I just attended the AVMA Convention in
Washington DC. Dr. John Howe from Grand Board of Directors: JONI SCHEFTEL

organized an AVMA on the Hill event, in which Past President ANN BROWNLEE
we met with Minnesota Senate and House Secretary/Treasurer ROB MEMMEN
staffers to discuss three bills of importance JESSICA KOPPIEN-FOX
to veterinarians. We asked them to support the Veterinary Director DAVID LEE
Medicine Loan Repayment Enhancement Act that would remove Director DANIEL TJORNEHOJ
the 37% tax on USDA loan repayment grants to new grads filling Director
positions in shortage areas, and the Association Health Plans Director
Act that would allow AVMA to once again offer health insurance Executive Director
plans to members. We asked them to oppose the Fairness to

during the legislative session. Maintaining a strong presence MN Board of CHUCK LEMME
at the capital is an important part of where your dues go. The Veterinary Medicine
decisions about which bills MVMA will support and which
MVMA will oppose are made by members in the Governmental MN Board of
Affairs Committee. You can make a difference by joining this Animal Health
MVMA committee.
Thank you to all who volunteer at the state fair! Both the Miracle District VII
of Birth Center and the MVMA Surgery Suite showcase the AVMA Board Rep

My veterinary public health hero story this time is about
tularemia, a re-emerging oonotic disease. In Minnesota, AVMA Delegate SHARON HURLEY
tularemia was a big problem in the 1930’s and 40’s when rabbit
hunting was common, with up to 60 human cases a year. AVMA Alt. Delegate MATTHEW BOYLE
After the 1950’s, tularemia became rare in Minnesota, with 0-2
cases per year in people, and it was almost never diagnosed MVMA Office Staff: DANIEL TJORNEHOJ
in animals. In 2006, Dr. Arno Wunschmann at the Minnesota KELLY ANDREWS
Veterinary Diagnostic aboratory (VD ) diagnosed the first Executive Director/CEO NICOLE KAST
animal cases of tularemia in more than 2 decades in squirrels Assistant Director
from the St. Cloud area. Since then, the disease has been BRITTNEY YOHANNES
identified regularly at the VD , mainly in cats. From 2006-2018, Continuing Education
there have been 26 cats identified with tularemia in Minnesota; Program Manager MEGAN NADEAU
interestingly, most have been owned cats that hunt rabbits
in the Twin Cities metro area. There are veterinary heroes MVMF Fundraising & MARIA NELLESSEN
associated with most of these cats, including veterinarians who Planned Giving Manager
submitted animals for necropsy because they recognized that MANDY RICHTER
something unusual was going on. I’m highlighting only three: Communications &
Dr. Arno Wunschmann at the VDL, Dr. Luanne Wendland at Marketing Coordinator
Woodlake Veterinary Hospital in Richfield and Dr. Tara Sime
at Suburban Animal Hospital in Roseville. Dr. Wunschmann Certification and System
is a hero for identifying the disease in our state. Dr. Wendland Administrator
has diagnosed the most cases. She was alert to an increase in
cases in the Richfield area, and has notified us (at Minnesota Administrative Assistant
Department of Health) about confirmed and suspect cases
even when the owners didn’t want to pursue testing. Dr. Sime Newsletter Editor DANIEL TJORNEHOJ

from the abscess. The kitten’s asymptomatic mother was serologically positive. Recognizing tularemia in animal
patients is important to preventing or treating the disease in owners and exposed veterinary personnel. We have
identified a few ill people associated with these positive cats who were treated early thanks to the good work of
the veterinarians involved.

Capitol Report

August and September are quiet times in the Minnesota State Capitol.
Staff members are on vacation and legislators are back home in their
districts meeting with and listening to their constituents. This is a great
opportunity for MVMA members to schedule clinic visits with their legislators
or to simply meet with them when they are available. Much of the MVMA’s
current legislative agenda has been successfully addressed but there is still much
more to do. The MVMA held a couple webinars this summer regarding the new opioid and pharmacy
related laws that went into effect July 1st. If you would like to view one of these informative webinars
by MN Board of Pharmacy Executive Director, Dr. Cody Wiberg, please contact the MVMA office.

A very important role that our lobbyists fill is that of surveillance. There are many people in the
public that would like to do the work we do with animals without the benefit of a veterinary license.
We are constantly on alert for proposed legislation that might allow this intrusion of our profession.

The Minnesota state fair has just ended. The MVMA’s Surgery Suite and the Miracle of Birth
exhibits are among the most popular on the fair grounds. Nearly 2 million people attend the fair
every year and over half of them attend one or both of these exhibits. It takes many MVMA members
to staff these exhibits over the 12 days of the fair. This is an excellent educational tool to display
the work and care that veterinarians do for animals. Both exhibits are well received by the public.
Consequently, veterinarians play a significant role in this prominent Minnesota event each year.
The MVMA appreciates the time and effort expended by the members who contribute to a successful
state fair.

