2021 Certification for Veterinary Technicians

The deadline for 2021 certification renewal was June 30th, 2021. Starting July 1st, a $40 late fee and
5 additional penalty credits (must be medical and interactive based) will be required. The CE
allowance will no longer apply for current or lapsed renewals after this date.

Once a submission is processed, the technician will receive a verification letter and certification card
in the mail. These are considered “proof” of certification. If a technician does not receive this proof,
it means that they are currently not certified in the state of Minnesota and should not be using the
credentials CVT. Please also visit our website (https://www.mvma.org/verify-a-cvt#/) to verify current
certification. If your technicians have any questions about becoming certified, or their certification
has lapsed, please reach out to Maria at [email protected].

Getting to the Bottom of the Veterinary Technician Shortage in Minnesota

“Veterinary Technician Workforce Enhancement Act”

The MVMA Veterinary Technician Committee introduced legislation during the 2021 legislative session
leading to licensure of Veterinary Technicians. The soonest legislation could be passed is during the
2022 Legislative session. The time is now to reduce the shortage of veterinary technicians by legally
defining them in the Minnesota Veterinary Practice Act and officially recognizing them as partners
in the veterinary health care team to keep them in their profession. The MVMA leadership and
Veterinary Technician Committee think licensure will lead to less career turnover, greater retention,
and fewer shortages of veterinary technicians. Before the 2022 Legislative session, we can use the
time for supporting and collaborating with the Board of Veterinary Medicine; and continuing to
educate the veterinary profession.

There is a great resource available on the MVMA website for more information with the veterinary
technician tab. Under “Veterinary Technician Licensure” is the current information including a
very helpful FAQ, all the articles, key components of the bill, a recording of an information session,
and other supportive documents and links. You will also find contact information if you have more
questions or concerns. In this article #6 in the series, we share the next steps and introduce a unique
method that a 5-doctor practice is using to reduce the shortage of technicians in the practice.
We are often asked what else MVMA is doing to minimize the shortage of technicians other than the
legislative initiative. All the accredited veterinary technology programs in Minnesota are represented
on the Veterinary Technician Committee and we work collaboratively with the programs to maximize
enrollment. MVMA staff visits the programs to share information about certification and licensure with
the students. Additionally, both Kim Horne, CVT, and Al Balay, DVM, serve on an advisory committee
for the University of Minnesota in the revitalized initiative for a possible start of a four-year, veterinary
technologist degree program.

What is next? MVMA is putting together an info-graphic of key points about vet tech licensure. We
anticipate sending out a survey in the fall to measure how much of the information about vet tech
licensure has gotten out and to identify info gaps. MVMA is planning for fall regional information
sessions in greater Minnesota. Kim Horne, CVT, and Al Balay, DVM, would be willing to attend a staff
meeting via zoom if a practice felt that we could answer questions about the licensure initiative. We
are working with the Board of Veterinary Medicine on an ongoing basis about the scope of practice
and cost of licensure.

I hope that you will read the article about the ZimmVet Technician in Training Program by Dr. Maria
Krenz. In my previous role as Director of Veterinary Technology at Ridgewater College, I often
recommended that veterinary practices consider helping a prospective technician go to an
accredited veterinary technician program with the hope and expectation that that student would
work in the practice over college breaks and then stay in the practice after graduation. The ZimmVet
program takes this idea to the next level. Learn more on page 18.

Harmful Algal Bloom (HAB) Season Came Early

The Minnesota Pollution Control Agency says the heat and little rain this June are making lakes look
more like August when it comes to algal blooms, the Minnesota Department of Health (MDH) advises
veterinarians to be on the lookout for possible illnesses and deaths related to harmful algal bloom
(blue-green algae) exposure. Exposure could be through several ways including ingestion, inhalation,
and direct skin contact. Common symptoms to be on the lookout for include vomiting, diarrhea, rash,
breathing difficulties, weakness, liver failure, and seizures. Death is also possible. Symptom severity
can be dependent on the number of algal cells in contact with, and the size and sensitivity of the
animal.

HABs are often described as looking like pea soup or spilled green paint but can take on a variety
of colors and forms. While not all blooms are harmful, cyanobacteria can produce toxins like
microcystins and anatoxins that can affect animals and humans. People and animals should avoid
contact with water with a blue-green algal bloom and any algal debris that may wash up on shore,
as there is no way to tell if an algal bloom is harmful or not. The MDH advises to always remember,
“When in doubt, stay out!” To reduce the risk of HAB exposure, advise clients to not let animals drink
or swim in water that is discolored or where there is scum or foam. Do not let pets lick the algae off
themselves. And lastly, if they think their animal has been in water with a HAB, immediately rinse them
off with clean water.

