TEMPORARY CHANGE IN CLASSIFICATION OF CONTINUING EDUCATION CREDITS

The COVID-19 pandemic has markedly limited opportunities for veterinarians to earn interactive continuing
education (“CE”) credits required for license renewal. Upon request by the MVMA Board of Directors the MN Board of
Veterinary Medicine has announced a temporary change that will enable veterinarians to achieve needed CE when
attending online CE conferences such as the upcoming MVMA virtual convention where many of the pre-recorded
lectures are later accessible to registered veterinarians.

Under the authority provided by Governor Walz’s Executive Order #23, the Board of Veterinary Medicine will
temporarily allow veterinarians to count archived/pre-recorded lectures and webinars that are completed online
during 2020 and 2021 to count as full interactive credits for license renewals.

The lectures must meet the same criteria for approval as interactive presentations: Presented or sponsored by an
automatically pre-approved provider; RACE-approved; pre-approved by the Board; or approved by the Board
on the basis of an individual veterinarian’s application for approval submitted to the Board within 30 days of the
conclusion/completion of the program. The form to request that approval is on the Board’s website.

Rule 9100.1000 lists the continuing education providers whose programs are automatically approved as well as
acceptable documents for proof of attendance. https://mn.gov/boards/veterinary-medicine/continuing-ed/ce-
rules.jsp. For online programs, a certificate of completion is acceptable as is evidence of registration for that CE. The
limit of 10 credits for practice management CE remains. Questions regarding the classification of specific online
continuing education programs can be directed to [email protected].

Extensions: Any veterinarian can request an extension of up to 12 months to complete the continuing education
requirements for the 2021 and 2022 license renewals. A written request must be made by March 1, 2021 (licenses
ending in an odd number) or March 1, 2022 (licenses ending in an even number). Whether renewing online or by
paper, check the “No” box in response to the question of sufficient continuing education, and then write in, “I
request an extension”. If an extension is requested, the veterinarian must submit proof of attendance or completion
for all interactive and online sessions that were attended or listened to by the end of the 12-month extension.

Getting to the Bottom of the Veterinary Technician

The MVMA Veterinary Technicians Committee would like you to engage in more conversation about
mandatory licensure of Veterinary Technicians in Minnesota. The committee believes that mandatory
licensing will lead to less career turnover, greater retention, and less shortages of veterinary
technicians.

Minnesota Companion Animal Board Bill By Beth Thompson, JD, DVM

The most frequent question we get at the Board of Animal Health booth at the MVMA Annual
Meeting every year is, “Can you help me with my CE credit questions?” No, we cannot, that’s the
Board of Veterinary Medicine. We get it, state government can be confusing with multiple agencies
and Boards sharing similar names and different responsibilities. For example, you might not realize the
Board of Animal Health has a lot of staff and resources devoted to companion animals.

Our priority for companion animals is disease prevention. While the diseases are our focus, we still see
the whole picture and work to address other concerns of companion animals. We began in 1903 as
the livestock sanitary board with no authority for companion animals. Since then we’ve evolved with
Minnesota’s growing population of companion animals and the important role they hold in family
life. We meet new challenges to protect their health and well being all the time. One example of this
was the Commercial Dog and Cat Breeder law enacted in 2014 giving us the authority to license and
inspect certain breeders and enforce health and welfare measures.

This July we took the program one step further and launched the Breeder Excellence program to
grant recognition to licensed breeders putting in the extra effort to care for their animals. We can’t
take all the credit for this program though, we did it with an advisory board of members of the public,
animal welfare experts, veterinarians and breeders. We have a strong belief in collaborating with
all parties in the interest of the animals. The rules and statutes governing our work do not define our
relationships with our stakeholders. When we need to address a unique issue, we call upon others to
guide us to a solution within our purview that’s supported by our stakeholders. This is how we work;
together.

