Section 504 of the Rehabilitation Act of 1973 focuses on the non-discrimination of individuals with disabilities.
The initial purpose of §504 (with reference to education) was to provide meaningful access to the public schools
for students with disabilities. Some of that role is now shared with the IDEA, under which students with the most
severe disabilities are now served. §504 is an anti-discrimination statute that addresses the educational needs of
disabled students.

Technical assistance and training is provided to local school districts and charter schools to address issues relating
to Section 504 of the Rehabilitation Act of 1973 and the Individuals with Disabilities Education Act (2004).

The Administrative Leadership programs and services are developed and offered for central office administra-
tors; campus principals and assistant principals; and other administrative leaders. The planned programs and
services are based on a comprehensive needs assessment resulting from advisors in the field; feedback from
assessment centers (professional growth plans); and other sources.

• TEC 21.054 requires that administrators have 200 hours over a five-year period in order to retain their
Standard Certificate. State required training is offered by Region 5 ESC and includes:

• CAMPUS IMPROVEMENT PLANNING / COMPREHENSIVE NEEDS ASSESSMENT: This workshop is for
those individuals who, along with the campus administrator, are stakeholders in the Campus Improve-
ment Plan. Topics such as requirements for campus plans, critical components of the campus plan, inte-
grated planning, and basic assumption about effective planning will be discussed. Participants will also
receive and discuss Comprehensive Needs Assessment Tools created by Region 20 ESC.

• INDUCTION/MENTORING ACADEMY (Re5PASS): This program is designed to address the SBEC induc-
tion requirements. It helps principals and assistant principals in the profession by providing mentors and
specific programs and services as support. The mentors will be leaders who currently serve as principals
and superintendents. The goal is to learn, develop and use key skills and behaviors which are considered
“best practices” in leadership.

• ADVANCING EDUCATIONAL LEADERSHIP (AEL): For aspiring administrators, this program is a 24 hour
co-corequisite to the Texas Teacher Evaluation and Support System(T-TESS) and is required of all adminis-
trators who serve as appraisers.

• SITE-BASED DECISION MAKING (SBDM): This program provides leadership, staff development, techni-
cal assistance and on-site support for campus and district SBDM teams for the purpose of implementing
site-based decision making throughout the year.

• TIME MANAGEMENT FOR THE CAMPUS ADMINISTRATOR: Principals face many demands on their time
each and every day. Principals are busy, overwhelmed and frustrated about getting things done in the
allotted time. In order to become more efficient and maximize their time, principals need to understand
“Time Management” principles as they relate to their job. In this training, we will discuss time saving
strategies along with how to prioritize and plan their time.

• CHAPTER 37 - DISCIPLINE UPDATE: Requires administrators complete professional development at least
every three years in the area of discipline. Administrators who oversee discipline must attend profes-
sional development training in the area of Chapter 37. Training must include the distinction between
discipline management techniques and the discretionary authority of a teacher to remove distruptive
students. This training meets the requirements of H.B. 1952.

• TEXAS TEACHER EVALUATION AND SUPPORT SYSTEM (T-TESS): T-TESS is the new teacher evaluation
system that replaces the existing Professional Development and Appraisal System (PDAS)in Texas and will
be fully implemented in the 2015-16 School Year. This is a required training for those who will be evalu-
ating teachers in the classroom. A state certificate will be issued to those who complete the training and
pass the online certification exam. Advancing Educational Leadership (AEL) is a required co-requisite for
T-TESS.

• TEXAS PRINCIPAL EVALUATION AND SUPPORT SYSTEM (T-PESS): T-PESS is the new state principal
evaluation system that replaces the current principal appraisal instrument used in Texas and will be
fully implemented in the 2015-16 School Year. This training is required for those individuals who will be
evaluating campus principals. A state certificate will be issued for those completing the training.

Assistance is offered to regional administrators in the following ways:
• Superintendents’ Study Group Meetings: At least nine times annually the ESC coordinates meetings for
superintendents in the region. These meetings provide information of current interest and provide a forum
for idea exchange.
• Joint meeting with Board of Directors: Each August the service center invites Region 5 Superintendents to
attend a joint meeting with Region 5 Board of Directors.
• Administrator Technical Assistance: Administrators may request assistance throughout the year with virtu-
ally any aspect of school management. Inquiries regarding program requirements and possible alternatives
are encouraged.

The Region 5 ESC Adult Education and Literacy program receives funding through the Texas Workforce Commis-
sion and provides educational opportunities to undereducated adults in Jefferson, Hardin and Orange Counties.

These services include:

Adult Basic Education (ABE):
• Basic instruction reading, writing, mathematics, science, social studies.

