He is great to work
with, and goes above and beyond what is expected, once
even spending an afternoon installing a new scaler on a dental
machine! Everyone appreciates his energy, enthusiasm, and
sense of humor.

Emerging Leader Award - Dr. Jessica Koppien-Fox
Emerging Leader Award- This award is given to MVMA members
who have graduated from veterinary school within the past 10
years and have demonstrated achievement and leadership
through veterinary community involvement.
Dr. Jessica Koppien-Fox was named named emerging leader
for her achievement and leadership as a veterinarian, her
community involvement, and how she actively engages others
in the profession. Dr. Koppien-Fox has been engaged with the
MVMA on many levels over the last several years. She has been
through the Power of 10 program and has been part of the
MVMA contingent at the AVMA VLC, she has spoken at the
AVMA convention in her area of specialty the past two years, she
is now an active member of the MVMA Board of Directors, and
developed a veterinary opioid survey for Minnesota as part of her MPH program.
President’s Award - Dr. Thomas Hagerty
The MVMA President’s Award recognizes those who have
contributed significantly to the veterinary profession, MVMA,
and/or for promoting the human animal bond, animal health &
welfare or public health.
Dr. Tom Hagerty has been given every MVMA award there is for
his service to the MVMA, the profession, and the state, but this
award is different. The President’s award is a very personal award
often bestowed by the President on someone who has mentored
them in their career and helped them to grow. Dr. Joni Scheftel
has known Dr. Hagerty since 1982, when she graduated. The
clinic she worked at in Watertown and his clinic in St. Michael
were in the same regional veterinary association – the Suburban
Vet Med Association - for mixed animal practitioners at the edge
of the western metro. There, he and some of the other doctors of his day provided a lot of support
to women in mixed practice. Dr. Hagerty’s leadership of the Governmental Affairs Committee and
observing how he interacted with legislators and built their trust, taught Dr. Scheftel how to be more
effective in a governmental setting. Dr. Hagerty has been extremely supportive throughout Dr.
Scheftel’s MVMA Presidency.
Celebrating 30 Years with the MVMA
MVMA Assistant Executive Director, Kelly Andrews, was recognized
for her 30 years with the MVMA. Kelly started part-time for the
MVMA in 1989 and has held a number of different roles with the
MVMA and MVMF. She has seen it all with the MVMA and MVMF
and has contributed to their success of over the years.

To celebrate and recognize the important link between animals and humans,
the MVMA awarded three exceptional animals at the 2020 Annual Meeting. The Animal Hall of
Fame added Hero, Companion and Professional animals to its list of inductees this year.
Companion Animal of the Year- Seamus
Owner: Bret Domstrand
Veterinarian: Dr. Shannon Kennelly
Companion Animal of the Year-Animals who have provided a
benefit to their human companions or their community.
Seamus was originally an ADA service animal working with
a person who has Multiple Sclerosis (MS). When Seamus was
three, he was diagnosed with early-onset arthritis in his front
elbows, because of this, he had to retire from service animal
work. Lake Marion Elementary was then able to adopt him
as a school resource dog. He loves listening to kids read to
him, going for walks, and greeting all of their new students.
He will have been working in the school for 3 years in April of 2020. His job at the school is to
support, encourage, and celebrate student accomplishments. He has been highly trained by
the Pawsitive Perspectives Assistance Dogs (PawPADs) organization. While he is away from
the school, he makes a wonderful companion for his handler, Bret and his family. He has one
of the most kind, sweet dispositions of any dog we have seen. Over the past few months,
he has been suffering with front limb lameness. He was diagnosed with an aggressive bone
lesion, which led to him having his leg amputated. He is currently on medical leave from his
job, but will return to the school following his recovery. Seamus won this award because of his
dedication to his career despite his recent medical concerns. He always brightens everyone’s
day whether it be at the clinic or at the school.
Professional Animal of the Year - Vinny
Owner: Sargent Wade Lerfald
Veterinarian: Dr. Daniel Hartsell
Professional Animal of the Year Award-Animals specially
trained to assist humans.
K9 Vinny operated under the certifcations of the United Stated
Police Canine Association while in service and certified both
regionally and nationally in narcotics detection and police
dog training (tracking, suspect search, agility, obedience,
apprehension with and without gunfire). Vinny obtained over
50+ awards, commenations, cases of the quarter, trophies
and medallions over his career. K9 Vinny was respected for
his achievements both regionally and nationally. K9 Vinny not only was a trophy hunter but
was also a fearless and well-known street dog. Vinny located and seized over $200,000 worth
of illegal narcotics in his career, as well as 13 criminal apprehenions, location of suspects by
tracking as well as locating lost persons. Vinny also was able to to take donzens of felony
suspects into custody without an apprension by his mere presence at scenes. Vinny saved
the lives and injury of several officers in his career by his suspect locating abilities. Vinny also
touched the lives of over 5,000 children in the Douglas Country Area through presentations
and public demonstrations.