Molgaard Named Dean

Dr. Laura Molgaard has been named to lead the College of Veterinary
Medicine as Dean. She has served as Interim Dean since August 2019,
and has been a faculty member since 1997. Molgaard has overseen the
DVM educational program and worked collaboratively with faculty, staff,
and students to advance excellence in curriculum, teaching, and student
support. Prior to joining the University, Molgaard worked as a small animal
veterinarian and as an instructor in various health-related programs.

“I look forward to encouraging more of the great work that made this one of
the world’s premier colleges of veterinary medicine,” Molgaard said. “I am
fortunate to be starting from a position of strength and opportunity, and I’m
proud to be the first woman to lead the College as dean.”

DVM Educational Strategic Planning

Input is needed to plan the next phase of DVM curriculum at the University of Minnesota College of
Veterinary Medicine. The DVM Educational Strategic Planning Committee completed a round of
seven focus groups in May, compiled input into a SWOT analysis (strengths, weaknesses, opportunities
and threats), and developed draft mission and values statements. Please check out the website

Hospital Expands Interventional Radiology Services

The Veterinary Medical Center’s Lewis Small Animal Hospital is increasing its capabilities in
interventional radiology to open new treatment avenues for patients.

Interventional radiology focuses on using minimally invasive procedures to treat diseases throughout
the body. These procedures are guided by the use of medical imaging, which includes endoscopy
and fluoroscopy. Examples include placement of stents into airways, the urinary and gastrointestinal

tract, and blood vessels to bypass obstructions, which can include
stones, tumors, or scar tissue.

The minimally invasive nature of IR offers several potential
advantages over traditional surgery, including decreased pain and
fewer complications, faster recovery time, shorter anesthesia time,
and reduced hospital stay times. The service will work with clients
and referring veterinarians to determine which procedure is most
appropriate, so that patient care is personalized and optimized.

Interventional radiology also opens up avenues of treatment for
conditions once deemed to be untreatable by traditional surgery
or other methods. In comparison to other veterinary care centers in
the Midwest, the Veterinary Medical Center offers a wide breadth of
minimally invasive procedures through the IR service.

Pinpointing a Genetic Cause for PPID in Horses

Investigating the genetic risks for equine pituitary pars intermedia dysfunction (PPID) is the goal of a
two-year research project funded by the Morris Animal Foundation. PPID is common in older horses
and poses significant morbidity and mortality rates. It can be difficult to identify PPID in a horse until
clinical signs become apparent, including chronic infections or laminitis, and the disease may have
already been present for months to years before diagnosis. By that time, treatment cannot reverse all
of the clinical effects, so researchers must help establish early diagnostic strategies for veterinarians
to get and stay one step ahead of PPID in
their patients.

Borrowing from human medicine
advancements in Parkinson’s research, the
CVM research team recently used whole-
genome sequencing to identify hundreds
of PPID risk alleles in a cohort of 36 horses.
They suspect that one or more of these
alleles are associated with increased PPID
risk. In order to provide primary evidence for
the role of these identified genes or alleles,
scientists must now validate these alleles in
a larger cohort of well-phenotyped horses
to establish significance and differences in
allele frequencies.

QUICK TIP

What determines the value of a hospital? Is it the amount a buyer can get financed?

We have been seeing a number of buyers coming to us stating that their lender is telling them
the value of the practice is too high. In most of these cases, these are hospitals that have
higher than average profitability which drives a higher practice value. Most lenders are not
qualified to determine the value of a hospital. We have also had buyers telling us that the
value of the practice is equal to the dollar amount they can get financed. Lenders are
confusing their ability to lend with true practice value.

There is a formula for determining the Fair Market Value (FMV) of a hospital. While there are
different valuation methodologies, for a financially healthy hospital, generally the value is
based on a multiple of Earnings Before Interest, Taxes, Depreciation, and Amortization
(EBITDA). At the end of the day, FMV is whatever price a seller is willing to sell for and a buyer
is willing to pay for.

Lenders have banking regulations they need to adhere to. These regulations limit how much
they can offer a specific buyer for financing on a hospital. Even when the hospital is valued
appropriately, a buyer may not be able to obtain financing equaling FMV. Financing is specific
to each individual buyer and each individual hospital.

We are a fairly unique industry where buyers are purchasing hospitals without bringing any of
their own money to the table. Is this fair or right? People will have differing opinions. The
reality is that most veterinary buyers have little to no cash available to them to make a
purchase.

What do buyers need to know?
• FMV is not necessarily the same as what you are able to get financed.
• Come to the purchase with as much cash and liquidity as possible.
• Donʼt expect to make a large investment without needing to inject any of your own funds.

What do sellers need to know?
• Most buyers have zero money to inject into a practice purchase.
• When selling the real estate, the seller may have to carry a promissory note for 10-20% of

the real estate price.
• If you want to sell to an independent buyer, you have to work with what a buyer can get

financed or be prepared for it to take much longer to sell your hospital.