The Minnesota Board of Animal Health recognizes the important role companion animals play in the
daily lives of Minnesotans. In addition to the growth in our companion animal programs we hired a
companion animal veterinarian in 2015 to help build the commercial dog and cat breeder program.
We also established training protocols for our staff who inspect kennels and commercial dog and cat
breeders. None of this is done alone because handling and care of companion animals falls to both
owners and veterinarians, two groups we rely upon with strong relationships.

WHAT IS A COMPANION ANIMAL?

• Sounds like a trick question, doesn’t it? The answer is cats and dogs, right? It goes a bit further
though, and the Board of Animal Health works with all kinds of companion animals; horses, cattle,
birds, pigs, deer and wombats only scratch the surface.

• Let’s get technical for a second. By law, “companion animal” refers to any animal controlled by
a person for the present or future enjoyment of that person. Therefore, the proposed Companion
Animal Board would attempt to govern all species, including livestock, exotic animals and captive
wildlife with only canine and feline expertise. This is something the Board of Animal Health already
handles and forming a new arm of government to address it is repetitive overkill.

WHY IS SOMEONE PROPOSING A COMPANION ANIMAL BOARD?

• Government agencies may seem rigid and inflexible, incapable of responding to change and
addressing issues outside our purview. We’re not and we can meet new and diverse challenges.

• The mission of the Minnesota Board of Animal Health is to protect the health of the state’s
domestic animals through education and cooperation with veterinarians, producers, owners and
communities. We have relationships with companion animal owners, veterinarians, and all of the
regulatory officials who work to keep animals healthy.

• The proposed Companion Animal Board presents a narrow focus on dog and cat welfare. A
noble cause, yet not an efficient and appropriate response to addressing these issues within
state government. The Board of Animal Health recognizes the value of seeking expertise from
individuals outside of government entities and believes the goals of companion animal issues
would be best accomplished through the Board of Animal Health and advisory task forces.

• Resources deployed at the local level can have the most direct impact on companion animals in

HOW MANY OPERATIONS DOES THE BOARD OF ANIMAL HEALTH OVERSEE AND DO
THEY KEEP UP WITH CURRENT ISSUES?

• The Board of Animal Health currently licenses and inspects 122 Commercial Dog and Cat
Breeders and 83 kennels as defined in Minnesota law.

• The Board of Animal Health is continuously evaluating and improving its licensing and
enforcement programs by communicating with all interested parties involved, to ensure licensees
meet program requirements as outlined by the Minnesota legislature. There continue to be good
discussions on the current programs, and Board of Animal Health staff are always open to new
and different ideas to enhance these important programs.

WHAT ABOUT ANIMAL CRUELTY AND ENFORCEMENT OF CRIMINAL LAWS?

• We have connections here too, including you. The Pet and Companion Animal Welfare Act
requires all veterinarians to report known or suspected cases of abuse, cruelty, or neglect to
peace officers and humane agents (Minn. Stat. §346.37, Subd. 6). The Board of Animal Health has
worked with peace officers and humane agents for many decades. Established relationships are
an important component of this work.

• If animal cruelty or neglect is witnessed or suspected, Board of Animal Health staff report it to law
enforcement officials for investigation.

• The Minnesota Board of Animal Health has companion animal health and welfare through the
programs it currently oversees, including: Commercial Dog and Cat Breeders Program, Rabies
Program, Kennel Program, Animal Import and Traceability Program, and specific disease outreach
aimed to educate veterinarians and members of the public.

WHY IS THE COMPANION ANIMAL BOARD PROPOSING SEPARATING POWERS FOR
SOME AND NOT ALL PROGRAMS CURRENTLY WITHIN THE BOARD OF ANIMAL
HEALTH?

• This is a confusing and destructive proposition. The mission of the Minnesota Board of Animal
Health is to protect the health of the state’s domestic animals through education and
cooperation with veterinarians, producers, owners and communities. A Companion Animal
Board given “primary authority” for regulating companion animals in the State would create dual
regulatory boards.

• The proposal also includes language requiring the Board of Animal Health provide copies of data
to the proposed CAB. This is duplicative, inefficient and poor use of state time and very limited
resources.

WHY NOT JUST CREATE A NEW DIVISION UNDER THE BOARD OF ANIMAL HEALTH?

