Dr. Maher was a member of the Southwest MN Veterinary Association, American Veterinary Medical
Association, MN Veterinary Medical Association, and the MN Board of Veterinary Medicine. He
served on the boards of both state veterinary associations. He was also a longtime partner of the
Cayman Veterinary Associates in the Cayman Island.

A Year in Review: MVMA Members Reflect on Their Experiences
“Our story started similar to others. Mid-March we closed our doors to clients. We gave away our PPE,
stopped all non-essential procedures and postponed vaccinations and grooming. We changed
our schedule to 1/2 the staff at the office M/W/F and the other 1/2 there T/TH/S. This way if someone
came down with COVID-19 it would only knock out 1/2 of us. There were lots of concerns and tears.
We continued in this manner for about a month, but between daycare closings and reduced staffing
we weren’t helping anyone. By mid-April we were hoping some of our staff could get back from
home schooling and no daycare, but the rest of us were seeing patients curbside. Still waiting for the
permission to open into May, I warned staff that all the postponed surgeries and wellcare were not
going to go away… We were going to have to do March, April, and May’s procedures/wellcare in
June and July as well as what we typically do in June and July. Heads up guys, this is gonna be rough!
By May, I was planning and preparing for reopening. I hung plexiglass from the ceiling, bought Hepa
Filter air filters for the exam rooms, removed all sorts of items (magazines, treats, etc) from the exam
rooms, put up hand sanitizer stations, created a table sign that says that the room has been sanitized
(exam table, door knobs, etc). We established protocols to keep people separate, relocated stuff a
little to create separate areas to eat, answer phones, etc. Masks in the office at all times.
On Memorial Day weekend it was pouring outside and I asked the staff if they were willing to let
people in (I said if 1 person was uncomfortable we wouldn’t do it). We moved inside and have been
seeing 1 person/ 1 pet since. Any symptoms? Don’t even come to the parking lot. Employee has a
fever or not feel well? Stay home. Had an exposure? Follow the CDC guidelines for testing and return
to work. I have to say that I was going out to cars with my staff and the possible exposure at the car
seemed less controlled to us than allowing people into our cleaned, air filtered, controlled space.
We have some clients who prefer to stay in their car, but many are pleased that they can come in
with their pet. In February of 2020 clinics were promoting fear free care, within a month they/we were
masked up and dragging pets into buildings without their owners. What an about face that was!

employees. All others have returned to work.”

“Well, it’s been a little over a year living with the COVID-19 virus. As I wrote last year large animal
practice for a solo veterinarian in West central, MN is not a lot different then pre-covid. The biggest
problem has been when a client or their family becomes quarantined with COVID-19, we would
have to re-schedule the appointment for two weeks into the future. That was the only hardship I have
dealt with so far. To my knowledge I have never contracted the virus, so I haven’t been sick or had
to quarantine. I have received one shot of the vaccine. It seems that most people are acting like the
pandemic is over, the restaurants and bars are full and it appears mask wearing is optional. So, I will
be glad to be fully vaccinated before the fourth wave comes in.
On the positive side the government has put a lot of money into the agriculture economy so
everything from used tractors to breeding bulls are way up in price. Also, commodity prices are
up, corn, beans, milk and meat are all good as the economy starts to open. Stay safe and get
vaccinated to achieve herd immunity.”

“The past year has impacted every single person on this planet in a multitude of
unique ways. From witnessing tragic, unjust deaths occur within the Twin Cities
community to learning to adjust to a pandemic, the challenges encountered
while navigating my clinical year have been incredibly formative. Most notably,
I am walking away from the University of Minnesota with a revitalized focus on
the importance of diversity, inclusion, and allyhood in our very homogenous
profession. Through serving with Veterinary Treatment Outreach for Urban
Community Health (VeTouch) during the past four years, I worked to mitigate
barriers to veterinary care for marginalized populations. This experience has
helped me to realize that our profession also needs to work to become more
representative of the populations we serve by mitigating barriers to veterinary
education and promoting diversity among our ranks. My career goals have
always consisted of using my Master of Social Work degree in conjunction with
my Doctor of Veterinary Medicine degree to provide services to both human clients and veterinary
patients; however, I am also making a vow to continue to educate myself on social justice in the
veterinary field and to commit myself to continuously working to become a better ally for both my
marginalized clients and colleagues, too.

