Once again, we meet in May in Ocean City to enjoy outstanding professional development,

students, teachers, communities and taxpayers. We will do this in at least four different ways

Our keynote speaker, Lt. Colonel Arthur Athens, will share his wisdom on effective and
ineffective leadership as it relates to ethics. Something we could all benefit from in our
Industry and certainly as a nation.

CELEBRATE COMMUNITY

Not only are we celebrating our “ASBO” community at the conference, we are celebrating all
communities! Our ASBO Cares cause this year is one of our force multipliers, one of our best
community engagement partners-THE YMCA. We are celebrating what the YMCA of the
Chesapeake does for “our kids” when they leave our care every day. The YMCA has an impact
where, when and to who needs it most. Y’s keep our kids safe after school, before school,
during the weekend, summer breaks, whenever needed. “Our” kids are much better prepared
for teachers when they are a “Y kid”. Most importantly, Y’s don’t turn anyone away for want
of resources. They only see potential. Sound familiar?

PAUL BELL AWARD

The Paul B. Bell Award will be given to recognize a current member of ASBO-MD&DC
who has demonstrated exemplary contributions to schools, community, and ASBO. The
recipient shall exhibit a special commitment to the children and taxpayers of Maryland and
the District of Columbia. Through the selection and presentation of this award, the Board of
Directors wishes to confirm the pledge contained in the Aims and Objectives of the ASBO

KENNETH W. NICKOLES EMERGING LEADER AWARD

This annual award recognizes an ASBO MD&DC member
who demonstrates commitment to ASBO and assists the winner
of this award in their leadership growth by awarding them
registration to the annual ASBO International Annual Meeting
and Expo Conference.
Ken Nickoles is a long-standing ASBO MD&DC member,
having served as president in 1981-1982. Ken is one of only two
representatives from Maryland who has served as president of
ASBO International, serving in that role from 1993 to 1994.
His commitment to the long-term viability and success of this organization is
exemplified by this award that bears his name. The award is made in recognition of
Ken’s exceptional demonstration and support of leadership growth in developing
school business officials who support ASBO MD&DC through extended
terms of committee and Board of Directors volunteerism. It is the intent of this
award to provide the opportunities of professional development and the sharing
of progressive ideas through attendance at the ASBO International annual
conference.

The Fay Miller Education Leadership Award is a scholarship
given each year to an aspiring leader in school business that
enables them to attend the annual ASBO International
Eagle Institute, a four-day conference designed for school

“historical lens”. The award is in recognition of the exemplary
career and dedication of Fay Miller, most recently Assistant
Superintendent of Administrative Services for Kent County
Public Schools. She is a Past President of ASBO MD&DC,

The United States Marine Corps uses this as one of their recruiting slogans, but the
truth is . . . being humble is a challenge for all leaders. It may be hard to be humble,
but it is essential for effective and ethical leadership.

Colonel Athens retired from the Marine Corps in July
2008 with over 30 years of combined active duty and
reserve service. As a Marine Officer, he commanded
units in the 3rd and 4th Marine Aircraft Wings,
served with the U.S. Space Command and instructed
at Marine Aviation Weapons and Tactics Squadron
1, the Marine Corps’ equivalent of the Navy’s Top
Gun School. Additionally, he was a White House
Fellow under President Ronald Reagan; the Special
Assistant to the NASA Administrator following the
Space Shuttle Challenger accident; the Executive Director of OCF, a worldwide non-
profit organization helping military personnel integrate their faith and profession;
the Commandant of the United States Merchant Marine Academy; and the Naval
Academy’s first Distinguished Military Professor of Leadership.

Naloxone Training for Opioid Overdose

Opioid overdose and deaths are an epidemic nationally and in the State of Maryland. The Maryland
Department of Health (MDH) and the Maryland State Department of Education (MSDE) recognizes
the role of school health services (SHS) programs in responding to this epidemic. In 2017, the General
Assembly passed the Heroin and Opioid Education and Community Action Act of 2017, also known as
the “Start Talking Maryland Act.” The bill requires county boards to establish policies for obtaining and
storing overdose-reversing medications, including naloxone, and for school nurses, school health services
personnel, and other school staff to administer those medications. Join us, as we will provide training to
identify opioid overdose and how to administer naloxone to save a life. When completed with session you
will meet the requirements in Maryland to obtain and administer naloxone.

over-arching themes recognized from this research and discuss some of the unique perspectives provided

An Update of the Maryland Kirwin Commission

The Commission on Innovation and Excellence in Education (Kirwan Commission) released a preliminary
report in February 2019 which proposes to set the stage for the next decade of changes to Maryland’s
Education landscape. The report centered around five education policy areas: Early Childhood Education,
Teachers and Leaders, Career and College Readiness Pathways, More Resources to Ensure Success for
All Students and Governance and Accountability, recommendations on funding as well as potential timeline
and implementation schedules. This update will provide a history of the Kirwan Commission’s work, the
preliminary recommendations and any corresponding legislation from the 2019 Session as well as the
future work of the Commission as it relates to State-aid formula funding.

Sexual Harassment - Stepping Up to Stop It

The recent national news reports of serious harassment cases suggests employers’ practice of mandating
annual anti-harassment compliance training on “what” inappropriate conduct is may not be effective.
Research suggests that linking workplace values can help to inform employees “how” the inappropriate
conduct can exist and continue in the workplace. Exploring values may also show them “why” they
should and can act to intervene to stop the conduct. Frederick County Public Schools’ revamped sexual
harassment training combines workplace values training and interactive role plays to teach and empower
employees not to be enablers but to intervene to stop harassment.