High School Equivalency/ GED Classes:

Career Pathways:
• Remediation in math, reading comprehension, and/or language for college students who are pursuing

in an ESL or adult education class and in their college class. Remediation will reflect the career goal; for
example, providing math tutorials designed specifically for Pharmacy Tech. students.

Advanced Academic Services Cooperative (AAS)
The implementation of Texas Education Code Sections 29.123 and 89.2 requires districts to provide ap-
propriate learning opportunities for gifted and talented students. Districts must meet the In Compliance
column within the Texas State Plan for the Education of Gifted/Talented Students. The primary purpose
for this cooperative is to provide participating districts with trainings, technical assistance, strategies, and
collaboration with their Gifted and Talented teachers and programs. Districts sometimes struggle with the
use of best practices in supporting their identified Gifted and Talented students; therefore participation in
this coop can be a positive way to use state funds to strive for a successful GT program. The cost for join-
ing the coop is calculated at 7% of your state allotment from Advanced Academic Services.

• Districts will receive one free onsite workshop for the required yearly 6 hour GT update training.
• Region 5 GT 6-hour Update Trainings cost will be $60 for coop members/$120 non coop members.

Region 5 ESC facilitates the CTE Educator Certification Program through Region XIII via the ESC distance learning lab.
The intern teacher must secure a position with a local district before applying to the CTE ECP. Upon acceptance, the
intern completes face-to-face and online coursework prepared by Region XIII. A field agent works directly with all
interns, providing classroom observations, mentoring, and supervision throughout the program.

Funding guidelines for Carl Perkins (Federal Funds) state that districts whose basic grant allotment is less than
$15,000 may still participate in the grant allotment by forming a Shared Services Arrangement (SSA) with other
LEAs to meet the minimum grant requirement of $15,000. The Region 5 CTE SSA provides technical assistance and

The Region 5 ESC Technology department is offering Catastrophic Backup services by a certified network admin-
istrator. This service will allow districts to store off-site their Local Area Network Backups. Data stored for Option
1 is intended for Catastrophic Recovery efforts only. Data stored for Option 2 is for Business Continuity which will
allow districts to continue to work in the event of a disaster. The information contained in the backup is captured
weekly. The backup process will be automated and checked weekly. The backups will be secured at the Region

The Region 5 ESC EdNet will connect educational entities in the Southeast Texas area together for the purpose of
offering Internet access, data transmission capability, and distance learning for students and teachers through video
conferencing. EdNet gives public school districts in a seven-county area high-speed access to Internet email service
and access to get in statewide telecommunications network through a hub located at Region 5 Education Service
Center in Beaumont. EdNet offers students attending member districts the opportunity to take dual-credit classes and
share instructor’s classes between districts.

The network offers professional development opportunities to educators across the video conferencing platform.
This allows districts to cut down on travel and substitute costs and also minimizes the time the teacher is out of the
classroom.

Educators can benefit by taking advantage of graduate courses curriculum training staff development and regular
updates from TEA Region 5 EdNet and other schools. Districts also have statewide access to cooperative ventures with
remote districts access to statewide collaborative video conferences and much more.

The Educator Certification Program strives to maintain positive, open communication with public and charter

The Principal Leadership Certification Program (PLCP) is a one-year program for individuals who already hold a
Master’s Degree. Candidates are provided real-world, performance-orientated field experiences.

The Field Service Agent’s responsibility at Region 5 ESC is to assist in the development and implementation of an ef-
fective communication network between local school districts, the ESC, and the Texas Education Agency. Region 5 is
offering a Field Service Cooperative to include School Board Member Training Credit. Region 5 is a state-approved
sponsor and will issue credit for programs facilitated through the service center. Its purpose is to assist each partici-
pating district in improving student outcomes by being kept abreast of legislative mandates, State Board of Educa-
tion Rules and Regulations, TEA requirements, and trends in education.

The cooperative also offers a variety of services to meet local district needs in the area of mandated and elective
school board member training. Districts may select one or more of these areas to satisfy their unique requirements.
School Board Member Training credit services include:

• Specific programs presented at selected sites to meet training requirements for all school board members
• On Site visits for networking with all superintendents
• Consultation on the request for waivers
• Assistance in the formation of county-wide meetings for superintendents

The purpose of the Region 5 ESC Technology Cooperative is to provide educators with access to multimedia cur-
riculum resources as well as technology integration training for administrators and staff.