Completing my clinical year during the pandemic has been one long lesson on resilience, flexibility,
and innovation. While many normal clinical year opportunities were stripped away from myself and
my classmates, there were still a handful of silver linings to come out of a pandemic-filled clinical year.
For example, I was devastated when the ASPCA Humane Alliance Spay/Neuter rotation was forced
to cancel their externships. However, because of this change to my schedule, I found my way to an
excellent shelter in Florida that provided me with stellar mentorship and surgical experience. Working
with this shelter and many others (as a result of being allowed to complete more externships than
non-pandemic years) also solidified my decision to pursue a shelter/community medicine internship
with Denver Dumb Friends League so that I can further hone my skillset prior to (hopefully) returning to
Minnesota to practice within the non-profit sector.

The UMN CVM class of 2021 has faced adversity during our veterinary school careers that most of
us could never imagine. I am so proud of my classmates for supporting each other through this
challenging time and I am proud of the character development that has taken place, as well. I have
no doubt in my mind that you all will witness the most adaptable, creative, and supportive group of
new graduates to ever hit the ground running.”

New MVMA Diversity, Equity, and Inclusion Task Force
Dear MVMA members,
The MVMA strategic plan was approved at the virtual MVMA business meeting this past February
and it includes forming a Diversity Equity and Inclusion (DEI) task force. DEI issues are important
for our profession and especially within recent current events, and addressing them through the
MVMA will make us a better and more effective profession and help with creating excellence to
further empower the profession which is part of the MVMA mission of “Supporting and empowering
veterinary professionals, advancing animal well-being and promoting public health..”
I am a current MVMA Board Member and chair of the task force, and fellow MVMA Board Member,
Ernest Hinson will also be a member of the task force. The MVMA staff member for the task force is
MVMA Marketing and Communications Manager, Megan Nadeu.
We are asking for MVMA member volunteers to be members of the task force. The task force will be
meeting monthly for approximately 6-9 months starting in May 2021. The task force will be:
1. To develop a Diversity Mission statement proposal for the MVMA to be presented first

membership.
2. To propose a few action items that the MVMA could pursue to promote, and assist with
Diversity, Equity and Access in the Veterinary Profession.

LeAnne Froese (fall 2020), the owner and
primary veterinarian at the Root River Veterinary
Center. Her practice is nestled in the charming
community of Preston, Minnesota and the state

MVMA CVT Update By Maria Nellessen, BA, CVT, VTS (Dentistry)
Currently we are processing certification renewals for 2021. Certification renewals are $75 if renewing
online and $90 if renewing by mail. Please encourage your technician to apply or renew their certification
as the deadline is June 30th, 2021.
The MVMA credentialing committee chairs became aware that the Board of Veterinary Medicine made
changes for the DVM licensure requirements due to COVID-19 and we wanted to honor these changes
toward the CVT 2021 renewal requirements, since we had given the 2020 renewals an extension to the
regular deadline. Details are:
•Any non-interactive (on-demand) CE from ANY approved venue will count as interactive toward the 2021
certification renewals for sessions that were viewed within the following dates: 7/1/2019 - 6/30/2021.
•This allowance will also apply to any technician whose certification has previously lapsed; however,
this will not apply towards the 5 required penalty credits per renewal period and all renewals must be
submitted by 6/30/2021.
At this time, we are anticipating that the renewals for the 2022 recertification will follow our current
guidelines.

