PRESIDENT’S MESSAGE

Christopher J. Hauge, CSBA
School Facilities Engineer, Dorchester County Public Schools
President, ASBO MD&DC

LEAD FROM WHERE YOU ARE

GREETINGS FROM OCEAN CITY, MARYLAND!

Once again, we meet in May in Ocean City to enjoy outstanding professional development,
search for new best practices and ultimately how to make the best decisions possible for our
students, teachers, communities and taxpayers. We will do this in at least four different ways
throughout our time together. No matter your role, opportunity awaits you.

How will you invest in yourself and your district in Ocean City in May???? The answer
is easy! Show up. Get involved/participate. Take a risk and get to know your peers from
another district.

UNIQUE PROFESSIONAL DEVELOPMENT

We will have over 40 different professional development opportunities in every area of school
business specialty to share new ideas, better values or new perspectives that your peers are
experiencing.

INDUSTRY EXPERTS/BEST IN CLASS SOLUTIONS

Have you heard about a good idea, a new product or better way to get things done in your
world? Or is there something you have always wondered about for your district? The ASBO
MD/DC tradeshow in the convention hall provides solutions, knowledge, relationships and
many force multipliers to handle any number of different challenges. The real “challenge” is
knowing what you want.

NETWORKING/WISDOM TRANSFER

Our short time together at the beach provides another paradox: the opportunity to “recharge”
our perspective, renew relationships with peers or begin new ones or renew personal/
professional outlooks. In short, our people, our membership are our greatest asset.

Our keynote speaker, Lt. Colonel Arthur Athens, will share his wisdom on effective and
ineffective leadership as it relates to ethics. Something we could all benefit from in our
Industry and certainly as a nation.

CELEBRATE COMMUNITY

Not only are we celebrating our “ASBO” community at the conference, we are celebrating all
communities! Our ASBO Cares cause this year is one of our force multipliers, one of our best
community engagement partners-THE YMCA. We are celebrating what the YMCA of the
Chesapeake does for “our kids” when they leave our care every day. The YMCA has an impact
where, when and to who needs it most. Y’s keep our kids safe after school, before school,
during the weekend, summer breaks, whenever needed. “Our” kids are much better prepared
for teachers when they are a “Y kid”. Most importantly, Y’s don’t turn anyone away for want
of resources. They only see potential. Sound familiar?

Thank you,

10

KEYNOTE SPEAKER

“When You’re the Finest . . . It’s Hard to be Humble”

The United States Marine Corps uses this as one of their recruiting slogans, but the
truth is . . . being humble is a challenge for all leaders. It may be hard to be humble,
but it is essential for effective and ethical leadership.

Colonel Athens retired from the Marine Corps in July
2008 with over 30 years of combined active duty and
reserve service. As a Marine Officer, he commanded
units in the 3rd and 4th Marine Aircraft Wings,
served with the U.S. Space Command and instructed
at Marine Aviation Weapons and Tactics Squadron
1, the Marine Corps’ equivalent of the Navy’s Top
Gun School. Additionally, he was a White House
Fellow under President Ronald Reagan; the Special
Assistant to the NASA Administrator following the
Space Shuttle Challenger accident; the Executive Director of OCF, a worldwide non-
profit organization helping military personnel integrate their faith and profession;
the Commandant of the United States Merchant Marine Academy; and the Naval
Academy’s first Distinguished Military Professor of Leadership.

We are very excited to have Colonel Athens The 2019 Keynote Speaker is
as our Keynote Speaker. His presentation Sponsored by:
will explore the roots and consequences of an
unhealthy focus on oneself and will offer
some remedies to allow a leader to lead with
personal humility and a strong professional will.

Join us at 1:30 p.m. on Tuesday in the Roland
E. Powell Convention Center Ballroom (level 2).

WEDNESDAY’S FEATURED SPEAKER

Karen Holland, 2018-2019 Teacher of the Year
from Worcester County Public Schools, will address
attendees Wednesday morning at 9:30 after the business
meeting at The Holiday Inn on 67th Street.

Karen is a professional development facilitator, a PLC

team leader, a Writing Strategic Team leader and a

mentor for student teachers at Cedar Chapel Special

School. Holland truly believes that building a positive

learning experience is the key to success. Becoming

Teacher of the Year is an amazing achievement and Karen Holland receiving her Teacher of the
Karen will speak about some of her experiences as Year award from Worcester County Public

School Finance is a Civil Rights Issue

Jess Gartner, Chief Executive Officer, Allovue, Inc.

You’ve heard about the Achievement Gap, but what about the Resource Gap? Do inequitable outcomes

reflect inequitable inputs? Education finance is more than just spreadsheets and budget hearings - it is

a civil rights issue. The quality and availability of educational resources have a direct impact on student

outcomes. Education finance data is often cloaked in mystery because the format and presentation of

budget and spending data are complex and difficult to comprehend. By modernizing financial systems and

processes, districts can make budgeting more strategic and equitable, ensuring that every student has the

resources they need to be successful in school.

Sexual Harassment - Stepping Up to Stop It

Curtis Scott, Senior Manager, Employee Relations, Frederick County Public Schools

The recent national news reports of serious harassment cases suggests employers’ practice of mandating

Research suggests that linking workplace values can help to inform employees “how” the inappropriate
conduct can exist and continue in the workplace. Exploring values may also show them “why” they
should and can act to intervene to stop the conduct. Frederick County Public Schools’ revamped sexual
harassment training combines workplace values training and interactive role plays to teach and empower

Shaping Culture - Why do it, and Where do you Start?

Robert Wilkinson, Maintenance & Operations Director, Frederick County Public Schools

All organizations have a culture. Compelling, respectful cultures rarely evolve naturally. Effective cultures

are shaped and cultivated by leaders. Sizable organizations have pockets of culture. So, as a leader

you have the ability to shape culture, whether for the entire organization, or just for your team. Don’t

view organizational culture as something that you are subject to, or something with inherent potency that

renders it impervious to change. Shaping culture leads to improvement, and the pursuit of excellence

without a cultural focus is futile. To shape culture, leaders simply need the confidence to start, and a few

minor successes to maintain momentum. Simply put, “doing something is better than doing nothing.” In

this session we will define culture, explore common cultural foibles, and explore effective approaches to

cultural shaping. We will share our successes and failures, exchange supportive ideas, and emerge better