On the national scene the AVMA continues its opposition to the Fairness to Pet Owners Act (HR 623)
which has been introduced in three previous congressional sessions but has never been enacted.
This proposal directs the Federal Trade Commission to require
a veterinarian to provide a copy of the prescription every time a
medication is prescribed for a companion animal. In addition the
veterinarian must explain that the client may fill the prescription
at the veterinary clinic or an offsite pharmacy and must verify the
prescription electronically or as otherwise required by state law.
The AVMA believes that this bill is redundant and will cause undue
regulatory and administrative burdens on veterinary practices.

became one of our best yet for weather! We were
not surprised that we would fill up a course like
The Wilds Golf Club and we almost did with 135
golfers registered to play. More than $52,000 in

New veterinary research leader named
Molly McCue, DVM, MS, PhD, DACVIM, is the College’s new associate dean for research.
She is charged with enhancing and strengthening the College’s research efforts. McCue
has served in the role on a temporary basis and has helped create an environment that
encouraged faculty to submit 50% more grant applications than the year before she began.
McCue joined the College faculty in 2008.
New standing CT improves equine diagnostics
With the addition of a standing CT unit, the Leatherdale Equine Center now offers the
region’s best suite of diagnostic imaging tools. College veterinarians can quickly identify
injuries to the head, neck, and legs without putting their patients through the stress of
anesthesia. In addition, the CT can be used for full body imaging of sedated foals and ponies
to provide a three dimensional perspective of areas such as the spine and pelvis. The unit
was purchased with the generous support of Louise Leatherdale.

Dr. Debra Horwitz received her DVM from Michigan State University College of

Veterinary Medicine and is a diplomate of the American College of Veterinary
Behaviorists. She is a frequent lecturer in both North America and abroad on
behavioral topics to veterinarians and pet owners. She is often featured on both
television and radio and is a behavioral consultant on VIN. Her newest Blackwell’s
Five-Minute Veterinary Consult Clinical Companion: Canine and Feline Behavior
2nd edition was published in January 2018. She has authored and edited several
books and book chapters including ISFM’s Feline Stress and Health (2016) and Feline
Behavioral Health and Welfare (Rodan & Heath 2016). Her other books include the
BSAVA Manual of Canine and Feline Behavioural Medicine 1st and 2nd editions, and
co-author of the Lifelearn Behavior Client Handouts. She is also the lead editor of a
book for pet owners authored by diplomates of the American College of Veterinary
Behaviorists Decoding your Dog, published in January 2014. She was president of the American College of
Veterinary Behaviorists 2006-2008. In 2012, she received the Veterinarian of the Year by Ceva Animal Health and
has been voted NAVC 2012 and NAVC 2014 Small Animal Speaker of the Year.

Power of Ten Leadership Program?

The Power of Ten Leadership (POTL) Program is designed to cultivate leadership capacity in
recent graduates and provide learning experiences that will enrich the individual and benefit the
individual’s practice, community, and profession.
The Power of Ten Leadership Program will provide ten recent graduates (graduated from a college
of veterinary medicine with a DVM degree within the last ten years) with leadership development
sessions over an eight-month period. MVMA will provide topic experts, food and beverage expenses
at no charge for participants to attend sessions that not only convey the key learning points about
leadership, but also deepen the understanding of class members on a number of related topics. The
sessions will be face-to-face meetings in the Twin Cities (usually 6-9 pm). Possible topics/sessions
include:

• Media Relations (includes social media)
• Marketing your Practice and Skills
• Communication within the practice setting

Personal goal-setting
Personality assessments – understanding yourself and others to develop effective
strategies to deal with variety of people and situations (conflict resolution)

National Veterinary Technician Week
October 13th-19th, 2019

Veterinary technicians are truly the backbone of our
practices in providing the quality and level of care expected
by our clients. Therefore, National Vet Tech Appreciation
Week is a great time to take a moment and recognize the
work and commitment of all veterinary technicians.
National Veterinary Technician Week, first celebrated in
1993, takes place during the 3rd week of October each year.
Minnesota Association of Veterinary Technicians (MAVT)
will be offering CE during this week. Some of the exciting topics that will be presented will be Fluid
Therapy in Emergency Medicine, Nutrition, Rodent Blood Collection, Handling and Enrichment.

The MVMA is supportive of a proposal to have the Minnesota state college (MNSCU) system
consider starting a new veterinary technology program in the Twin Cities metro area. Prompted by
the recent closures of Argosy University and Globe University, a letter of support will be sent to the
MNSCU board and MN Office of Higher Ed. in September encouraging them to consider a new vet.
tech. program.
The MVMA also supports and strengthens veterinary technicians by maintaining their practice
skills and knowledge through certification, and in offering quality continued education throughout

AVMA Delegate Update

At the recent meeting of the AVMA House of Delegates (HOD) prior to the AVMA annual convention,
the members of the house participated in the “largest ever veterinarian descent” on the U.S.
Congress. Delegates met with U.S. Senators, Representatives, or their staff to discuss and ask
for support of the Veterinary Medical Loan Repayment Enhancement Act, support of Association
Health Plan bills, and for opposition to the Fairness to Pet Owners Act. In-person meetings are
very impactful and we were encouraged to share with legislators how these bills impact us as
veterinarians. The AVMA HOD also voted on several resolutions and bylaws changes. Information
about these documents can be found at the AVMA website (avma.org) for both this meeting and the
previous meeting of the House held in January. Prior to our biannual House meetings, occurring
January and mid-summer, resolutions and bylaws that will be up for House vote are posted to the
AVMA website and we encourage MVMA members to read them and provide feedback to us, your
MN delegates, so that your voice can be heard prior to the vote. There are always AVMA Council
and Committee vacancies. Information about these entities and vacancies can also be found on
the AVMA website and we encourage you to take a look to see if you or a veterinarian you know
might have the desire and knowledge to serve in one of these roles. We are always looking for new,
energetic faces to get involved in organized veterinary medicine at the AVMA as well as the MVMA.
Lastly, as you renew your AVMA membership, give strong consideration to donating to the AVMA
PAC (political action committee). Our PAC does good work in support of the veterinary profession
through education and support of federal legislators. The more donations the PAC receives the
greater the impact in Washington. To learn more about these issues listen to my recent August