Getting to the Bottom of the Veterinary Technician Shortage in Minnesota
“Veterinary Technician Workforce Enhancement Act”
By Dr. Al Balay, Chair, MVMA Veterinary Technician Committee
By the time that you read this, the MVMA Veterinary Technician Committee will have introduced
legislation (HF2553) leading to mandatory licensure of Veterinary Technicians. We expect that the
soonest legislation could pass is during the 2022 legislative session. The time is now to reduce the
shortage of veterinary technicians by recognizing them and keeping them in their profession. We will
use the time before the 2022 legislative session for networking, especially with the Board of Veterinary
Medicine, education, and planning for implementation.
There is a great resource available on the MVMA website for more information with the veterinary
technician tab. Under “Veterinary Technician Licensure” is information including all the articles, key
components of the bill, a recording of the March 23rd information session, and other supportive
documents and links. We are working to add a Q & A due to the comments received during the
webinars. In this article (#5 in the series), we will address what has changed due to feedback from
the information sessions, what some of the concerns are that have arisen from the feedback, and the
unknowns.
The number one reason to introduce the legislative initiative is to enhance the number of technicians
that remain in the career. The next and equally important reason is that regulation will improve
the safety and well-being of the citizens and the animals in Minnesota. Please see the “How
Credentialed Veterinary Technicians Impact Public Safety” document on the MVMA website.
Licensure ensures that veterinary technicians are familiar with and understand the state’s laws and
regulations governing their profession per AVMA, AAVSB, AAVMC, and NAVTA. The MVMA and MAVT
Boards unanimously support this initiative.
What has changed in the language since the initiative was restarted in fall 2020? We recognize that
there are many outstanding on-the-job trained veterinary technicians working in practices often for
many years. The “grandfathering clause” that is proposed to the legislature is more inclusive now to
allow anyone with 4160 hours of veterinary facility employment within a five-year period and with
recommendations from veterinarians to have the ability to apply for licensure. Two key points: the
final language and the length of the grandfathering clause are decided by the legislature.
What concerns have surfaced since the initiative was restarted? The cost of licensure comes up in
every information session. The Board of Veterinary Medicine is still working on the projected licensure
fees, but it is expected to be very similar to the current fees for voluntary certification other than the
first year of application. Current voluntary certification (CVT) fees are $75.00 for two years if paid
online, $90 if paid by mailing, and $115 for late fees.
The first year, there will be a state required Criminal Background Check (CBC) and we know
that there will be a state required open-book, jurisprudence examination covering the laws and
regulations of veterinary technicians in Minnesota. This initial application will cost more with a
projected estimate of $87.50 to cover the CBC and state jurisprudence exam.
There have been questions about the criminal background check. The Board will scrutinize applicants
with finding in the CBC for the severity and recency of transgressions. The Board has a series of
actions that it can take when an applicant’s background check shows transgressions. When the
proposed legislation is passed, there will be additional information about the CBC, its implications,
and how one might be able to have any transgressions expunged from their record.
The need for veterinary technicians to acquire professional liability insurance has been addressed
in previous articles. We have been assured that the technicians’ actions are the responsibility of the
supervising veterinarian. Technicians may consider a separate policy, but it will not be required.

The concern about opening the Veterinary Practice Act always comes up but we have been
assured by the MVMA lobbyists that we should not fear introducing legislation due to this concern.
Many technicians have asked about the Veterinary Nurse Initiative by NAVTA. At this time, due to
several circumstances, the MAVT and MVMA are not seeking to use the verbiage of veterinary nurse.
There have been questions about the amount of continuing education that licensed veterinary
technicians will be required to have. This question will be answered by the Board of Veterinary
Medicine. Currently, certified technicians need 10 credits every two years. Initial discussions with the
Board suggest that 15 credits might be expected every two years for renewal. With the proliferation
of online learning opportunities and with the rapid change in medicine, it is not thought that this will
be an onerous burden.
Lastly, there has been concern from practice owners and managers that licensure will exacerbate
the problem of finding and hiring a technician. Practices will still be able to hire who they need to
hire to run their practices. Practices will NOT have to hire a licensed veterinary technician. Scope
of practice or those skills and tasks that technicians can perform is not established by this legislative
initiative but instead is done by the Board of Veterinary Medicine. The MVMA Veterinary Technician
committee will continue to work with the Board of Veterinary Medicine for the scope of practice
details. There will be protection of the definition of a Licensed Veterinary Technician meaning that
someone who is not licensed cannot be called a licensed veterinary technician. The term certified
veterinary technician will no longer be used, recognized, or managed by the MVMA. Again, no one
wants to make it harder to hire veterinary technicians or impact the ability of practices to serve their
clients. Again, the main objective of this initiative is to retain technicians in the career. We believe
that mandatory licensure will lead to less career turnover, greater retention, and less shortages of
veterinary technicians.