• Now we’re talking! Many Board of Animal Health veterinarians and staff have experience and
interest working with companion animals. In fact, a former Board member is a companion animal
veterinarian.

• Also, as we previously mentioned, we have the authority to create an advisory task force of up to
15 members to advise us on specific programs or topics within the jurisdiction of our agency.

• The Board of Animal Health would also be supportive of creating a non-governmental board
or group to develop guidance for shelters, rescues and breeders in Minnesota. This approach
would not impede disease management and regulatory medicine practices already in place, or
divert resources from existing state agencies, while still fostering “a centralized and collaborative
approach for delivery of animal welfare services and resources in communities throughout
Minnesota.”

Paycheck Protection Program Forgiveness Update

On November 18, 2020, the Department of Treasury issued more clarifications regarding the
deductibility of expenses paid with PPP funds that are ultimately forgiven. The Revenue Ruling 2020-27
clarified that expenses will be non-deductible for Tax Year 2020 as long as the taxpayer “reasonably
expects” that there will be debt forgiveness on the loan—even if forgiveness isn’t determined by the
end of the year. It is important that you factor this extra “income” into your tax planning.

Please note that Congress may still make changes to this ruling as Senate Finance Committee
Chairman Chuck Grassley (R-IA) and ranking member Ron Wyden (D-OR) issued a bi-partisan
statement calling on the Department of Treasury to reconsider this position. Many PPP lenders are
now accepting applications for forgiveness. The deadline for applying for forgiveness is 10 months
after the end of your forgiveness-covered period (24 weeks after that of the PPP loan). The SBA has
three application options; SBA 3508S – if your PPP loan was under $50,000, SBA 3508EZ – if your loan
was over $50,000, but did not have a reduction in the number of employees or wages, and SBA 3508
- if you did have a change in the number of employees or a reduction in wages.

If you have had a reduction in employees or wages, not all is lost. There are several safe harbors
to help you qualify for maximum forgiveness. The SBA has developed form PPP Schedule A that
will assist you in navigating the various safe harbor options. These safe harbor rules are tricky, and I
recommend talking with your tax professional.

You do not have to travel far to go on vacation
when you live in Cook, Minnesota and your
hobbies are mushing, horse camping, hunting
and spending time in the Boundary Waters
Canoe Area. Dr. Robin and John Fischer have a
beautiful set up at the Vermilion Veterinary Clinic
in northern Minnesota. I was welcomed there
in early fall by Dr. Robin Fisher, who also acts as
practice manager for the busy clinic. I had an
opportunity to see the well-established clinic and
its one surgery and one exam room where they
keep many local and far away clients happy. I
met one client as I parked my car that drove 100
miles because “they are very worth the drive” to
have the routine checkup her dog needed.

COVID Surveillance Study Underway

University of Minnesota College of Veterinary
Medicine (CVM) faculty are collaborating with
researchers at the School of Public Health (SPH) to
roll out a surveillance study of COVID-19 among
asymptomatic populations. More than 200
volunteers are participating to help compare the
incidence of infection in individuals participating
in asymptomatic COVID-19 surveillance to
individuals with self-reported incidence of
COVID-19 illness, while also investigating the
performance and efficiency of a surveillance
system that uses pooled testing instead of
individual testing.

The CDC has estimated that 40 to 50 percent of individuals infected with the COVID-19 virus are
asymptomatic infections and, without testing, these individuals are likely to play a major role in
disease spread. Scott Wells, DVM, PhD, professor in the Department of Veterinary Population
Medicine is leading the study. The theory is that twice-weekly use of relatively low-cost pooled testing
will identify these infected individuals, which will allow them to self-isolate and reduce the risk of
spreading infection.

After 13 weeks of sample collection and time for analysis, results are anticipated in next Spring.

Update on DVM Student Recruiting

Virtual interviews are being held this winter for the 105 seats available in the College’s DVM Class of
2025, which will begin their studies next fall in St. Paul. Approximately 20 additional students will begin
classes next fall at South Dakota State University in Brookings, SD, and transfer to the College in 2023.
The interviewees were selected from a pool of nearly 925 applicants. Thank you to the many alumni
and practicing DVMs who help interview the prospective students.