The primary purposes of the Math/Science Cooperative are to provide K-12 staff development specifically related
to the improvement of instruction in the content areas of mathematics and science and to equip teachers with the
skills and resources to increase student achievement and reduce the achievement gap. We strive to provide high
quality, focused, and sustained professional development and curriculum resources as well as support to educators
who seek to further their professional knowledge, become teacher leaders, and/or become highly qualified in the
areas of math and science.
The State of Texas Assessment of Academic Readiness (STAAR™) in math and science calls for us to focus on in-
creasing student learning with the Texas Essential Knowledge and Skills. With the implementation of new math
TEKS, graduation requirements, and STAAR Assessments for both math and science, we believe it is more impor-
tant than ever that we provide pertinent information and training to teachers that will allow them to meet the
needs of their students and their districts. While working closely with our co-op districts, we provide training on
the implementation of best practices and strategies on the use of data to inform instruction, as well as training
for both general and special education teachers. We believe that a district’s participation in this cooperative will
encourage teachers to renew their commitment to learning and teaching and to reenergize their instruction.

RtI is a model addressing the needs of all students through a continuum of services which provides:

• High-quality instruction and scientific, researched-based, tiered intervention strategies aligned with indi
vidual student needs;

• Frequent monitoring of student progress to make results-based academic or behavioral decisions
• Data-based school improvement information; and
• The application of student data for important educational decisions (placement, intervention, curriculum and

instructional goals and methodologies).

These activities typically occur in the general education setting as schools assist struggling students prior to and in
lieu of a referral to special education. General education and special education staff will coordinate and collaborate
to develop a process for implementing this framework.
Technical assistance and professional development is provided to local school districts and charter schools to assist
in developing a process to implement this framework.

Entries for the School Member of the Year are submitted to the ESC. The ESC Executive Director then appoints a
selection committee made up of five TASA members in the region, including the region’s TASA Executive Commit-
tee member or another member designated by the TASA President, to choose one board to represent the region.
However, if any nominations are received from districts having less than 1,000 students, the selection committee
will forward one nomination form from that size category and one nomination, if any, from districts having more
than 1,000 students, provided such nominations meet all procedural requirements (above) and are considered ac-
ceptable as regional nominees by the selection committee.

Submissions of regional winners will then be forwarded to the TASA Executive Director by the service center Execu-
tive Director to be entered into the State competition.

Region 5 ESC acts as the fiscal agent for the Coop and coordinates the bid process for the Coop that consists
of over 85 school districts, colleges and other entities. The Region 5 Bid Coordinator manages the Coop under
the direction of the Coop Steering Committee, which consists of one representative from each member.
The Coop uses a Sealed Discount Catalog Bid system for bidding products and services. This means that in
each bid, vendors are asked to guarantee a percent discount off their catalog prices for the period of one year
for all Coop members. Bids are released yearly for 50 separate bid categories. Vendors are awarded a con-
tract for one year with the exception of the Paper Bid, which is released twice a year. When bids are released,
all current vendors automatically receive a bid packet in the mail or electronically via email.
Before each bid is released, Region 5 will ask each Coop member to send a list of potential new vendors to be
sent a bid packet. Region 5 will then post a legal notice in the paper describing the bids being released. At the
same time, bid packets are mailed to current vendors and potential new vendors.
The Coop maintains a webpage on the Region 5 website. When bids are released, they are also posted on the
coop webpage where any interested party can view and download the bid packets. When vendors are award-
ed contracts, a list of awarded vendors is posted on the webpage along with their bid information. To view the

tion and use of the electronic student records exchange system (TREx). This system enables the exchange of student

to post-secondary education. H.B. 1 requires each public school district, open-enrollment charter school, and public

Region 5 ESC provides access to digital copies of instructional materials under consideration for adoption.

The digital content and online passcodes arrive in late spring before the selection year. This allows educators and the
general public the opportunity to have input into the statewide hearings which take place each summer. Then, during
the fall and winter months, the instructional materials are available to local adoption committees to aid them in their
selection. Instructional materials are available from May - March each year and then are replaced by the next year’s
adoption.

Instructional materials may be previewed at any time during the cycle upon request. During the month of January,
Region 5 ESC will host an Instructional Materials Fair at our service center for all Region 5 school district personnel to
view instructional material and meet with company representatives.

Management Incorporated (DMI). The collaboration will allow Region 5 to offer TimeClock Plus in a hosted environ-
ment for new clients and those currently utilizing the time clock product. The product has proven beneficial for districts
with 10 or fewer employees and for districts with thousands of employees. Employee time and attendance information
can be tracked and reported for any number of different job descriptions required for the district’s employees, enabling
administration to accurately track employee hours worked in each assigned area.

School Bus Driver Training is a state mandated program to provide 20 hours of certification training to all school
bus drivers and an 8 hour recertification training to all drivers every three years. The purpose of this training is