Veterinarians Eligible to Administer COVID-19 Vaccines
Minnesota Public Health Commissioner, Jan Malcolm, announced on April 12th that veterinarians
are authorized to administer the COVID-19 vaccine to eligible individuals and have the appropriate
vaccine training. This follows the federal Public Readiness and Emergency Act (PREP Act) approved
on March 11th. It is important for veterinarians to understand and follow the requirements and
conditions outlined in the PREP Act and CDC guidelines.
The Public Readiness and Emergency Preparedness Act (PREP Act) (https://www.phe.gov/
Preparedness/legal/prepact/Pages/default.aspx) authorizes the secretary of health and human
services to issue a declaration to provide liability immunity to certain individuals and entities against
any claim of loss caused by, arising out of, relating to, or resulting from the manufacture, distribution,
administration, or use of medical countermeasures against COVID-19. The exception is claims
involving willful misconduct.
A recent AVMA communication noted that the broad immunity provided by the PREP Act must
be put into context. It creates an affirmative defense in litigation, but it does not stop anyone from
bringing a lawsuit. Under the PREP Act, the federal government does not provide defense. Veterinary
malpractice insurance likely will not cover a veterinarian intentionally injecting a person with a
COVID-19 vaccine. What this means is that defense costs could potentially be borne out-of-pocket
for the veterinarian.
On April 12, 2021, Commissioner of Health, Jan K. Malcolm, announced that veterinarians may
volunteer to administer vaccines to people.
How to become a COVID-19 Vaccine Administer
1. Make sure you are eligible
Commissioner of Health’s announcement: Pursuant to the authority granted by me under Minnesota
Statues, section 144.4197, I have determined that increasing the number of persons able to
administer COVID-19 vaccines is necessary to protect the health and safety of the public. Therefore,
I authorize Veterinarians who are currently licensed by the Board of Veterinary Medicine under
Minnesota Statutes, section 156.04 to administer the COVID-19 vaccine to eligible individuals.
2. Complete the CDC COVID-19 Vaccination Training
As required under the March 11, 2021, amendment to the Public Readiness and Emergency Act (PREP
Act), a licensed veterinarian must have documentation that they completed the CDC COVID-19

3. Be CPR certified
As required under the March 11, 2021, amendment to
the Public Readiness and Emergency Act (PREP Act), a
licensed veterinarian must have a current certificate in

Class of 2021 Joins the Workforce
As this issue went to press, The College of Veterinary
Medicine was planning a hybrid commencement
ceremony on May 16 - with a limited in-person audience
and a virtual event featuring the live-streamed ceremony
and pre-recorded videos. The DVM class includes 100
graduates--five of whom also earned a Master’s of
Public Health. In addition, two students earned Master’s
degrees and five have completed their PhDs.
College alum Shannon Mesenhowski, DVM, MPH, is the
keynote speaker. Mesenhowski is the senior program
officer on the livestock team at The Bill and Melinda
Gates Foundation. Other speakers include MVMA president Connie Sillerud, DVM ‘83, and Raye
Taylor, president of the College’s Alumni and Friends Society.
Dean Search Restarted
A nine-member search committee is spending part of May reviewing applications from candidates
who want to become the next permanent dean of the College. University of Minnesota executive
vice president and provost Rachel Croson is slated to choose finalists in late May for virtual interviews.
Former MVMA president Joni Scheftel, DVM ‘82, MPH ‘01, is the external member of the search
committee.
Loan Repayment Funding Preserved
A positive change in the state’s financial outlook and a coordinated advocacy effort have restored
funding for Minnesota’s Rural Veterinarian Loan Repayment program. The initial 2022-2023 budget
from Governor Walz eliminated the annual $375,000 needed to help qualifying DVMs repay their
student loans. All funding bills now include the full appropriation thanks to the efforts of MVMA and
College leaders and volunteers.

The College has hired its first director of Diversity, Equity and Inclusion. Elizabeth
Martinez-Podolsky will join the College on May 24. She comes to the College
from a successful program at Iowa State University’s College of Agriculture.
Martinez-Podolsky’s extensive training and decade of experience in the field
will help make the College’s culture more welcoming and inclusive so that
greater numbers of diverse students and employees can be recruited.

TThe College’s Clinical Investigation Center (CIC) develops and facilitates veterinary clinical trials and
translational research studies that may lead to new drugs, devices, procedures, and treatments for
the benefit of animals and humans alike. The CIC provides scientific and clinical expertise, facilities,

technical staff, and overall study coordination, and has more than ten years of experience in clinical
research and veterinary clinical trials. The team has created a new website that makes it easier to

Students Finish in Top Ten in Global Competition
Three College of Veterinary Medicine (CVM) students helped lead their team to an eighth place
finish in the annual Emory Morningside Global Health Case Competition. The UMN team competed
alongside 51 other multidisciplinary student teams from universities representing 15 countries and six
continents.

included CVM students Sarah Kenney,
Paige Palomaki, and Rees Parrish as well
as students from the UMN Medical School,
were tasked with developing a country-wide
COVID-19 vaccination program for one of
four countries: Bangladesh, Brazil, Japan, or
Nigeria. As part of their plan, the students also
needed to find innovative solutions to hurdles
such as vaccine mistrust and distribution
issues.
Kenney is a DVM student while Palomaki and
Parrish are enrolled in the dual-degree DVM