Hybrid Learning Continues for Veterinary Students

Spring semester began January 6 for veterinary students. Courses are a mix of online lectures, small
group in-person labs, and clinical activities. Students will continue to be organized into pods to
limit contact with others. The College has scheduled its spring break for mid-March, with students
scheduled for two weeks of self-quarantine virtual work after that break before returning to campus.

Drug May Provide Pain Relief for Osteoarthritic Cats

Osteoarthritis is a common and often painful condition in cats. Unfortunately, a safe and effective
pain reliever for long term use has yet to be identified. A small-scale study led by Alonso Guedes,
DVM, MS, PhD, DACVAA, and Kristi Flynn, DVM, evaluated the effects of amantadine, a drug used

monitored and mobility-impaired activities were rated by clients using a weekly questionnaire.
Researchers were surprised to find that, although the cats appeared to have improved mobility and
quality of life, the cats were less active when given amantadine than when given the placebo. The
team acknowledges a need to replicate this study with a larger group. Regardless of this limitation,
the drug amantadine appears to be an effective option for pain relief in osteoarthritic cats.
With new funding from the Morris Animal Foundation, the researchers will investigate if genetic
variants can help identify horses at high risk of developing potentially fatal cardiac arrhythmias. If
successful, the team will use this information to develop genetic tests, as well as other screening
protocols, for early identification of at-risk horses for the condition. These tests and screening protocols
would help veterinarians detect cardiac arrhythmias before they occur, saving many equine lives.
Advancements made in equine cardiac arrhythmias could also one day benefit human patient
outcomes.

We have completed all 2020 renewals, but if your technician has not renewed their 2020 certification
renewal, please let them know it is not too late to renew! Certification fees with late fees are $115
and 15 CE credits (10 credits plus five penalty credits). Please be mindful that if your technician
did not renew their certification, it means that they are not certified in the state of Minnesota and
should not be using the CVT credentials. Currently, we are finding many non-credentialed veterinary
technicians using the CVT credentials on clinic websites. Please make sure to update this information.

For CVT’s renewing in 2021, there will be no changes to the renewal deadlines. Certification renewal
submissions will open January 1st with a deadline of June 30th, 2021.

DVM Barbie Display

In 1959, Barbie was created to fill a hole in the market, to provide a doll for girls to play “being
women”. In 1960, the first “career” Barbie Doll appeared. Now often understood as a retrograde relic,
the 1960s Barbie Doll represented a single woman, working outside of the home, with a career but
with no husband or children.

Barbie was well entrenched in the toy market by the 1960s, a time when the veterinary profession was
98% male. Her first stint as a veterinarian came in 1984, with a “fashion fun set” with two outfits and
a little white plastic dog. By that time, the male to female enrollment ratio in veterinary school was
roughly 50/50. In 2009, the ratio was about 22 % (male) to about 78% (female).

That first fashion set, along with several other veterinarian Barbies, is part of a small exhibition put on
by the Minnesota Veterinary Historical Museum (MVHM) which is currently on display at the MVMA
office, located in South St. Paul.

The marketing of the veterinary profession to little girls through toys played a big role in the change
in the demographics of the profession. Many little American girls in the last forty years have been
encouraged to “play vet” through toys such as Barbie. Which has helped, along with other societal
changes, the veterinary professionan become predominately female.

Of course, Barbie’s version of veterinary medicine is different from reality. The clothing of most of the
Barbies in the MVHM exhibition are coded as an absolute in stereotypical femininity, resolutely pink.
They include short skirts and sleeves, tiny pink lab coats, high heels, and, of course, cute animals. A
contrast to the real Barbies in the exhibition is an altered artist Barbie with a cow created from a toy
horse (produced by a rival doll company). In order to create this Real Veterinarian Barbie, boots had
to be sourced from a Ken doll. No Barbie boots would be right on a “real veterinarian”.