Animal Hero Award-Animals who have saved or preserved
human life.
Judy can be found working the circuit of Target Field where
she is an Explosives Detection Canine. Judy spends the long
hours surrounding the Twin’s games ensuring all of the “Uff
Da” saying and “Ope” shrugging Midwesterners (and their
rivals) can enjoy a beautiful afternoon rooting for their favorite
teams. She and her handler, Mr. Mike Litman blend in among
the fans, happily cruising the stands while quietly ensuring the
disaster fantasies that have become reality are avoided. This year, after several dog years

FDA’s Draft Guidance #256, Compounding Animal Drugs
From Bulk Substances
In January the FDA released a draft guidance #256 on compounding animal drugs from bulk
substances. This is a good step forward in bringing reasonable regulations to a currently illegal
pharmacy practice.
This regulation is the result of explosive unregulated growth in bulk compounding for use in equine
and companion animals. Unlike the human industry where individual patient compounding from
bulk substances is legal there is no similar allowance in animals. AMDUCA was passed in 1994 and
specifically banned veterinary bulk compounding except in special circumstances. The growth in
legal human compounding has spilled over into equine and companion animals to the point where
the volume produced rivals that of the approved animal generic industry. The FDA has struggled
to control this and needs regulations in order to enforce the current law. This guidance is intended
to bring clarity to both the pharmacy and veterinary professions in terms of what will be allowed
under enforcement discretion and what will be subject to enforcement action. The industry has been
consistently pushing the limits to the point of making copies of approved generic and brand name
drugs under the guise of patient specific compounding. This guidance is intended to bring an end to
most of this illegal activity.
This is an area that the Council on Biologic and therapeutic agents (COBTA) and the AVMA are very
involved in. The AVMA is working to support the interests of veterinarians and our patients in order
to assure the availability of safe and efficacious medications. AVMA is weighing in on this to make
sure the guidance ultimately meets the needs of the profession. The current uncontrolled use of
compounding puts the veterinary profession and our patients at risk. We take on considerable liability
when we choose to use illegal unapproved products especially when approved products exist.
Several of the large players in the Veterinary pharmacy arena are trying to convince veterinarians
that this policy is bad for our profession. This is not the case. This policy will improve the regulation of
an essentially unregulated industry. It will give the pharmacy profession the information it needs to
play by the rules everyone else is required to follow and still allow for veterinarians to meet the needs
of our patients. The additional side benefit to this is the increased incentive it will give to industry
players to seek new and generic approvals going forward. The current situation prevents those
decisions from being made due to the illegal nature of the current
competitive environment and the perceived lack of a need to do so.
One of the nice things about this guidance is its flexibility. It allows
for the addition of allowed bulk substances to be added to the
approved list. This is the area where the profession should weigh
in during the current comment period. AVMA and COBTA are
doing so currently and will continue to add comments we get from
veterinarians.

Student Chapter Wins National
Recognition
The CVM’s chapter of the Veterinary Business
Management Association (VBMA) was recently
named the 2019 Chapter of the Year. The VBMA
is a student-driven organization dedicated to
advancing the profession through increasing
business knowledge, creating networking
opportunities, and empowering students to
achieve their personal and professional goals.
The award includes a plaque and a $500 prize for
the CVM chapter to use toward club expenses.
The CVM was the single chapter of 35 to be
selected for the accolade.
SDSU Partnership, Larger Class Size Approved
The American Veterinary Medical Association’s Council on Education has approved a new
collaborative Professional Program in Veterinary Medicine leading to a Doctor of Veterinary Medicine
degree. The program is supported by a partnership between the University of Minnesota College of
Veterinary Medicine (CVM) and South Dakota State University. The first 20-student cohort is expected
to begin classes on the SDSU campus in Brookings, SD in August 2021 and receive their DVM from the
CVM in St. Paul in 2025.
Dirty Towels Contributing to Mastitis
in Dairy Herds
Bacteria found on many surfaces in the milking
parlor on dairy farms contribute to mastitis, an
udder infection that directly affects a cow’s
welfare, milk quality, and yield, as well as a
producer’s economic returns. A recent study
led by researchers at the CVM examined how
bacteria on cloth towels used to prepare udders
for milking may contribute. After measuring
towel bacteria levels from 67 herds in 10 states,
the researchers concluded that the cow
udder towels are very likely playing a role in
cow udder health and infections. In addition,
they established evidence-based goals for
monitoring cloth udder towel hygiene in
commercial dairy herds.

Researcher Investigates Addison’s Disease
Steven Friedenberg, DVM, PhD, DACVECC, is getting a step ahead of Addison’s
disease, an autoimmune disorder that most often affects Standard Poodles and
Portuguese Water Dogs. He and his team of researchers are borrowing a technique
from human medicine to predict which dogs are most likely to develop the
disease—a disorder in which the adrenal glands don’t produce enough hormones—
before they show clinical signs. Their approach has never been applied to dogs
before.
Friedenberg’s team is trying to detect autoantibodies as a marker for the disease in dogs. Antibodies
help fight against infections, but in certain disease states autoantibodies can attack a dog’s own
tissues, cells, or organs. In Addison’s disease, Friedenberg believes these autoantibodies may be
targeting the outer layers of the adrenal glands.

A new website for the University of Minnesota Veterinary Medical Library received a complete
makeover in 2019 and made its debut in January. The site was created with the community in mind
and with a focus on usable design and content. New features include search boxes on every page,
a chat feature, and quick access to action buttons to facilitate user tasks.

Controlled Drug Monitoring: What to do With Multiple Choices
Thank you to everyone who stopped by the VetPMP booth at the MVMA annual meeting. During the
meeting multiple questions about the VetPMP and the MN (human) PMP and the roll that each play came
up. The VetPMP and the MN (human) PMP are separate programs with each having advantages and
disadvantages, currently there is no one perfect system.
The VetPMP was designed by veterinarians to help veterinarians prevent dispensing controlled drugs
(physically or by prescription) to clients who are trying to obtain drugs for human consumption (for
themselves, family, or to sell). This system is based on a pet’s microchip number, so we know the
controlled drug prescription history for the specific pet regardless of who brings the pet into the clinic.
The main disadvantage of this system is that it does not allow human physicians and pharmacies to
know the controlled drugs that may be in a household that were prescribed by a veterinarian. The main
advantages is that we know the drug history for the pet regardless if they change the pet’s name, have
different people bring in the pet, or go to multiple veterinary offices. Currently the Vet PMP holds the entire
controlled drug history for a pet while the human system contains information for one year.
During the MVMA conference we learned more about the improvements in the MN (human) PMP
system. The main disadvantage to this system is that we still cannot know the specific pet’s controlled
drug prescription history. The human system will not search using just the pet's microchip number. Owners
can change a pet’s name or different people can bring in the pet. For that reason, it may be difficult to
obtain an accurate history of the controlled drugs that a pet has been prescribed. The system looks up
drug information based on a client. The main advantage of this system is that it allows human physicians
and pharmacies to know the controlled drugs that may be in a household that were prescribed by a
veterinarian as well as other health care professionals. Veterinarians would be able to view all veterinary
prescriptions recorded for a specific client as long as they have the client’s last name, client’s first name,
and client’s birthdate.
The MVMA supports and encourages the use of the VetPMP as the primary controlled drug monitoring
platform. Currently the VetPMP and MN PMP are two separate systems that do not communicate with

not enrolled in the VetPMP please do so by visiting www.vetpmp.org. Clinics that are willing to input
data into both the VetPMP and MN (human) PMP help even more to prevent drug shopping and allow
